President’s Message
We are closing in on the end of the LSPOA fiscal year, so it is not a bad time to reflect. The Board has done a good job
of spending wisely. An outstanding decision was to stop spending so much money every year on temporary dust
control on the unpaved roads. If this year’s trial of putting down recycled asphalt pavement and sealant holds up it will
be a big advance in our thinking.

The big disappointment was not being able to dredge in 2012 and the very large amount of money spent on dredge
repairs and upgrades, a large outlay with no return. The large upper basin of the lake, about 1/3 of the total, has almost
filled up, and a year of high river flow could complete the process. Unapparent but just as real is that the deeper parts of
the lake are accumulating debris and silt too. Once the upper basin is completely full, the rest of the lake will get the silt
that has been depositing in the upper basin, and will fill up as well.
The solution is to adequately budget for the dredging operation so that year after year we remove at least as much silt,
and in some years more, than comes down the river and other tributaries, and erodes from unprotected banks.. There
has been only one recent year, 2010, when we can say for sure that we approached that. 2009 and of course 2012 fell
way short. The Board will put forward a plan at the annual meeting which will be adequate if supported by the LSPOA
membership.
I’d like to thank both Mark and Sue Shenkel for their tremendous contributions to the Lake, both as Board members
and as dedicated volunteers. Both did a lot of general maintenance, Sue stepped up to a number of security problems in
a way very few people could, and Mark’s work on legal, collections, and repairs on the dredge and other equipment
would be hard to equal.
Unfortunately the Lake is not sustainable by such efforts, as people burn out and move on. The question is, can we
recruit candidates for the next Board who will sustain the excellent decision making we have had over the time, 5 years
at least, that I’ve been observing the Board. The key issues are to sustain the responsible financial stewardship of Lynn
Elston and James Delcamp, and to support adequately the top priorities: the office and general administration, the depth
of the Lake and the integrity of the dam, the roads, safety and security, and the general attractiveness of the Lake and
its residences.
It was very exciting last year when there were more candidates for the Board than open slots.

Office hours are Monday-Wednesday-Friday 9:00 am to 1:00 pm . The office will be closed on Saturday and
Sunday until the first weekend in June 2013. The office is closed all holidays.

Secretary/Buildings & Grounds
Happy New Year to all. We are already half way through winter and I, for one, am ready for spring! The fuel
continues to be monitored closely. I am still in the learning stages of my job on the board and am striving to do
my best. I hope everyone is patient with me. We have lost two very hard working board members in January.
Mark and Sue Shenkel. We are going to miss them both very much. The Lake was a better place with them as
our neighbors and friends. Thanks to you both!

Lake, Dam & Waste Water
The dam emergency action plan (EAP) has been completely updated and submitted to the county.
Still waiting for the excavator to remove rocks and debris from the flip bucket on the dam.

Beautification Report
We are hibernating for the winter. We NEED more members!
Everyone needs to realize that the 7 or 8 members on this committee are
now at the age where they can no longer get down on their knees and work
like they used to. We implore members to PLEASE think about joining our
Committee. Watch in the spring for a list of chores for our clean-up day. Thank you.

Krafters Klub
Due to low sales on tickets for our handmade quilt, our club has decided to try to sell the quilt on Ebay.
We will keep everyone informed on how much we sell it for!
Recreation Committee
No activity. We are still accepting donations toward the future building of the Memorial Shelter. We
would like to start building as soon as we reach our goal of $12,000. We are halfway there! A big
THANK YOU to those who have already donated. This will benefit everyone here at Lake Seneca.

.Article 5-L, 2h LAKE SENECA ATV REQUIREMENTS
89.1 all-terrain and recreational vehicles (Amended 1993, 1995 and 2005) No ATVs or other Recreational
vehicles are allowed within the Lake Seneca Subdivision boundaries unless titled or registered to a property
owner in good standing or member of the property owner’s immediate family, a bill-of-sale may be used to
show proof of ownership.
For safety, an orange flag with a minimum six (6) foot post shall be displayed of all ATVs and Mopeds. The
operator of any ATV or recreational vehicle that operates such vehicle on Lake Seneca Property or within the
Lade Seneca Subdivision boundaries without proof of ownership and display of a flag shall be deemed a
trespasser and subject to trespass laws.
Inexperienced operators are encouraged to take and pass an ATV safety course offered by the ATV club or
interested members at Lake Seneca. Unsafe operation will result in loss of privileges at Lake Seneca.
SPEED LIMIT FOR ALL VEHICLES AT LAKE SENECA IS 25 MPH.
ALL ATVs, BICYCLES, GOLF CARTS, ETC. HAVE TO HAVE AN ORANGE FLAG.
Flags can be purchased at Lake Seneca Office.
APVs and Snowmobiles May be Used:
To cross a highway other than a limited access highway or freeway.
On county and township highways whenever approved by those having jurisdictional authority over
them.
Off and alongside streets or highways from the place of unloading the vehicle to the place at which it is
intended and authorized to be used.
On the berm or shoulder of any highway, other than a limited access highway, or freeway when the
terrain is such that the vehicle can be used safely.
On the berm or shoulder of a county or township road when traveling from one area of operation to
another.
APVs and Snowmobiles May Not be Used:
On any limited access highway of freeway or the right-of-way thereof.
On any private property without special permission of owner or in any nursery of planting area.
On any state controlled land or waters except those which have been posted as permitting snowmobiles
or APVs.
On track or right-or-way of any operating railroad.
When carrying a loaded or un-cased firearm, bow or other hunting implement.
To chase, pursue, capture or kill any animal or wildlife.
From one-half hour after sunset to one-half hour before sunrise, unless displaying a lighted headlight
and taillight as required under equipment regulations.

January 1, 2013. She was born in 1913 and died in 2013!
Corey Fenicle on the passing of his father Leroy January 20th. Our thoughts and prayers are with you and your
entire family. Leroy and his wife Vondaile have been members here at Lake Seneca since 2002.

There is a leash law! Your dog is not to be found wandering on the road. Per rule 66.21, “All
pets must be confined to the member’s property or under control by owner.”
The Lake Seneca Memorial Shelter is accepting donations at
the office. We need to meet our goal of $12,000. The
committee has $6,000 at this time. PLEASE donate to this
very worthy project! It will benefit all Lake Seneca members.

Rate Changes for Services
It was decided at the February 9, 2012 Board meeting to increase rates for Lodge Rental and Dock Rental due
to the increased cost to the Property Owners Association. Those who have already reserved the Lodge and are
currently on the office calendar thru 2012, are still at the old rate. The following is an updated list of fees for
2013 effective immediately.
Lodge Rental Now $125.00
Dock Rental Now $75.00 per season
Mowing Fee $65 per lot plus a $10 Fuel Surcharge per lot
Dirt/Sand Delivery fee $50 per load (Association Delivers) plus a $10 Fuel Surcharge
Perk Tests $75
Ads in Thunderbird will be:

SAFETY
Safety flags are available at the office for your ATVs, recreational vehicles and bikes. These flags help drivers
see what is over the hill or around the bend. Please follow the State Laws on the speed limits posted around
Lake Seneca. Also please know that when you tear up the back roads with your toys, this is costing all
members money to fix them. . . .
Please during the winter months if there is significant snowfall, do not park on the roads to allow the maintenance
department room to plow. Your cooperation in this is truly appreciated for the safety of all involved.
