There are now more than 200 million contacts in Logbook of the World and ARRL will soon be making VUCC and perhaps some CQ awards available through LOTW. The "Triple Play" Award has been very popular with more than 200 hams earning WAS on CW, phone and digital and confirming their contacts through LOTW. A long backlog for DXCC awards has been reduced to 4-5 weeks. Look for the debut of a new ARRL web site by the end of this year. The new site will be easier to navigate and allow us to enter activity reports online. The FCC’s new special counsel for enforcement, Laura Smith, impressed Dan. Ms. Smith spent two days at HQ in early March and like her predecessor, Riley Hollingsworth, she is committed to making the amateur community better. Otherwise, Dan doesn't expect much focus on Amateur Radio from the FCC until after the DTV transition on/before June 12. Roanoke Division Convention The Mecklenburg Amateur Radio Society hosted an outstanding hamfest at the Cabarras Arena on March 14 and 15! The new facility was excellent and drew a big crowd. Roanoke Division Director Dennis Bodson, W4PWF and ARRL Regulatory Information Manager Dan Henderson, N1ND led the ARRL forum during the hamfest. March 5th Minutes…Bob – WD4CNZ The March 2009 general meeting of the Western Carolina Amateur Radio Society was called to order at 7:30pm by president Dean Blair K2JB in the Simpson Auditorium, AB Tech. Everyone was invited by the president to join in the Pledge of Allegiance to the Flag. Attendees were then asked to introduce themselves giving their name, callsign, and where they were from in the area. New hams and visitors were greeted and welcomed with applause. Tickets were sold for the 50-50 drawing to be drawn at the end of the meeting. The Minutes of the previous meeting were approved via motion and vote. (The Minutes were published in the SMOKETEST newspaper and are available online.) The Treasurer’s Report was given showing a balance in the checking account of $3798.88 and a balance in the savings account showing $3957.11. The Report was moved and accepted with thanks. A list of WCARS members who have paid their current dues was passed around to verify the record. The new ham class is still underway with ten students studying for the exam coming in the near future. The MOVAN still needs the power steering pump installed. Elwood and Marc said they would get to it this coming Saturday (March 7). Announcement was made of the Haywood ARC having a swapfest at the Haywood County Fairgrounds this coming Saturday (March 7). All are invited. Planning is still underway to find a hamfest location and cooperation with other clubs for the WCARS event. K4KQJ made an announcement asking for volunteers to help May 2 with an equestrian event to be held on the Biltmore Estate. The president announced that Vernon W4THN is planning a ham radio boat cruise in February of 2010. More information will be presented at a future meeting. Field Day 2009: members were made aware of the event and the Club is looking for a site with facilities but low cost. Dean Blair K2JB suggested Fernihurst on the AB Tech campus if permission can be obtained. Members were asked for any other ideas. The Club is trying to avoid the expense of last year’s site. Dean will continue to investigate possibilities. The Enka location was suggested as a possibility. Updates forthcoming at the next meeting.

April Meeting - The next WCARS meeting will be April 2, 2009, at 7:30 p.m. in the Simpson Auditorium, Simpson Bldg, at AB Tech. Program: To be announced.

Amateur Radio Class Amateur radio classes began on February 10th, at AB Tech in the Elm Building, with 15 students. The class concluded on March 10th, with VE exams administered to 9 students. Each participant passed the Tech exam with high scores, and one student tested and passed the General class exam. Western Carolina Amateurs taught the course that explained the operating procedures and electrical principles involved. Instructors for this class included N4NH, W4FOT, W4DK, K2JB, AE4AV and K8SKX. On exam night, the WCARS/VE team included N4NH, K4BNP, K8SKX, NC4KK, and KC4KNM.

From the ARRL: US Coast Guard to discontinue LORAN Stations 24 LORAN-C (Long Range Aid to Navigation) stations operated under the auspices of the USCG will be terminated under the Department of Homeland Security (DHS) 2010 budget proposal. This budget "supports the termination of outdated systems such as the terrestrial-based, long-range radio navigation (LORAN-C) operated by the US Coast Guard, resulting in an offset of $36 million in 2010 and $190 million over five years." The USCG, once a part of the US Department of Transportation, is now under the direction of DHS. Global Simulated Emergency Test Scheduled for April 18th The HQ Stations of all IARU Member-Societies, as well as the stations of Emergency Communications Groups, have been invited by IARU Region 1 to participate in the 2009 Global Simulated Emergency Test (GlobalSET), on Saturday, April 18, 2009 from 1100-1500 UTC. According to IARU Region 1 Emergency Communications Coordinator Greg Mossop, G0DUB, the GlobalSET is not a contest, but an emergency communications exercise to develop skills needed to provide an international emergency network, with four objectives: To increase the common interest in emergency communications, to test how usable the CoA frequencies are across ITU regions, to create practices for international emergency communications, and to practice the relaying of messages using all modes: Voice (SSB), Data or CW. The GlobalSET will take place on and near the emergency Center of Activity (CoA) frequencies on 80, 40, 20, 17 and 15 meters, ± QRM. Stations in the United States intending to participate need to register through their IARU International Emergency Communications Coordinator. For the United States, registrations should be e-mailed to ARRL Emergency Preparedness and

US Senate introduces Legislation to Inventory Radio Spectrum US Senator John Kerry of Massachusetts and Olympia Snowe of Maine have introduced a bill in the Senate that would mandate an inventory of radio spectrum bands managed by the National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission. The inventory would include those frequencies between 300 MHz-3.5 GHz managed by the two agencies. "Our public airwaves belong to the American people, and we need to make certain we are putting them to good use in the best interests of those citizens," Senator Kerry said. "Last year's 700 MHz auction resulted in $20 billion for the treasury and will create greater opportunity and choice for consumers and businesses that need broadband service. We also took a great step forward when the FCC established a way for unlicensed devices to operate in white spaces. These two initiatives are evidence of how valuable spectrum is and how it serves as fertile grounds for innovation. We need to make sure we're making as much of it available to innovators and consumers as possible." ARRL Technical Relations Manager Brennan Price, N4QX, said that the bill is in its infancy and that there is no corresponding legislation in the House of Representatives: "The text of the proposed legislation neither exempts Amateur Radio nor considers the frequency-agile and unfixed nature of most Amateur Radio operations. This bill merits watching and presents amateurs an opportunity to educate their Senators about the nature of our stations and our Service." Emergency Communications Across Borders The Fifth Global Amateur Radio Emergency Communications Conference (GAREC) -- hosted by the Japan Amateur Radio League (JARL) -- will be held in conjunction with the JARL Ham Fair at Tokyo Big Sight on August 24-25, 2009. Registration for GAREC-2009 will begin in early May.

According to GAREC 2009 Organizing Committee Member Seppo Sisatto, OH1VR, this year's theme is "Emergency Communications across Borders." The program will include presentations about operations during disasters that have occurred since GAREC-2008 in Friedrichshafen, Germany, as well as discussions about new developments in technology and their application in emergency communications. The detailed program will be published in late April. All Amateur Radio operators interested in Emergency Communications are invited to participate in GAREC. The fifth GAREC continues the work of its four forerunners: After the first and the second GAREC in Tampere, Finland, the third GAREC in Huntsville, Alabama, USA, and the fourth GAREC in 2008, this year's event will be the first GAREC conference in IARU Region 3. The proceedings and the statements of the 2005, 2006, 2007, and 2008 conferences can be found at the GAREC Web site. Sisatto pointed out that the theme of GAREC-2009 mirrors the theme chosen by the IARU for World Amateur Radio Day on April 18, "Amateur Radio: Your Resource in Disaster and Emergency Communication." Burghardt to No Longer Sell Amateur Radio Equipment (Mar 17, 2009) -- On March 16, Jim Smith, W0MJY, owner of Burghardt Amateur Center in Watertown, South Dakota, announced that the company will no longer sell Amateur Radio transceivers and accessories. The company, now called Burghardt Radio Repair, has canceled all backorders. In an e-mail, Smith blamed the current economic conditions for the change that forced the company "to re-evaluate our goals and direction. We will continue to provide radio repair service, as it has become a very busy business. Our technicians are very experienced and parts inventories are good. Thank you for your support in the past and we look forward to continuing our relationships through our servicing facility." Jim Smith's son, Mike Smith, KC0FTM, told the ARRL that even though the company has had to lay off employees in the past couple of months,

"Burghardt will concentrate on service, just like we have been doing since 1973." Stan Burghardt, W0IT (SK), founded Burghardt in 1937 as Burghardt Radio Supply. He sold the company to Smith in 1982, remaining active in the company until January 2002. Burghardt passed away in 2004 at the age of 93. Hurricane Watch Net Seeks New Members The National Hurricane Center (NHC) in Miami are gearing up for what could be a very active storm season. One organization that assists the NHC is the Hurricane Watch Net (HWN). To better assist the NHC, HWN Manager Dave Lefavour, W7GOX, told the ARRL that the HWN is looking for new members. "The Hurricane Watch Net relies on volunteer operators -- our members -- who serve as our net control stations," he said. "HWN members are hams who have above-average stations, are capable of effectively conducting HF net operations and are willing to commit their time to operating in support of the HWN's mission during Net activations. The Net sessions can be long, and, in the recent absence of sunspots, pretty grueling." the HWN is looking for new members with stations that can effectively communicate with Central America and the Caribbean, Mexico and South Texas on the 20 meter band. "With the low solar activity, our Assistant Net Manager Brad Pioveson, W9FX, is very interested in finding more members that can help with Net Control Station duties on the low ends of the 40 and 80 meter phone bands," Lefavour said, "as we're having to broaden our focus from only operating on 14.325 MHz. Lefavour said that bilingual hams are especially welcome: "We recognize that some Latin American operators hesitate to check in and send reports to us if they aren't fluent in English, so we're also interested in hearing from hams that are fluent in both Spanish and English. When we're working storms that are either affecting or threatening areas where Spanish is the language of choice, we always try to have one or more bilingual HWN members on hand to help with reporting. Those who have previously applied for HWN membership are encouraged to submit new

applications. New applicants are also encouraged to apply." Hurricane season in the Atlantic Ocean runs from June 1-November 30, peaking from late August through September

From K4BNP; In a message from K4RLC, the following is provided for your consideration: the Secretary, DHS is to provide a plan, within 45 days of the signing of the stimulus bill, to the House and Senate Committees on Appropriations for a plan on how they intend to spend $92,200,000 on tactical communications equipment and radios. About $19,000,000 would cover every county in the country with a HF and VHF Winlink system at about $6,000 per county EOC. K4BNP has already contacted the Buncombe County Emergency Manager about this proposal. Each amateur licensee is encouraged to contact your Representatives and Senators of Congress, State Governors EMS Directors, and County EOC representatives and remind them how valuable MARS and Amateur Radio Winlink communications systems are during emergencies. Why an Amateur Radio Operator is called a HAM Have you ever wondered why we radio amateurs are called "HAMS"? Well, according to the Northern Ohio Radio Society, it goes like this: the word ham was applied in 1908 and was the call letters of one of the first Amateur wireless stations operated by some members of the HARVARD RADIO CLUB. There were Albert S. Hyman, Bob Almy and Peggie Murray. At first, they called their station Hyman-Almy-Murry. Tapping out such a long name in code soon called for a revision and they changed it to HY-AL-MU, using the first two letters of each name. Early in 1909, some confusion resulted between signals from Amateur wireless HYALMU and a Mexican ship named HYALMO,

so they decided to use only the first letter of each name and the call became HAM. In the early pioneer unregulated days of radio, Amateur operators picked their own frequency and call letters. Then, as now, some Amateurs had better signals than some commercial stations. The resulting interference finally came to the attention of congressional committees in Washington and they gave much time to proposed legislation designed to critically limit Amateur activity. In 1911, Albert Hyman chose the controversial Wireless Regulation Bill as the topic for his thesis at Harvard. His instructor insisted that a copy be sent to Senator David I. Walsh, a member of one of the committees hearing the bill. The Senator was so impressed, he sent for Hyman to appear before the committee. He was put on the stand and described how the little Amateur station was built. He almost cried when he told the crowded committee room that if the bill went through, they would have to close up the station because they could not afford the license fees and all the other requirements that were set up in the bill. The debate started and the little station HAM became a symbol of all the little Amateur stations in the country crying out to be saved from menace and greed of the big commercial stations that did not want them around. Finally, the bill got to the floor of Congress and every speaker talked about the poor little station "HAM." That's how it all started. You will find the whole story in the Congressional Record. Nationwide publicity associated station HAM with Amateurs. From that day to this, and probably to the end of time, in radio, an Amateur is a HAM. Source unknown

Silent Keys With deep regret WCARS records the

loss of fellow amateur Arthur “Chase” Ambler Jr., 77, who died Friday, October 24, 2008. A native of Asheville, Mr. Ambler graduated from The Asheville

School. After his Army enlistment, he graduated from North Carolina State College, where he coached springboard diving and was employed part-time with the Red Cross as Wake County Safety Services Director. He taught Physics at Asheville Buncombe Technical Institute, and taught Physics and coached swimming at the Bolles School in Jacksonville, Fla. and the Asheville School. One year his Asheville School swimming team won the North Carolina State Swimming Championship. The swimming pool is named in honor of his 26 years of coaching swimming there. Mr. Ambler had many interests in his life, including a general license in amateur radio with KI4VLX as his call sign, photography, theater, mountain climbing, and hiking. WCARS must also say goodbye to Mr. Headlee Lee Howard, 88, of Browns Crossroads Road, Staley,

who passed away Sunday, September 28, 2008, in Asheboro. He served in World War II in the U.S. Army Air Corps. A former resident of Asheville, N.C., for 43 years, in 1986 Mr. Howard retired as postmaster of Alexander, N.C. He was a 52-year member of the Amateur Radio Society with callsign W4HHE, and a former member of WCARS. From Courier-Tribune.com, 10-28-08

ARES Activity The Buncombe County ARES group met on March 19th, at the ARC HQ in Asheville. Discussion during the meeting included necessary/desirable-training programs to pursue, equipment standards, acquisition of ancillary items, current MOUs, formal vs casual recognition by Served Agencies, participation in local special events as training exercises, and other matters. Buncombe County EC K8SKX brought the members up to date on the equipment currently in place at the ARC HQ. The available equipment now includes exterior antennas to enhance transmissions from the facility. The next meeting will be announced by the EC.

FCC Has Done "Literally Nothing" to Comply with Court Ruling… ARRL General Counsel, Chris Imlay, W3KD, sent a letter to FCC Acting Chairman Michael Copps, requesting that the Commission "revisit the BPL rules without further delay, and to comply with the obligations placed on it by the Court." In its April 2008 decision, the Court agreed with the ARRL on two major points and remanded the rules to the Commission. According to Imlay, "to date, literally nothing has been done by the Commission to comply with these instructions"… The Court demanded two things from the FCC in its ruling: release the redacted studies that the Commission relied on for its BPL findings, and provide a "reasoned justification" for an extrapolation factor of 40dB per decade, or adopt another factor and provide a reasoned explanation for it… Calling the Commission "long overdue" in complying with the Court's "very clear and specific" instructions, Imlay said that the Commission's inaction "cannot be allowed to continue. It is necessary to commence further proceedings in ET Docket 04-37 after making the requisite disclosures, and we respectfully urge the Commission to do so without further delay"... From ARRL
