The agreement to return migrants and asylum seekers from Greece to Turkey, decided at the EU-Turkey summit on 18 March, will be debated on Thursday morning, with the focus on its legal aspects, implementation and democratic control. Railway reform. MEPs will vote on the first and technical part of the so-called 4th EU railway package, informally agreed with the Council in June 2015. The three-part legislation aims to improve the security and interoperability of railways in Europe and to cut costs, by enabling the industry to register new rolling stock with the EU railway agency instead of 28 national agencies separately. A joint press conference by EP negotiators is scheduled for Thursday at 14.00. Child custody. The best interests of the child should be safeguarded when it comes to decisions on parental custody and adoption in cross-border cases, say MEPs, who will debate the issue in the light of hundreds of requests addressed to Parliament's Petitions Committee. A non-binding resolution on this topic will be put to a plenary vote. (Debate Wednesday, vote Thursday) Financial benchmarks. Critical benchmarks, such as the London Interbank Offered Rate (LIBOR) and the Euro Interbank Offered Rate (EURIBOR) should become more reliable when Parliament votes in new legislation on Thursday. The law aims to clean up the benchmark-setting process, improve transparency, and avoid conflicts of interest like those that led to the LIBOR rigging scandals of recent years. Belgian Minister of Security and the Interior Jan Jambon and Minister of Justice Koen Geens will discuss the March terrorist attacks in Brussels and their aftermath with Civil Liberties Committee Members. (Monday) Migration/safe countries of origin. Amendments to the EC proposal for an EU Common list of safe countries of origin, which should help speed up the processing of asylum applications, will be debated by Civil Liberties Committee MEPs. (Thursday) Tax transparency for multinationals. A Commission proposal to oblige multinational enterprises located in the EU to file country-by-country tax reports, which would be automatically communicated to all member states concerned for tax purposes, will be up for a consultation vote in the Economic and Monetary Affairs Committee.
