March is a busy month for gardenerseverywhere but few will be as rushed off theirfeet as the staff of the St Helier Parks andGardens Department. As if their regular workin preparing the Parish's flower beds andopen spaces were not demanding enough,plus the extra work that goes with enteringthe national finals of 'Britain in Bloom', theywill be preparing to exhibit at two majorflower shows run by the Royal HorticulturalSociety: Chelsea and Tatton Park

The Municipal Depot at Mont-à-l'Abbé is going tobe buzzing with activity, too, as work will bestarting soon to provide a new shed in which ourrecycling team can process the plastic, paper andmetals that are being collected around the Parishand sent to our recycling partner in France.Meanwhile our stonemasons and road gangs willbe helping the States Department responsible forthe Millennium Town Park with the refurbishmentof the roads on either side of the Park in orderthat this new park can be completed by the timethe new shrubs and trees start growing.Continuing the gardening theme, we are hopingthat planning permission will be gained for theParish's new allotments at Clos de Hugh, off Ruede Mon Sejour, first announced in the Town Crierlast February. St Helier farmer, Nick Mourant, isgoing to grow a final crop of Jersey Royals in thefield, then work can begin on laying out the sixtyor so allotments. Other Parish projects such as therestoration of Fisherman's Cottage in La ColletteGardens and the creation of a new 'ChangingPlaces' toilet in Seale Street will be movingforward this month.Early next month sees the completion of theproject to twin St Helier with Funchal, when theParish hosts a delegation including the Mayor ofFunchal, Dr Miguel Albuquerque. This year is alsothe tenth anniversary of the Parish's twinningwith the German town of Bad Wurzach and thethirtieth anniversary of our 'jumelage' withAvranches. Avranches Day Nursery would like to congratulate staff memberChelsie Le Mottee, who completed her Level 3 in Child CareLearning and Development in December. In January the Avrancheschildren celebrated Chinese New Year and performed a ChineseDragon dance in the park. Work on the Community Woods atAvranches Day Nursery is progressing well with the installation ofnew wooden steps. Many thanks to Help a Jersey Child, Channel103 for their support with this project. If all goes to plan the officialopening should be in April 2012. Westmount Day Nursery isproud to announce their newsign and logo, which is now inplace. And children atWestmount also celebratedthe Chinese New Year in style,as evidenced by the attachedpictures.St Helier House celebratedBurns Night in style on 23rdJanuary with everyone havingthe traditional haggis for tea,and Jimmy playing Scottishbag pipes and also Sandyfrom Maison de Ville playingmusic as usual for theresidents. St Ewolds celebrated theseason of love by holding aspecially themed bingosession, for which newly-wedded resident couple Noraand John Jeanne took theprize. This was followed by anouting to The Lakeside CareHome where residents wereinvited by the Lakesideresidents to join in with a‘Valentine Tea Dance’.Pancakes were then on themenu on Shrove Tuesday andresidents joined in the fun ofmaking and tossing their own in thehobbies room.Staff at the Parish’s residential homeMaison de Ville, off La Pouquelaye,celebrated Valentine’s Day with a supperparty prepared by chef Jed Hesketh. Staffand residents were joined by relatives andfriends who were all required to wearsomething pink. Parish Finance Director,Andy Pemberton, also entered into thespirit of the occasion, and Deputy RodBryans was on hand to record the eventfor posterity.

General Parish news: The Parks team has been busyplanting replacement flowering cherry trees on People’s Park,removing three dangerous sycamores in the woodland belowSt Ewolds Residential Home, trimming up trees in West’sCentre and working to reinstate the grass area at ParadeGardens following removal of the ice rink, with all costsregarding the latter being passed to the organisers of the icerink.Work has started on laying the new road and paved surface inRobin Place and our thanks go to all residents and businessesin the area for possible disruption caused. Queries regardingthis should be directed to Buildings and Roads ManagerRobert Gilmore on 07797 722882.Regular park users may have noticed more people exercisingin the main parks recently. Chelsea, here we come! St Helier's Parks and GardensDepartment has been asked to create a jubilee-themed displayat this year's Chelsea flower show. With a busy schedule thatincludes the Parish's entry in this year's national 'Community inBloom' competition, and an invitation tocompete in the RHS Tatton Park show for thethird year running, it's a big challenge, but theteam is raring to go.

St Helier Community Market andCoffee Morning: St Helier is to have its ownmarket on the second Friday of each month,beginning on Friday 9th March from 10am to2pm. It is hoped it will become a regular eventevery second Friday in the month. Call in for abrowse of local handcrafted gifts, buy somegenuine Jersey Wonders or simply meet friendsfor coffee and cake. We look forward to seeingyou there.

La Pouquelaye Youth & CommunityCentre: continues to provide a vital resourceto all age groups in the area. The Youth Club isnow open on Saturday afternoons for drop-inArts & Crafts sessions; opening hours are 2pmuntil 6pm, all young people are welcome, butunder 8s must be accompanied by an adult.The Mums & Toddlers Group also runs on aTuesday morning from 10.30am to 12.30pm.More information on the Centre’s activities canbe obtained from Sheila, Centre Co-Ordinator,on 07797 710729.

Procureurs du Bien Public election: St Helier electors returned to the polls on 15thFebruary to elect two Procureurs du BienPublic. Mr Barton topped the poll, followed byMr Pearce, which left Mr Jennings a narrow

loser. Just 473 voters attended thepoll, a disappointing turnout of just2.6 percent, with 63 people votingvia the postal or pre-poll votingfacility and two spoilt papers. Thefinal results returned were:

Annual returns – a big thank you: The Parish is grateful to allParishioners who have taken the time to complete and return theAnnual Rates Return forms. There are still a number of formsoutstanding and the Parish is asking property owners to check andensure that any late Annual Returns are sent in as quickly as possible.The Rates Assembly will take place this year at 7.30pm on Wednesday11th July at the Town Hall.

• Households in La Grande Route du Mont-à-l’Abbé and La Rue de Maupertuis joined the scheme on 9th February 2012. The future collection dates are: 8th March 2012, 5th April 2012, 3rd May 2012, 31st May 2012 and 28th June 2012.

The first collection of the Moore Stephens sponsored blue box scheme for kerbside glass took place on 26thJanuary 2012. Each household that registered to join the scheme was provided with a blue box to collect glass jarsand bottles, and we also took the opportunity to include the collection of household batteries, with the recyclingmanager at Transport and Technical Services providing pink plastic bags for this purpose.

The Workshop’s area of responsibilities does not just extend tothe servicing of the road-going fleet (currently numbering 75),but also covers all mechanical equipment and plant machineryowned by the Parish.The new Workshop Manager hasbeen in post since April 2011 andsince then has restructured theallocation of vehicles to theoperational departmentalmanagers and introduced a fleetreplacement programme that willensure that modern, efficientvehicles are available to the Parish,thus maximising availability withvehicles that meet departmentalrequirements. To complement this,a new servicing schedule has beenimplemented that draws on thestrengths of the team in theworkshops with nearly 100 years of combined experience ofvehicle repair and maintenance that Joel Nicol, Roy Levee andGary Jackson bring. To demonstrate the continued commitmentthat the Parish shows to young Islanders, Andrew Godfrey wasselected to fill the vacant apprentice position in August 2011.Since the new servicing schedule was introduced in May, over

computerised Fleet Management System, bringing further efficienciesto the Parish as a whole.

The role really breaks down into threeparts: first - Deputy of the Parish,responding to the needs of the people ofSt Helier No. 2 District; second - acting as aStates member reviewing, debating andcreating the Island’s legislation; and thirdly- exercising the role of Assistant Ministerfor Education. This last is the biggest leapbecause you inherit deep cuts imposed byCSR (Corporate Spending Review) thathave to be scrutinised and negotiated at atime when education needs moreinvestment and is crucial to the wellbeingof this Island. But when you pick up a stickyou pick up both ends. All of them vary in content but for each, as a new member, it’sbeen a steep learning curve. All disciplines present differentchallenges and demand various skill sets but each iscompelling in their complexity and breadth of scope. New members, or the ‘Class of 2011’ as we have been named,have come in with a positive outlook and a keen sense of

Firstly you take on a vast amount of informationabout the current state of the Island, how the government works and what part you will play in all this.Then, in a short space of time, you start cutting your own path through it, learning as you go. It’s time-consuming and challenging, but so varied it keeps your energy levels up.

In thepast government has been criticised for its lack ofcommunication and transparency. I guess that’s changing andwe will help wherever we can. f

At the Parish Assembly held at No. 9 Library Place on 4 June 1862,the ratepayers' revolt forced a return to Jersey Time. Also on theagenda of the Assembly was the question of what to do with the oldTown Clock. The Connétable had received a letter from a number ofhouseholders in the neighbourhood of All Saints' Chapel (as it was),asking that they be permitted to install the old clock in their place ofworship. They had raised the funds to install and maintain it, butthey wished to illuminate the clock and asked for a contribution of£10 from the Parish for that purpose. The ratepayers, having gottheir way on doing away with GMT, were obviously now in a goodmood, as they voted to install the old clock at All Saints' at theParish's expense, provide a new bell and pay for maintenance,provided the householders' funds went towards the lighting.

Time passed, and it turned out that the fate of the old clock was verydifferent. It was discovered that the walls of All Saints' were notstrong enough to bear the weight of the clock and its bell, and theclock was therefore locked away in a box in the Town Church andprobably forgotten by most people until May 1863. On the 9th ofthat month Connétable Gibaut arrived at the police station to findPhilip Laurens, the gravedigger, in tears. Mr Laurens, in a state ofgreat distress, informed the Connétable that his son John, a boyaged barely 12, had stolen the Old Town Clock. The Connétablecould scarcely believe this report until Centenier Mourant turned upand accompanied the Connétable to John Hunt's chandlery in PittStreet where the clock was found - in pieces. The boy was chargedwith stealing the clock, some iron railings and planking, and thechandler was charged with receiving stolen goods.

When the case got to court, John Le Gallais, the silversmith, testifiedthat he had formerly had charge of the clock and it had been in

perfect order and worth £30-£40 when placed in the box by HenryCourteney, his workman, who had also screwed it down securely.

Hunt had told the churchwarden, John Guiton, that he had beentold by the boy that the clock was being sold on Mr Guiton's orders.The churchwarden had replied that such a young boy's wordshould not have been taken without being confirmed.

Hunt had concealed nothing about his purchase of the clock. A number of witnesses, being Town traders, jewellers andwatchmakers, stated that they had been invited to view the remainsof the clock by Hunt, many expressing surprise that Hunt shouldhave started breaking the clock up for scrap metal, therebydestroying most of the value of the timepiece. Having paid the boyonly £4 and 5 shillings, and aiming to make a mere 4 shillings onthe deal by breaking up the clock for scrap, Hunt was, in theopinion of these commercial witnesses, unaware of the real value ofthe clock.

Since young Johnny Laurens was judged to have been physicallyincapable, unaided, of removing the clock from the storeroom usedby his father, shifting the railings, planking, and even the poor-box,Hunt was suspected of being complicit in the theft. A succession ofwitnesses (including a couple of labourers from the Weighbridge)were produced to state that they had been recruited or engaged bythe lad to help transport a number of cartloads to Hunt's shop.Young Johnny was evidently a plausible character, and there werenumerous witnesses to Hunt's previous good character.

In the Royal Court on Saturday 23rd May 1863, the 12-year-oldentered a plea of guilty. The Attorney-General asked for a sentenceof corporal punishment so as to spare him imprisonment andcontamination with criminal elements. The Court rejected thesuggestion and sentenced him to a month's solitary confinementwith labour.So the young thief ended up doing time.

The thief of timeWe've been looking back at the history of the Town Clock,the clock in the tower of the Parish Church, and we'veseen how controversy erupted over the temporaryadoption of Greenwich Mean Time. But what happenedto the old Town Clock, the one that had been replaced?

The town has just carried out a survey to find out whatpeople think of it and what they would like to see intown, and the main request was for more entertainment.This was backed up by Mary Portas, with her suggestionof entertainment and markets in town.

French Lane Market Town:Markets wereone of the major recommendations of Mary Portasfor the regeneration of town centres and it’s good toreport that St Helier has already started to implementthis recommendation. The second year of the FrenchLane Market starts on 10th March, with the Markettaking place every Friday until December, givingentrepreneurs the chance to sell their goods at a lowcost and to see if they have what it takes to follow in the footsteps of famousmillionaires such as Alan Sugar, who started his career in this way. If you areinterested in taking a stall in the middle of town for as little as £30 a day,please contact Bernie Manning on 07700 356438.A new initiative will be taking place this month: we are going to have anartist in residence in the Market. Eddie Blampied, a local artist well known forhis caricatures, will be capturing the likenesses of customers and market

traders. His art is so unique and colourfulthat it will be worth coming into theMarket to see him working.

New TradersOnce again we are lucky to have some

outstanding new traders coming to town. TheLeek ‘n’ Bean has opened at 6 Cattle Street andconcentrates on good quality food and coffee, theWelsh/Jersey connection being evident in thename. Tangled has opened at 51 Bath Street,aiming at affordable hairdressing. Pretty Vacanthas opened in Burrard Street, specialising in both vintage clothing andclothing by local designers, together with a fantastic range of accessories, andyou will notice the stunning displays along with the Union Jack floor.Transilvania has opened in Colomberie Parade, specialising in Romanianproduce, with a great range of Romanian wine, charcuterie, cheeses andhomemade cakes. Lastly, Design Matters has opened in Cheapside, havingrecently relocated there.

You can’t go full on for so many weeks and then expect to reapthe physical, emotional and health benefits forever. If we can’t convince you to go long-term with what we know works- that’s exercise and healthy eating by the way - by telling you howmuch better your quality of life will be, or how fantastic you willlook and feel, then think about a life where you never have to feellike the author of a lost essay ever again! The good news is that reversibility is also used to describe howquickly the effects of not exercising and eating healthy can bereversed if you get back into it quick sharp. It’s easier for someonewho has started an effective fitness plan, but stopped short-term,to get back into the shape they were before their hiatus thansomeone who hasn’t started at all. So what are you waiting for?

La Repasseuse, artist unknown (late 18th century)One of the Town Hall’s best loved paintings, this painting of an ironingwoman was formerly attributed to Jacques Louis David, who workedduring the turbulent years of the French Revolution. The paintingemploys neoclassical techniques, the woman’s torso in a twistedclassical pose andher head turned inprofile. Thecherries fallingfrom her apronallude to hervirtuousness. LaRepasseuse wasone of 25paintingsbequeathed to theParish by LucinaLe Sueur. Herhusband hadinherited thecollection from hisbrother, Pierre LeSueur, who wasConstable of StHelier between1839 and 1853,whose paintingalso hangs in theAssembly Room(on loan from theJersey HeritageTrust.)

The Death of Major Peirson by P. Wright(1796)The value of the Town Hall’s copy of the famous painting ofthe Battle of Jersey by John Singleton Copley was onlyrealised during the restoration of the painting in 1995. Theoriginal work was commissioned by an Alderman of the Cityof London, John Boydell, who exhibited it in 1784. In 1796 a

print appeared, engraved byJames Heath, priced at 4 guineas.The States of Jersey did notacquire their copy of the painting,which now hangs in the RoyalCourt, until 1864, after anunsuccessful bid to buy theoriginal when Copley's son's estatewas auctioned by Christie's. Thefull size copy by William Holyoakewas so faithful to the original thatit included the accumulation ofsurface dirt, resulting in a darkerversion than the original painting.During the restoration of the TownHall’s version of 'The Death ofMajor Peirson' it was discoveredthat the whole picture had atsome time been entirely repainted,and what lay underneath was avery fine late 18th Century versionof the original painting. Therestorer was also able to removethe original canvas from a laterbacking to reveal the name of theartist and the date when it wasdone – 1796. That was significantbecause almost certainly what theParish of St Helier unknowinglyhad in its collection was thepainting commissioned to enableHeath to do the engraving.

The Public Catalogue Foundation is putting the ChannelIslands' art collections on to the BBC Your Paintings site thismonth (www.bbc.co.uk/yourpaintings), and the impressivecollection in the Town Hall is being included. This will makethe excellent collection of works gifted to the Parish downthe years available to a much wider audience of art lovers. Itwill also raise the profile of the Town Hall's art collection andencourage more visitors to St Helier to see the paintings forthemselves. The Town Crier has been getting a preview ofthe works that will be on display, including some of thenewer additions to the St Helier gallery.

The Bombing of St Helier Harbour, 28June 1940 by Gerald PalmerThis watercolour by local artist and sculptor, GeraldPalmer, has been loaned to the Parish by the Jersey WarTunnels, in order that it can be on public view. Theexistence of the painting only came to light in 2010 whenthe Parish decided to hold a commemoration of thebombing raid on the town. A reception was held on theAlbert Quay where evidence of shrapnel damage can stillbe seen, and the refurbished plaque in memory of thevictims of the bombing was unveiled. Several eye-witnesses spoke movingly of their experiences. A similarevent was held in 2011 in the Town Hall where the loanpainting was unveiled by the artist in its new position inthe Assembly Room.

The Procureurs du Bien Public, byAnna Le Moine Gray (2011)The newest painting in the St Helier gallery isthis double portrait of Clive Barton and the latePaddy Freeley. The painting owes its existence toa misunderstanding: the Constable wasapproached to find a sponsor for an annualportrait commission, but having found one ittranspired that the sponsor’s condition – thatthe portrait should be of a parishioner – wasunacceptable to those commissioning the work.Thus the Parish found itself with sponsorship fora new painting. The Procureurs were not the firstchoice, however – a former long-serving RoadsInspector of the Parish was asked to sit for theportrait but declined. Sitting for the portrait wasa particular pleasure for Paddy Freeley and hisattendance at the unveiling of the painting on 1October 2011 was one of his last publicengagements as Procureur.

Julia Westaway, by ThomasHerbert Maguire, 1898Julia Westaway was a benefactress who lefther inherited fortune to support a variety ofcauses, including the provision of shoes forProtestant children. Her charitable intentionsdid not find favour with her family, however;she was put in a debtor’s prison for a time byher brother following an argument over theirfather’s will, while after her death her ownwill was contested by her nephew. A novelon the life of Julia Westaway, ‘The Poor ShallInherit’, was published in 1996 by localauthor, Daff Noel.

A winter scene, byAndreas SchelfhoutA Dutch painter, etcherand lithographer,Schelfhout (1787-1870) isbest known for hisRomantic landscapepaintings. He was mainly astudio artist, relying on hissketches done en plein air.His sketchbook LiberVeritatis (Book of Truth)shows that he made about twenty paintings a year, among them a fewforeign views from his foreign tours including France in 1833, England in1835 (especially to study the works of Constable) and Germany. His

Dutch winter scenes withfrozen canals and skaterswere already famousduring his lifetime. Hebecame one of the mostinfluential Dutchlandscape artists of hiscentury.

Boors quarrellingin a tavern, 19thcentury DutchSchoolThis is a nineteenthcentury picture based onthe Dutch ‘genre’paintings of the 17thcentury whose aim wasto convey a moral – inthis case, the cheat neverwins. The discovery ofthe cheating can be seenfrom the cards scatteredon the floor, theupturned chair and theposture of the twoplayers, one with a

clenched fist and the other holding hisrecently boxed ear.

Rouge Bouillon School had a visit from the schoolphotographer on 3rd February in order to take photos ofall the pupils and also the choir, and he will return inMarch to take photos of the sports teams. Gold Heart Day,when all of Rouge Bouillon’s students paid £1 to dress innon-uniform and get a badge from the charity Variety,took place on 10th February. This has happened annuallyfor a long time now and this year’s design featured theStar Wars characters R2-D2 and C-3PO, which pleasedmany pupils. The most exciting February event was theKey Stage 2 pupils’ school disco, which took place on 24thFebruary. All the hot songs were played for this popularevent which many students love and look forward to.

As last year’s Mr St Helier, Tom Hacquoilsurrendered his sash to his successor lastmonth and the Town Crier took theopportunity to ask him a few questionsabout his year. Rumour has it that hewore his St Helier sash when he climbedMount Kilimanjaro in December.Have you enjoyed your year as Mr St Helier?Yes, I had a great time - was a fantasticexperience and really appreciate being giventhe opportunity.Why did you put yourself forward for a second year, and what wereyour feelings on being pipped at the post? I re-entered for a second year as I enjoyed my first year and felt that Igave a lot back to the Parish whilst learning a lot about what goes onbehind the scenes in St Helier and improving as a person. I was slightlydisappointed but completely unsurprised to be have been beaten asecond time round, I more than understand the desire to have a freshrepresentative every year and it's a great opportunity for Alex.

Mr St Helier 2011 bows outDo you still hope to be involved in Parish lifethis year despite not having a sash? I'd like to think I'll be involved quite a bit, althoughobviously nowhere near as much last year. I'd stilllike to participate in Parish organisational eventswhenever invited, and will do what I can to findsome time to help out here and there.What advice would you give to the new Mr StHelier, Alex Bolton? Take it seriously - there is a lot of opportunity forself improvement, but you need to actively seek it

and participate wherever you can. The Parish deserve a good rolemodel!Will you be back next year? Unlikely - I don't feel there's much point entering as I'm aware I stand nochance of actually being selected for the role. I'll always be around as abackup Mr St Helier should I be needed, though.

Angela Parr-Burman of the St Helier Community inBloom Group serves up another round of seasonaltips and advice for St Helier’s green-fingered.

February has been very cold thisyear but spring is just aroundthe corner.The cold snap will have killed off some ofyour plants that you may have been hoping tooverwinter. Take the opportunity now to clear outdead and dying plants, dig over the soil or scrub out the oldcontainers with dilute detergent. Replace the compost withnew and use the old as a mulch or put on the compost heap.While on the subject of compost heaps there is now a hugerange of bins available. You can layer the compost from thetop and dig out the ripe, crumbly material from a hatch at thebottom or you could buy a rotational bin turned by a handlewhich turns out mature compost in six weeks. Those ecowarriors amongst us can go the whole hog with setting up awormery to transform all your kitchen waste into compost.

Start to sow salad crops now – either ready-mixed seeds orsingle variety lettuce. Little Gem takes up very little space andis reliably sweet and crunchy. Radishes can be sown but needto be harvested and seeds replanted every few weeks. Otherveg which can be sown now include beetroot (try “GoldenBall” or “Chioggia” for a different colour), spring onions, babyturnips, broad beans and early peas – these can be grown upa trellis.

Snowdrops which have finished flowering can nowbe divided and this is the best time of year to do

this. Any daffodils or narcissi can be allowed todie down naturally. Cutting the leaves tends tostop the plant producing large bulbs for thenext season.

Towards the end of the month you canstart buying herbs in pots if not too tender(such as basil). An early herb which getsoverlooked is Sweet Cicely which produces

lovely ferny leaves. This can be used whencooking sour fruit such as rhubarb and you will

find that you don’t need to add so much sugar.

Strawberries can be replanted now from any runners potted up inthe autumn. It’s a good idea to label different varieties as this gives youan idea of taste and yield when propagating plants in the future. Youcould try growing them in plastic guttering suspended from yourbalcony railings. This method protects the fruit from slugs althoughyou will still need to net the plants against birds.

Half-hardy annuals can be started off now. Good old fashionedmarigolds provide a cheerful display. Try to include a mixture ofclimbing, trailing and upright plants in your flower garden to givemore impact. Climbing plants could be Black Eyed Susan, sweet peas,morning glory or even a climbing rose. Examples of trailing plants arenasturtium, lobelia or aubretia (this is hardy so can be trained to covera wall all year round). As for upright plants, why not try a cottagegarden mix?

Finance in the St Helier Community

Awards for swimmer and surfer Awards were presented to the AIBTigers Swimming Club and theJersey Surfboard Club at AIBJersey’s recent Sponsor Reception.The Swimmers’ Swimmer of theYear award went to RhiannaDonaldson and the Surfers’ Surfer of the Year isMatthew Chapman. The awards recognise all-roundqualities as opposed to pure performance and thewinners were voted for by their peers.

Party for young familiesStaff at Bedell hosted a special party at their offices formore than 200 parents and children involved in theBrighter Futures charity. Children were treated to partygames, arts and crafts and face painting – and theyoungsters and their parents received presents. BrighterFutures is a local charity that offers help withrelationships within the family and encourages personaldevelopment and self-confidence, through counsellingand general support.

De La Salle wins competition Some Year 13 students from De La Salle College havewon £250 for their school in a Jersey Financecompetition to design a board game to celebrate the50th anniversary of Jersey’s modern financial servicesindustry. The winning game, Status, will bemanufactured so that it can be given to the Sixth Formschools to be played by students participating in JerseyFinance’s Schools Roadshow programme.

Spring is inthe airOf all months, March is the one when I,like other sufferers from SAD (seasonalaffective disorder), rejoice in the lengthening days, withserious amounts of extra daylight each week. For theParish it's a month of concentrated planning, in order thatwe can provide the best support possible once the town'sevents programme gets going at the beginning of April.This year there is more than ever going on and I expectthat the newly chosen Miss, Mr and Miss Junior St Helier'sfeet will barely touch the ground between Easter and theAugust Bank Holiday. A packed events programme alsodepends on the assistance of the Honorary Police, and Ihope that the recent flow of new recruits into this vitalarea of parish work will continue into the Spring.

The newly elected Procureurs du Bien Public (or five times re-electedin Clive Barton's case) will have just three months to work with theAccounts Committee to prepare for the Rates Assembly onWednesday 11th July - if you want to have a say in how much rates

you pay for your home or business, and in what that money is spent on,please put this date in your diaries.The national media reported recently on the fact that some UK towns areabandoning their twinning links with towns in France, Germany andbeyond. I think this is short sighted, given the enormous rewards thattwinning brings, especially the sporting, cultural and educationalexchanges. The signing of a 'geminaçao' or twinning agreement withFunchal is due to take place on Tuesday 10th April,the culmination of several years' work by the Parish,and will be a catalyst for the development of allmanner of beneficial links betweenthe capitals of our two islandcommunities

Sirens WI Belly dancing was the theme of thismonth’s meeting and we were very lucky tohave three members of the Jersey Jewels comealong to the Old Magistrate’s Court and showus their best belly dancing moves. First Tower and Millbrook WI Members andguests enjoyed the entertainment provided bythe Jersey Jewels’ belly dancing at theirFebruary meeting too. March will be busy withthe planting of a Royal Windsor Oak to markthe Queen’s Diamond Jubilee, and a talk aboutNepal from Frank Falle. All Saints Church Friendship Club - you may recall that wementioned this new Club back in November. Unfortunately,however, due to unforeseen circumstances, the Club has beencancelled for 2012.

The Jersey Bowling Club are offering a free lawn bowling sessionat Westmount on Sunday 22nd April between 10am and 4pm.Casual dress and flat shoes are all you require, no need to book. Talk on Centenier George Le Cronier The public are invited toattend a lunchtime talk on Thursday 29th March at SociétéJersiaise Members Room, from 1pm to 2pm by the author of a new

book on the tragic death of a St Helier centenier in the mid 19thcentury. The talk is free and the author of 'The policeman andthe brothel' will also be signing copies of his book. Peopleattending the lunch time talks at the Société are allowed to taketheir sandwiches, and tea/coffee is available.The Hang Out – Due to the generous support of the St HelierYouth Committee and the Parish of St Helier MaintenanceDepartment, the members of First Tower CommunityAssociation Youth Project, known as The Hang Out, are enjoyingmuch improved facilities. The young people are delighted withthe results and membership remains high. Due to thisexpansion, the management committee is looking to increase itsmembership. This committee supports the project leader andstaff in their management of the Club and meets about ninetimes a year. If you have an interest in the development ofyoung people and would like to know more about this rôle, orare interested in voluntary youth work at The Hang Out, pleasecontact the project leader at [email protected].

The Band of the Island of Jersey was originally formed in 1876under the name of La Société de l’Avenir, which later becamel’Union Musicale. Some time after the Second World War the Bandwas named to its present title, The Band of the Island of Jersey. TheBand differs from traditional brass bands in that not only does itentertain locally concert-wise, it’s also a marching band with fulldrum corps, which makes it Britain’s most southerly marchingbrass band.Led by musical director Nick Manning MBE, the Band hasappeared in numerous prestige events not only in Jersey but alsoin England, France and Germany, and was voted Winner of theGuiton Group Jersey Enterprise Awards Ambassador of the Year2010.During the winter months the Band works hard on its concertperformance and marching routines, relishing the Town Hallperformances. This is where the Band shows off its hard work overthe winter period, not only the concert band with new music andsolo arrangements, but also the drum corps, with a prestigemusical military finale. The training band, who meets everySaturday from 9-10.30am at the Band’s headquarters, will also beperforming at the concert being held at the Town Hall on Monday12th March at 7.30pm, so don’t miss out! This is a non-ticketedevent and everyone is welcome.

St Helier Youth Committee GrantsThe St Helier Youth Committee has been voted £120,000 byratepayers in this financial year to support youth projects in theParish. Half of the funding is used in partnership with Education,Sport and Culture Department to support youth workers in the

Parish’s youth clubs and centres, while the other half is available forgrants for projects or trips by groups or individuals.

Reminder to dog ownersOwners of dogs are reminded that dogs must be kepton a lead at all times within the Ring Road and withintown parks. Dog owners must clear up after their dogsat all times - it follows that if dogs are not on a leadthe owner/walker may not be aware that the dog intheir charge has fouled a public place. The HonoraryPolice have been asked to be particularly vigilant in thecoming months in relation to the minority of anti-socialdog owners who regularly allow their dogs to foulpublic parks, pavements and open spaces. Fines ofup to £500 may be imposed for such offences.
