The STraTegic regeneraTion FrameworkWhat is the strategic RegeneRation FRamewoRk? the strategic regeneration Framework (srF) is a document that will guide the development of tottenham over the next 20 years. it pulls together all the work on tottenham’s Future, and sets out an ambitious vision for the area – a vision of tottenham as the next great area of London, where tottenham’s residents will enjoy a quality of life and a range of opportunities comparable with the very best in London.
The SRF has been informed by the findings of the Tottenham’s Future consultation. It sets out the social, economic and physical regeneration priorities. these include housing, health, education, employment, and all the other issues that residents have told the council should be better in the future.
summary oF the strategic RegeneRation FRamewoRkthe starting point for the srF is the ambition that by the age of twenty, a child born in tottenham today has a high quality of life and access to the same level of opportunity that is at least equal to the best in London. the srF sets out seven strategies that will guide the tottenham programme going forward:
world-class education and training - including new schools, better access to apprenticeships and more tottenham young people attending university
improved access to jobs and business opportunities - attracting major investment and encouraging local business growth to boost employment
a different kind of housing market - improving existing homes and building new, high-quality homes to meet demand at a range of prices and tenures
a fully connected community with even better transport links – continuing to improve rail, tube and bus links, including making the case for crossrail 2, as well as opening up tottenham to more walking and cycling routes
a strong and healthy community – improved healthcare facilities, reduced crime and strong social networks for young people
great places – putting tottenham’s character and heritage centre-stage while creating better public spaces to meet, shop and have fun
the right investment and high quality development – building partnerships and securing money to achieve these priorities with a focus on high quality design
ToTTenham Tomorrowthe seven strategies in the strategic regeneration Framework set out the priorities for achieving the vision for tottenham. the srF also sets out what the council think tottenham will be and feel like when these strategies have been delivered and what it may mean for tottenham’s different areas. the vision for these areas are shown below.
tottenham Hale London’s next great new neighbourhood, tottenham hale will be a destination where people can easily access the open spaces and waterways of the Lee Valley Park whilst enjoying a range of retail, leisure and business opportunities. the hale will feel like a new town centre with an attractive network of streets and public spaces. through transport improvements, master planning and targeted promotion, key sites will be made ready for major new investment.
tottenham green and Seven SiSteRS the gateway to tottenham, the area is becoming known for high quality, well-connected public spaces providing a welcoming place to do business and socialise throughout the day and evening. improvements to the streets and the public realm will enhance the atmosphere in existing character areas such as West green road and the civic heart of tottenham at tottenham green. new pop up activities, street furniture and lighting will better activate the high road between seven sisters and tottenham green, creating an inviting entrance into the neighbourhood.

ToTTenham TomorrowBruce gRove a beautiful and historic high street at the heart of tottenham’s business and community life, the area will continue to attract new businesses, professional services and home owners to its fine Victorian streets and houses. A targeted retail management strategy will enhance the quality and image of existing businesses and encourage new cafes, restaurants and shops. creative interventions at Bruce grove station and holcombe market will establish retail and market landmarks in tottenham’s town centre.
high road West and tottenHam HotSpuR home to tottenham hotspur Fc and the high road West regeneration area, this is an area that is undergoing exciting change. the ambitions are to create a new residential neighbourhood alongside a strong focus on place making, leisure opportunities and commercial developments.
northumBerLand paRk the ambitions for northumberland Park are extremely high. the neighbourhood will be transformed into a mixed and sustainable community where people want to live, work and visit. it will retain its diverse north London character and have a strengthened community identity. the neighbourhood will be known for its mix of urban and landscape settings, with improved access to both a busy London high street and the abundant open spaces of the Lee Valley Park.

Why are we HeRe?haringey council and homes for haringey are committed to working with local residents, businesses and stakeholders to improve your local neighbourhood and future opportunities.
We want to address the issues you told us were important to you during the recent tottenham’s Future consultation, including the need for:
an area action Plan for tottenham is being developed. this is an extremely important document as it will guide future regeneration and change in tottenham.
We want to understand residents’ priorities for their neighbourhood and ensure they feed into the area action Plan.
to do this, we have commissioned Fletcher Priest architects to work with the local community, the council and homes for haringey to develop a ‘northumberland Park strategic Framework’ which will include a set of key principles for change for northumberland Park that can be incorporated into the tottenham area action Plan.

the history of tottenham and northumberland Park is one of continual change. there have been communities living in tottenham for over 1000 years.

1086 – domesday book records 70 families living in the ‘manor of Tottenham’
1700s – area becomes known for market gardening, including asplins Farm in marsh lane
1619 – Willoughby House first appears on maps of the area, later owned by the governor of the bank of england
1500s – king henry Viii visits bruce castle and hunts in Tottenham wood
1840 – northumberland Park station opens
1800s – charles bradlaugh, mP for northampton and campaigners for universal suffrage, lives in the area
1899 – Tottenham hotspur Fc move to their present ground (white hart lane)

1930s – Slum housing starts being cleared throughout the area
1911 – John a. Prestwich opens premises in northumberland Park. an inventor, he produced engines for AV Roe’s first aviation flight on the Marshes, speedway bikes and munitions for the First world war
1961 – Tottenham Hotspur FC become the first club to ‘do the double’ (winning the league and Fa cup)
1960s– building of northumberland Park estate commences
2013 – The high road west regeneration scheme begins
1971 – Stellar house completed
