DixieBoysBaseballInc.hasgrownfromahumblebeginningin1957totwenty-twothousandplusparticipants.Thispublicationisintendedtoprovide“hitsandhighlights”fromthe2017season,aswellasofferusefulinformationforthe2018season.

DixieBoysBaseballwasprimarilydevelopedasaprogramforboys(13-14).Itwasrecognizedthatyouthgraduatingfromotherbaseballpro-gramsneededtobeabletocontinuetopartici-pateinsupervisedprogramsandespeciallyhave

theopportunitytocompetewithboysoftheirownageandskilllevel.Toenhancetheexperience,amedium-sizeddiamondwasestablishedforthisagegroupand,withonlyminormodifications,thisprogramstillexiststoday.

Theprogramwasexpandedtoaccommodateplayersages13-19.TheBoysdivisionisnowcomprisedof13-14yearoldplayerswithtournamentplayforJuniorBoys(age13)andDixieBoys(ages13-14).TheMajorsdivisionincludes:playersages15-19withanintermediatedivisionfor15-16-17yearoldsnamedPre-Majors.A15Udivisionwasestablishedin2013andincludedaWorldSeriesin2017.Ourdesireistoincreaseopportunitiesforallparticipants.

ANationalBoardofDirectorsmeetsbienniallyandprovidescon-stitutionalgovernance.Dedicatedvolunteerservicehasbeenprovidedsincetheinceptionoftheprogram.Theorganization’sworthymissionisaccomplishedbyahard-workingvolunteerBoardthatsharesamutualgoal.

The2018seasonwillembracetherichhistoryoftheorganization.Leaguesform,organizationalmeetingsareheldand,mostimportantly,thesoundof“PlayBall”isheardthroughoutanelevenstateregion.Locallead-ershipandcommittedvolunteersattheDistrict,StateandNationallevelallowstheprogramtothrive.

DixieBoysWorldSeriesdivisionevents(JuniorsandBoys)willbeheldinBossierCity,Louisiana.ThePre-MajorseventwillbeheldinChipley,Florida,whileMonroe/Sterlington,LouisianawillserveasthehostfortheDixieMajorsWorldSeries.Localleagueplayistheprimaryfocusoftheprogram;howeverWorldSeriesparticipantsenjoytherewardingexperienceofcompetingatthehighestlevel.Thispublicationhighlightsthe2017WorldSeriesChampions,formerwinners,aswellasrecordsthatdatebacktothestartofchampionshipplayin1963.

TheNationalUmpirecertificationprogramcreatedin1995hasgreatlyimprovedtheoverallqualityofumpiring.NationalFederationofHighSchoolplayingrulesareusedinmostinstanceswithafewexceptionsasfoundintheDixieBoys/MajorsRuleBook.UmpiresaretestedonknowledgeofthegameandbasedonexperienceandtherecommendationofDixieofficials,agoodnumberthatstartwithlocalprogramsadvancetovariouslevelsoftournamentplay.Theprimaryemphasisofanyumpireprogramshouldbetoprovidequalityumpiringatthelocallevel.Umpiresalsohavetheuniqueopportunitytoshowcaseskillsatdistrict,stateandWorldSeriestournaments.

BecominganumpireinaDixieBoys/Majorsprogramisreallysimple.Contactshouldbemadewithanumpireassociationortheleagueinthelocalarea.Eachlocalleaguehascompleteautonomyinchoosingofficialsthatwillworktheirprogram.DixieBaseballsupportsthelocalprogrambyprovidingaDistrict&StateUmpireinChief.TheUmpireinChiefconductsclinics,providescertificationmaterialsandadministersthestateprogram.SuccessfulcompletionofthecertificationprogramsallowsanumpiretobecomeregisteredwithDixieBoysBaseball.

Online Umpire Registration and TestingAdded as a Service to Our Umpires

Beginningwiththe2016season,DixieBoysBaseballhasprovidedforallregistration,paymentsandtestingtobecompletedonline.AllDixieBoysregisteredumpireswillhaveaccesstoPowerPointtrain-ing,rules,mechanicsmanualsandmore.Umpireswillbedirectedtoaregistrationsitewheretheywillpaytheregistrationfees.Theywillthenreceiveanemaildirectingthemtoa“MembersSite”tocompletetheirclinicandonlinetesting.Thisinnovativenewprocesswillmakeregistrationeasierandmorereadilyavailable,especiallytoumpiresinmoreruralareas.

TheDixieBoysBaseball,Inc.Scholarshipprogrambeganin1984withasingle$500.00award.Theprogramhasgrowntoeleven(11)$1,250awards.EachoftheparticipatingDixiestateshasascholarshiprecipienteachyear.Astatecommitteerepresentativereviewstheapplicationsandmakesthetoughdecisionastotheawardingofscholarships.BernieVarnadoreofSouthCarolinaablyservedastheScholarshipCommitteeChairuntilhisdeathfollowingthe2006season.In2007,theBoardofDirectorsunanimouslyapprovednamingthescholarshipprogram:theDixieBoysBaseball“BernieVarnadoreScholarshipprogram.”Overa1/4milliondollarshasbeenprovidedinscholarshipsupport.

In1995,theopportunityforyouthagethirteentoparticipateintournamentplayasa13yearolddivisionofDixieBoyswasdiscussed.Regionaltournamentswereheldasapilotprogramandin1996,thefirst13yearoldWorldSerieswasheld.The13yearoldagegroupinlateryearswasnamedJuniorDixieBoys.Also,a1995meetingresultedinthecreationoftheDixieNationalUmpireprogram.In2017,700umpiresregisteredwiththeprogram.

Onthebaseballdiamondin2000,theDixieNationalteamwascrownedastheTournamentofStarsChampionsinaneventheldinCooperstown,NewYork.TheworkingrelationshipwithMajorLeagueBaseball,USABaseball,andotheryouthorganizationswasgreatlyenhanced.TheCommissionerwasselectedtoserveontheUSABaseballMedical/SafetyCommitteeandlaterelectedasamemberoftheUSABaseballExecutiveBoardofDirectors.

The2005Biennialmeetingresultedinanumberofchanges.Thechal-lengeforthe2006seasonwastheuniversalchangetoanApril30thagecontroldate.DixieBoysalsoaddedarulechangethatallowed19yearsoldstoparticipateinDixieMajorsBaseball.TheRulebookwasdesignedforatwoyearprintingandtheMediaGuide(nowknownastheBestofDixie“Hits&Highlights”)becameavaluabletoolforpromotingtheprogram.

2006wasaveryspecialyearfortheDixieBoysorganization.Fiftyyearsofprogramhistorywascelebratedthroughouttheseason.TheopportunitytovisitthebirthplaceofDixieBoysBaseballwasprovidedbyalocalorganizingcommittee.ADixieBoys50thAnniversaryCelebrationwasheldSeptember9th,2006inAlexandria.Ofspecialsignificance,theprogramfounderandthreechartermemberswereinattendanceatthecelebration.

Policyandrulechangeswereapprovedaspartofthe2007Boardmeet-ing.Outofconcernforthesafetyandwelfareoftheparticipant,DixieBoysBaseballimplementedarulechangethatestablisheda“pitchcount”tode-terminepitchereligibilityasopposedtothelongstanding“inningspitched”rules.TheDixieFutureStarsevent,thecreationoftheAlumniprogram,andexpandedprogrampartnershipsallprovedtobesignificantaccomplish-ments.

The2008yearwasabanneryearforDixieBoysBaseball.TheDixieNationalteamcapturedtheGoldMedalattheUSABaseballTournamentofStarsEventheldinCary,NC.ContributionstotheAlumniprogrammorethantripledfromtheinaugural2007year.

DixieBoysBaseball,Inc.wasfoundedin1957atAlexandria,Louisiana.TheAlexandriaYouthBaseballAssociationwasthechartermemberofanorganizationformedtoattractthethirteen(13)yearoldplayer.Allotherprogramsinexistencein1957requiredthatparticipantsage13-15begroupedtogether.TheIncorporatorsrecognizedthatgroupingthirteen(13)yearoldswithyouthagefifteen(15)andplayingonaregulationsizediamondwasahardshipformostoftheyoungerplayers.Furthermore,thecreationoftheprogramprovidedanopportunityforplayerstocontinueparticipationaftercompletionoftheyoungerage(12&under)program.

TheIncorporatorsestablishedtheConstitutionandBylawsaswellastheDixieBoysRuleBook.TheoriginalConstitutioncalledfortheelectionofofficers.FurtherdiscussiondirectedtheformationofadditionalprogramswithinotherSouthernstates.TheConstitutionandBylawsestablishedbythefoundingfathersareverymuchintacttoday.Theprogram’smissionofprovidingarecreationaloutletforasmanyyoungpeopleaspossiblecontinuestobetheemphasisandguidingprincipleoftheBoardofDirectorsofDixieBoysBaseball.

DixieBoysBaseball’schartermembersallresidedinAlexandria,Louisiana.Twenty-three(23)chartermembers,alongwiththeExecutiveOfficers,conductedthebusinessofthecorpora-tionatitsinception.Theprogramhadahumblebeginningwithseven(7)leaguesformedinthefirstyear;allfromLouisiana.Forthefirstthreeyearsoftheorganization,DixieBoysBaseballonlyexistedinLouisiana.In1960,MississippijoinedwithLouisiana.In1961,Alabamafran-chisedandotherstatessoonfollowed.Fromtheearlyyearstonow,DixieBoysBaseballhasexpe-riencedmuchsuccess.Today,DixieBoysBaseballoperatesineleven(11)Southernstateswith1000teamsand300Boysleagues.Over14,000playersparticipatedinthe13-14yr.oldprogramin2017.

In1973,theNationalBoardofDirectorsofDixieBoysapprovedaresolutionthatestablishedanolderprogramforboysfifteen(15)throughseventeen(17)yearsofage.TheprogramwasnamedDixieMajorsBaseball,anditexistedunderthedirectionofthecorporateofficers.EachStateelectedrepresentativestogoverntheMajorsprogram.Intheyearstofollow,someminormodificationsweremadetoencouragegrowthoftheMajorsprogram.Fromitsbeginningin1973totoday,theprogramhasservedtheneedsofourolderyouthparticipants.The2017numbersreflect320teamscomprising150leaguesorroughly6,200participants.

In1978,theDixieMajorsBoardofDirectorsapprovedaresolutionaddingeighteen(18)yearoldstotheprogram.LocalleaguesweregiventheoptionofcreatingaPre-Majorsprogram(15-16yearolds)orcontinu-ingtooperateasaMajorsprogramtoincludetheeighteen(18)yearolds.

HISTORICAL PERSPECTIVE

TheBoardofDirectorsattendedabiennialmeetingin2009.TaskForcecommitteeswereorganizedtoreviewplayeragegroupings,programexpansion,andminimumbidrequirementsforaHost.Thechangesledtoanoutstanding2010season.

The2011biennialmeetingresultedinmanychangesfortheorganization.WorldSerieshostfeeswereamendedtoabsorbsomeofthecosttotheorganizationandthehostcommuni-ties.DixieFutureStarseventswereheldforallfouragegroups.AHallofFamewascreatedtohonorthosewithoutstandingcontributionstotheprogram.TheClassof2011appropriatelyincludedonlyonemember,programfounder,BubbaBrasher.

Noyearinthehistoryoftheorganizationwasfilledwithmoretoughdecisionsthanin2012.TheBoardofDirectorsunanimouslyapprovedtherelocationoftheNationalOfficetoDo-than,Alabama.OnJanuary1,2012,theofficewasopened.TheDixieNationalteamgarneredtheprograminternationalrecognition,assevenmembersoftheDixieNationalteamwereselectedtorepresentUSABaseballinSeoul,

SouthKorea.Thetripwasveryrewarding,asUSABaseballwontheGoldMedalandwascrownedasthe18UWorldChampions.ThevictoriousUSAteamalsoincludedthetournament’smostvaluableplayer,along-timeDixieprogramparticipant.

The15Udivision,addedin2013,waswellreceived.Intheinauguralyear,80teamsrepresenting36leaguesfranchised.Tworegionaltourna-mentswereheldwithdeservingchampionscrowned.TheyearalsotookonaddedspecialmeaningasHallofFamememberswererecognized,alongwiththeorganization’snewestLifeMember.

2014wasaverygoodyearfortheorganization.The15Udivisionexpandedwith111teamsrepresenting51franchisedteamsparticipatinginDixieplay.EightverydeservingindividualswereaddedasClassof2014HallofFamemembers.

2015wasbittersweet,asitincludedthedeathatage91ofProgramFounder,W.E.BubbaBrasher.Bubbawasfondlyrememberedforhisuntiringcommitmentanddedicatedservicetoothers,aswellashisloveforfam-ily,country,andyouthbaseball.Bubbaprovidedafootprintthathasevolvedintoover60yearsofDixieBoysBaseball.In2015,theboardapprovedtheNationalFederationHighSchoolrulestosupplementtheofficialrulesoftheprogram.USABaseballrecognizedDixieBoysBaseballasbeing“PitchSmart”compliantforitseffortstoreducethenumberofarminjuriesfromoveruseofpitcherssinceimplementingpitchcountsrestrictionswiththe2008season.

In2016,NorthCharleston,SouthCarolinapulledoffathree-peatinDixieMajorsWorldSeriesandaddedtotherecordbooksastheleaguewiththemostWorldSeriestitlesinthelonghistoryofchampionshipplay.The15UinauguralWorldSerieswasarousingsuccess.Formerandcurrentboardmemberswereinattendanceatthe60thAnniversaryCelebration

In2016,asuccessful15UdivisioninauguralWorldSerieswasheldinOzark,Alabama.Alsointhesameyear,a60thAnniversaryCelebrationwasheldwithmanyformerandcurrentboardmembersinattendanceattheeventheldinPineville,Louisiana.AfittingtributewasheldandapermanentmarkerwasunveiledrecognizingCentralLouisianaasthe“HomeofDixieBoysBaseball.”

In2017,NorthCharleston,SouthCarolinaearnedtheirfourthcon-secutivetitleinDixieMajorsWorldSeriesaddingtotherecordbooksastheleaguewiththemostWorldSeriestitlesinthelonghistoryofcham-pionshipplay.FiveverycompetitiveWorldSerieswereheldforprogramparticipants.

Thebiggestnewsforthe2018seasonwillbetheimplementationofanewUSABaseballbatstandard(USABat).DixieBoysBaseballlooksfor-wardtoprovidingyouth(age13-19)theopportunitytoplaythegreatgameofbaseball.

TheDixieBoysBaseballInc.Scholarshipprogrambeganin1984withasingle$500.00award.Theprogramhasgrowntoeleven(11)$1,250awards.EachoftheparticipatingDixiestateshasascholarshiprecipienteachyear.Atthe2007DixieBoysBaseball,Inc.Biennialboardmeeting,thescholarshipprogramwasappropriatelynamedthe“DixieBoysBaseball—BernieVarnadoreScholarshipProgram.”

Thevolunteerscholarshipcommitteecarefullyreviewsalloftheapplicationswithinagivenstate.Thecommitteehasthedifficulttaskeachyearofselectingawinner.Thescholarshipwinnerisoftenrecognizedataschoolhonorsorawardsceremony.WinnersarepresentedplaquesandDixieBoysBaseballsubmitsthe$1,250scholarshipproceedstothewinner’sschoolofchoice.

Qualifyingforascholarshipisverysimple.AnyplayerthathaseverparticipatedonaDixieBoysorMajorsfranchisedteamiseligible.Thereisabsolutelynorelationshipbetweenathleticabilityandthescholarship.Thefollowingcredentialsarerequiredontheapplication:substantialfinancialneed,scholasticabilityandevidenceofstrongschoolandcommunitycitizenship.Thescholarshippolicygiveseveryoneequalopportunityofselection.
