    Project title: Development and Demonstration of a Waste Prevention Support Tool for Local Authorities

    Objectives of the After LIFE+ Communication Plan

    The objective of the WASP Tool project After LIFE+ Communication Plan is to increase the transferability of the project, by continuing the dissemination and communication of the results of the project in the years to come. This will be achieved through:

    • the communication of the background of the project, as well as the implemented activities and results,

    • setting specific actions/activities that will ensure the maintenance of dissemination plan in the coming years,

    • putting forward specific and concrete activities for further development and exploitation of the project results and deliverables.

    In order to establish the successful continuation of the communication and dissemination of the results, the After LIFE+ Communication Plan was developed in two axes: the first one involves the generic prerequisites of the LIFE programme (e.g. the maintenance of the project’s website and notice boards), while the second embraces all the actions needed for the transferability of the WASP Tool deliverables and results (e.g. the availability and the encouragement for using the WASP-Tool).

    HUA had the overall responsibility for the deliverance of the After LIFE+ Communication Plan, taking feedback from DEDISA, ESDAK, EPEM, ENVITECH and Municipality of Paralimni. The Plan was produced in Greek and English, in digital format.

    The concept and the development of the WASP Tool embodied an “After LIFE plan” approach, in a sense

    that the main objectives of the project were :

    1. the development and promotion of a support tool that will be valuable to interested stakeholders, local

    authorities and decision makers, and

    2. Raising awareness on waste prevention

    Background The WASP Tool Project developed into four (4) basic axes/phases: a) the development of the WASP-Tool, b) the implementation of the WASP Tool in the context of three participating LAs, aiming at the development of their Waste Prevention Plans, c) the implementation, monitoring and evaluation of four waste prevention actions in each of the participating LAs, with ultimate goal the use of the results in the refinement of the WASP-Tool, d) communication and dissemination of the WASP Tool and the results of the project. Each phase depicts one of the specific objectives of the project, and all together the overall objective, which is to investigate, demonstrate and optimize the waste prevention potential at the LA level, in Mediterranean area, in the different geographic and waste policy context of Greece (GR) and Cyprus (CY). The core of the Project is the development and implementation of the WASP-Tool system. The results of the project will be useful to all Mediterranean countries and also in any other EU Member –State, for the development of their waste prevention strategy. The “newborn” Waste Prevention Plan of Greece has a reference to the WASP Tool project and its results.

    The core of the project: The WASP-Tool The design and the development of the web-based decision support tool, the WASP-Tool, was the core of the WASP Tool Project. The WASP-Tool facilitated the selection and the implementation of the optimum waste prevention scheme for the participating LAs. The Tool features a web-based interface, in order to be easily accessible by LAs and an expert system backend reasoning core, which is employed as a decision-support module to determine and propose the best waste prevention strategies in each case, based on certain criteria. The Tool takes into account both local data, such as population and waste production per inhabitant, as well as LAs’ preferences concerning the overall design of their waste management policies and strategic goals.

    Harokopio University (coordinator) and ENVITECH presented the WASP-Tool to several Municipalities of Greece and Cyprus, respectively, encouraging their employees in the waste management sector to test/use it. As a result the authorities of the Municipality of Aghios Dimitrios (Prefecture of Attica, GR) implemented the WASP-Tool for the improvement of their Solid Waste Management Strategy through the adoption of waste prevention activities.

    The implementation of the selected waste prevention actions The concept of the WASP Tool project was to develop and demonstrate an integrated approach to waste prevention in a Southern Europe context, from the development of the web-based decision support tool, to its implementation for the development of the local Waste Prevention Strategy, to the implementation of specific waste prevention actions. The latter constituted its ultimate target, i.e. to actually implement specific waste prevention actions that were most suited to the local circumstances. The implementation of the selected waste prevention activities demonstrated the extent to which specific waste prevention activities can be implemented, their practical difficulties and their contribution to shifting waste management further up the hierarchy, in compliance with the national and EU policy. On that basis, four selected waste prevention actions were implemented in each of the three (3) municipalities.

    Three of the pilot actions were common in all three municipalities and related to campaigns for reduction of food waste, the promotion of home composting and the promotion of reusable shopping bags.

    The forth pilot action differed in each municipality according to the priorities set by the waste management authorities. So:

    - In the Municipality of Chania, outdoor Exchange Libraries were installed.

    - In the Municipality of Heraklion, a network of collection bins for shoes and clothing was created.

    - In the Municipality of Paralimni, reusable water bottles were distributed, in order to reduce plastic waste from bottled water.

    The implementation of the selected waste prevention actions in figures - 480 home composting bins were distributed to households in the participating Municipalities.

    - 3 awareness raising /educational seminars on food waste prevention were organized in Crete and Cyprus.

    - 18,000 reusable shopping bags were distributed in Greece and Cyprus.

    - 4 Exchange Library kiosks were installed at central places in the Municipality of Chania, Crete - Greece.

    - 101 clothing collection bins were placed in the Municipality of Heraklion, Crete- Greece

    - 1,450 reusable water bottles were distributed in the Municipality of Paralimni, Cyprus.

    - Approximately 11,000 households were directly involved in the pilot actions of the WASP Tool project.

    - An estimated 3,000,000 people in Greece and Cyprus have received the messages of the project, at least once, via the media, which have contributed to the dissemination of the project.

    - For the first time in Greece and Cyprus, the quantity of food waste produced by the average household was assessed.

    - During the 2012 – 2013 school year, at least 82 teachers attended the Network’s seminars on waste prevention and passes the message on to 1,100 students.

    The curtain of the WASP Tool project fell in September 2014, but its results continue to promote the concept of waste prevention in daily practice, in both Greece and Cyprus.

    The National Waste Prevention Plan of Greece makes specific reference to the project, while the WASP –Tool is now being tested by other municipalities, so that they can be informed and develop or improve their waste prevention strategies.

    Dissemination and communication actions A series of dissemination and communication actions were developed during the project implementation. The aim of these actions were to raise awareness and increase the involvement of interested parties (e.g. stakeholders, local authorities, public).

    Articles in national, local and internet press Press releases and personal communication with press representatives resulted in the publication of more than 30 articles about the WASP Tool project and its results in local and national press, and news portals. Indicatively, articles were published in: - K magazine of “Kathimerini” (national

    newspaper, GR) - “Real” (national newspaper, GR) - “Ethnos” (national newspaper, GR) - “Chaniotika Nea” (local newspaper, GR) - “Vantage” (magazine, CY) - Charavgi” (national

    newspaper, CY) - “Alitheia (national

    newspaper, CY).

    Seminars Three seminars (in Chania and Heraklio in Greece, and Paralimni in Cyprus) on food waste prevention were organized by DEDISA, ESDAK and the Municipality of Paralimni, respectively.

    TV/Radio Prior to the Project Management Board meetings in Chania, Heraklio and Paralimni, the coordinators of the beneficiaries were interviewed about the WASP Tool project, by local TV/radio broadcasting. One “live connection” day was realized in Cyprus. Two short videos (spot) were produced by DEDISA.

    Events In 2013, a kiosk in the Christmas event in Paralimni was used for the promotion of the project and waste prevention. A big event was organized in Heraklio for the distribution of reusable shopping bags and the promotion of food waste prevention.

    Environmental education activities Home composting and food waste prevention concept and methods were presented to schools in Athens, Chania and Paralimni. Seminars on waste prevention for educators were organized in cooperation with Environmental Education Centres. A class on waste prevention is available through the Harokopio University website, employing non- synchronized methods.

    CONFERENCES AND TECHNICAL PUBLICATIONS The communication and dissemination strategy of the WASP Tool included the presentation of the project and its results to international conferences and to technical/scientific journals, acknowledging the LIFE+ community financial support. During the implementation of the project (01/10/2010 – 30/09/2014) , the WASP Tool project and its results were presented in the following peer-reviewed

    Communicational material Four leaflets and several brochures, promoting the WASP Tool project and its pilot waste prevention interventions and acknowledging the LIFE+ community financial support, have been printed and distributed to the public, stakeholders in the waste management sector, local authorities, scientists and students. The electronic version of them is posted in the project’s website. Three notice boards, one per each pilot area, signed with the LIFE+ logo, are displayed in the pilot areas and at locations accessible to the visitors.

    Communication and dissemination actions

    The project’s website http://wasptool.hua.gr The project’s website provides useful information in both Greek and English, about the project, the waste prevention actions, the events organized during the course of the project, and the results of the pilot waste prevention interventions. What is more, it hosts the web-based decision support tool for waste prevention, the WASP-Tool.

    Participation in the European Week for Waste Reduction

    In 2011 the coordinating beneficiary (HUA) of the WASP Tool participated as a project developer in European Week for Waste Reduction (EWWR) 2011. In 2012, DEDISA applied for and became the Greek Project Organiser of EWWR 2012. In that framework, DEDISA organized an Open Day, a home composting demonstration for pupils and members of an environmental group in Apokoronas (Crete) and a workshop on waste prevention. HUA participated in EWWR 2012, as a project developer, organizing two workshops in two different Environmental Education Centers in Lavrio and Drapetsona, respectively.

    Actions to be implemented The After LIFE Communication Plan of the WASP Tool project aims at the dissemination of the importance of waste prevention as well as the promulgation of the project and its results, among the primary target groups of the project: local, regional and national authorities, policy makers, public, academia, educators, media, and last but not least members of the Waste Prevention Network.

    Maintenance of the project website The website of the project will be online and regularly updated for at least five more years (2019). Estimated budget: 3,000€ (on Harokopio University expenses). Target groups: local, regional and national authorities, policy makers, public, academia, educators, and members of the Waste Prevention Network. media. Promotion of the WASP-Tool to the Municipalities Regular communication with municipalities (at least 10) and national authorities in Greece and Cyprus via e-mail and visits in order to promote the use of the WASP-Tool and/or support the users of it. Estimated budget: 5,000€ (The beneficiaries will attempt to raise funds for this action with the support of central authorities). Target groups: local, regional and national authorities. Maintenance of the Waste Prevention Network News relevant to waste prevention will being communicating to the members of the network, via e-mail, posting to the WASP Tool forum and meetings. Estimated budget: 5,000€ (The beneficiaries will attempt to raise funds for this action with the support of central authorities). Target groups: members of the Waste Prevention Network. Maintenance of the project notice boards The notice boards will be maintained in the pilot areas. Estimated budget: No cost. Target groups: public. Participation in the European Week for Waste Reduction 2014 DEDISA applied for and became the official organizer of European Week for Waste Reduction 2014 for Greece. Estimated budget: 3,000€ (on DEDISA expenses). Target groups: local, regional and national authorities, policy makers, public, academia, educators, media, members of the Waste Prevention Network. Educational programmes The results of the project will be communicated and disseminated through classes, subjects and research-led teaching in Harokopio University (HUA). The classes will be available through the website of HUA, employing non-synchronized methods (e-class). The WASP Tool has been formed and will keep forming a platform for individual student projects, at undergraduate, master and PhD levels. Estimated budget: No cost Target groups: academia, educators, students. Communication of the results to other projects The knowledge gained during the implementation of the WASP Tool project will be communicated to other relevant projects by participating in their conferences/workshops. On 9 November 2014 the WASP Tool will be presented in the event “Menu for 5,000” (a “feeding 5K” campaign), in Salonika (GR). Estimated budget: 1,500€ (for 3 events, on own expenses).     Actions to be implemented

    Publication of articles in local and national press Contacts with journalists and editors have been planned. The WASP Tool project will be presented in the technical journal Plant Management in October. Estimated budget: No cost. Target groups: public. Distribution of leaflets and Layman’s report The project’s leaflets and the Layman’s report will be distributed in conferences and events, as well as by mail. Estimated budget: 600€ (on own expenses). Target groups: local, regional and national authorities, public, media, and members of the Waste Prevention Network. Maintenance of the Local Network for Environmental Education Within the dissemination activities of the WASP Tool project, HUA, the directorates of elementary and secondary education of the 4th administrational division of Athens and two Environmental Education Centres, jointly established on the 25 October 2012, a local network for environmental education, entitled “How can I reduce my waste?”. Efforts will be made for its maintenance. On this basis a workshop on “Educational approaches and practices for sustainable waste management” will be organized on 21 October 2014 by the Network, in Harokopio University. Estimated budget: No cost. Target groups: educators. Participation in conferences, workshops – Technical publications The final results of the project will be presented in conferences and/or peer-reviewed journals.     the Academy of Athens, in Athens. • 26 – 28 November 2014: Seminar “Composting and alternative waste management in Local

    Authorities”, in Athens. Estimated budget: 5,000€ (for registration and accommodation, on own expenses). Target groups: local, regional and national authorities, policy makers, academia, and members of the Waste Prevention Network.

    Continuation of the waste prevention interventions The three participating Local Authorities, i.e. DEDISA (Municipality of Chania, Greece), ESDAK (Municipality of Heraklio, Greece), and Municipality of Paralimni (Cyprus), will continue to implement some of the waste prevention interventions, in after -LIFE period.     Translation of the WASP –Tool freeware and its manual In near future (estimated end date: June 2016), the WASP-Tool freeware along with its manual will be translated in English. The translated version would help Local Authorities in other European (especially Mediterranean) countries that face similar problems with their waste management system, to produce or update a Waste Prevention Strategy, maximising the replicability and transferability of the WASP Tool project. Estimated budget: 3,000€ (for translation and freeware adaptation/modification, on own expenses). Target groups: local, regional and national authorities, policy makers, academia, and members of the Waste Prevention Network.
