It is so nice to finally see spring-likeweather and flowers peeking up outof the gardens. With the warmerweather come many joggers,walkers, cyclists, and our "littleresidents" out and about. Pleasedrive carefully.

Dogs: Dog owners, please begood neighbors and keep your dogseither properly restrained orconfined in your yards. Invisiblefences are very popular. Frequentlyseen causes of loose dogs havebeen either dead batteries on thedogs' collars or a "break" in thefence, either of which allows thedogs to escape. Please check bothof these periodically. We alreadyhave had several incidents this yearof loose dogs accosting walkersand other dogs, but fortunately wehave not had any serious injuries.

2010 Census: Results from theCensus are now available. Ourpopulation has not changed verymuch. In 2000, our total populationwas 1,288 and is now recorded as1,272, a decrease of 1%. What Ifound particularly interesting wasthat our housing capacity hasincreased by three units (from 562homes in 2000 to a current 565). Iam unaware of any homeconstruction in the Village in thepast decade, and this changeseems very odd. For moreinformation, visit http://

are repairs needed on some of thestreets, particularly on Minerva LakeRoad. Please see CouncilmanStanley's report below.

Pool: We already are receivingmembership applications. OurDiscount Membership Day hasbeen scheduled for Sunday, April10, from noon to 3 p.m. If you didnot receive a flyer in last month'sVillager, download a copy at http://www.minervapark.org/pool/. TheVillage Council passed two piecesof pool-related legislation thismonth, awarding the 2010 PoolRenovation Project contract toNewcomer Concrete and awardingthe 2011 vending services contractto Cardinal Vending.

Creek and Ravine Project:Lakewood Drive resident CharlesLegg is working with the Mayor onthis project and was asked toprovide an update to Council thatincluded a little history. There are44 parcels that the ravine isadjacent to or runs through. Four ofthe parcels are Village property;the remaining 40 parcels areprivately owned. Erosion is thebiggest but not the only concern.Trash from developments upstreamis fed into our creek bed, and MPresidents continue to dump leaves,grass clippings, branches, andlimbs into the ravine, furtherblocking the flow of water(exacerbating the erosion problem),and ultimately blocking the rockdam downstream. What is to bedone? At this point, there areseveral goals of this committee: tofurther evaluate the health of theravine and the creek, investigateways of controlling erosion, get cost

estimates forclearing theravine of fallentrees and debris and establishingerosion control, seek out fundingresources (i.e., loans and grants),meet with the residents involved,and present cost estimates andproposed solutions to the Councilas information becomes available.This is a huge project and will takea lot of work to remediate the yearsand years of neglect. We will keepyou informed of our progress.

All Council Members werepresent at the regular Councilmeeting held March 14.

Guests: Once again, studentsfrom the Hawthorne ElementarySchool's "Voices of HawthorneChildren's Choir" led their parents,other family members, guests,Village Council members, andVillage officials in the Pledge ofAllegiance and the NationalAnthem, and then sang several oftheir own selections for us. Thechoir was just wonderful.

The following reports weremade:

Police: Chief Kim Nuessereported that the Homeland SecurityAdministration assessed our radiosituation and we may qualify for afree radio. She is reviewing thescheduling and will discuss somedifferent options (lengths of shifts)with the Mayor. A new cruiser hasbeen ordered. We have beensteadily replacing the used cruiserswith new ones and should now beable to purchase a new cruiserevery two years. Computer issueshave been addressed but more onthat next month.

Planning & Zoning/CodeEnforcement: There was no Marchmeeting. Code Enforcement OfficerDave Hays is assessing ourbusinesses' signage and evaluatingsome commercial and residentialproperty maintenance issues.

Minerva Park CommunityAssociation: MPCA President LisaCraddock Thitoff reported that GreenTeam Chairman Greg Wittmann willstep down but will continue toparticipate in the Committee'sactivities. The Green Team willdecide on a replacement. Greg andthe Committee were awarded theOutstanding Citizen of the YearAward (popularly known as theDuck Award) for their service andvolunteer efforts in 2010. Pie ordersare due by April 13, and plant ordersare due by April 20. Founders Dayis scheduled for July 23.

Northland CommunityCouncil: The President's AwardBanquet will be held May 12.

The following committee reportswere made:

Community: CouncilmanMatthew Danzuso reported that theSpring Lake Clean-up is scheduledfor April 30, beginning at 8 a.m.Preparations continue for the SafetyDay, to be held on May 14,beginning at 10 a.m. at HawthorneElementary. Two donations havebeen received for the VeteransMemorial.

Finance: Council PresidentPam Park-Curry received theCouncil's approval for three Then &Now POs: $92,120.32 to Shelley &Sands for work completed on the2010 Street Project, $3,116.00 toCH2M Hill for engineering costsassociated with the 2010 StreetProject, and $4,667.35 for Bureau ofWorkers' Comp state insurance.She also received approval for theFebruary Financial Reports and thewarrants totaling $190,021.67. A

Finance Committee meeting will beheld on April 18 at 7 p.m.

Legislative: CouncilwomanSharon Bierman asked the Councilto consider the following legislation(minervapark.org/legislation/):

Resolution 2011-1 - Enteringinto a contract to provide vendingmachines at the pool. Secondreading accepted.

Resolution 2011-4 - Contractingwith the Franklin County Sheriff'sOffice for MP's dispatching services.Second and third readings waived;passed as an emergency.

Resolution 2011-5 - Contractingfor general liability insurance.Second reading accepted.

Resolution 2011-7 - Enteringinto a contract for pool repairspursuant to an ODNR grant.Second and third readings waived;passed as an emergency.

Resolution 2011-8 - Adopting apermanent appropriations budget forFY 2011. Three readings waived;passed.

Safety: Councilman ToddWalter read a commendation forOfficer Dave Wolfel into theminutes. While off-duty, OfficerWolfel observed a vehicle beingdriven erratically. After calling theauthorities in the proper jurisdiction,he followed the vehicle until it wasintercepted by the police and safelyremoved from the roadway. Itturned out that the driver was notintoxicated but was experiencing a

medical emergency.Service: Councilman Roberto

Stanley reported that his committeewill be completing its audit of thestreets for pothole repairs, which wehope to have completed in April.

A Community Garden is a placewhere people have a common interestin growing and maintaining varioustypes of plants. It provides access toland for people who may not haveenough space to accommodate agarden. It can be a fun, inexpensive,and a healthy way for people to growtheir own produce and/or flowers.

The Community Garden is a groupeffort, both in getting the gardenestablished and in the decision-makingprocess. The group establishedaccountability for the upkeep andmaintenance of the garden.

The MP Community Garden islocated the southeast side ofHawthorne School. You’ll know it bythe compost bin at the back of thegardens and the two blue water tanksin the front.
