<Points of Amendment>● Subjected registrants

Foreign nationals who reside for more than 3 months in Japan, excluding those who do not have a visa or have only short-term visa.

● The card for foreign residents will be changed to a new cardCertificate of foreign resident registration will be valid for a specified time after the amendment but it will be switched to "residence card" or "special permanent resident certificate".

● Resident certificate will be issued to foreign residentsForeign residents will be listed as a household as the Japanese. Resident certificate with all the members of the household can be issued, even if the household consist from a mix of Japanese and foreign nationals.

<Issuance of Provisional Residence Record "Juminhyo">In order to record foreign residents to a basic resident registration,

provisional residence record will be issued based on the information on the current basic foreign resident registration, and will be mailed to those eligible. We kindly ask you for confirming the details on the certificate (Scheduled mid-May 2012).

If you have changed address or resident status and have not registered to the City Office yet, please visit the City Office as soon as possible.

Waterworks management of Mitaka City has been completely transferred to Tokyo Metropolitan Waterworks Bureau as of March 31, 2012. ◆ About Earthquake / Heavy RainJapan has many earthquakes and typhoons. It is important for you

to prepare an emergency kit and be aware of the evacuation sites for the inundation by earthquakes and heavy rains. ◆ How to dispose of garbageCollection day differs according to the area. Please refer to the Recycle

Calendar for the collection days in each area.Combustible garbage and Non-combustible garbage should be disposed

of in an authorized garbage bag and other garbage should be in a plastic bag, a plastic shopping bag, or a container. The Maximum amount that one household can dispose of is up to three 40 liter authorized garbage bags for combustible and non-combustible garbage and up to three 45 liter size bags for other garbage. For New Residents in Mitaka CityThere are places and telephone services where you can inquire in foreign languages for those who have just started living in Mitaka City.

In the current Alien Registration Act, foreign residents are registered to the basic alien resident registration, different from the Japanese residents, but the Alien Registration Act will be abolished on July 9. Foreign residents will be registered on the basic resident registration as Japanese residents.

Basic resident registration is a file of residence records with their name, date of birth, gender, address, etc., which is the basis of administrative procedures regarding residents.

The Guide to Living in Mitaka City for Foreign Residents (in Four Languages) is Available

Mitaka City provides foreign residents with a “Guide to Living in Mitaka City for Foreign Residents (English, Korean, Chinese, and Jap-anese)” and a pocket-sized “Guid-ance Card with Useful Tips for Foreign Citizens in Mitaka City” (There are English, Korean, and Chinese version each with Japanese

included.) containing information to help make your life in Mitaka more comfortable, as well as contact numbers and addresses in case of emergency. We hope the guide will be useful for your daily life. MISHOP provides citizens with various programs for Japanese volunteer members and foreign residents to participate in international exchange ac-tivities, heighten international awareness, and support the daily life of foreign residents.1. Dazai Osamu Literary Salon New Exhibit “Osamu Dazai and Masuji Ibuse”

Osamu Dazai first met Masuji Ibuse in 1930 and studied under him since then. Ibuse noticed Dazai ’s talents and sup-ported Dazai’s personal life as well. After a married life in Kofu, Dazai moved to Mitaka in September 1, 1939 and released “Hashire Melos! (Run, Melos!)” “Fugaku Hyakkei (One hundred views of Mount Fuji)”, and other masterpieces. Ibuse was

Dazai ’s spiritual support during the crucial period until his comeback. It can be said that if Ibusa were not present, Dazai would not have been able to reach the stable state in Mitaka after the turning point. After Dazai’s death, Ibuse released several recollections and discourses which showed the relation between the two were more than just teacher and student in literary, the two were like a family, caring for each other. It showed that Ibuse’s compassionate heart had been supporting Dazai. In this exhibition, valuable literary materials and the interactions between the two are introduced in a chronological table, en-abling you to sense the exchange between the two great literary figures.
