2 The SP has turned down the C hapter ' s request for the e xcurs i on to Tol edo OR. Rich has written to Mr . McNear of the SP a ppea l ing the decision.

Ro 11 i n g Stock Commi ttee: Bob Hoffman reported that car� 1 S be 1 ng prepared for the Disney mov i e trip, the seats have been taken out, baggage rac k s insta l l ed, carpeting insta l l eo in the center s ection, and a chemica l toil et is to be insta l l ed. On car 6200 windows have been reinsta l l ed with new grommet materia l . Seats i n the 6200 are b eing repaired. Steve Howes has been preparing the SP&S baggage car for more work. There is a possibil ity of acquiri ng a n Amtrak car for the wheel sets, three of which wou l d be u sed on the Mt. Hood. The Chapter wil l have to send a l etter to the owner a sking for a donation of the car a nd authorizing a $7500 write-off. The car is in Cl ark County, WA.

E x c ur s io n Committe e : C ha irma n S te v e H owe s a nnounced tnat Ed Imme l wil l be excursion manager a nd that Jack Pfeffer i s committee Vice Chairman. It l ooks doubtful that the Chapter wil l be abl e to ru n Ma dra s e x c u r s ion s t h i s y e a r d u e to the commi ttment of Amtrak equi pment to the Reno Fun T ra i n. T h e c ommittee is l ooki n g into Amtrak excursions to Expo ' 86 in September, on the OC&E and on the former S P Lakeview branch. September excursions with Amtrak l ook good a s of now. ,The first issue of the excursion news l etter is being prepared for publ ication. Kerrigan Gray moved,m s econded by Al McCready, to appropriate $400 to pri nt and ma il the fi rs t is sue of the excurs ion news l etter . Motion pa s sed.

Membership Committee: Darl ene Morrison announced that the March meet1ng wil l be "name tag meeting" and that everyone who ha s a Chapter badge shou l d wear i t to the meeti ng. Cora Jackson has been added to the members hip committee. The committee has discu ssed awarding 5 year membership pins.

Library Committee: Da l e Hammers1y reported that the computer 11 sting of the C ha pter 's hardbound books is sti l l being worked on. Jim Schmidt has b e e n a d d e d to the l ibra ry committee. T h e committee may publ ish a l ist i n The Trainmaster of overdue books from the Chapter l ibrary.

Museum Committee: Mary Lou Wea ver reported that "'ffi'e"Iifuseum comm1ttee met on Feb. 8 a nd visited most of the 1 7 possib l e museum sites.

P u b l ications Committee: Randy Nel son sa i d the cormnttee w 1 11 be hold1 ng a meeting s hortl y. The c ommi ttee wi 11 revi ew the content of The Tra i n­master and wil l con sider possib l e improvements to t h e TM. Ra n dy a 1 so wants the commi ttee to consider publ ication of a Northwest rai l annual and work to compl ete the SP&S motive power book.

Conces sions Committee: Marilyn Rehm said that the comm1 ttee w 1 11 work to be more active, to raise mon ey for the C h a pter. ,T h e C h a pter wi 11 b e s e l l in g a t t h e u pcoming Swap Meet. M a ri l yn proposed offering lJew items inc l uding: 1 ) Mug ($1400 minimum stock order); 2}. Fl annel l ined jacket; 3} Tote bag; and 4} Rail road neckl aces or pendants. He l p is needed for the Chapter tab l e at the swap meet.

,Pol icy and P l anning Commi ttee: Mary Lou Weaver adv1 sed tJi"a t Bob Me l bo ha s agreed to chair the Pol icy and P l anning Committee.

Caboose in Al ban¥: Rich Carl son advised that the ex-Ca&Q caboose rom the restaurant site in Al bany has been acquired by and moved to the depot mu seum in C l ackamas.

E{Pi '86: Ed Immel reported there is money in the s a e-OUdget for a move of the 4449 to Expo '86 . Pub l ic donations ,now total about $900, 000 for the Oregon Expo 186 effort. Ed estimated that there is now a 75/25 chance that the 4449 wi 11 go to Expo 186 . The UP/CP route to Vancouver is now bei ng checked out. I t a 1 so appears that chances for a move via the BN are now improving.

Dave Duncan is working on a l ease for car 3300 and the auxil iary tender which wil l be through Rail Car R e s tora tio n i n s tead o f directl y with Dis n ey. Disney is providing l iabil ity insurance.. Rich Carl son wil l sign the l ease agreement with Rail Car Restoration.

Union Station and Con venti on Center: Rich Carl son reported that tnere are prosana-con s about the Union Station area for a convention center. It appears that the station area wonlt work out for the center. Not, a 11 the ra i 1 roads owni ng the station are in agreement on u sing the area for a convention center.

A Portland firm has made inquiries concern­ing the possibility of running excursion trains on the Pend O'Reille Valley tracks on weekends next summer. Dave Duncan and Ken Keeler, of Portland based Rail Car Restoration Co., traveled from Metaline Falls to Newport in a track wheeled car accompanied by Port Manager Jim Young and Railroad Manager Bob Shanklin. The visitors are looking for a location where they can run regularly scheduled excursion trains durlng the summer. The men were quite impressed with their ride over the Pend O'Reille Valley line.

The Port District has indicated it is inter­ested. One problem that might occur is the possibili ty the big cars could be t-oo long to negotiate a co��le. tight curves between lone and Metaline Falls. T r a c k w o r k a t U n i o n S t a t i o n j u s t o u t s i d e R oom l A i n l a t e March h a s resulted in removal of a switch that led to the old REA siding and N.W. 4th Avenue. It has been many years since the loading dock has been used, so it was probably in­evitable. The tracks still ran down Fourth during WWII; I recall seeing a photo of a flatcar on which signs promoting War Bonds had been erected parked at the Multno­mah County Courthouse. Tracks 1 and 2 at Union Station still will remain in use.

I attended a regional meeting of the National Association of Railroad Passengers on March; 22, at which it was announced there still was a possibility of having Amtrak scheduled service from Seattle to Expo 86 at Vancouver. We should know by the time this reaches you; it's a real cliffhanger situation. WashARP is leading the fight.

Advance ticket sales for the world's fair have far exceeded all projections, and a successful event is virtually guaranteed. While the Canadians have been hard at it promoting the exposition, Oregon has had to struggle merely to get its pavil­ion built and funded. As of now, over 16 million visitors to the fair are expected.

At the board's direction I wrote the manager of the Oregon 86 Expo Committee about ten days ago asking about their plans to send 4449 to the fair. At this writ­ing (3/25) I have not heard back. Union Pacific will be taking their 8444 there, departing Portland on May 15. Tentative plans call for it to take seven days over their own tracks. Overnights are Hinkle, Spokane, Cranbrook, Golden, Revelstoke, Kamloops and Coquitlam. It will be a media/promotional train with no ticketed exurs­ion passengers, and they will likely drop all but essential cars at the border. They p.lan on nine cars out of Portland for a train much like the consist they ran to New Orleans in 1984. UP did offer to doublehead with the 4449 out of Portland to the fair, but whether the state can take them up on their generous offer remains to be seen. As you know, the other major operating American steam locomotive, the II J II,

N&W 611, will not be at the fair. While Steamexpo is occurring, 611 will be running excursion duty in places such as Alexandria, Harrisonburg and Charlottesville. The 611 is reported to be in superb condition, and is slated for an excursion schedule that runs from April 5 to Sept. 14 all through the South, Midwest and Northeast.

Last month I reported that we had been unsuccessful in our bids for the two chair cars owned by Southern Pacific, which are stored in Eugene. Later I heard we may be getting the Budd-built car, but again, no official confirmation has come from SP. We shall just have to wait and see what develops.

The 4449, pulling what has been described as a "vest-pocket" Daylight, left on Wed.� Mar. 5, and after a one-day layover in Sacramento at the museum, arrived in Los An�es Taylor yards on the 9th. Moviemaking of "Tough Guys" proceeds. It may be that the train will also return on the coast route. Adverse weather on its trip south didn·t discourage crowds from watching and chasing. Gordon Zimmerman and Paul McMillan deserve our thanks for following the train and selling lots of souvenirs at stops all the way to Santa Barbara. Marilyn Rehm, Esther Rosu and Jim Edgar plan to do likewise when the train heads back home.

The chapter was also able to do well in souvenir sales at the Swap Meet on March 1 at Kliever Memorial Armory, and then again at the Great American Train Show at Memorial Coliseum on March 22 and 23. Again, thanks to all of you who volunteered your time to help out.

A site for the proposed convention center is to be chosen in mid-April. It is clear the chapter membership opposes using Union Station for the purpose. Let·s hope they pick an eastside location as I believe objective criteria dictate.

ON THE ROAD AGAIN

Former Southern Pacific GS-4 No. 4449 is on the road again, Orig­inally the locomotive Was scheduled to depart Portland on Sunday� March 2nd for Los Angeles to s tar in a movie. A bridge north of Marysville on SP's Eas t Valley Line was destro­yed by fire# which delayed the pro­posed schedule by three days.

The 4449 actually departed Port­land Wednesday morning March 5th a t 7:10 am. Arrival in Salem �as at

8:40 em wi th departure at 9:35 am� passed Albany a t 10:20 am and arriv­ed Fugene a t 11:15 am. Depar ture frc: �:Zidene was a t 11:25 am wi th a 5:30 pm arrival in Klama th Falls.

Thursday morning the special train departed Klama th Falls a t 10:50 am� arriving Dunsmuir a t 2:10 pm and depar t�ng a t 2:50 pm. A shor t s top was made a t Redaing� arr­iving at 5:50 pm and depar ting at 5:55 pm before the run down the Eas t Valley Line through Roseville and

,into_Sacramento for an 9:24 pm arr-ival. · .

--- Friday� March 7 th the locomo tive and four passenger cars were on dis­play at the State Railroad Museum at Sacramento.

Saturday� March 8th found Extra 4449 West departing Sacramento at 8:08 am and passing Davis at 8:43 am and arriving Oakland at 10:22 am.

A stop was made at Oakland to take on fuel and at 11:28 am the special was on the move again . From Oakland the 4449 traveled down the Mulford Line through Santa Clara and a 12:58 pm arrival at San Jose,

Jose was at 1:06 pm for the run to Salinaa� arriving Salinas at 2:50 pm. 'A short stop was also made at the Salinas station.

From Salinas the sp�ciat was scheduled �o ,run down the Salinas Valley with arrivat in San Luis ,Ob­ispo about 6:30 pm for another over­night stay.

On Sunday mo:ning, March 9th the special was slated for a 7:00 am departure on the final leg of the run to Los Angeles.

The 4449 was being operated for the Walt Disney Company, which wil� be using the locomotive in a movie cal led " T 0 ugh Guy s. " 4 4 4 9 ' s co -stars are Burt Lancaster and Kirk Douglas� who play a pair of robbers trying to cope with present day Los Angeles after spending 30 years in jail. Portions involving th8 engine will be filmed in the Los Angeles area.

After filming in Los Angeles the 4449 is slated to move to Kaiser Steelrs Ragle Mountain Railroad for filming in that area.

With the conclusion of filming� set for mid-April� the 4449 and tra­in will return to Portland via the San Joaquin Valley route. In May the 4449 is scheduled to be one of the star attractions of Steam Expo �86 in Vancouver, B.C,

The trip to Los Angeles followed the route of Amtrakrs Coast Star­light. This was the first time since the locomotive8 retirement that it was opepated 8outhbound on the Coast Line. between San Jose and Los A ngeles, On all the other occa­sions the locomotive worked south on the San Joaquin Valley Line and

north on the Coast Line, The spec­ial pulled the auxiliary tender� former 'Union Pacific mail-baggage car 5811� PNW 3300, 'NCL 499 and NCL observation car 48J, all in day­light red and orange colors.

Canadian Pacific Railway. a line of railway which traverses British North IAmerica from the St. Lawrence to the Pacific. One of the conditions upon which the proTince of British Columbia in 187 1 entered the Dominion of Canada was the construction of such a railway, and it was .completed, according to arrangement with the Canadian Government, by a syndicate of London, Paris, and American capitalists, and opened for general traffic in June, 1886. Commencing at Montreal, the line goes to Ottawa, thence round the N. of the Great Lakes to Port Arthur at the liead of Lake Superior, and thence to Winnipeg, Mani­,Ioba, thence to Stephen in the Rocky moun­tains, then across British Columbia to Vancouver on the Pacific. I 'm the guy who came to your meetings, and no one paid any attention to . I tried several times to be friendly to some of the fellows, but they all had their own buddies they talk to and sit next to.

I sat down several times but no one paid any attention to me. I hoped very much that somebody would have asked me to take part in a fund-raising project or something, but no one saw my efforts when I volunteered.

I missed a few meetings after joining because . I was sick and couldn't be there. No one asked me at the next meeting where I had been. I guess It didn't matter very much to the others whether I was there or not. .

The next meeting I decided to 'stay home and watch TV. The following meeting I attended, no one asked me where I was when the last meeting was held . I

You might say I'm a good guy, a good family man who holds a respOnsible job, loves his com­munity, and his country.

it amuses me when I think back on how the heads. of the organization and the members were discussing why the organization was losing mem­bers.

Willits-Eureka : The previous issue of The Revie w incorrectly reported that Great Western Tours of San Francisco would again operate the "North Coast Daylight " over the rails of the Eureka Southern . Great Western Tours is no longer in b15iness and the railroad cars o wned by the firm have been sold . Moreover , the recent storms experienced in Northern California caused great havoc to the Eureka Southern with the rail line reported as being heavily damaged and destroyed in at leas t 25 separate locations . If the damage is as great as is presently belie ved , the line could be out of service for at least a year at best and perhaps forever a� worst .

"A LIFT TO THE FUTURE"

� hey are going to have to re­write the record books. The

longest swi ng span rai l road bridge in the world is being recon­st ructed as a l i ft bridge. The remod­eled version- with a 530-foot-wide span-wi l l be the fourt h largest rai l ­road l i ft bridge in the world.

The exist ing double t rack structure is Portland's oldest bridge and is known by various names: Bridge 5.1 , the St. Johns Rai l road Bridge, the Wi l lamette River Bridge and the B u rl i ngton North­ern Rai l road Bridge. What pi lots in Portland's harbor cal l i t can't be pri nted.

Captain Clayburn (Buck) Modrow, of t he Col umbia River Pi lots, sums i t up wel l : "What worked i n 1908 j ust doesn't work in the 1980s."

A look back at 1908 w i l l be useful i n te l l ing t h i s bridge's story.

Under President Theodore Roosevelt , the Assistant Secretary of War two years earl ier had signed a resolut ion al lowing the Port l and & Seatt le Rai l ­way Company to bui ld the bridge be­tween the communit ies of Lin nton and Wi l l bridge, some seven m i les downri ver from downtown Port land. It was the largest of four area rai l road bridges bu i l t for the rai lway company by Ralph Modjeski , one of the world's foremost bridge engi neers.

Modjeski al lowed for the river traffic of the t ime, deSign ing the swing span to' al low a horizontal clearance of 230 feet on each side of the concrete cen­ter span pier (the mai n span designed for a vert ical clearance of 55 feet at zero water level).

The bridge was q uite adequate for i ts t i me. The pace was slower.

Two tugboat compan ies, Shaver and Knappton, were d i rect ing the majori ty of water traffic. The sternwheel tow boats OCKLAHAMA and RELIEF, and other propel lor-driven tugs, helped dock one of the largest passenger

coastal steamers of the day, the ROS E CITY. At 3,500 tons and 336 feet long , with a 43-foot beam, she was compar­able in size to another harbor mate, the sai l i ng ship E.M. PH ELPS, a four­masted bark. The Port of Port land had recently d redged the channel to 25 feet.

In 1908, the Commission of Pu bl ic Docks (merged i nto the Port of Port­land in 1971 } .wouldn't be created for another two years. There was no Ter-

m i nal 1 , let alone Terminals 4, 5 or 6. Ship repair was in its infancy i n Port­l and. Charles Lindbergh wouldn' t f ly "The Spiri t of St. Lou i s" i nto Port land to help dedi cate the new airfield on Swan I s land for another 19 years. Bon­nevi l l e Dam was a half century away.

Shores ide, less than 200,000 Port l and residents were seeing for the fi rst t ime Henry Ford's Model-T, j ust off the assembly l i ne t hat year.

I n 1908, the top ex port was l u m ber, top i mports were cement, coal and "Chinese merchandi se:' I n a l l , the Col l ector of Customs reported 722 vess�ls arrived and dut i es amount ing to $878,000 were col l ected.

Today, logs and l u m ber are st i l l among the top export s, but l i t t le else remains the same. The 80-year i nterim between the constructon of an old bridge and reb ui ld ing of a new bridge i s a gauge of the g rowth of the Port of Port land. That h istory holds a vision for the fut u re.

But f i rst , news of the new bridge. The U.S. Coast G uard, u nder the jurisdic­t ion of t h e Departm ent of Transporta­t ion, i s the reg u l ator of bridges over navigable waters of the United States. Under President Ronald Reagan, and authorized by Cong ress, $38 m i l l ion has been al located u nder the Tru m an­Hobbs Act for reconstruct ion of the rai l road bridge. Bids were schedu l ed to be opened at the offices of Burl i ng­ton Northern Rai l road Company, t rack owners s i nce a 1970 rai l road merge r, i n Seat tle, Washington, i n December 1985. Under the cond i t ions of the Act, t he Burl i ngton Northern w i l l pay 10 percent of construction costs.

I m petus for pet i t ion ing for the bridge's rep lacement began wi th the Col umbia River Pi lot's Associat ion. The span, located between t h e Fremont and St. Joh n s br idges, had become d i f f icu l t to n avigate.

Need to rep l ace the bridge became even more ev ident i n 1978, when the 600- toot contai ners h i p MARIE BAKKE, a med i u m-sized vessel w i t h a beam of 86 feet . struck t h e bridge. I mpact cau sed $3.3 m i l l ion in damage and d isrup ted river and rai l road tra f f ic for more than four mon t h s. Another event took place i n 1978 t hat had everyone hold i ng the ir breat h. Captain Modrow remem bers it wel l : " I t real ly got ha i ry bri ng ing i n Dry Dock 4." Five tugs worked to th read the 200- foot-p l u s-wide ( three foot bal l f ie lds long) d ry dock t h rough the bridge's abut ments that were sh im­med up wi th p lywood for the occa­s ion. The dry dock was need led through wi th i nches to spare-a last­i ng t r ibute to the ski l l o f the p i lots and Colum bia/Wi l lamette r iver tugboat ski p pers.

The fact t hat Port land harbor has out­g rown the 80-year-old rai l road bridge is apparent from the act iv i ty that abounds i n the Port of Port l and.

The heart of com merce, the Port owns and operates f ive marine cargo termi­nals on the Wi l lamette and Co l u mbia r ivers and ranks f i rst on the U.S. Pa­c i f ic Coast i n terms of total ex port nargo and t h i rd overal l in total water­Lorne com merce.

U p river f rom t he Burl ington Northern Rai l road Bridge, a $46 m i l l ion reha­bi l i tat ion is underway at Term i nal 2 that is desig ned to accommodate larger s h i ps.

Also upstream f rom t h e bridge, the Port land S h i p Repai r Yard, a major West Coast ship repai r center, is home of four d ry docks, one of which, Dry Dock 4, is the l argest float i ng dry dock on t h e West Coast and t h i rd lar­gest in the Un i ted States. It is attrac­t i ng ever larger s h i p s to Port land and t h rough the bridge.

A far cry from 1908, in 1984, Port l and welcomed 2,107 vessels. Exports alone carried a val ue of more t han $21 2 b i l l ion­and t he U.S. C u stoms Department reported dut ies col lected for the same year totaled $ 182 m i l l ion .

Today, more t han s ix major t ugboat com pan ies d i rect water t raffic in a chan nel now d redged to 40 feet. Th rough the 1908 bridge are broug h t some of the world's largest tankers­the Alaskan oil f l eet uses the Port land Ship Repair Yard as i ts service stat ion.

Along w i t h the ant ic ipat ion of t he new bridge, t h i s same commercial g rowth has brought w i t h i t other m ajor i m­provements i n Port land harbor and on the Col umbia/Snake river system.

Authorizat ion for the Bon n ev i l l e Lock occ urred in 1985, and congressional approva l for f u nd i ng the rebui l d i ng is expected in the spring of 1986. • In late 1984, the Col um b i a River bar was deepened f rom 48 to 55 feet, t h u s mak i n g t h e 40-foot channel o f the Col u m b i a River far more eff i cient and

- al l owi ng vessels to take on heavier loads in Port land. • Recent ly, seven river level report i ng gauges have been i nstal led i n t he Col u m b i a River between Hammond, Oregon, and Vancouver, Was h i ng ton. These g auges wil l report real t i me water level to fac i l i tate deep-draft vessel s cal l i ng Port l and. As f resh­wate r f lows downriver into Port l and, twice d a i ly t idal changes affect water depth u priver. Two pred ict ive water level models are now under develop­ment . They wi l l report what water leve l s can be ant ic i pated at a later t i m e to perm i t s h i ps to take on heavier l oads i n Port land.

Wit h t he se and other i m provements underway or schedu l ed , the vol u mes of cargo t h rough the Port of Port l and to and f rom foreign market s could dou b l e o r perhaps even t r ip le by t h e end of t h e century, accord i ng to i n­d u s t ry s t Ud i es - u pping Port l and's cargo vol u mes to 24 m i l l ion tons by the year 2000.
