Key findings

• An inadequate funding formula massively shortchanges some schools’ transportation appropriations while providing other districts with transportation surpluses .

• School districts are often forced to siphon funds used for school transportation to pay for basic needs not being met because of Minnesota’s decade-long trend of underfunding education .

• Districts try to save transportation funds by adopting four-day school weeks; cutting routes, which lengthens time spent on buses; adding a fee or outright eliminating transportation for afterschool activities; and increasing the distance from school that the district offers busing .

All of these factors create a situation where one of education’s fundamental aspects — simply getting to and from school — becomes a financial and political football . Many districts don’t receive enough funds from the state to provide transportation, while others are tempted to use transportation funds to cover other basic needs .

ReCoMMendaTions

• Since Minnesota’s constitution guarantees education and state law guarantees school transportation, the state must properly invest in all aspects of education, including transportation . This will lessen the need to divert transportation dollars to cover overall state underfunding of schools .

• Policy should be changed to take transportation funds out of each district’s general operating budget and into a special categorical fund, while still giving districts the flexibility to apply to the Minnesota Department of Education to transfer transportation funds in times of crisis .

• It’s fundamentally important that the state adequately fund transportation so districts can provide students with a safe trip to and from school .

• Minnesota should change the current transportation funding formula, which is based on enrollment, to a more effective system based on miles traveled and student usage .

• Better overall funding will eliminate the need for four-day school weeks and cuts in after school transportation to fill budget and transportation gaps .

Minnesota’s students and their parents deserve a more adequate, accountable transportation funding system with better oversight to ensure a safe and timely ride to and from school .

exeCuTive suMMaRy

Disinvestment in education has touched every aspect of school budgets, including transportation . Through a combination of major state cuts in school funding and an inadequate transportation revenue formula, many Minnesota schools have been forced to fund transportation by taking money away from other areas of education . Conversely, some schools use transportation money to plug gaps in other parts of the budget .

While the state calculates at least a 4 .8 percent base budget specifically for getting students to and from school, transportation aid is wrapped into the general operating budget which makes it an easy source from which to transfer funds . Such funding shifts have resulted in decisions that undermine the quality of education and, in severe circumstances, can jeopardize safely transporting our children .

These accounting shifts only mask a larger problem that, unresolved, will jeopardize Minnesota’s future prosperity . The state needs to properly invest in education, an obligation it failed to meet the last eight years . Minnesota 2020 research shows since 2003, when the state assumed the lion’s share of responsibility to fund schools, lawmakers have cut education funding by an inflation-adjusted 14 percent .

“Districts are grabbing at everything they can find to save a few bucks,” says Charlie Kyte, Executive Director of the Minnesota Association of School Administrators .

Overall state education cuts have forced local school leaders to find new revenue streams to continue offering a quality education for students . Since 2003, 95 percent of all districts have opted for levy referenda just to fund basic operating expenses which the state is not providing .

When it comes to transportation funding, school districts are required to provide transportation for secondary-level students who live two miles or more from their school and elementary-level students who live one mile or more from their school, whether they are enrolled in public, private or charter schools . For greater safety, many districts often provide transportation to students within these boundaries who would otherwise have to cross busy roads on the way to school . Districts often provide after-school busing because participation in extracurricular activities is proven to improve students’ academic and social abilities and curb the dropout rate .

But that’s where transportation similarities between Minnesota’s 336 school districts end . These basic safety, distance and academic considerations play out differently in every district .

Rural districts face challenges in their transportation infrastructure that cause many students to spend far too many hours sitting on a bus . Some routes travel 35 miles one way to pick up only one student . Buses winding around several of our 10,000 lakes also add hundreds of thousands of miles to transportation costs each year . Also, rural fuel suppliers are few and hold a near monopolistic control on gas prices .

Urban districts’ higher population density requires more buses, maintenance and drivers . Safety is a problem when picking up or dropping off students along even moderately busy streets .

While these problems seem straightforward, another quandary is less obvious: The state’s formula determining how much money each district will use to provide transportation is wholly insufficient for the job . Some districts receive hundreds of thousands of dollars more than they need and shift that money to fund other shortfalls . Some districts routinely come up short and have to replenish transportation funds with money that should be going to buy books or hire teachers .

The transportation funding formula is complicated and experts disagree about almost every variable in the equation . In an effort to equalize funding for rural districts, the state devised a transportation sparsity index to account for distance and fuel costs, but even the smallest, densest urban districts qualify for this aid . The state also calculates transportation revenue based on a weighted number of students attending the school district, not the number of students who use transportation or the number of miles driven . This funding mechanism tends to leave schools in densely populated areas with a transportation surplus and those in more sparse areas with a transportation deficit .

Transportation funding shortfalls force district leaders to make desperate, questionable decisions about getting students to and from school . “When you’re looking at budget cuts, you have to look at the big pots of money and transportation is a big pot of money,” says Corey Lunn, Montgomery-Lonsdale Schools Superintendent .

Some districts have increased the radius around which they will transport students . While state law requires a two-mile radius around secondary schools and a one-mile radius around elementary schools, many districts keep safety in mind for younger students and provide busing closer to the school . It’s a good practice that some districts are forced to abandon because of inadequate transportation funding . This is not only a transportation problem for many parents who now have to deliver their children to the school door, but is a safety issue for students who have to cross a highway or busy street .

Some districts achieve transportation savings by initiating a four-day school week . Districts that have used the four-day week say test scores have remained steady . While some secondary instructors who teach laboratory science or art classes find the extra class time beneficial, other teachers wonder how well elementary-age students retain knowledge by the end of the longer school day .

Some districts have sold their bus fleets, opting instead to contract with an outside busing provider . This offers short-term savings because the bidding process allows for a competitive first contract and often the contractor will buy the district’s rolling stock, which adds a one-time boost to the district’s general operating fund . If the next round of bidding remains competitive, the district can continue to benefit; if there are fewer contractors, the district will find itself in a terrible financial bind . In addition, bus drivers rarely benefit when a district switches to a contractor-run fleet — fewer drivers are hired and they typically take a pay cut . Benefits, if they are offered, are also slashed .

Even though it is well documented that extracurricular activities create community, a sense of belonging and ownership among students to their schools, and after school sports and activities increase academic performance and decrease dropout rates, many schools are ending afterschool busing or raising the fees for the service .

Some parents might find providing transportation to school an inconvenience . Others find it difficult because of work schedules . But all parents will find safety compromised when students spend less time on a bus and more in the car or walking to school . Riding on a school bus is one of the safest forms of travel . Nationally, about 75 percent of deaths and 84 percent of injuries resulting from crashes during normal school travel hours occurred in two passenger vehicle categories; 22 percent of fatalities and 11 percent of injuries occurred to student bicyclists and pedestrians during school hours, while only 2 percent of deaths and 4 percent of injuries occurred on school buses .

It is intolerable that state lawmakers have forced districts into these positions . Safe access to school should not be a negotiating point . The state needs to develop a funding formula that accurately provides the amount needed to transport students to and from schools .

HoW sCHool TRanspoRTaTion is funded

School districts are required by state law to provide transportation to and from school for all public, charter and non-public students in secondary school who live two miles or more away from school, and elementary students who live one mile or more away from school . Under certain circumstances, the district is also required to provide transportation for disabled children and open enrollment students . School boards have sole management over scheduling of routes, location of bus stops, method of transportation and control and discipline of school children . i

In 1997, the state legislature agreed to move transportation funding from a school’s categorical transportation expense fund and into each school’s general operating fund, where it could be included with most other district expenses . State budget shortfalls and inconsistent funding have exposed the problems with shifting transportation from a dedicated source of funds to a more fluid line item .

“Busing is not a primary focus of education . Transportation is meant to be on the outside,” says Jan Vanderwall, Transportation Coordinator for the Roseville Area Schools . “It was a foolish thing to blend transportation funding into the general education funding formula (in 1997) because now transportation funding goes up or down with the state budget while costs just keep going up .”

Also in 1997, the state added a funding formula for transportation sparsity along with formulas for non-public student transportation revenue . Beginning in 1999, special programs transportation funding was rolled into the special education formula and desegregation transportation funding was rolled into integration revenue formula . ii.

School districts can charge transportation fees for students living within two miles of the school, transportation to extracurricular activities where attendance is optional, and transportation to postsecondary institutions for students enrolled under the postsecondary enrollment options . A district may waive any fee if a student or parent is unable to pay it . Districts can’t charge for field trips which are required as a part of a basic education program or course . iii

School districts are required to transport charter school students who live within their boundaries provided the charter school students live an eligible distance from the charter schools . If charter schools choose district-provided transportation, the districts will receive the transportation portion of the charter schools’ general education basic revenue . If charter schools decide to provide their own transportation, students living two miles or more from the charter school must be offered transportation services by the district . iv

The McKinney-Vento Homeless Assistance Act requires school districts to provide homeless students with transportation to their school of origin . School districts can be reimbursed for transporting a formerly homeless student from a permanent home in another district to the school of origin through the end of the school year . This prevents forcing the student to change schools during a school year . v

The formula for determining how much revenue the state provides for school transportation is determined by multiplying three figures: the district’s basic per pupil revenue amount determined by the state legislature; the adjusted marginal cost pupil unit; and 4 .85 percent, which is determined to be transportation’s portion of each district’s general fund .

The first hurdle is that state lawmakers don’t index basic per pupil revenue to inflation . This is the minimum amount every district receives per pupil for overall education expenses . As a result, per pupil revenue has not met inflationary stresses since 2003 . From ‘03 to ‘05, legislature set per pupil basic revenue at $4,601 . In 2006, it rose to $4,783, in 2007 to $4,974, in 2008 to $5,074 and in 2009 to $5,124, where it remains .

When adjusted for inflation, the 2009 per pupil revenue amount is only $3,903 in 2003 dollars, a 14 percent drop in funding that the state’s Price of Government Report projects will drop to 15 percent in the coming years .

In addition, the state determines transportation revenue using the “adjusted marginal cost pupil unit,” under which students are weighted by the amount they use the school system: Kindergartners equal .612 students, students in grades 1-3 weigh 1 .115 students, those in grades 4-6 weigh 1 .06 and secondary students weigh 1 .3 students . Once students are counted and the number open enrolling or attending charter or private schools is subtracted, this weight is applied to determine the “adjusted pupil units .” To help districts that are adjusting to declining enrollment, the “adjusted marginal cost pupil unit” is determined by using either the greater of its current year adjusted pupil units or the sum of 77 percent of its current year’s adjusted pupil units plus 23 percent of the previous year’s adjusted pupil units . vi

“The system is inequitable . We have 832 square miles to cover and Richfield has 16 square miles but we get the same amount for transportation they do because the transportation formula is based on how many students are in the district . They spend half of what they get on transportation and the rest goes into the general fund . Last year we had to dip into our general fund to cover $600,000 in transportation costs,” said Greg Liedl, Transportation Coordinator for Bemidji Area Schools .

Critics argue this funding formula favors those districts that have large student populations living in close proximity to their schools . They say districts get the money for students they don’t have to transport and are free to use these transportation funds elsewhere in their budget .

The 1997 transportation sparsity revenue formula was intended to correct this by giving more money to large, sparsely populated districts . The formula is based on the ACMPU as well as the district’s square mileage ..vii

Critics argue that fix did little to correct the issue . It still doesn’t meet the needs of rural districts and most densely populated metropolitan districts qualify for at least some transportation sparsity revenue . Since this revenue is part of the district’s general operating fund, it’s not used for transportation but becomes part of the district’s regular revenue stream . viii

THe effeCTs of TRanspoRTaTion undeRfunding

Transportation underfunding is the result of overall school underfunding . However, because transportation funding was removed as a separate, categorical expenditure in 1997 and became a portion of what each district receives from the state as general operating revenue, districts have the ability to move transportation funds to pay for other underfunded necessities such as books and teachers .

Some districts have shifted transportation funding to other education needs by instituting a four-day school week . By closing school one day each week, districts believe they can reduce transportation expenditures up to 20 percent . These districts typically travel many bus miles yet have a relatively small overall budget, therefore the savings can be a large part of their budget . In 2008, MACCRAY became the first recent Minnesota district to start a four-day week, followed last year by Blackduck, Warroad and Ogilvie . St . James started a four-day week last winter . Clearbrook-Gonvick, Onamia, North Branch, Pelican Rapids, Lake Superior and A .C .G .C . will start next fall .

The four-day week was used to save money during the 1980s, although all Minnesota schools that experimented with the schedule reverted to a regular school week after several years . The practice hung on in some rural districts in Wyoming, South Dakota and Louisiana, and districts in states such as Kentucky and West Virginia have recently moved to four-day weeks to save money .

After examining the four-day week, several Minnesota districts have rejected the idea citing insufficient savings or lack of academic rigor . Crookston, Norman County East, Rush City, Yellow Medicine East, Le Sueur-Henderson and Southland all considered and rejected the four-day week .

Many districts will offer transportation for fewer students by lengthening the radius around the schools in which they will offer busing . While statistical information about how many districts have done this or are considering this are unavailable, anecdotal information shows that many districts — especially those in densely populated areas — can realize significant savings by pushing the costs of transporting students to school back onto parents .

“Seven or eight years ago, (Owatonna Public Schools) moved the busing borders for secondary (grades 7 to 12) from one mile to two miles away from school . It was a financially driven decision . We save about $300,000 per year, which is about 1 percent of our total budget,” said Tom Sager, Director of Finance and Operations, Owatonna Public Schools .

Additionally, although studies have shown that extracurricular experience helps students stay in school and improve both academic and social performance, many districts have added fees to after-school busing or dropped the service all together .

Minnesota 2020 examined state records to see which districts were given the most in transportation funding and which were given the least .

As previously explained, transportation funds are determined by the weighted number of students, a transportation sparsity component and charter transportation funding . This method of funding is tremendously unfair to districts, giving some hundreds of thousands of dollars extra that they can funnel to other needs . Most importantly, underfunding other districts forces them to remove money from other educational needs to fund transportation .

Those with the biggest funding disadvantages tend to be rural or exurban districts that cover many square miles, thus making it impossible to expand the radius of service around schools to cut costs .

The state’s transportation mandate requires school districts to provide transportation to and from school for any secondary student who lives two miles or more from school and elementary student who lives one mile or more away from school . A district also is required to provide transportation for nonpublic students, disabled children, nonresident open enrollment students, and resident students attending a charter school that is located within the district if the charter school has declined to provide transportation services to its students ..xi

Many school districts cite safety factors among their reasons to offer transportation within the radius required by state law . However, under pressure of declining budgets, some districts will expand that radius and require parents to find their own transportation or rely on their children to either walk, bike or drive to school .

“The challenge is how to get kindergartners, first, second or third graders to school when they live more than one mile away . It’s a concern for all students but it’s the biggest concern for the younger students,” Sager said .

School bus travel is one of the safest forms of travel . Nationally, school bus service accounts for approximately 25 percent of trips and 28 percent of student-miles traveled during normal school travel hours . Passenger vehicles (with adult and teen drivers) represent 60 percent of trips and 66 percent of student-miles traveled . Student pedestrian travel accounts for 12 percent of trips and 1 percent of student miles . About 75 percent of deaths and 84 percent of injuries resulting from crashes during normal school travel hours occurred in two passenger vehicle categories, while only 2 percent of deaths and 4 percent of injuries occurred on school buses . Fatalities and injuries to student bicyclists and pedestrians involved in crashes represent the next-largest share — 22 percent and 11 percent, respectively ..xii.

In Minnesota, 2009 saw 670 school bus crashes, a 2 percent increase from the prior year . There were four deaths: One was a child hit by the bus after exiting; one was an elderly pedestrian hit by a bus while in a crosswalk; two were drivers of other vehicles that were struck while failing to yield at intersections . Nearly two out of three crashes and injuries occurred between 6 a .m . and 9 a .m ., and between 3 p .m . and 6 p .m ..xiii.

While it’s difficult to determine how many bicycle-related and pedestrian-related deaths and injuries come from students heading to and from school, 32 percent of all weekday bicycle crashes occurred from 3 p .m . to 6 p .m ., and of the 963 bicyclists injured, 54 percent were 24 years of age or younger ..xiv

Meanwhile, people less than 25 years of age accounted for 22 percent of the pedestrians killed and 39 percent of pedestrians injured . Males accounted for 56 percent of all pedestrian fatalities . Three out of ten pedestrian crashes occurred Monday through Friday between 6 a .m . to 9 a .m . and 3 p .m . to 6 p .m ..xv

Safety isn’t the only consideration . The availability of before- and after-school busing increases participation in extracurricular activities . It has been proven that participation in extracurricular activities predict lower marijuana use, higher grades and academic aspirations, and more positive attitudes toward school . Participation in extracurricular activities helps bind students to the values of the school, such as good academic performance and high academic aspirations ..xvi.

There is anecdotal information conducted by researchers that shows families reported concerns about the length of rides and the loss of sleep due to early pick-ups . xvii Another reported a small but statistically significant negative relationship between distance traveled on buses and school achievement ..xviii

ConClusion

Minnesota’s school funding system is abhorrent . Students are not getting the money from the state they need to receive an education . Nowhere is this more apparent than in the desperate decisions made by school officials to find money to keep their schools running .

School transportation is a matter of state law . Districts must provide it . Yet the funds they receive for transportation can be siphoned off to other areas, leaving a poor atmosphere for transportation that includes four day school weeks, larger transportation zones, no after school activity buses or other decisions .

These decisions affect the very core of education . If students have a hard time getting to school, or if they have to take a less safe method of transportation, then their educational experience is compromised .

The transportation funding formula is extremely flawed and needs an overhaul . The current formula, based on a weighted system of student population, needs to be scrapped for a more effective system based on miles traveled and student usage .

In addition, transportation funds should be put back into a categorical fund and allowed to cross over into other funding areas only as a last resort and then with oversight from the Minnesota Department of Education .

Minnesota’s students deserve the confidence that they will be able to get to and from school in a safe, timely and efficient manner .

These decisions affect the very core of education. if students have a hard time getting to school, or if they have to take a less safe method of transportation, then their educational experience is compromised.
