STELLARhasidentifiedthatitisimportanttodevelopunderstandingsofthewaysinwhichWeb2.0technologies can be used to construct knowledge within a research community, and this reportincludesreflectionsontheuseofthewikiasan instrumentforco‐constructionofknowledge.ThewikiwillcontinuethroughoutthelifeofSTELLARanditisintendedthatitwillgrowanddevelopinordertoinformfurtherVisionandStrategydocuments(D1.4andD1.8).Itcanbefoundhere:

The report begins with an introduction which sets the scene for the report. It suggests thattechnologyhasthepotentialtoenhancelearningandoutlinesanumberofwaysinwhichitcandoso. It goes on to suggest that STELLAR recognises that research into the intersection betweentechnology and learning (‘Technology Enhanced Learning’) is underpinned by a diversity ofperspectives; in other words the research community can be seen as fragmented. It providesevidence of this fragmentation in terms of the research foci of different ‘silos’ within the TELresearchcommunity,takenfromD7.1.

The second section of the report focuses on the three research sub‐themes in the DoW andsuggestsemergingresearchquestions.

Connecting learners.ThissectionisconcernedwiththepotentialofICTtoconnectpeoplewithotherswhomaybe insomewayrelevanttotheir learning. It includesusingICTforknowledgebuildingandsharing,communicationandcollaboration.Thefocus inthefirstpartofthissectionistheuseofWeb2.0toolsbothwithineducationalinstitutionsandinthe world of work. An important part of the discussion addresses the concerns arisingfrom the ‘democratisation’ of knowledge which is considered to be a key valueunderpinning Web 2.0. The second part of this section suggests a range of enablingsuccess factors for learner networks, which include factors related to the tasks beingcarried out using the network and the organisation of the network. The questionsemerging from this section focus on new ways of understanding knowledge and thebuildingofknowledgeandwaysinwhichtodesignandorganisetheuseoftechnologiesthatmakenewwaysofcommunicatingpossible.

Orchestrating learning. TELlearningsituationscanbeverycomplexanditisimportanttounderstandhowtheyareorganisedandhowtheywork.Thissectionusesthemetaphoroforchestration to conceptualise the role of the teacher ormore knowledgeable other inorganising learningsituationsandmakingthemproductive.Therolesoftheteacherandassessmentareconsideredindetail.Thesectionalsoconsiderslearningoutsideofformaleducationalinstitutionsandpractices,suchaslearningthoughgaming.Questionsraisedinthissectionconcernwaysinwhichtosupportteachersandmoreknowledgeableothersinorchestrating TEL and ways in which the use of digital technologies challengeunderstandingof,andcurrentpracticesin,orchestratinglearning.

Contextualising virtual learning environments and instrumentalising learning contexts.Thissection discusses the importance of recgonising the role played by context in TEL, andsuggeststhattechnologiesforlearningshouldbedesignedtotakeintoaccountthewaysin which the settings where they will be used aremediated by the cultural context. Itdiscusses how digital technologies, and mobile technologies in particular, can providelearnerswithnovelexperiencesbyexposingthemtoawiderrangeofcontextsthanwaspreviouslypossibleandby individualisingthecomplex interplayofthetechnologiestheyuse. It also addresses the issueof representing knowledge in an interoperablemanneramong various TEL systems. The questions in this section focus on understanding hownovelexperiencesaffectteachingandlearningandtheways inwhichtechnologyshoulddevelopinordertosupportnovelexperiences.

Thereportgoeson tosuggeststrategies forusinganddeveloping theGrandChallengeVisionandStrategybyusingtheSTELLARinstruments.Examplesinclude

• using podcasts within the meeting of minds and to engage the stakeholdercommunity,andtolinkthesetotheGrandChallengeswiki

• finding mechanisms for people involved in theme teams, incubators and thestakeholdercommunitytocontinuetodeveloptheGrandChallengewiki

• usingtheAlpineRendezVousasa forumfor furtherdiscussionof thisdocumentandtofindmechanismsforthediscussiontofeedintotheGrandChallengewiki

• making the Grand Challenge wiki a central part of the Doctoral Community ofPracticeandrequiringalldoctoralacademyeventstocontributetothewiki

• workingtogetherwithWorkPackage6todevelopunderstandingsaboutthesocialissuesrelatedtousingWeb2.0toolstoconstructknowledgeandmakingexplicitlinkswiththeOpenArchive

• usingthisreportandthewikitoinformchoicesanddecisionswithinSTELLARsuchas focus themes for theme teams, doctoral academy events, and the mobilityprogramme.

Finallythereportconsiderstheongoingchallenges.Theimportantpointmadeinthissectionisthat‘aggregating’ the wisdom of the crowds is complex and difficult to understand; it suggests thatsearchingfor‘the’truthisamisguidednotionandthat(honest,notartificial)aggregationshouldbeseenas the intertwiningofmultiplevoices. It suggests that theGrandChallenge isnot torevealaspecificresearchagenda,buttorecognisethevalueofallthevoicesinSTELLARandtoacknowledgethat they all contribute to the ‘truth’. Part of this Challenge is to develop a culture in whichresearchers work together within clearly understood theoretical and philosophical perspectives(whichdonothavetobeagreed,buttheydohavetobeexplicitasfaraspossible).

In structuring this report around the three sub‐themes of the STELLAR Grand Challenge it isinevitablethattherearesomeimportantresearchareasthathavebeenoverlooked.Inparticulartheissue of the digital divide is not currently foregrounded within the work of STELLAR. The reportconcludes by suggesting that this could be an important aspect of the work of STELLAR, that is

1 Introductionandbackground“In a changing world it is organisations’ and individuals’ capability to learn, rather than simply their access to information, that determines socio-economic development” (Kaleidoscope Report (Laurillard et al., 2007, p 3)

“Since learning is social, personal, distributed, flexible, dynamic and complex in nature, a fundamental shift is needed toward a more social, personalized, open, dynamic, emergent and “knowledge-pulling” model for learning, as opposed to the one-size-fits-all, centralized, static, top-down, and “knowledge-pushing” models of traditional learning solutions”. (Pro-Learn Roadmap (Kamtsiou et al., 2008), p 14)

The overall aim of STELLAR is to develop research concerning advances in Technology EnhancedLearning(TEL). STELLARrecognisesthatthereareadiversityofperspectivesrelatedtotechnologyenhanced learning; it is a multidisciplinary consortium that brings together researchers frompsychology, education, cognitive science, computer science, organisational and managementscience.

ThisreportbuildsonthecollectiveunderstandingsanddiverseperspectivesrelatedtoTechnologyEnhanced Learning of the STELLAR community. The approach taken draws on the idea of ‘thewisdomofthecrowds’(Surowiecki,2004)whichsuggeststhat,underappropriateconditions, largenumbersofpeopleareabletomakebetterjudgementsthanparticularindividuals.TheapproachispredicatedontheviewthatthereisaconsiderableamountofexpertisewithintheSTELLARnetworkandthatit is importanttoaggregatethisexpertise.Keyinstrumentsusedtocollecttheknowledgeandconcernsofthecommunitywereface‐to‐facemeetingsandawiki.Notesfromtheface‐to‐facemeetingswere posted on thewikiwhichwas then further developedover a period of sixweeks.Section2ofthisreportisaneditedversionofwhatwaswritteninthewiki1.

Theaimsofthisreportareto:

The development of digital technologies, their interfaces and association with communicationtechnology,hasopenedupthepossibilityofaccessingalargediversityoflearningtoolsandawiderangeof resources.Digital technologyhas thepotential toenhance learning inanumberofways,someofwhicharesuggestedhere. It canbeacommunication  tool,whichprovides themeans forpeople who are not co‐located to collaborate (e.g. using a wiki, instant messenger, documentsharing and track changes) andwhich provides teachers ormore knowledgeable others with the

possibilityof communicatingwith learnerswhen theyarenot face to face (e.g. viaemail and textmessaging).Sometechnologiesprovidesasearchable repositoryofinformation(ontheInternet,onVirtual Learning Environments etc) which suggests that we should take seriously the need forinformation literacy and issues about quality of information and provenance. Digital technologyallows learners to  try  things  out  easily, for example modelling applications, asking ‘what ifquestions’, using different designs or layouts and being able to change them easily. Sometechnologiescanbeused forworking things out (suchascalculators,graphingsoftware,statisticalnumber crunching). Some technologies can be used to create  new  things, such as documents,graphic designs and architectural drawings, sometimes combining a range ofmedia such as text,graphicsandsounds.Technologycanalsoprovidetoolsforexploringtheworld(andvirtualworlds)tounderstanditsfunction,structure,history,science,nature,ecology,andpossiblefutures.

Where complex simulations and experiments were once the property only of those with significant training and access to expensive machinery, now it is possible for anyone to input ideas, sketches, draft notes and, working with the computer, explore the implications of these ideas as simulations. Trial and error, rapid experimentation and evolution of ideas become possible. The challenge for education is to understand how best to harness this increased capacity, how to share ideas and information generated, how to engage with young people’s capacity potentially to act as experimenters, designers and creators. (Daanen & Facer, 2007)

As theKaleidoscopeScientificVision (Laurillardet al., 2007)pointedout, it is clearly important tounderstandtheinfluenceofdigitaltechnologiesonlearningandtodesignmoreefficientandmorerelevant environments to support such learning. It is also important to work out how to usetechnologytobestsupportvisionsforbetterwaysoflearning,suchasthoseputforwardinthePro‐Learn Roadmap (Kamtsiou et al., 2008). These include having access to learning resources at anytime and any place and by ‘promoting motivation, performance, collaboration, innovation andcommitmenttolifelonglearning.’(ibid.p.7).

STELLAR’sworkbeganwithunderstandingthecurrentlandscapeofresearchinTEL.TheStateoftheArtReport(D7.1)2setoutsomeinitialfindingswithrespecttotrendsinTELresearch.AnanalysisofthetitlesofconferencepapersattheEd‐Mediaconferenceintheyears2000and2008showedthatthedictionarysizehasgrown,andthissuggestsanopeningupofthefield.Newtermsusedin2008(andnotin2000)includedblended,ICT,mobile,portfolio,space,peerandpodcast.Someofthesetermscouldrepresentnewwaysofthinkingaboutexistingideas(forexampleICTisnowcommonlyused instead of computer) but many of these words suggest new research interests of thecommunity.Other termshave increased in frequency, and these includedigital, teacher,practice,social, student, game, science, assess, effect, implement, innovative. Again, some of these termsmayhavegainedinpopularityaswords,whereasothersmayindicategrowingareasofinterestforresearch. A similar analysis of titles of a sample of publications in the DBLP computer sciencebibliographicdatabase3suggeststhefollowingtrends:

‘Increased attention for situational, game-based learning, as well as for ubiquitous learning.

Embracing of Web 2.0 techniques (mining, automatic) and open software.

Some technological changes: the Web has become mature and widely accepted, no one uses the words 'agents’ anymore. (p. 39)

ThereportsuggestedthattheDBLPdatabasecanbeseenasrepresentativeofone‘silo’withinTELresearch (computer science), whereas the TELearn database4 is more representative of thepedagogy‐oriented‘silo’ofthefield.Termsfromtitles(andabstractsinthecaseofTElearn)inthese

databases were compared using a comparison word cloud technique. The report concludes that‘bothsetscoverdifferenttopicswithinTEL’(p.43)andpointsoutthat

‘There are also some technical terms that appear only in DBLP: teaching computer, data structures, operating systems, online discussion, introductory programming, support system, learner models, novice programmers, peer assessment, personalized e-learning, programming courses, undergraduate research, augmented reality, automatic generation, science courses, search engine, cs education ….. All in all the analysis shows that both data sets cover different topics within TEL.’ (p.43).

An analysis of two future looking reports, representing the computer science and the pedagogy‐oriented ‘silos’ also found differences in research interests and priorities of the differentcommunities. The State of the Art report suggests that the psychological/education community(representedbytheHorizonReport(Johnsonetal.,2009))seemstobeinterestedinleadershipanddirection,measurementandassessmentwhereasthetechnicalcommunity(representedbythePro‐Learn Roadmap (Kamtsiou et al., 2008)) seems to be interested in access, performance andoutreach.

The analyseswithin theStateof theArt reportsuggest fragmentationwithin theTELcommunity.TheKaleidoscopeandPro‐LearnvisionsputforwardintheVisionStatementandRoadmapconfirmthisfragmentation.STELLARresearchaimstoreducethisfragmentation.

In addition to this introduction, the report has three sections. Section 2 represents theunderstandings and concerns of the STELLAR community with respect to technology enhancedlearning,Section3outlinesthemethodsadopted,reflectsontheuseofthewikiandsuggestssomelessons learnt and ways forward. Section 4 proposes possible strategies for the use of STELLARinstrumentsasrelatedottheGrandChallengesandSection5isaconcludingdiscussion.

2 The three themes that guide the GrandChallenge

ThescientificworkofSTELLARisorganisedaroundthreethemesthatguidetheGrandChallenge:1)Connecting learners2)Orchestrating learning3)Contextualizingvirtual learningenvironmentsandinstrumentalisinglearningcontexts.Thesethemesareintendedtobeastartingpointforprovidingaframework to identify and formalise the TEL Grand Challenge in order to advance the future oftechnology enhanced learning. The three themes are continuously being developed within theSTELLARGrandChallengewiki.5

2.1 ConnectinglearnersWith the increasing possibilities of using computers as communication tools, they play an important role in rethinking and advancing our current perspectives on learning and instruction, knowledge management and creation, etc. In society, schools and organizations people are more and more sharing, discussing, and negotiating knowledge through computer networks, therefore stressing the social nature of learning. (De Laat & Simons, 2002) p.1

Peopleareat theheartof learningandknowledgeconstructionand acrucially importantrole forinformation and communications technologies is to connect learners with other learners andteachers,trainers,expertsinaparticularfieldormoreknowledgeableothers.TheInternet(Web)isincreasingly being used to connect learners and new tools are continually being developed toenhanceprocessesofconnectingandcommunicating. OntheWeb,wecanseethatself‐directed,self‐managed and self‐maintained communities create successful new forms of collaboration(Wikipedia provides a well‐known example). Within successful communities, inherent incentivemechanisms tomotivate and encourage participation exist.Wide‐ranging tools are used by thesecommunities for knowledge sharing and building, communication, collaboration and networking.Knowledgesharingandbuildingisfacilitatedbyopenandclosedforums,Wikipagesandpersonalorsharedblogs.MultimediamaterialissharedusingpopulartoolssuchasFlickRandYouTube.

Communication takesplaceusing forums, annotation, tagging, chat rooms, instantmessaging andvideo conferences. Collaboration is facilitated by sharedmedia repositories, versionmanagementsystems and collaborative text editing systems such as Google Docs. Networking portals, such asFacebook and LinkedIn, allow professionals to find, contact and keep in touch with like‐mindedpeople.

These technologies are beginning to replace centralized, static technology‐pushmodelswith newinteractivemodelsthatreflectthecontinuous,socialnatureoflearningandthisshiftsthefocusfromknowingwhattoafocusonknowinghowandknowingwho.

Researchquestionsinclude:

• What design principles should underpin tools and mechanisms to encourage onlineparticipationincommunities?Why?

• How can the use of digital technologies take advantage ofwhatwe know about the socialnatureoflearning?

2.1.1 Networkedlearning

The term ‘networked learning’ has been introduced to describe the forms of learning taking place in groups or in communities to promote connections between learners, tutors and educators, and between a learning community and its learning resources. (Laurillard et al., 2007) p.5

A‘networkforlearning’canbeconsideredtobeagroupofpeoplewhoareconnectedinsomewaywith the overall purpose of learning. Such a network provides support for people to build newcontacts to scaffold each other to successfully acquire new knowledge and competence. In thisprocess people may exchange information, tools and artefacts. Depending on the context, thenetwork can be either formed through formal injection, or may spontaneously form thanks to anaturalaggregationofpeoplearoundacommoninterest/topic.

Althoughmanyof the networking activitiesmay take place in face to face situations, increasinglythey are supported by online activity, which often allows members of the network to shareresourcesandinformationquicklyandeasily.

WithinmodernEuropean society, verymanypeoplehaveonline access atwork/school/college aswellasathome.Thismeansthatpeopleareabletoaccessresourcesandinformationwithinmoreformal learningsituations (suchasat school)and in informal learningsituation (suchasathome).Thereforeitcanbearguedthattheboundariesbetweenformalandinformallearningarebecomingblurred. In addition, it can be argued that digital technologies sometimes provide artefacts andinfrastructurestoenhancetheintertwiningofcognitionwithsocialandaffectivedimensionsandthismeansthatpeoplemayengagein‘learning’morewillingly.

It is sometimes argued that Web 2.0 technology can be seen as a particularly importantdevelopment in this respect because it is underpinned by a philosophy that values the collectiveintelligenceofthecommunity(see,forexample,O'Reilly,2005).Web2.0toolsarechangingthewayweengagewithandparticipate intheweb:fromamainlyread‐onlyapproachwearemovingtoawide setof “spaces”whereusersareable toexpress themselvesbywriting, adding comments toothers’ contributions, postingmany kinds of producedmaterial. Often, the process of knowledgeproduction is made public; the collaboration space is a public space and open for potentialcontributionsfromothers(forexampleinawiki).AkeyvalueofWeb2.0canthereforebeseenasthedemocratisationofinformationandknowledge:

‘… Web 2.0 has been ushered in by what might be a thought of as rhetoric of 'democratisation'. This is defined by stories and images of 'the people' reclaiming the Internet and taking control of its content; a kind of 'people's internet' or less positively, the emergence of the cult of the amateur (Keen, 2007). This, we are led to believe, has led to a new collaborative, participatory or open culture, where anyone can get involved, and everyone has the potential to be seen or heard.’ (Beer & Burrows, 2007)

Thisdemocratisationofknowledgemeans that theproducerandconsumerboundary isbecomingblurred, and can also lead to concerns over the provenance and trustworthiness of informationpostedontheWeb,asthereisoftennoeditorialcontroloverwhatisposted.Relatedtothis‘there are profound intellectual property debates ahead as individuals, the public realm and corporations clash over ownership of the huge amounts of data that Web 2.0 is generating and the new ways of aggregating and processing it.’ (Andersen, 2007)

Asecondconcernisaboutprivacyandsecurityofinformation.Asuserspostphotographsanddetailsof their lives (forexampleonFacebook) theybuildupahistoryof theireveryday lives,whichcanincludetheirpreferencesandchoices.This information isavailableandcanbeaccessed invariousways;forexampleinFacebookausercanclickonapreference(favouritebookorfilm)andseewhoelseonFacebookchosethatfilm.

EmergingnewpracticeshavebeenregisteredinmanyfieldsrelatedtoWeb2.0(e.g.newbusinessmodels,open sourcemovements)which suggests that it ispossible thatnewpracticesmightalsoemergewithineducationalinstitutions.ThewaysinwhichWeb2.0toolscanbeusedineducationare still being explored. For example, the behaviours and interactions described above do notemerge spontaneously, which is why for learning purposes collaborative strategies are oftenimplemented by, for example, assigning a group of students with the task of collaborativelydiscoveringthesolutiontoagivenproblem(collaborativeproblemsolving)ordevelopingawritten

text(co‐writing)basedonagivenargument.(Trentin,2004).Wealsoneedtoconsiderthedifferentformsofknowledgewhichmightbeconstructedbystudents.Forexample learningaboutdecimalnumbersmaynotbethesameaslearningthefunctionsofanewcamera.

Personal learning environments (PLEs) allow learners to manage and control their own learning.Theycouldprovidesupportforlearnerstosettheirowngoals,managethecontentandprocessoftheir learningandcommunicatewithothersas they learn.Thesoftwareused forPLEsvaries fromdesktopapplicationstoarangeofweb‐basedservices.OneperceivedstrengthofPLEsisthattheyareabletointegrateformalandinformallearningepisodesintoasingleexperience.TheyoftenuseWeb2.0technologiessuchassocialnetworks,whichcrossinstitutionalboundaries.(PLE’sshouldnotbe confused with Learning Management Systems (LMS) or Virtual Learning Environments (VLEs)whichoperatewithinsingleinstitutions).

Intheworldofworktherehasbeenachangeinemphasisfrommassproductiontoafocusontheneedsofthecustomer.Thishasbeenaccompaniedbychangingdemandsonemployeeswith‘ashiftin expectations regarding employees’ actions, from the ability to execute specific commandstowardsagreaterabilitytoconductpersonaljudgementsandtakepersonalinitiatives’(Laurillardetal.,2007,p3).Suchafocusontheindividual’spotentialtoactandmakedecisionsintheworkplacehasbeenaccompaniedbyamoveawayfromcentralcontroltoallowforthe‘creativechaos,fluentbehaviour and redundancy needed for collaboration, creativity and innovation’. (Kamtsiou et al.,2008,p13). Inthisrespecta ‘knowledgeworker isdefinedassomeonewhodoesn’t justconsumeknowledgebutwhoisabletocreateitandwhoreflectscritically…’.(ibid,p7)

Thereisincreasingmobilityintheworkplaceandfewerworkplaceshavephysicalcentres.Flexibilitywill require new, changing skills: social networking, reconstructing views of institutions andcompanies, etc. In this respect creative industries have already reconfigured and tend to becharacterised by flat hierarchies with the distinction between workforce andmanagers being nolongervalid.

This movement makes informal learning especially important. More 'lifelong learning’ and moreinformal professional development seems to be taking place within the workplace. Diversity anddecentralisationposeseriouschallengesforcorporations,withriskandresponsibilityoftenshiftingtoanindividuallevel.

Researchquestionsinclude:

• Whatistheprovenanceofinformation/knowledge?Wherediditcomefrom,andwhatisitsquality?Whatandwhomcanwetrust?.

• How do teachers and students respond to working in public and making their work inprogressvisibleand/oraccessibleforothers(e.g.onawiki)?

• Whatnewpractices,influencedorenabledbyWeb2.0technologies,willbegintoemergeineducationalinstitutionsandhowwilltheybeembeddedinformaleducationalsituations?

• Whataretheimplicationsof 'self‐directedandcollaborativelearning'intermsofphysicalandvirtualspaces?

• What role do face‐to‐face encounters have in workplace learning and in learning ineducationalinstitutions?Howimportantisthisphysicalcontact?

2.1.2 Keyenablingsuccessfactorsforlearnernetworks

‘The potential for learner networks seems considerable, given the range of challenges to which organisations must respond in new ways. But it is also clear that there is still a considerable gap between rhetoric - what could and should be done to build such networks - and the reality of their implementation. Much work needs to be done on understanding the challenges involved in successful operation of learner networks, and the tools with which to facilitate their development and survival’ (Bessant & Tsekouras, 2001).

ThesectionsabovehavesuggestedthatTEL‐basedlearnernetworksmaycontributeinpositivewaystotheprocessesoflearning.However,itseemsthatveryoftenitisdifficulttobuildupandmaintainsuchnetworks. The TEL research community is continuously addressingwhy thismaybe so. The

question for solving the cold‐start andmaintenanceproblem for suchnetworks canbe rephrasedinto“howcanwegetagentsin,andhowcanwegetthemtostay?”.

Possibleenablingfactors,discussedbelow,oflearnernetworksrelatetothewayanetworkisusedbythelearnersandtothewayanetworkisorganised.

It iswidelyrecognisedthata‘common’taskcanhelptobuildrelationshipsamonglearnersseeforexample(Engestrømetal.,1999,Trentin,2004,Wengeretal.,2002).Inordertocarryoutasharedtask,membersofthenetworkwillnegotiate,useandproducesharedartefacts,toolsandlanguages.

In virtual contexts the issue of identity is one of the most discussed topics (sense of identity,constructionofone’sown identity, exploringwhoyouareandwhoyouwant tobe,possibility totake risks, sense of belonging, shaping personality, individual vs. group identity, group cohesion,etc.). It seems to be important to establish a safe environment in which individuals are able toconstructtheirownidentities.

Collectiveactivityallowsdistributionofwork,exchangeofsupport,sharedresponsibilitybutitmayalsoweighmoreheavilyonsomegroupmembersthanothers.Methodsandrulesmustbedesignedto ensure productive collaborative learning activities, possibly inspired by those proposed for co‐writingenvironments. (SeeNoël&Robert (2004) for adetaileddiscussionof collaborativewritingandtoolsused.)

Organisingtheworkofanetwork isbasedonrulesandprocedures,whichmaybesuggestedbyanetworkmanageror–bycontrast‐beleftuptothenetworkitself.Thenetworkmaythusbequiteautonomousorbestronglyguided(thisrelatestoissuesofresponsibilityvs.control).Monitoringthelearningprocess,orthefulfilmentofsharedactivities,canprovideinsightsabouthowthenetworkisgrowing,changing,moving.

If,ontheonehand,technologyallowsthenetworktobetime‐andspace‐independent,ontheotherhand,synergiesseemtobenefitfromsynchronisation(peopleworkingatthesametimeonthesameissue).

Tools used within a network can embed principles of teaching and learning, and they framecommunication and the shared repertoire accordingly. These constraints should be taken intoaccountwhenlearnersandteachersaremakingchoicesaboutwhichtoolstousewithinanetwork.

Researchquestionsinclude:

• Whatsortofrulesandproceduressupportlearnernetworks,bothintermsofkeepingthenetwork lively and active and in terms of learning? How do Web 2.0 tools affect theorganisationprocess?

• Howcanwebestsupportshiftsbetweenacentralpositionandadistributedposition?Canaformal learning situation (a course) be shifted to an informal one (the formal settinginducesweaktieswhichcanafterwardsbeturnedbypeopleintostrongreliablenetworks,withreciprocity,responsibility,etc.)?

• In which ways should we balance synchronisation and asynchronisation in a learnernetwork?Howcouldsuchabalancebesupportedbytechnology?

• Whatnetworkactivityshouldwemonitor?Howdoweb.2.0toolsaffectmonitoring?Howshouldmonitoringdatabesharedwiththelearnersandwhatwould/couldthisachieve?

• What design criteria should be used for the tools aimed at supporting a network?Whatabout the issue of “tool transparency” and the possibility offered by technology toreflect/imitatetherealworld?Whatkindofimpactdoesthishaveonaleanernetwork?

2.2 OrchestratinglearningIn 1990 Salomon suggested that for the computer to be an effective classroom tool, "most everything in the classroom needs to change in a way that makes curriculum, learning activities, teacher's behavior, social interactions, learning goals, and evaluation interwoven into a whole newly orchestrated learning environment" (Hopson et al., 2001, p. 51).

TELsituationsarefrequentlycharacterisedbyamultiplicityofresources,amultiplicityofdevices,amultiplicity of agents (co‐learners, teachers or trainers, artificial or human agents). TEL learningsituationscanbeverycomplexandit is importanttounderstandhowtheyareorganisedandhowtheywork.Dillenbourgand Jermann (2009)discuss thepotentialof theword ‘orchestration’asametaphor forunderstandingand informingthedesignof technologyenhanced learningsituations,andatthesametimeintroducetheideaoftheclassroomasaneco‐system.SomenewkeywordsinTELresearch,suchaslearningscenarioandclassroomorchestrationbearwitnessthispriority.Whilescenarios describe the organisation of learning from a time, event and activity perspective,orchestrationtakesupthechallengeoftheactualimplementationofalltheinteractionsneededfora successful scenario (Niramitranon et al., 2006). It is in this sense that Fischer and Dillenbourg(2006)spokeoforchestrationas theprocessofproductivelycoordinatingsupportive interventionsacrossmultiplelearningactivitiesoccurringatmultiplesociallevels.Itisalsoimportanttoconsidertheways inwhich theorchestrationof a learning interventionhas toadapt to the local situation,thatis‘adaptiveorchestration’thattakesintoaccounttheneedsandflowofthelearningmoment.

Understandinghowlearningisorchestratedcanbemodelledusingtoolsdesignedforthispurpose.Today, there are a wide variety of models and application contexts that allow meaningfulcomparisons. We can distinguish approaches that focus on learning objects (such as ShareableContent Object Reference Model (SCORM)6), approaches that focus on prescribed tasks (IMSlearning design7), approaches that focus on interactions (Learning Design Language (LDL)8),approachesthatfocusonobjectsproducedor"emerginglearningobjects"(ScienceCreatedbyYou(SCY) FP7 project9) or approaches led by the intentions (Intentions, Strategies, interactionalSituations (ISiS)10. Each of these models targets specific audiences or specific economic models(professional or academic training, primary, secondaryor higher education, distance e‐learningorblended), specific areas of knowledge (scientific knowledge, skills, communication skills etc.) orspecificteachingapproaches(collaborativeapproach,discoverylearning,etc.).

Thepracticalimpactofthericherandmorecomplexworldoflearningresourcesistherequirementformoreandnewcollaborativecompetenciesforusing,generatingandexchangingknowledgeinapeer‐to‐peermannerandforparticipating incommunitiesof learning.Thispresentsachallenge interms of finding methods and principles, as well as concepts and tools, to engineer learningsituationsand/or learningenvironments.One response to this challenge is the implementationofcollaborationscripts,whichdonotonlystructurespecificactivitiesandinteractionpatternsbutalsosupport orchestration of individual and collaborative learning activitieswithin the classroomoverlongertimesegments(Dillenbourg&Jermann,Submitted,Dillenbourg&Tchounikine,2007,Kobbeetal.,2007,Masterman&Lee,2005).

Issues of orchestration and coordination are relevant whether considering learning withineducationalinstitutionsorlearningwithintheworkplace.Intheworkplaceitisoftenimportantforpeopletocoordinateandorchestratelearningactivitiesbetweeneachother.Inthisrespectthereis

an interplay between the different roles a knowledgeworkermight play: the role of the worker(getting the task done), the role of the learner (improving competencies in order to be able toapproachnewtasksortoimprovethequalityofknowntasks),andtheroleoftheexpertormoreknowledgeable other (helping other people getting their tasks done). Each of these roles placesdifferentdemandsontheorchestrationprocesswhichrelatestothethirdthemeofcontextualisinglearning (Section 2.3). It has been shown that switches between these roles takes place on theactivity level (micro‐level) (Eraut & Hirsh, 2007) and are strongly related to the task at hand. Inaddition,intheworkplacelearningproceedsalongdifferentlearningtrajectories(ibid),forexamplethesocialtrajectory,thetopictrajectory,andtheculturaltrajectory,whichdonotexistinisolationfromeachotherbutstayinconstantinteraction.

TheStateoftheArtreportpointedoutthatgamingisgainingincreasingresearchinterest.Thereisevidenceintheresearchliteraturethatgameshavethepotentialtocontributetolearning(seeforexample Aldrich, 2005, Gee, 2003, Kirriemuir&McFarlane, 2004), andwe suggest that the pointmadebelowbyRichardVanEckbelowisimportant:

One could argue, then, that we have largely overcome the stigma that games are “play” and thus the opposite of “work.” A majority of people believe that games are engaging, that they can be effective, and that they have a place in learning. So, now that we have everyone's attention, what are we [Digital Game Based Learning] DGBL proponents going to say? I believe that we need to change our message. If we continue to preach only that games can be effective, we run the risk of creating the impression that all games are good for all learners and for all learning outcomes, which is categorically not the case. What is needed now is (1) research explaining why DGBL is engaging and effective, and (2) practical guidance for how (when, with whom, and under what conditions) games can be integrated into the learning process to maximize their learning potential. We are ill-prepared to provide the needed guidance because so much of the past DGBL research, though good, has focused on efficacy (the message that games can be effective) rather than on explanation (why and how they are effective) and prescription (how to actually implement DGBL). (Van Eck, 2006 p 2)

AsVanEckpointsout,weneedtofindwaystounderstandwhat it isthat iseffectiveaboutgamebasedlearningandtousethisknowledgetoinformthedesignofgamesdesignedforlearning.

Relatedtothis,itmaybethatnewmodelsoforchestration,tailoredtonewlearningexperienceslikeseriousgaming,arerequired.Theuseofgamessignificantlycomplicatesthetaskoforchestration.Itisnotjustaboutmakingthelearnerplay,butalsoverifyingthatanactivitypromotingtheimmersionis compatible with the learning objectives, with the socio‐professional constraints and with theindividual values of learners. The specificities of games (players, roles, missions, rules, etc.) andknown mechanism in games (mimicry, agon, alea, illynx) require us to define new ways oforchestration.

Researchquestionsinclude:

• In which ways can TEL learning situations be seen to be more complex than learningsituations inwhich digital technology is not used? Is the job of orchestration necessarilymorecomplexinthesesituations?Why?

• Are there key differences between orchestrating TEL learning situations in educationalinstitutionsand in theworkplace?What sortofdifferent thingswould teachers (ormoreknowledgeableothers)havetotakeintoaccount?

• What characteristics of gaming contribute to learning, and in which ways? How can weexploitknowledgeofthesecharacterisiticstoinformthedesignofotherlearningactivities?

2.2.1 Theroleoftheteacherormoreknowledgeableother

“No educational reform can get off the ground without an adult actively and honestly participating — a teacher willing and prepared to give and share aid, to comfort and to scaffold. Learning in its full complexity involves the creation and negotiation of meaning in a larger culture, and the teacher is the vicar of the culture at large. You cannot teacher-proof a curriculum any more than you can parent-proof a family” (Bruner, 1997, p 84).

Asastartingpoint,weconsiderwhat ismeantbytheterm'moreknowledgeableother'. Ifweseeknowledgeasdistributedandconstantly changing,howdoweunderstandwhatknowledge is? Isthere a tensionbetween 'wisdomof the crowds' and a teacher as facilitator/orchestrator?Whatdoesamoreknowledgeableotheroffer? Inwhat learningcontexts is it important toconsider theroleofmoreknowledgeableothers?Facedwiththechangeinthestatusofwrittendocuments(nowlesssanctified),tothenewmeansofcommunicationandexpression,thereisincreasinguncertaintyabout what counts as knowledge and whose voice can be trusted. (See Section 2.1). To thisuncertaintyTELresearchmustrespondbyaddressingepistemologicalconcerns inthenewcontextofthedigitalworld,orbybeingexplicitaboutthe(pragmatic)epistemologicalpositionsasabasisforitsscientificprogramme.

Historically,modernsocietyhasdevolvedtotheteachertheroleofthe'moreknowledgeable'withrespecttothestudentshe/sheisresponsibleforteaching.Howeveritisincreasinglyrecognisedthatother students within a teacher/student community might also be 'more knowledgeable others'.Recognisingthisdoesnotde‐valuetheroleof theteacher,whichcould involve inductingstudentsinto new language practices, taking a scaffolding role, and being the orchestrator of learningresourcesandactivities.

Withineducational institutionstheteacherplaysamajorroleand inparticularwithrespecttothecoordination (andaggregation)ofknowledge,as recognisedbyall thosewhohaveresearchedtheuseofTEL inauthenticclassrooms (see forexampleSutherlandetal.,2008).Twoextremes in theconceptualisationoftheteachercanbeshownbyaninterestingmetaphor:Conductoroforchestravs. instumentalist/performer. Thismetaphorwould suggest that in addition to thinking about theteacher’sroleaschangingfrom‘thesageonthestage’tothe‘guideontheside’,weshouldalsobethinking in termsofa transition to the conductor’s role. Theconductorwouldhaveknowledgeofhowmusic is perceived but not specialist knowledge of how to play a particular instrument. Theconductor has competence in assembling together what sounds good in terms of a collectiveperformance.Inthisrespectorchestrationismorethanguidingorfacilitating,butshouldratherbeseenasbringingtogetherthepartstoamakea'new'whole.

However research has shown that teachers are often unsure of their new emerging roles oncetechnology‐enhancedlearninghasbeenintroducedintheclassroom(seeforexampleSutherlandetal., 2008). When it comes to orchestrating student‐centred forms of instruction (e.g. inquirylearning)alackofflexibleclassroomscriptsontheteachers’sidehasbeenshownbyresearch.(Forexample,seeWheeler (2001)).Thismaybebecausetheuseof thesewaysofworkingmaynotsitcomfortablywithcurrentclassroompractices:

‘…othercontextualfactorswhichcanactasbarrierstousingICTincludeclassroompracticeswhichclashwith thecultureof studentexploration,collaboration,debate,and interactivitywithinwhichmuchtechnology‐basedactivityissaidtobesituated(Hennessyetal.,2005)p.9

TounderstandwhathappensintheTELclassroom,andthe‘work’theteacherandstudentscreatetogether,itmaybehelpfultoconsidertheconceptofoeuvrethatBrunerintroduced,Basedontheworkofaculturalpsychologist,Meyerson(Meyerson,1948).AsBrunerexplainedit,oeuvrescanbegrand, such as arts and sciences of a culture, aswell asminor, such as a school teamwinning asoccergame. ‘Oeuvresareoften touchingly local,modest,yetequally identity‐bestowing’ (Bruner,1997,p22).Partoftheorchestratingroleistopromoteandoptimisethe'oeuvre'.Intheclassroomit is important to consider the importance of oeuvre, which could be a performance. Howeverconceptualisingclassroomsassetsas‘oeuvres’anddevelopingmorecollaborativeworkingpracticesmay introduce some tensions when we consider that across Europe, everything is assessedindividually(seenextsection).

With respect to the design of TEL there is a need for tools to assist teachers in the design ofscenarios.Laurillard(2009)suggestsonesuchtool(forComputerSupportedCollaborativeLearning(CSCL)contexts),whichshetermsa‘conversationalframework’.Further,teachersneedtoolsatruntime(whenstudentsactuallyusetheenvironmentandlearn),thereisaneedfortoolstosupervisestudents’activities,especiallytoolsthatallowkeepingtrackof,orunderstanding,theactualactivityof learnersorgroupsof learners incomparisonwiththeoriginallyprescribedactivity.Aconductormay also want to be able to dynamically regulate the activities and modify the conditions oforchestration. In thisway, thescenariomaybeadapted in run time.Atevaluation time, toolsareneededtoassessstudents'learning.

The discussion above raises the question of how TEL environments can be orchestrated andintegrated in regularclassroompractices (acrossall sectorsof formaland informaleducation) inawaymostfruitfulforlearning.Wesuggestthattoanswerthisquestionanintegrationofcognitive,socio‐cognitive and sociocultural approaches, both with respect to theory and methodology isrequired. Crucially, as Laurillard (ibid) points out, ‘To get the best from [new technologies] foreducation we need to start with the requirements of education, in terms of both learners’ andteachers’needs’(p.1)

Weconsider the ideaof reconceptualising the roleof teacher tobevery important. Teachers stillretain a role for orchestrating (and conducting) but some thinking is needed about how the rolecouldbedevolvedtothegroup level.Structures ineducational institutions (includingnationalandregional policies) constrainwhat is possible and therewill inevitably be a need for new forms ofassessment(seeSection2.2.2).

Researchquestionsinclude:

• In TEL situations within educational institutions how can teachers harness the collective‘wisdom of students’, whilst at the same time valuing their own role as ‘knowledgeableother’?

• Whatsortsofprofessionaldevelopment/changemanagementprogrammeswouldsupportteachers and institutions to change in order to take full advantage of technology (e.g.centralisedpolicydirectives,morebottom‐upapproachestochange,learningnetworksforprofessionaldevelopment)?

2.2.2 Theroleofassessment

"Massively researched and comprehensively analysed, two results in this area seem incontestable: (a) educational systems are driven by assessment systems and (b) many current approaches to assessment seem at least as likely to inhibit as promote learning. Assessment and target setting are not going to go away. How best to use assessment to promote learning? The research and professional

community owes the political community more than criticism here". (Coffield, 2006, p 6).

Beitbytheteacher,thetrainerorthelearnerhimorherself,thereisaconstantneedforverifyingand ensuring that the learning process evolves well and in a direction which corresponds to theintendedlearningoutcomes.Itmaybethecasethatsuchoutcomesdonothavethesamemeaningforalltheprotagonists,andareilldefined,buttheywillalwayshaveastructuralrolein(intentional)learning situations. For these reasons assessing and tracking learning processes are cruciallyimportant.Orchestrationmusttakethisconstraintintoaccount,beingabletomakesenseofwhatishappeninginordertoevolveinawaywhicheffectivelysupportslearning,andbeyondthatprovidingthemeanstocertifytheknowledge,skillsorcompetencesofindividuals.

Assessment can be formative or summative, and can include self‐assessment and assessment oflearningoutcomes.Inthisprocess,technologycanhelpbyprovidinginformationtoboththeteacherandthelearner.Further,forbothteachersandstudents,assessmentisabletohelpidentify'gaps'instudents’knowledge.Forindividualstudents,assessmentprovidesawell‐understoodwayoftalkingabouttheirachievements,anditisofteninreferringtotheresultsofassessment(e.g.aPhDdegree)thatstudentsbegintobuildtheirreputation.

Assessment is alsouseful to thoseoutside theparticular teachingand learning situation in that itprovides a means of 'filtering' for potential employees, and for acceptance on a higher degreecourse. Forexample,anemployeemaydecideonlytoemploy learnerswhograduatedwithanA‐gradeinmathematics,andauniversitymayonlyallowstudentswithfirstclassdegreestoenrolinaMaster'scourse.

Technology, because of its capacity to record, represent, store and treat the trace of learningactivitiescouldprovideefficientandreliabletoolsandmeansforteachers,trainersandlearnerstoassess learning. Further new technologies may provide a broader basis for assessment than haspreviouslybeenpossiblebecausearangeofmediacouldbeusedtoprovideevidenceoflearning.Inthisway,technologycanbeseenas'liberating'assessment.

Theideaof‘oeuvre’,discussedintheprevioussection, couldalsobeusedasalearningassetthatformsthebasisofanassessmentprocess,becomingpartofalearning‘portfolio’.Howevertherearesomeproblems associatedwith using digital ‘oeuvre’. Plagiarismhas becomea problem, largelybecause somuch information is freelyavailableonelectronicmedia suchas the InternetandCD‐ROMsandbecauseitisveryeasyforstudents(learners)tocopyandpasteinformationdirectlyfromthese sources into their own documents. Trust is a key issue for new forms of technology‐drivenassessment. Forexample, theOpenUniversity in theUK requires students toappear inpersonatgivenphysical locations to carry out examinations even though the courses aremostly 'delivered'online,andonlineassessmentmightseemtobeanobviouschoice.Itmaybenecessarytofindwaysinwhichstudentscandefendtheirwork(oeuvre)inanoralexaminationasiscurrentlythecaseinPhDexaminations.

Observationandcontrolofactivitiesandsituationscanbeseentorelatetoformativeassessment.Indicators that are relevant for the supervisor (tutor) and that allowmultiple and complementaryviewsofthelearnersprovideusefultoolsforlearners(andtutors)toreorganiseobjectivesortaskswithoutcompromisingtheconsistencyofthescenario.

Researchquestionsinclude:

• How can we best articulate TEL approaches in the classroom with effective assessmentprocesses?

2.2.3 Higherorderskillsandknowledgedomains

‘The skills of enquiry, analysis, synthesis, collaboration, knowledge negotiation, evaluation, communication, are the high-level cognitive skills that we all need as citizens and as a workforce’ (Kaleidoscope Report (Laurillard et al., 2007) p 4)

“ [ ] develop specific competences related to thinking out of the box, creativity, asking the right questions, leadership” (Pro-learn Roadmap (Kamtsiou et al., 2008) p 13).

It is generally accepted that it is important for students to develop higher order skills, (Bloom&Engelhart,1956) .Teachinghigherorderskills isoneof thechallenges theeducationalcommunityhas been facing for a long time and the orchestration of the best ways in which to do this isimportant if the educational community is tomeet this challenge. The discussion below concernstheseskillsandissuesrelatedtoteachingthem.

Higher order skills and learning are meta‐cognitive abilities related to making connections,transferring knowledge, transforming knowledge and reflecting on learning. They include skills ofsearch, evaluation and retrieval, and it could be argued that the increased use of technology isprovokingpeopletousesuchhigherorderskills(Wegerif,2002).Atthesametime,itispossiblethatdigitaltechnologiescanbeusedtodeveloptheseskills(Hopsonetal.,2001)andTELresearchersarebuilding tools that support these skills (for example,metAHEAD, seeMcLoughlin& Hollingworth,2002)).

Onereasonwhyattemptstoteachmetacognitiveskillshasoftenbeendisappointingrelatestotheparadox of teaching, turning metacognitive skills into explicit objects of teaching and learningdeprives them of theirmetacognitive nature11. Indeed in the process of ‘teaching’ they become‘piecesofknowledge’ofthefirstorder,andinthisrespecttheybecomeexplicit.Inthisprocessnewareasofimplicitnessaregenerated.Butstilltheproblem,theparadox,isthere:themoreyouteachhigher order skills and knowledge themore they are learned as first order skills and knowledgewhichthemselvesneedtheirmetacognitiveenvironment(onemaycallthattheircontrolstructure).Educators need tomakeprogress onproposing solutions, but it cannot beby explicit teachingortraining,ratherbyunderstandingwhichinteractions,situationsandpracticesfavourtheemergenceofhigherorderskillswithoutreifyingthemforeducationalpurposes.Itisinterestingfromthispointofviewtolookbacktotheworkonproblemsolving,metacognitionandheuristicsattheendofthe70s.

Moreover,certainhigherorderskillsaredomainspecific,othersarenot.Butthelearningproblemisthesame. Itmightbeeasiertomodelandproposesolutions inthecaseofdomainspecifichigherorder skills, for example although you can teach argumentation, the impact on the learning ofmathematicalproofisnotstraightforward.

Giventheimportantroleofassessmentitissuggestedthatthereisaneedforhigherorderskillstobeassessed,althoughasthediscussionsabovesuggestthisisclearlyachallenge.

Thediscussionabovehasbeenconcernedwith formal (classroom learning),butwerecognisethatthereisabigdifferencebetweenlearninginformalandmoreinformalsettings.Ininformallearningsituations, who decideswhat is core knowledge?We should also consider knowledge building in

2.3 Contextualising virtual learning environments andinstrumentalisinglearningcontexts“Where in the past schools, universities and other institutions grew around the fixed resources of libraries and laboratories – if information can be accessed anywhere, if simulations and experiments can be run anywhere, if ‘human’ interactions can be achieved virtually in any location, where does learning need to take place?” (Daanen & Facer, 2007, p 16)

Allactivityisperformedincontext.Cole(1996)makesanimportantdistinctionbetweencontextas“thatwhichsurroundsus”andcontextas“thatwhichweavestogether”.Thismirrorsthedistinctionmadeinthetechnicalliteratureonpervasivecomputingbetweencontextasa‘shell’thatsurroundsthehumanuser of technology and context as arising out of the constructive interactionbetweenpeople and technology. The ‘context as shell’model, exemplified by the Shannon‐Weaver (1949)informationalmodelofcommunicationsituatesthelearnerwithinanenvironmentfromwhichthesensescontinuallyreceivedatathatareinterpretedasmeaningful informationwhichcontributetoconstructingunderstanding.Thus,alearnerinaclassroommayreceiveinformationfromateacher,awhiteboardandatextbook,allofwhichmustbeassimilatedandintegratedtoformthelearner’scompositeunderstandingofthetopicbeingstudied.

Butlearningnotonlyoccursinacontext, italsocreatescontextthroughcontinualinteraction.Thecontext can be temporarily solidified, by deploying or modifying objects to create a supportiveworkspace,orforminganadhocsocialnetworkoutofpeoplewithsharedinterests,orarrivingatasharedunderstandingofaproblem.Butcontext isneverstatic.Thecommongroundof learning iscontinually shifting aswemove from one location to another, gain new resources, or enter newconversations(Lonsdaleetal.,2004,Sharplesetal.,2005).

The learningcontext is the setof ‘objects’ inabroad sense that canbegraspedbya learner inalearning experience. This set of objects includes physical objects, digital objects such as onlineresources and people in the environment of the learner. These objects can serve as clues forlearning,eitherexplicitlyor incidentally. Inshort,thecontext issetupbyasituationdesignedandimplementedinacertainenvironmentwithcertainlearningobjectives.Itisneverfixed,butevolvestogetherwith the learningprocess. It is in this ‘context’ thateach learnerwill, in interactionwithothersandmanaging the resourcesandconstraints towhichheor she is confronted to,build themilieufromwhichtheintendedlearningwillemerge.Inthisrespectalearningcontextiscontinuallycreated by people in interaction with others, with physical and digital objects, with theirsurroundingsandwitheverydaytools.

Complementarily, the interplay between formal and informal learning in formal and informalcontextshas tobe instrumentalised through theuseofphysical artefacts,mobiledevicesand theconfiguration of physical and virtual space, in order to create learning opportunities beyondtraditionalinstitutionalboundaries.

Technologies for learning shouldbedesigned to take into account theways inwhich the settingswhere they will be used are mediated by the cultural context. Traditional classroom learning isfoundedonanillusionofcontextstability,bysettingupafixedlocationwithcommonresources,asingleteacher,andanagreedcurriculum,whichallowsasemblanceofcommonground.Butifthese

areremoved,afundamentalchallengeishowtoformislandsoftemporarilystablecontexttoenablemeaningmakingfromtheflowofeverydayactivity.

• What do we know about contexts that seem to be effective for learning? How can thisinformthewayteacherssetupTELcontexts?

2.3.1 NovelexperiencesmediatedbynewtechnologiesSince the end of the 19th century classrooms in Europe have more or less functioned as stablecontextsforlearningwithinformaleducationalinstitutions.WiththeBolognaaccord12,newformsofgovernanceoftrainingandeducationalpracticeswithinhighereducationareemerging.Inparticular,there are fewer hours of instruction available and approaches based on skills (competencies) areencouraged. At the same time, digital technologies can also provide new environments (e.g. 3Dsimulations,haptic simulations,physicalmodels) for studentsandwork‐based learners topractisetheir skillsbefore refining them in the realworld.Furthermore technologyenables students tobeconnected toworldsoutside the classroom,even if the learning context isboundedby classroomwalls.

Inthisrespecttheclassroomasacontextfor learning isbeingchallengedasthedominantsiteforlearning. Increasingly, students find their own places to learn, not constrained by walls of theclassroom. In this respect there isa tendency to thinkbeyond theclassroomas themainsite forlearningandtoput forwardmorepersonalisedalternatives inwhichthe learnercreatestheirowncontext for learning. Inthe lightofthis,wesuggestthatamorenuancedapproachtothe issueofcontextualisinglearningcouldbeproductive,whichtakesintoaccountthepotentialandlimitationsoftechnologyenhancedlearning,theimportanceofgroupworkthatconnectslearnersandthewaysin which learning situations are orchestrated. From this perspective contextualisation meansconstructinga'safeenough'placewhichsupportsafeelingofbeingconnected.

WithinthedomainofTELtwotypesofcontextutilisationcanbedistinguished:1)usingcontextforadaptationofeducationalsystemsand2)usingcontexttoenablereflectionandprovidefeedbacktothe learner. Part of the learning context can be the task given to learners, in the sense that itcontextualises the learning objectives. For instance, if the learning objectives are about datacollectionanddataanalysis (statistics),classically learnersdonothaveto formulatetheproblems,butaredirectlyexposedtothem:theyhavetocarryoutaseriesofstatisticscalculationsongivendata.Giving contextwouldmean toprovidea ‘context’problem thatdoesnot stateexplicitly the‘statistics problem’. Examples of such a context problem are earthquake events (seehttp://www.evl.uic.edu/moher/)andapublichealthissue(seehttp://www.tel‐laboratorium.fr/). Inboth these cases, the context includes a task anda simulation that immerses learners in relevantphenomena. Such simulations also provide opportunities for incidental learning, learningwithoutexplicitreferencetoinstruction.Ontheonehand,theyallowlearnerstomaketheoriginaltasktheirownastheyarephysicallyimmersedinthephenomena.Ontheotherhand,learnersmayfocusonsolutionsandresultsratherthantransferablestrategies.Providingcontextforstudentsintheformof rich learning experiences necessitates a phase of institutionalisation, a process by which theteachermakessurethattheknowledgeconstructedbythestudentswithinthecontextfitswiththeintendedlearning.

Mobiletechnologiesoffergreatpotentialforcontextualisinglearning.DeJongetal(DeJongetal.,2008) developed a referencemodel formobile social software andused it to analyse the current

state‐of‐the‐art in such applications for learning. They provide examples illustrating the differentcontextdimensionusedinmobileeducation.

MoreoverongoingresearchprojectsintheHigherEducationsectorarealsofocusingontheissueofcontext (e.g. Responsive Open Learning Environments, (ROLE)13). The idea is to develop personallearning environments (PLEs) that are highly contextual and adaptivedependingon the learner’sneeds, preferences and skills. Using this approach, the PLEs are individualised in terms of thelearning environment, combining tools and functionalities appropriate for each individual’scircumstances.

Researchquestionsinclude

• Howdoestheabilityofstudentstoconnecttotheoutsideworldwhilestayingwithintheclassroomaffectteachingandlearning?

• How do users respond to the flexibility and customisability of adaptive learningenvironments(PersonalLearningEnvironments)?

• What sort of evidence could be used to investigate the extent to which personalisedlearningcontextscontributetolearning?

2.3.2 SupportingthemobilityofthelearnerThere are a number of different aspects to learning using digital mobile devices, often termed‘learnermobility’.Thefirstrelatestoaproviderfocus,onsupplyingubiquitouspersonalisedaccessto resources and communication tools through mobile devices and associated networks (as forexampleinthediscussionofPLEsintheprevioussection).

A second aspect focuses on the learner context, recognising that learning extends across time,space,andsocialinteractions;withopportunitiestosupportpeopletolearnatwork,athomeandinthefield,andalsotoconnectlearninginformalandinformalsettingsandacrosslifetransitionssuchasmovingfromcollegeintotheworkplace.ProjectssuchastheLearning2Go,14Hand‐e‐learning,15and Myartspace (now commercialised as OOKL16) initiatives in the UK have shown that givinglearners mobile devices enables a significant increase in the amount and type of informationtransferredbetweeninformalandformallearningcontexts.Theseprojectsoffernewopportunitiesforconnectinglearninginformalandinformalsettings,buttherearebarrierstobeovercome,suchas supporting teachers in developing new mobile learning practices and enabling museums andotherculturalvenuestoprovideoraccommodatemobiletechnologies.

Athirdaspectconcernslearninginaworldofincreasingmobility,withtheneedtounderstandnewpractices and ecologies of learning on the move and the design of technology‐enabled learningspacessuchascampusesandcities.

A fourth aspect focuses on mobility between real and virtual contexts. Pervasive and ambienttechnologyinthelearner'senvironmentenablethevirtualandrealtobepresentedsimultaneouslyto the learner. Context‐relevant virtual information such asmediascapes and augmented realitiesarebecomingincreasinglyavailable.

Mobile learning foregrounds themobility of learners and learning (Sharples et al., 2005) and thisraises the issue of the relationships between individuals, their learning contexts, their group, andsociety. The increasing number of students using Internet‐enabled mobile devices means thattensions are forming as young people bring not only their personal technologies but also theirtechnology‐enabled social learning practices into classrooms and lecture halls. Mobility is alsoleadingtomixedandmultipleidentitiesindifferentcontexts.Helpinglearnerstocreate,changeandmanagedifferentidentitiesisimportantandrelatestowhatwasdiscussedintheearliersectiononconnectinglearning.

2.3.3 StandardsforinteroperabilityThe integrated use of TEL systems knowledge and contexts is still a complex and rarely wellimplemented scenariowhichneeds further research. Representing knowledge in an interoperablemanneramongvariousTELsystems isakeyelement. Currentusercentredstandardsforusabilityandaccessibilityhaveastrongorientationtowardsaddressingthemodellingofuserinterfacesanddevices.

Interoperability forTELhasbeenmainlydevelopedconcerning instructionaldesignand resources,encompassing tools and roles.Within the community several specifications/standards of contentexchangeareusedthatallowforexchangeoflearningcontentbetweendifferentplatforms.

SCORM(SharableContentObjectReferenceModel)wasoneofthefirststandardstobeusedforTELsystemsinteroperability.Itsfirstversionwasmainlyfocusedoncontentaggregation,thelastoneonactivitysequencingoncontentobjects(2004).LOM(LearningObjectMetatada)wasbeensetupin2002 to describe and share learning objects within a LMS. Whereas LOM represented a firstapproach, no interoperable representationofdomainelementswasprovidedas theclassificationcategoryleftopentheissueofaninteroperableclassificationsystem.

AsemanticWebapproachprovidesaninteroperablelanguage(OWL)withawell‐foundedsemanticsthat could be used to provide ontologies for describing content element in educational systems.Thereisasuggestionthatwecanusuallyfindwhatwewant(ontheInternet).Wehavegoodsearchengines, so why is there a concern about interoperability? The argument is that search enginetechnologiesarebasedonnatural language,andwhile there isa recognition that theyareusuallygood,theyfailinsomerespects,forexampleifyousearchforavehiclewithtwowheelsinanaturallanguagesearchengine,itisunlikelythat(inthepresentstateoftheart)‘bicycle’willbereturned.On the other hand, the semantic web is based on metadata which is concerned with providingcomputablesemanticstodata.Asearchusingsemanticwebtechnologieswouldreturn‘bicycle’ intheexampleabove.

Representingcompetencesisawaytosolvetheissueofannotatingresourceswitharelateddomaincontent.Morerecentlythishasbeentackledbyavarietyofprojects,butsomeessentialproblemssuchasunderstandingthewaysinwhichpeopleworkwithcompetenciesonalargescaleandhowto generatemetadata easily still remain. For example the competencies usedby the PÏSA studies(OECD) regarding mathematics, science and reading are very generic ones and are directlyinstantiated into questions and not into precise competencies. interoperability,providingonlytextualdescriptions,nocomputablesemanticsandnowayofrelatingcompetenciestoeachother.

TELsystemsandresourcesarenowintegratedintolargerenvironments(contexts)andusedoutsidethe classroom. As such contexts play an important role in supporting the learning process, andinteroperablerepresentationofcontextbecomesessential.

3 Constructing the vision and strategydocument

3.1 MethodsadoptedTheprocessof constructing this report startedwithameeting in Lausanne in January2008whenmembersofKaleidoscopeandPro‐learnmettodiscussthepossibilityofdevelopinganapplicationforanewnetworkofexcellencewithin theFP7 framework. Ideasdiscussed in thismeetingwereused and developed within the collective writing of the ‘successful’ application for funding (theDescription of Work, or ‘DoW’). It is from this meeting and the subsequent writing that theframeworkofthreethemeswasdeveloped.Thesethemeswereusedasanorganisingframeworkforaface‐to‐facemeetinginBristolinMay2009(month4ofSTELLAR),ameetinginwhich33membersofSTELLARparticipated18.

WithintheBristolmeetingparticipantsworkedingroupstogenerateideasandquestions,organisedaroundthethreethemesofSTELLARandrelatedquestions (allexpressedwithintheDoW).Awiki(theGrandChallengeswiki)wascreatedtoenablepeopletocapturethediscussionsat theBristolmeetinginwriting.AtthesametimerelevantvisionandresearchdocumentsandrelatedresearchhadbeencollectedtogetherandcirculatedaroundtheSTELLARnetworktoprovidesomestimulusmaterial fordiscussion.Sometimeafter theBristolmeetingSTELLARmemberswereasked if theywouldliketobecomepartofasmallteamwhowouldcoordinatetheongoingcontributionstothewiki(tobecalledtheD1.1team19).Thisteamactivelyengagedwiththewiki,withsub‐teamstakingresponsibility forcoordinating thecontributions toeachof the threesections related to the threeGrandChallenges.TheD1.1teamprovokedmembersofSTELLARtocontributetothewiki (overallabout20peoplecontributedtothewiki.Sometimesacontributionunderonenamerepresentedacollationofseveralcontributionsfromaninstitution.).

Itwasrecognisedfromthestartthatusingthisapproachtotheproductionofadeliverablewasrisky,because it relied on individuals within the community to commit to the process. However, as anetwork,STELLARsubscribestotheideaofScience2.0asawayofworking,andsowebelievedthatitwasimportanttoexperimentwithsuchanapproach.

Inthefinalstagesofcreatingthedeliverable,twoeditorsorganised,structuredandsynthesisedthecontent of the wiki, adding, in places, explanations, examples and references. This decision waspartlyrelatedtotimeconstraintsbutitmayalsorelatetotheneedforintermittentperiodsofsingleauthorshipwithin sub‐sections of a wiki. The final writing and editing of D1.1was carried out inWordandnotawiki,becauseatleastoneoftheauthorsfindsiteasiertogetasenseofthe‘whole’piece within Word rather than within a wiki. A draft document was sent to all of STELLAR forfeedbackandalsotothetwointernalreviewers.Allfeedbackwascollatedandtakenintoaccountinproducingthisfinalversionofthedocument.

3.2 ReflectionsontheuseofthewikiOur aim is to keep thewiki ‘live’ throughout the lifespanof STELLAR and gradually open it up tomembersoutsideoftheSTELLARnetwork,startingwiththeSTELLAR‘club‘.Inthissectionwereflectonourexperienceofusingthewiki.Ouraimistoexplorewhatworkedwellandwhatworkedlesswell, in order to inform future use of the wiki. The reflections here relate to the number ofcontributionsmade,tothe‘quality’ofthecontributionsandtowikietiquette.

In terms of the number of contributions made, it seems that somemembers of the team weredisappointed:

‘We have done really our best to obtain inputs and feedback, but it has been a hard task’ (email communication).

Theteamquotedabove,whosaidthatithadbeendifficulttogetpeopletocontribute,wentontosuggestthatithadbeendifficultbecausepeoplewerenotmotivatedtocontributebecausetheydidnotunderstandtheoriginsofthewikianddidnotknowwhatitspurposewas.Otherssuggestedthattheyhadnotbeenawareofthewikiandthecall forcontributions,andyetothersmayhavebeenreluctanttocontributebecausetheydidnotfeelsufficientlyconfidentintheiruseofEnglish.Somecontributorsprovidedchaptersorpapersasemail attachments,but seemed tobe reluctant togoontothewikiandmakedirectcontributionstothewikiattheappropriateplaces.OthersappearedtobescepticalaboutwhethersomethingintelligentcouldbeproducedbyworkinginthisWeb2.0way. A final possible barrier to contributing to thewikimay have been the technical difficulty ofloggingintothewiki.Wedonotconsiderittobeverydifficult,butitseemsthatsomepeoplefounditconfusing.Forexample,oneSTELLARemailedtosay:

‘Unfortunately, it appears that I can't log in to edit it despite I can log in to http://www.stellarnet.eu/’.

In termsof thequalityofcontributions, thereweresomecomments in face‐to‐facemeetings thatmany contributions consisted of assertions but that these were frequently not backed up withexamples,explanationorreferencestoresearchliterature.Forexample:

‘With the growth of the Internet, and particularly Web 2.0, much learning takes place outside institutions’.

Finally,intermsofwaysofworkingonthewikiandwiki‐etiquette,thereweresomeconcernsaboutthe extent to which it was appropriate to edit/modify/add to/delete the contributions of otherpeople. Somepeople said that they do not like others to edit and change the text that they hadwrittenbutotherssuggestedthattheywerehappyforotherstoedittheirwork.Manyofthosewhodidmakechangesseemedto feel theneedtocheckthechanges theyhadmadewith theoriginalauthors.Forexample:

‘have done a bit of re-organisation, tell me if I am barking up the wrong tree’. Therewassomedebateaboutwritinginthewikiasopposedtowritinginawordprocessor.Thereweresomewhothoughtthat itwasmucheasiertodothe latter,butotherswhoarguedthatthismeantthatthefullauthoringtrailwouldbelost.

Further, some contributors remarked about the transparency of working on a wiki, where otherpeople can see contributions as they aremade. This relates to the complexity of the process of‘individual’writingwhichincludesdraftingandre‐drafting,andwhichmaymeanthatfirstattemptsarelaterdeleted,becauseitmaybetoonaïveorperhapsreferstoothersinanon‐ethicalway.

We have described some of the tensions arising in building the wiki. However despite thesechallenges,itisimportanttoemphasisethatthemajorityofthetextinSection2ofthisdeliverable(i.e.D1.1)isbasedonthetextthatwascreatedinthewiki.Inotherwordsthewikihassucceededinbringing together the ideas of the STELLAR community.We continue to believe that a wiki is anappropriatetoolforthecommunitytobuildacollectivevisionandweintendtoperseverewiththisapproach,thatisaScience2.0approach.

3.3 LessonslearntandwaysforwardOur vision, and the vision of the STELLAR network, is to find effective ways of overcomingfragmentationinthenetwork.Inpartthismeansrecognisingthedistinctionbetweenfragmentation(whichlimitsresearch)andmultipleperspectives(whichhavethepotentialtoenhanceresearchandthe building of knowledge).We suggest that in the construction of this reportwe have exploredways inwhich todraw thenetwork together througha)workingcollaborativelyb)discussingTEL‐related issues and c) beginning to develop an appreciation of others’ perspectives.We have alsobegun the work of identifying key research questions within the three themes. This work willcontinue over the life of the project and will culminate in the final Grand Challenge Vision andStrategyReport(M40).

In termsofusing thewiki asa collaborativewriting tool for thedevelopmentof the community’sGrandChallenges,wesuggestthatSTELLARdevelopsasetofprinciplesrelatedtohowmembersofSTELLARcancontributetothewikiandtowiki‐etiquette.

In keeping with the approach adopted in the construction of this report, we consider that it isimportant todrawontheknowledgeandunderstandingof theSTELLARcommunity todothis.Totake the process forward, we propose that STELLAR organises a workshop with the aim ofdevelopingacodeofpracticeforusingWeb2.0toolstoconstructknowledge.

• Withinawikitowhatextentarepromptsnecessarytoencouragediscussion?Isitpossibletowritetextinsuchawaythatitencouragesotherstocontribute?

4 Research and Development Strategy forSTELLAR

ThescientificworkofSTELLARcentresaroundarangeofinstrumentsassetoutintheDoW.Theseinstrumentsweredesignedtoenabletheongoingworkofthenetwork,informedbythevisionsandchallengessetoutinthisreport.TheseinstrumentscontributetotheSTELLARGrandChallengeandVisionStrategyandtherelatedongoingworkof theGrandChallengewiki. Someof thishasbeenexplicitlyplannedforwithintheDoW,forexampleD1.1willinfluencetheDelphistudieswithinWP1.

BelowarefurthersuggestionsforwaysinwhichtheSTELLARinstrumentscoulddirectlycontributetotheSTELLARGrandChallengeandvision:

• Podcasts  ‐wesuggestthatpodcastscanbeusedtocapturesomeoftheongoingdebatesandtensions thathavebeendiscussed in thisdocument.Forexampleapodcastcouldbeused to expand the debate about the relationship between higher order skills andknowledgedomains.Orapodcastcouldcapturethediscussionaboutwhatismeantbythemetaphor of orchestration. We envisage that the podcasts will be produced byrepresentatives of many sectors within TEL, and in particular there should be a genderbalanceanddoctoralcandidatesshouldbeincluded.Podcastscouldalsobeusedwithinthemeeting of mindstoengageparticipantsintheissuesraisedinthisdocument(forexample,apodcastcouldaddressquestionsabouttherelationshipbetweenthehypeassociatedwithWeb2.0technologieswithrespecttoeducationandtheactualimpactofthesetechnologieson educational practices). All of these podcasts could be hyperlinked to the GrandChallengesWiki.

• Membersof thestakeholder community couldcontribute to theGrandChallengewiki,byengaging with the issues raised in this report. Their contribution could focus on theperspectivesofusers.Somemightliketocreatetheirownpodcaststolinktothewiki.Theycould use this report (or the wiki) to inform themobility  programmes they choose tobecomeinvolvedin.

• Themestobedevelopedforthetheme teamsandincubators coulddrawonthisreport.ItwillhelpthemidentifyTEL‐relatedareasofinterestandmayinformthewaysinwhichtheyconducttheirwork.Amechanismshouldbefoundforpeopleinvolvedintheseinstrumentstocontributetotheongoingwiki(thiscouldbeaconditionoftheaward).

• This report could be the focus of a discussion group at the Alpine Rendez‐vous  wherediscussion might concentrate on some of the substantive issues within the report. Wesuggest that it would be helpful to focus on the ‘connecting learners’ theme as thiswillprovide useful input for the first RTST  trend report for which this is the lead theme.Mechanismscouldbe found formembersof thediscussiongroup tocontinue todeveloptheGrandChallengewiki. 

• TheGrandChallengewikicouldbeacentralcomponentoftheon‐lineDoctoral Community of Practice. STELLARbelievesthatitisimportanttorecognisethecontributionsofmembersoftheSTELLARcommunityandthatthevoiceofdoctoralcandidatesshouldberepresented.ItispossiblethatdiscussionstakingplacewithintheDoctoral Community of Practice maybeaddedtothewiki.

• STELLAR‐sponsoredDoctoral Academy Events coulduseaspectsofthewikitoidentifyareasof interestorareaswhich seemtobeunder‐researched soas to inform thechoices theymake.ParticipantsattheseeventswillbeencouragedtocontributetotheGrandChallengewiki.

• Hyperlinks can be provided to theOpen  Archive  and  scientific  dissemination  portal as itdevelops,anditemsonthearchivecanbeusedtoinformthefuturedevelopmentsofthewiki.

5 Concludingremarks‐ongoingchallenges

We suggest that one of the most important aspects of this report has been the process ofcollectivelydevelopingproblématiquesforsub‐themeswithintheSTELLARGrandChallenge.Weusethewordproblématiquetosignifytheimportantworkthatneedstobecarriedoutatthebeginningof a research process. Developing a problématique involves identifying research questions andanalysing the background thinking to such questions. It involves questioning assumptions andunderstanding the complexity related to a research question. It involvesmaking implicit thinkingexplicitthroughaprocessofdiscussionandwriting.Itinvolvesexposingdifferencesinperspectivesaspartofaprocessofbuildingknowledge.AndasBahktinsuggestspluralityofideasisanimportantaspectofdevelopingknowledge.

‘Baktin criticized the assumption that, if two people disagree, at least one of them must be in error. He challenged philosophers for whom plurality of minds is accidental and superfluous. For Bakhtin, truth is not a statement, a sentence or a phrase. Instead, truth is a number of mutually addressed, albeit contradictory and logically inconsistent, statements. Truth needs a multitude of carrying voices. It cannot be held within a single mind, it also cannot be expressed by ³a single mouth.² The polyphonic truth requires many simultaneous voices. Bakhtin does not mean to say that many voices carry partial truths that complement each other. A number of different voices do not make the truth if simply ³averaged², or ³synthesized.² It is the fact of mutual addressivity, of engagement, and of commitment to the context of a real-life event, that distinguishes truth from untruth’. At the beginning of this report we drew attention to the fragmentation of the TEL community,pointingoutthatthisfragmentationcanpossiblybeexplainedbythedifferentperspectivesadoptedwithin different research areas in TEL. From the beginningwe aimed to somehow ‘aggregate thewisdomof thecrowds’. FromaBahktinianperspective itwouldseemthatsuchaggregationmustremainasapolyphony,thatistheintertwiningofmultiplevoices.

In bringing different communities together within STELLAR we should become aware of similartheoreticalperspectivesthatinfluenceresearchinseeminglydifferentdomains.Forexamplewithincomputer science it is known that at the level of the computer chip there are mathematicalnonlinearitiesintheinteractionbetweenthecomponentswithinadigitaldata‐systemwhichmeansthatit isimpossibletopredictsystem‐levelbehaviour”(Cliffetal.,2008,p.13).Inthisrespectsuchdata‐systems are complex dynamic systems (Capra, 2002). Interestingly social scientists are alsodrawing on complexity science in order to explain dynamic interactions within teams in theworkplace(Stacey,1995)andwithintheclassroom(Davis&Sumara,2007).Inusingtheoriesfromcomplexitysciencetounderstandphenomenasuchastheinteractionsbetweencomputerelements,and the interactions between people we have moved away from the idea of ‘central control’ofphenomena.Howeverinthecaseofpeoplethisdoesnotimplythatthereisnoroleforaleaderorateacher,but itdoes implyachange inroleandunderstandingthischange isoneofthechallengeswithintechnologyenhancedlearningresearch.ThisinmanyrespectsisthechallengethatwehavebeenfacinginconstructingthisreportthroughthegenerationofknowledgewithinaWeb2.0tool.

In structuring this report around the three sub‐themes of the STELLAR Grand Challenge it isinevitablethattherearesomeimportantresearchareasthathavebeenoverlooked.Inparticulartheissue of the digital divide is not currently foregroundedwithin thework of STELLAR. Selwyn andFacer(2007)arguefora“wholesalere‐imaginingofthedigitaldivideasasocialratherthan‘simply’atechnicaloreconomicissue”(p31).Inthisrespecttheyhavecoinedthephrase“digitaldivide2.0”.They go on to argue that “just as the digital divide is social as well as technical, so too will itssolutions require collaborationacross technical and social research,betweeneducationand socialpolicy, between industry, community and public sector” (p 31). This we suggest could be an
