• eScholar – 2004• State Law:
o All IHEs that accept federal financial aid must STORE the K12 StateID
• Began providing StateIDs to Community Colleges and Regents around 2010-2011
• Private IHEs do not participate at this time

• IHEs send annual file after their academic year ends (May/June)o Provides student name and DOB
• K12 runs PS students through eScholar system• K12 returns StateID to IHE• IHE stores K12 StateID for future matching

• K12 sends IHEs file of StateIDs for all cohorts they want data on – includes non-grads
• IHEs pull enrollment, awards, and remediation data for those StateIDs
• Return file loaded into SLDS• Upon receipt, all StateIDs are replaced with a
GUID• De-identified files can still be linked• Crosswalk access limited to IT/ETL staff only

• Regents used to send a limited High School Feedback Report (HSFR), so they also wanted to “help” K12o Embellished HSFR = Phase I of SLDS
• Regents interested in research potential (Phase II)
• Community Colleges expressed interest in remediation/developmental coursework

• StateID matches complete for 2009, 2010, 2011 and 2012 K12 Cohorts – 2013 in progress
• Those IDs are stored by:o Community Collegeo Regentso **Workforce** – same model, but inverted since
the process has to start with K12• Regents data has been loaded for these
cohorts into the SLDS

• Receive identifiable data from all of the sources• Cascading sets of algorithms identify potential
matches based on available data elements• Exact matches, fuzzy logic, common typos• Maintain historic records of previous names,

• Postsecondary data from the MT Office of the Commissioner of Higher Education (OCHE – only Montana Colleges and Universities – currently no tribal colleges)
• K12 data from the MT Office of Public Instruction (OPI)o There is a collaborative agreement between the two
institutionso There is currently no common identifier. Data are matched on
name/birthdate/high school/etc. at OPI. Data owned by OPI In the future, the colleges will receive the OPI common
identifier through a high school transcript solution We are working on a transcript/transport for all the high school
level data – Spring of 2015

• All matched postsecondary data goes to OPI’s SLDS “GEMS” in the “College Readiness” domaino http://gems.opi.mt.gov/CollegeReadiness/Pages/Ove
rview.aspx There are both public (state level) and private (county, district, and
school level) “High School Feedback Reports” Currently, we have aggregate capture rates and remediation rates for
students in the Montana University system We will build in retention rates (based on credits achieved) in the
immediate future NSC student tracker reports are also available
o Other future directions Classes taken and grades made in postsecondary and high school Assessment scores Postsecondary graduation

• We have an Interagency Data Governance Council to collaboratively manage, link and analyze K-20 education data.
o Came up with research directions for this merged data.

• Determine the definition of college readiness and assess which HS factors are associated with college readiness.
• Enhance the High School Feedback report to include some course results (e.g. explore the relationship between HS English/Math courses taken/grades and grades in postsecondary English/Math).
• Assess the impact of the state’s school turnaround efforts such as the School Improvement Grant schools and Schools of Promise in making their students ready for college.
• Assess the impact of educational programs that such as International Baccalaureate curriculum, AP classes, Digital Academy courses, etc.
• Assess the effect of extracurricular activities at the high school level on graduates being college ready.
• Explore the relationship between student backgrounds and college remediation as well as how placement in these courses affects student’s graduation status.
