• LTE networks have 100% smartphonepenetration from Day 1. Smartphones generatesignificantly more signaling messages comparedwith feature phones or data cards, both on theaccess network (e.g., handset polling the network)and the core network (policy-driven messages).

• Mobile operators will aim to monetize newnetworks more aggressively with old and newservices which will include VoLTE, RCS andothers. These will create additional signalingburden on the core network compared withcurrent systems which are relatively simple (e.g., driven by voice, SMS and data volumes).

• Real-time, online charging and advanced offerings(e.g., family plans) will create new signaling trafficbetween operators’ policy engines (PCRF) andvarious other parts (e.g., HSS, OCS). In manycases, this will be several orders of magnitudecompared with current signaling traffic.

Moreover, SS7 and Diameter have fundamentaldifferences which complicate initial deployments(see fig. 1). These fundamental differences,coupled with network-wide failures experiencedby early LTE networks (e.g., Verizon), have alarmedthe operator community which is looking atDiameter – and LTE signaling – in more detail,especially when considering nationwide deployments.

The signaling market is now expanding, with new entrants (F5/Traffix Systems, Diametriq),signaling incumbents (Tekelec, Ulticom), adjacenttechnology vendors (Acme Packet, Openet) andtier-1 infrastructure vendors (Ericsson) active in thevalue chain. As there are several new LTE networksnow being planned or deployed and LTE-specificservices currently being launched, the Diametermarket is currently at the nascent stage andoperators are still learning how to deploy Diameter – often the hard way!

The signaling market has been expanding since theearlier days of SS7. The complexity and novel natureof both Diameter and SIP are expected to provideadditional growth opportunities for both new andold vendors. Moreover, Diameter deployments areevolving to meet operators’ current demands andare expected to evolve even further when there is a need for additional functionality in the corenetwork (see fig. 2).

Early deployments for Diameter infrastructure weredriven by PCRF and mobility management, meaningthat Diameter elements were usually shipped inparallel with these components (PCRF, HSS, HLR, MME)or even embedded in them in the form of softwarefrom third-party vendors. Although these providedadequate room for subscriber growth, operatorssoon realized that Diameter is a critical elementfor the operation of LTE networks which requireseveral “touch points” for Diameter infrastructure.Diameter deployments have now evolved to offeradvanced functionality, including routing, loadbalancing, protocol translation and interoperabilitywith legacy elements. This functionality manifestsitself as several of the components listed abovewhich are expected to evolve with time.

Signaling and diameter will become critical for LTE network monetization

Although Diameter is a continuation of SS7, it hassignificant differences compared with previoustechnologies which do not allow operators andvendors to make use of their expertise andprevious experience for the new LTE networks.Several operators have experienced outages intheir new LTE networks which have primarily beenattributed to signaling “storms” in various parts oftheir core networks.
