    Quran SpeaksThe reshuffle of the UPA Ministry brought Mr.R.Rahman Khan to

    the Ministry of Minority Affairs. Mr.Khan by all analysis is the right

    choice for the portfolio in view of his past long rich experiences in the

    minority Affairs. He served as the Chairman of the Karnataka State

    Minority Commission. During his tenure of office he endeavored

    to bring about a lot of reforms in the functioning of commission

    and served with heart and mind to redress the grievances of the

    minorities in the state. The four times Rajasabha member Mr.Khan

    served also as a member in the Central Wakf Board and he was

    instrumental for various reformations in the Central Wakf. The

    induction of Mr.Khan in the ministry is really an invitation to theminorities to surge forward to Congress Party for more benefits.

    Immediately after assuming office Mr.Khan has in a press

    interview rightly touched the core problem of the Muslims-the

    need of education. He also raised the question Why are Muslims

    sleeping on education? and in the same breath he too offered

    solution that the ministry will motivate members of the minority

    community to come forward and join hands for the uplift of the

    community to establish more universities.

    The minority community welcomes his statement on terrorism

    . He has rightly said that innocents should not be arrested in the

    name offighting terror.

    He has also realized the failures of minorities run programmes

    in reaching the beneficiaries and he promised to review the

    programmes.

    He has advocated strongly reservation for backward Muslims

    as well as for daliths among Christians and Muslims.Mr.Khan as

    a seasoned politician and shrewd intelligent knows the enormous

    tasks that lie before his ministry. Mr.Khan must understand the

    Muslim community knows well that the Congress Government has

    done only ounces of services out of tons of promises it made to the

    community. The presence of a Muslim Leaguer in the UPA Ministry

    has of course helped to expedite the action for implementing the

    minority welfare schemes by the UPA government.

    Mr.Khan has authored a book entitled Expression of Thoughts.

    We politely remind the author-minister that expression of thoughts

    without translating them into action will lead nowhere. The

    community will judge the performance of the Minister of Minority

    Affairs not by his words but by his deeds. We hope Mr.Khan will

    emerge as an action oriented Minority Affairs Minister.

    of the moon, on the night when it

    is full, over the rest of the stars.

    The learned are the heirs of the

    Prophets, and the Prophets leave

    neither dinar nor dirham (money),

    leaving only knowledge, and he

    who takes it takes an abundant

    also for the right of schedule caste and other backward communities. He said he was highly moved by the statement given by the Prof.KMK

    to the press appealing to the Muslim Community not to indulge in agitation politics when condemning the blasphemous film released by an

    American.MrAlphonse said Prof.KMK did condemn the blasphemous act but he did not toe the line of agitators in disturbing the normal life of

    people in Chennai city. He said Prof.KMK was the true leader capable of guiding Muslim community towards peace, fraternity and amity. He

    said that though the minority community constitute 25 percent in the state of Tamil Nadu the community was not interested in capturing power

    in the state instead it wanted to support those who were ready to protect the interest of the minority. He complimented that the Tamil daily

    Manichudar was doing the right service by enlightening its readers to identify the true friends of the minority community.

    The first copy of the souvenir was received by the treasurer of the party

    Ibrahim Dastagir Agha. The DMK Treasurer and the former Deputy Chief

    Minister of Tamil Nadu M.K.Stalin, DK President K.Veeramani , Congress

    At the outset, I wish to thank the State of Kuwait, H.E. The Deputy

    Prime Minister and Minister of Foreign Affairs, Sheikh Sabah Al-KhaledAlHamad Al-Sabah for the gracious hospitality accorded to me and my

    delegation and for the excellent arrangement for this meeting.

    India congratulates State of Kuwait for providing dynamic leadership

    under its chairmanship for the last two years. We also extend our full

    support to the Republic of Tajikistan as the new chair in their endeavour

    to take ACD forward.

    India warmly welcomes Islamic Republic of Afghanistan as the

    newmember and looks forward to active participation of Afghanistan.

    Excellencies.

    On the eve of First ACD Summit, I would like to share my views on

    some areas of cooperation which India considers important. Transport

    linkages is a key area. As a prime mover, India is ready to extend its

    support for realising connectivity among ACD member countries linked by

    effective road, rail, air and shipping services through which there would

    be free movement of people and goods. On this occasion, I requestmembers to provide their valuable comments on the Concept Paper on

    Transport Linkages among ACD Countries circulated in 2009.

    India has established Regional Centre for Biotechnology which is

    carrying out biotechnology research of highest calibre and developing

    knowledge rich highly skilled human resource. We will be sharing soon

    the information on fellowships for training four young scientists (below

    the age of 40 years) for a period of 6-12 months in the agriculture and

    health care biotechnology areas.

    We recognise that our shared cultural heritage and rich diversity of

    languages, arts, crafts and traditions provide ample opportunity for

    multidimensional cooperation within our region. We need to take forward

    themomentum generated during the 2nd Senior Officials Meeting on

    cultural cooperation held in April 2002 in New Delhi. We will be sharing

    the Concept Paper on Publishing Anthology of Poetry of Eminent Writersof ACD countries.

    SUMMI T-KUWAI T, OCTOBER 14, 2012

    Excellencies - Among us we have the largest producers and

    simultaneously largest consumers of energy. Given our unique strengths

    and natural advantages in the energy sector we should provide new

    vigour in the area of energy cooperation. Asia has been fortunate

    to witness elements of economic resurgence even in times of global

    economic slow down.

    The current scenario points to strengthening regional financial

    arrangements to offset the spiralling effect of financial down turn.

    Majority of people in our region still depend on Agriculture. Despite

    rapid strides in economic growth in recent period, large number of

    people are still in poverty in Asia. We need to enhance cooperation

    in agriculture and poverty alleviation. Simultaneously, we also have to

    make health care affordable to our people. We need to focus on this

    area also. Many activities have been undertaken in 20 areas identified.

    The time has now come to look at the working methods of ACD. We

    may strengthen the mechanism of national focal points in the respective

    foreign ministries of our member countries. We need to institutionalise

    the Senior Officials Meeting. We believe strengthening of the ACD

    process will result in substantive cooperation of long term nature with

    tangible benefits to our people.

    Before concluding I would like to once again reiterate Indias

    commitment to ACD process.

    point in the east of the Saudi Kingdom. A recent study of Naif University

    Your Excellency had condemned the film maker in a clear statement.

    The Honorable secretary of state Mrs. Hillary Clinton has rightly rejected

    the content and message of the said film and she has stated:

    To us, to me personally, this video is disgusting and reprehensible; it

    appears to have a deeply cynical purpose; to denigrate a great religion

    and to provoke rage.

    Inspite of all these, thatfilthy

    film continued to be shown on theinternet . Presently we come to know that the said film-maker has been

    charged with criminal offences and detained in prison on that score.

    We understand that the film producer who had destroyed the mental

    peace and calm of millions of people had not been found guilty of

    offending the religious sentiments of Muslims of the world.

    We come to know that there is no law in USA to detain anyone

    who injures the religious sentiments of the people. We also come to

    understand that USA gives more importance to freedom of expression

    and speech of the individuals.

    We need not remind your Excellency of the famous dictum that ones

    freedom ends where the other mans nose begins.

    Both of our countries being the largest democracies honestly up

    hold the religious freedom, faith, belief and worship in society. If that

    fundamental freedom is wounded, the entire structure of religious

    freedom is bound to fall to the bottom.We, the people of India, living in a multi-religious, multi-cultural, multi-

    lingual country uphold the golden principle of unity in diversity.

    Sir, we earnestly appeal to you that the government of United States

    shall come forward to deal strongly and swiftly with persons who pollute

    the peaceful atmosphere among the peoples of different religions.

    We are hopeful that you will certainly do the right thing and bring

    peace, tranquility and justice to one and all.

    May God Almighty shower His choicest blessings upon us all.

    We would like to present this memorandum on behalf of Indian Union

    Muslim League in Tamil Nadu state for your kind attention, patientperusal, and favourable consideration for satisfactory follow up actions.

    The controversial anti Islamic documentary film produced in California

    state of U.S.A. by a perverted person with a record of criminal offences

    has caused lots of ill-will, hatred and opposition towards America among

    the followers of Islam all over the world.

    In certain parts of the globe like Lybia and Egypt the violent

    uncontrollable protests against the film have led to loss of the precious

    lives of four American Nationals.

    We strongly condemn such brutal acts as indulged by the unruly

    protesters. We also feel very sorry for that; we express our heart felt

    condolences for the deceased and we share the grief and sorrow of the

    bereaved families.

    We also feel sorry that some of the misguided youths of our community

    have behaved in an indecent manner and in violence before the Embassy

    in Chennai some days ago.We all know that the Government of U.S.A has nothing to do with the

    said controversial film.

    for Security Sciences Studies and Research Center showed that Saudi

    women have been embarking on security work as volunteers. The

    study Women Police in Arab Countries indicated a real potential for

    an effective women police force in Saudi Arabia. If that were to be

    implemented, the study said, all segments of society should encourage

    it, especially as policewomen would be dealing exclusively with cases

    involving women. Saqr Al-Muqaiyed, who conducted the study, said that

    about 4,000 women have attended courses and education lectures on

    issues related to security, including fire extinguishing. Head of Saudi

    General Intelligence Prince Muqrin said that Saudi women play an

    important role within the department. We have a group of women that

    every Saudi should be proud of. Their reports, analyses and suggestionsare far better than a lot of the mens, he said.

    and for Human Resource Development, who is in Kuwait for the

    1st Asian Cooperation Dialogue Summit, met the Principals of

    Indian schools in Kuwait on 15th October 2012 at 1130 hrs in the

    Embassy of India.

    The Principals utilized the opportunity to brief Shri E. Ahamed

    about the functioning of their schools and discussed issues ofconcern to them.

    Mrs. Anju Dheman, Principal, Fahaheel Al-Watanieh Indian

    Private School, on behalf of all CBSE schools, raised the problems

    faced by foreign students because of change in the format of

    class X certificate by CBSE. H.E. Shri E. Ahamed immediately took

    up the matter with the Chairman of CBSE who assured the issues

    would be addressed promptly.

    Shri E. Ahamed suggested that Principals and teachers of

    Indian schools in Kuwait should visit India to meet with their

    counterparts in India to exchange ideas and share best practices

    and students from Indian schools in Kuwait should visit India

    on student exchange programmes. The Principals thanked Shri

    Kapil Sibal, minister for HRD, communications and ITSaturday said that the Muslim community in India was at the

    bottom of the pile as far as healthcare was concerned.

    It is unfortunate, but health parameters indicate that the

    Muslim community in India are at the bottom of the pile.

    We face great challenges in the field of health. Our health

    services in rural areas are inadequate, availability of doctors

    and trained health personnel is far from satisfactory, Sibal

    said while addressing an audience at the Jawaharlal Nehru

    Medical College of the Aligarh Muslim University (AMU).

    He added: The cost of healthcare is creeping up beyond the reach

    of the common people. Lower level of education and income, which

    are important social determinants of our nations health, also severely

    affect health outcomes in rural areas as well as amongst the Muslim

    community.

    Sibal was the chief guest at the ceremony held to observe the

    golden jubilee of the college.

    He also called upon AMU students to play their due role by coming

    forward and fulfilling the dreams of their founding father,

    Sir Syed Ahmad Khan, by playing a lead role in serving

    their environment through poverty and illness elimination

    programmes.

    Earlier, Union Minister of Health and Family Welfare

    Ghulam Nabi Azad inaugurated the Rajiv Gandhi Centre

    for Diabetes and Endocrinology, built at a cost of

    Rs.397.81 lakh.

    Azad also laid down the foundation stone for the

    upgradation of Jawaharlal Nehru Medical College hospital

    under Pradhan Mantri Swasthya Suraksha Yojna (PMSSY), Phase-II at

    a cost of Rs.150 lakh.

    Addressing the golden jubilee celebrations of J.N. Medical College

    at the Kennedy Auditorium, Azad announced that 19 medical colleges

    of the country including J.N. Medical College were being upgraded to

    the level of the All India Institute of Medical Sciences.

    He also announced that the Ministry of Health and Family Welfare

    would provide all financial grants and amenities at par with those oftop central government hospitals in New Delhi.

    The people of Isfahan are

    friendly and affectionate. Their

    hospitality overwhelmed me andas I boarded the plane from Tehran

    to return home, I carried pleasant

    memories of not only the ancient

    churches, mosques and bazaars,

    but also the ever smiling faces of

    the people.

    I visited Iran in July 2012,

    to participate in the World

    Conference on Women and Islamic

    Awakening. After the conference,

    the delegates were invited to visit

    Isfahan, the historical city of Iran.

    It is located about 340 km south of

    Tehran and is Irans third largest

    city after Tehran and Mashhad.Isfahan is located on the main

    north-south and east-west routes

    crossing Iran, and was once one

    of the largest cities in the world.

    It flourished from 1050 to 1722,

    particularly in the 16th century

    under the Safavid dynasty, when

    it became the capital of Persia

    for the second time in its history.

    Even today, the city retains much

    of its past glory. It is famous for its

    architecture, with many beautiful

    boulevards, covered bridges,

    palaces, mosques, and minarets.

    The Naghsh-e Jahan Square

    in Isfahan is one of the largest

    city squares in the world and an

    outstanding example of Iranian

    and Islamic architecture. It has

    been designated by UNESCO as

    a World Heritage Site. The city

    also has a wide variety of historic

    monuments. In 1598, Shah Abbas

    moved his capital from Qazvin

    to the more central and Persian,

    Isfahan. This ushered in a golden

    age for the city which lasted until

    it was sacked by Afghan invaders

    in 1722. The capital subsequentlymoved several times until settling

    in Tehran in 1795. Today Esfahan,

    the third largest city in Iran,

    produces fine carpets, textiles,

    steel, and handicrafts. The city is

    located in the lush

    plains of the Zayandeh River, at

    the foothills of the Zagros mountain

    range. Isfahan is one of the most

    spectacular cities of Iran from

    the point of tourist attractions.

    There are magnificent monuments

    which belong to different periods,

    fantastic tile-works, outstanding

    architecture of the mosquesand glorious palaces, old colourful

    minarets.The Jameh Mosque is the grand,

    congregational mosque of Isfahn

    city. The mosque is the result

    of construction, reconstruction,

    additions and renovations on the

    site from around 771 to the end

    of the 20th century. The Grand

    Bazaar of Isfahan can be found

    towards the southeast wing of the

    mosque. This is one of the oldest

    mosques still standing in Iran,

    and it was built in the four-iwan

    architectural style, placing four

    gates face to face. An iwan is a

    vaulted open room. Constructionunder the Seljuqs included the

    addition of two brick domed

    chambers, for which the mosque

    is renowned. The south dome was

    built to house the mihrab in

    108687 by Nizam al-Mulk, the

    famous vizier of Malik Shah, and

    was larger than any dome known

    at its time. The north dome was

    constructed a year later by Nizam

    al-Mulks rival Taj al-Mulk. The

    function of this domed chamber is

    uncertain. Although it was situated

    along the north-south axis, it was

    located outside the boundariesof the mosque. Iwans were also

    added in stages under the Seljuqs,

    giving the mosque its current

    four-iwan form, a type which

    subsequently became prevalent

    in Iran and the rest of the Muslim

    world. The Chehel Sotun (Forty

    Columns) Palace located in the

    center of Qazvin was built during

    the reign of Shah Tahmasb I

    (1524-1576) of the Safavid dynasty

    (1501-1722). Covering an era of

    500 cubic meters, the mansion has

    been turned into a museum and

    has many rare artifacts belongingto the Safavid and Qajar era.

    Si-o-se Pol, which means 33

    bridges or the bridge of 33 Arches,also called the Allah- Verdi Khan

    Bridge, is one of the eleven

    bridges of Isfahan. Commissioned

    in 1602 by Shah Abbas I, from

    his chancellor Allahverdi Khan, it

    consists of two rows of 33 arches.

    There is

    a larger base plank at the start

    of the bridge where the Zayandeh

    River flows under it, supporting a

    tea house.

    New Julfa is a quarter of Isfahan

    located on the outskirts of the city.

    In the beginning of the 17th century

    (during the Safavid period), over150,000 Armenians were moved

    there from Julfa Time in Isfahan

    in Nakhichevan. New Julfa is still

    an Armenian populated

    area with an Armenian school.Vank Cathedral, the Church of

    Bethlehem at Nazar Avenue, Saint

    Mary church at Julfa Square and

    the Yerevan church in the Yerevan

    area are all here. Due to western,

    mainly American propaganda,

    people in general, in ignorance

    believe that Iran is a terrorist

    country. When one visits Iran

    and moves around in different

    cities, one realizes that Iranians

    are lovely people and great hosts.

    Women in Iran work in different

    capacities, including decision-making, in hotels, at the airports,

    in museums, in military, police-

    force and even in the Parliament.

    Women also work as scientists and

    pilots. I interacted with women

    doctors who have made their

    mark in the male bastions such

    as cardiology, gastroenterology

    and neurology. Women students

    outnumber malestudents in the

    universities. After my visit, I

    felt that it is high time that the

    international community works to

    remove sanctionsagainst Iran which are imposed

    under western pressure.

    Princess Tower ent ers Guinness RecordsThe 107-storey-tall Princess Tower in Dubai has been recognised

    by Guinness World Records as the worlds tallest residential building.

    Measuring 414 metres from base to tip, the tower comprises six

    basement floors, a ground floor and 100 above-ground residential

    levels. The tower occupies an area of 37,410 square feet and houses

    763 luxury apartments. Dubai already has a Guinness Record in its

    name for the tallest building in the world the 828-metre-high and160-storey Burj Khalifa.

    France may dump mom & dad t o legalise gay marriage

    The French government has plans to ban the use of words mother

    and father from all official documents under controversial plans to

    legalise gay marriage, says a report.

    This means only parents will be used in identical marriageceremonies for all heterosexual and same-sex couples.

    According to the Daily Mail, the draft law states marriage is a union

    of two people, of different or the same gender. It further says all

    references to mothers and fathers in the civil code, which enshrines

    the French law, will be swapped for simply parents. The law would

    give homosexual and heterosexual couples equal adoption rights.

    Incest & polygamy

    French Catholic Church head Cardinal Philippe Barbarin warned

    followers that gay marriage could lead to legalised incest and

    polygamy in society.

    This could have innumerable consequences. Afterward they will

    want to create couples with three or four members. And after that,

    perhaps one day the taboo of incest will fall, the paper quoted him

    as saying.

    Negative portrayal of Islam has

    resulted in a lack of appreciationof its history and culture,

    particularly of the love, passion

    and veneration Muslims have for

    Prophet Muhammad. For Muslims,

    he is the most perfect of creation

    and an exemplar for mankind

    as the Quran testifies. Muslims

    model their entire life around

    the life of their beloved Prophet.

    Mercy, peace and compassion are

    the foundations of the Prophetic

    Message. Muhammad famously

    said, The best of Islam is to feed

    the hungry, and offer (salaams)

    blessings of peace to those who

    you know and those who you do

    not know. He reminded people

    that, All of mankind belongs to

    Gods family.

    The Holy Book records how

    through centuries, most prophets

    of God including Muhammad

    have been insulted, mocked and

    rejected. Before all of Mecca

    embraced Islam, many desert Arabs

    were rude to him, but he returned

    their rudeness with kindness. Theycalled him a magician, impostor

    and hurled abuses at him. The

    famous poets among the pagan

    Arabs wrote poetry that ridiculed

    him and Gods message. When his

    faithful companions got agitated

    and wanted to take revenge,

    Muhammad told them to exercise

    patience and God consciousness.

    It was amidst great opposition

    and difficulties that Muhammad

    furthered Gods message,

    sacrificing his wealth, family, health

    and personal comfort.When Muhammad invited the

    people of Taif to Islam, they not

    only rejected his message, but

    hurled stones at him and he had to

    take shelter in an orchard outside

    Taif, covered in his own blood.

    He prayed for forgiveness of the

    transgressors saying, Forgive

    them O lord, for they know not

    what they do.

    Uncompromising in the pursuit

    The Prophet ,messenger of peace

    for social justice, Muhammad

    remained a passionate defenderof the oppressed, the poor, slaves,

    women and children. He warned

    of extremism, a recognised

    discourse even during his time.

    He said, Moderation! Moderation!

    For only with moderation will you

    succeed. He retained strong ties

    with members of different clans

    and his kin who had not accepted

    Islam, He continued social and

    financial interactions with non-

    Muslims based on trust and mutual

    respect.

    Prophet Muhammad said a

    strong person is one who controls

    his anger. A hot-headed Arab came

    to him for advice on how to apply

    Islam to his life and the Prophet

    just said dont get angry. To

    another seeker all that the Prophet

    advised was never tell a lie. He

    stressed on the necessity of being

    kind to ones neighbour. He said

    the best way to judge character

    was to ask the neighbours of

    what they thought of the man or

    woman. His revered companionswere known not to eat their meals

    before making sure that all the

    people in the neighbourhood had

    enough to eat.

    The Medina Document was

    written during the life of the

    Prophet after he established the

    first Islamic state. The Jews,

    Christians, pagans and Muslims

    were all signatories to this Charter

    that declared them equal citizens of

    Medina without being assimilated

    into one religion, language and

    culture. There was never tobe any compulsion in religion.

    Muhammad created a community

    that was not based on tribes or

    blood but ideology, but he never

    imposed ideological conformity.

    With the rise in prejudices and

    the rhetoric of hate, it is time to

    overcome religious bigotry and

    revisit the true legacy of Prophet

    Muhammad.

    Ambassador of India in Saudi Arabia will also join the delegation. ShriAhamed has earlier also led the Haj delegation in December 2006.

    Shri E Ahamed recently returned from Kuwait where he represented

    the Honble Prime Minister in the ASIA Co-operation Dialogue Summitmeeting on October 16-17.
