Dear Mr. Wilson:

The written exams adminis'tered on December 16, 1985, had a significantnumber of " completion test" items (fill in the blank). The structure of thequestions was generically poor. There should be only one blank per itemwith the blank at the end of the item. Statements taken directly from textsshould be avoided; statements taken out of context are often ambiguous. It

is difficult to construct completion items that have only one correct answerand are unambiguous.1
