ELECTIONS

You may be aware of other elections on the same day, but Thursday May 7 is polling

day for elections to the parish council. Every four years, all your parish councillors

must resign and, should they so wish, stand for election. There will be four vacancies

in St. Mary, and three in St. Margaret and anyone who lives in either parish may put

their name forward.

As you must know, I am always asking for volunteers, and I do so again. I would like

nothing more than to be voted off the council by a massive surge of interest. If you

think you can help at all, please do consider volunteering. Our acting clerk, Lynn

Jollans (677881), can provide you with all the information and paperwork you need,

as can officials at South Norfolk council (01508 533633)

DOG FOULING – AGAIN!

What can I say that has not already been said? Dog fouling remains the issue most

frequently raised with the parish council and, as the weather starts to improve, we

are told the situation in parts of the village is very unpleasant.

A new dog waste bin has been ordered and should, by the time you read this, be in

place on the triangle where New Road, Patten Lane, and Primrose Hill meet. If you

think still more would be helpful, please tell us.

THE BIG SOUTH NORFOLK LITTER PICK

Last year we took part, at rather short notice, in South Norfolk Council’s Litter Pick.

Turnout was not spectacular, but some dozen or so bags of rubbish were collected

from around the Tivetshalls, along with several car tyres and a mattress.

Unfortunately, rubbish still gets dropped and, in an effort to keep our community a

little bit cleaner and tidier we are doing the same again this year. All the equipment

– hi-vis slipovers, gloves, litter picks, and bin bags – is provided, along with some

traffic notices to warn drivers to take extra care. All we ask from you is a little of your

time to really smarten the place up. South Norfolk council do offer a small incentive:

communities that take part are entered into a draw for one of five £200 prizes.

Sunday 10 May is the day. The organisers will be in the Village Hall car park from

10:00 a.m, and look forward to seeing as many of you as can come.

PUBLIC MEETING - FASTER BROADBAND

We had been led to believe that faster broadband would arrive in the villages but it

seems to have just whizzed on down the road and left us behind. We are very grateful

to David Evans, who has taken the effort to discover some of what is going on, and

the current situation is that we are not close enough to any upgrades to benefit.

The Programme Director for Norfolk County Council’s rollout of ‘Better Broadband

for Norfolk’ is called Karen O’Kane. She is, I am told, very approachable and helpful,

and she has offered to come and talk to us about it. We have arranged for her to

attend a public meeting, where she will give a presentation followed by a question

and answer session. I would encourage all those people who are concerned about

internet connectivity and broadband speeds to come along. Faster broadband is

becoming essential as we do, and are required to do, more and more on-line.

Of course I can’t guarantee anything, but the more support that is shown, the more

the chance of things changing, so come along to the Village Hall on Wednesday 22

April at 7:30 p.m.

Last time I told you that you could contact BT but it seems I was wrong and that they

have nothing to offer. Karen is the best person to contact and she can be reached by

e-mail at [email protected]

INTERNAL AUDITOR NEEDED

It’s the end of the council’s year, and that means, amongst other things, audits.

Vivienne Dennis has, in the past, done an excellent job as our internal auditor and I

have absolute faith in her, and in her independence. Despite the fact that we took

advice, however, we were criticised by the external auditors last year, who deemed

her to be too close to the council because she has been acting as minute-taker for

council meetings in the absence of a clerk.

I wouldn’t pretend, myself, to know the full extent of what is required but it does

involve some knowledge of local government rules and regulations. If any parishioner

feels competent, or knows someone competent, and would be willing to do this, the

council would be grateful if they could please get in touch with us. We don’t expect

anyone to do this unpaid, and a small payment is offered for the work.

FISH AND CHIPS

Ed’s Plaice, the fish and chip van that attends in the village hall car park on Saturday

afternoons and early evenings seems to have been quite a success. Ed has been

coming for over a year now, and everybody to whom I have spoken seems to think it

a welcome facility for the villages.

Ed does have the occasional other commitment and has told me he will,

unfortunately, not be able to make it on a couple of Saturdays in the near future.

Regulars will all be told but, occasional patrons, please note there will be no fish and

chips on:

Saturday 11 April 2015, and Saturday 9 May 2015.

TIVETSHALL ST MARGARET ALLOTMENT CHARITY

The Tivetshall St Margaret Allotment are looking for a new trustee and have asked

us to publish this. Before doing so, however, I would like to thank them for their kind

offer of help with the installation of a public access defibrillator in the village …

We are looking for another trustee to join us. Trustees must live in Tivetshall St

Margaret. We meet once a year and have phone/email contact in between to agree

on requests we receive. We would particularly welcome someone from the railway

line/maltings end of the village as that part of the village is not currently represented,

however, anyone with an interest would be welcomed.

The charity has funds available to help people living within the parish of Tivetshall St

Margaret for a wide variety of needs. This could include help towards school, college

or work uniforms and equipment, hospital travel expenses, Lifeline telephones, aids

and adaptations for the elderly or disabled, school trips, optician or dental costs,

home security or insulation and many other things. All applications are treated in

complete confidence and are not means tested. We can also support groups or

organisations benefitting people who live in Tivetshall St Margaret (subject to funds

and trustee agreement).

Report on the Parish Council Meeting held on Tuesday, 13 January 2015 at 7.30 pm in Tivetshall Village Hall

1. Declarations of Interest.

1.1. Pecuniary interest declared by Tony Jollans (9.2.3). Payment of expenses.

2. Co-option. There were no applicants.

3. Minutes - of the November meeting agreed and signed. No matters arising.

4. Public participation.

4.1. None of Bev Spratt (County Councillor), Martin Wilby (District Councillor),

and Isabelle Agrir (PCSO) present.

4.2. Parishioners’ Forum

4.2.1. Appreciation expressed in respect of village Christmas tree.

4.2.2. Signage to church: Whilst Highways would install any extra signage

requested they would not meet the cost. Highways engineer has had a

look and taken photographs; will report back with costs.

4.2.3. Trees round bottle bank: Been in touch with NORSE, who are

forwarding correspondence to appropriate department; Lynn Jollans to

follow up.

5. Report from Chair

5.1. Attended SNC planning meeting, regarding outline planning permission in

respect of proposed housing in The Street. Main objections are ref. access,

which is not considered satisfactory; reverted to access through hedge,

which had previously been discounted at SNC’s own determination. Parish

Council registered complaint; received response (as received by other

complainants) confirming SNC have followed the rules, and that this access

decision can wait to be decided at detailed planning stage; ongoing

discussions; await details of further application.

5.2. Christmas tree erected and taken down.

5.3. All in hand with SNC on the elections front.

5.4. Paperwork completed and £250 received from Martin Wilby, towards

pavilion project.

5.5. E-mail received from resident objecting to proposal to move bus stop.

5.6. Correspondence from Norfolk Constabulary via NALC; proposal to

community share the cost of PCSOs. Possible 2% increase in police share of

council tax.

6. Planning Applications.

6.1. 2014/2633. Chestnut Farm, Station Road. Partial demolition and

reconstruction of chimney of listed building. Retrospective listed building

consent. Unanimously approved.

7. Reports from Councillors.

7.1. Front of Hastoe Housing, Green Lane: Tree warden reports no trees

available, only hedging; agreed therefore that Lynn Jollans speak to David

Evans as to suggestions for slow-growing, low-maintenance trees suitable

for site.

7.2. Issues from Grapevine: speeding, trod path, school pick-up; other than

comment at 6.5 above, and two responses to the ancestry request for

information, no other response to Grapevine articles. Tony Jollans will try

again to contact Winfarthing Parish Council ref. their trod path.

add to rota for emptying; will provide quote for fitting; Tim Playford

provided fitting quote at @ £50.

7.4. Signage to church: discussed at 4.2.2.

7.5. Facilities for football team: Plumber booked to visit site 31st January to

assess viability, and if appropriate provide costs.

7.6. Light at A140 bus stop: Does not seem to be improved; Lynn Jollans to

contact.

7.7. Trees round bottle bank: discussed at 4.2.3.

7.8. Agreed to put articles in Grapevine; one asking for support for fibre optic in

village; and a petition requesting public support for village defibrillator. Chris

Miller will put on Twitter; and Tony Jollans on web-site.

8. Correspondence Received

8.1. Two communications received regarding volunteers and gritting. Tony

Jollans to check bins as to whether refilling required. Lynn Jollans to post

instructions in Post Office.

8.2. Helping Hands requesting advertising opportunity in Grapevine; suggest

direct to Cock Crow.

8.3. Early Help contact details from SNC.

8.4. Police e-mail asking opinion on council tax.

8.5. Information that street light opposite village hall is Saffron responsibility.

confirmed that this is a landowner responsibility, and therefore a private issue.

Could approach NCC Highways Enforcement Officer for further advice if

required.

4. Public participation.

4.1. Bev Spratt (County Councillor): Budget statement meeting Monday; hoping

council tax will be frozen; monies into central pot from NC Farms; further

monies from Coltishall; £1m taken from road maintenance, towards

childrens services; £18m short re. NDR. Answered query about planning

permissions/rejections/local council/5 year land supply.

4.2. Declan Jones, of Tivetshall, re IT work/Pulham Pennoyer Centre;

forthcoming SNC cabinet meeting, to discuss budget, LS bypass, leisure

centres refurbishment; market towns retail awards. Will follow up query

about late arrival of energy/climate change project & paperwork.

4.3. Isabelle Agrir (PCSO) sent report of recent distraction thefts. One crime

reported in Tivetshall. Rita Land reported on ‘intrusion’ by East Anglia Air

Ambulance officer.

4.4. Parishioners’ Forum.

4.4.1. Resident received notification that BT broadband available in village

4.4.2. Lynn Jollans to make available to parishioners Better Broadband for

Norfolk project information. Will also contact NCC for clarification.

5. Planning Applications

5.1. No applications.

5.2. However, notification 2015/0208: discharge of conditions, The Maltings,

Moulton Road; formality only, deemed compliant.

6. Reports from Councillors & discuss current issues.

6.1. Front of Hastoe Housing, Green Lane: after further discussions, it was

agreed by all that staggered holly trees would be the preferred option;

quote received £125 for 20 trees, inc. posts, guards & delivery. Formalise

next agenda.

6.2. Dog Bin: SNC officer visited to assess site; awaiting his quote for fitting;

assume ordered; Lynn Jollans will follow up.

6.3. Signage to church: awaiting price/s from Highways engineer.

6.4. Facilities for football team: Plumber visited & suggests that it would cost

more than worthwhile to restore any facilities to pavilion. The possibility of

an extension to the village hall was put forward, providing

cloakrooms/changing facilities; sports grants available; suggested the

formation of a separate committee to further this idea.

6.5. Light at A140 bus stop: E-mailed expressing concerns at lack of

improvement; no further response as yet.

6.6. Trees round bottle bank: currently not part of NORSE contract, however to

instruct team to cut road-side; since completed. Lynn Jollans to follow up

resident (paid) offer to clean up area; ask his quote to recut other hedge/s.

Parish Council wish to record their grateful thanks to Claire Kirby, Maggie

Rowan & Paul Playford for wonderful help tidying hedge round pond.

6.7. RCC Membership & Oil Buying Scheme: it was proposed & agreed to renew

RCC lifetime oil buying membership, £60; & bronze membership £20.

6.8. Councillor Training: information relating to forthcoming introductory

clerks/councillor training, to be held at Costessey, Tuesday 24th February.

(Lynn Jollans left the room for discussion of this next item); she would like

to attend clerks training in the summer, £470 + expenses; with a view to

becoming clerk to the council, after the required period following

resignation as a councillor. Agreed unanimously.

6.9. Defibrillator: registered with BHF as potential project; contacted

ambulance service for further information. Assess village support via

forms in post office, on notice boards & on council website. Will reply to

resident’s e-mail showing interest. Parish Council could make donation;

agreed to await survey response.

6.10. Broadband: as discussed 4.2

7. Correspondence Received.

7.1. Correspondence received from resident in The Street, concerned at loss of

water pressure, & possible problems if further housing built. Tony Jollans

to reply.

7.2. E-mail received from resident thanking Council for efforts with regard to

Bunny’s Burrow; agreed to contact Highways as to whether speed

restrictions within the village can be extended.

7.3. Litter pick information; agreed that this was previously a worthwhile

exercise, but assess local support first.

7.4. SNC elections paperwork; nominations need to be delivered in person.

Lynn Jollans will have necessary forms available at next meeting. Also

information received ref. councillors’ allowances.
