THE PURPOSECreation of the model for state and public system of or-ganization of laboratory service of the Russian Federa-tion, in compliance with the Federal Law No 323.

THE TASKS 1. Elaboration of rules and regulations in the field of

public health, procedure of medical aid and stand-ards of medical aid.

2. Fulfillment of expert functions in the field of labora-torial medicine and medical products circulation.

3. Elaboration of clinical recommendations, require-ments in the field of laboratorial medicine, in or-der to increase the quality of medical aid.

4. Participation in the projects for reorganization of the system of financing of the laboratorial ser-vice.

5. Integration of the Russian laboratorial service in the world community of laboratorial medicine ex-perts.

6. Protection of the interests of the experts of the laboratorial service included the legal help for “FLM” Association members

7. Assessment, accreditation, training for laborato-rial service experts, also, in the framework of the continuous medical education.

8. Informational support for the laboratorial service experts: “Laboratorial Service” magazine, the in-dustrial web-portal www.fedlab.ru etc.

The draft of the order of the Russian Ministry of public health “On approval of Regulations for clinical and laboratory research” has been prepared.

14 clinical recommendations were developed and deliv-ered to the Russian Ministry of public health meanwhile 9 of them were included in the Federal electronic medical library.

“FLM” Association became an expert organization for the accreditation of activities in the fields of «Clinical laboratory diagnostics», «Bacteriology», «Virology», «Laboratory genet-ics» in the framework of the system of continuous medical education.

Amendments have been made to the legislation with the participation of “FLM” Association:

– To the order No 1 157 n of the Russian Ministry of public health dated March 16, 2010 “On approval of maximum permissible quantity of narcotic drugs, psychotropic sub-stances and their precursor contained in the medicines”;– To the articles 6.9 and 20.20 of the Administrative Of-fences Code (on medical examination in the state of alco-holic intoxication);– To Annex to the order No 1 1664 n of the Russian Min-istry of public health dated December 27, 2011 “About the statement of the nomenclature of medical services” (Over 1000 laboratory tests were included).

The Federal Manual on laboratory studies (FSLI) has been developed.

The professional standard was developed for the experts in the field of clinical laboratory diagnostics.

The professional standard “doctor-biochemist” was devel-oped.

The list of questions was developed for assessment of experts for qualification category in the following specializa-tions: “Clinical laboratory diagnostics”, “Bacteriology”, “Lab-oratory genetics”, “Virology”.

Development and assessment of the medical products catalogue for in vitro diagnostics.

Examination and calibration of standards for medical aid in the field of laboratory research.

Development and examination of evaluation tools for ac-creditation of clinical laboratory diagnostic specialists.

Development of standard programs for additional profes-sional education in the field of clinical laboratory diagnostics.

Development of practical recommendations and method-ical instructions in various activities of laboratory medicine.

The printed edition of “FLM” Association - “Laborato-ry service” magazine was included in the list of the leading peer-reviewed scientific journals of the Supreme Assessment Commission (VAK), it was also included in the bibliographic and synopsis database SCOPUS.

Legal assistance was provided to FLM Association mem-bers on 353 requests.

“FLM” Association was involved by the State Antimonopo-ly Service in the discussion on the limitation of use of closed systems in laboratories.

Cooperation agreements were concluded with professional organizations such as,

Organization of participation of the Russian delegation of laboratory medicine specialists in the European Congress of clinical chemistry and laboratory medicine EuroMedLab Athens (Athens, Greece).

Organization of participation of Russian manufacturers of laboratory equipment in the international spe-cialized exhibition MEDICA (Dusseldorf, Germany).

Russian annual congress on laboratory medicine – the major scientific event in the field of Russian labo-ratory medicine (congress.fedlab.ru).
