During the show, the Horse Show Office phone number is 540-464-2962GENERAL REMINDERSAll exhibitors must wear protective headgear at all times when mounted on the showgrounds.All Hunter and Equitation Classes will receive ribbons through eighth place. Noted sections will receive Champion and Reserve Awards. Jumper Awards follow USEF JP110.

Braiding is optional in all classes and divisionsSCHOOLINGColiseum - will be set up by 11:00am Wednesday. Schooling over fences will be allowed until 6:00pm Wednesday, and for at least one hour after theclose of the show each day and as indicated on the time schedule.Reel Arena - will be set up Thursday by 11:00am. Schooling over fences will be allowed for at least one hour after the close of the show each day andas indicated on the time schedule.Jumper Ring - will be set up by 11:00am Friday with weather permitted limited schooling for jumpers only. Flatwork only will be allowed onSaturday and Sunday.

STABLINGStalls are permanent with doors, and are available for $150 per horse. ALL HORSES STAYING IN STALLS WILL BE CHARGED FOR A STALL.Only horses/ponies under the same ownership will be allowed to split stalls. Feed, hay, and bedding are available for purchase at the stable office.*Bedding and golf cart orders may be called in at any time to 540-464-2966 (stable office). Pre-orders will be accepted only with a credit card or opencheck. Horses not reserving stalls will be charged a $25/day grounds fee.

ENTRIESPost entries (postmarked after 2/23) will be accepted with a $35 late fee.Entry forms must be filled out completely, including all classes or divisions entered, signatures, ID numbers, and organization or membershipnumbers before numbers will be issued. Exhibitors are responsible for their own errors and those of their agents in preparation of their entryforms. AN OPEN CHECK IS REQUIRED BEFORE NUMBERS CAN BE PICKED UP. Include copies of Amateur and Measurement cards with entries.

The State of Virginia requires the show to possess a copy of a negative COGGINS CERTIFICATE from every horse on the show grounds. The copymust be presented and left at the Horse Show Office before numbers can be issued.

As per USEF GR 845, horses entering the show grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Please leave a copy of your documentation with the horse show secretary.

An isolation protocol is in place with separated stabling facilities available.An office fee of $35 will be assessed on all entries. A $35 fee will be charged if office staff close out a check on entries at the end of the show.Prize money will be credited at the horse show upon check-out. Prize money in excess of fees will be mailed within 30 days.All accounts must be settled within 60 days of the end of the competition. A processing fee of $50 plus collections fees will be charged for all non-negotiable checks.

Horses with stalls who are not entered in classes will be charged a $50 non-showing horse fee. Non-showing horses without stalls will be charged a$50 Schooling fee plus a grounds fee.

Horses scratched after the closing date of entries will receive full repayment of fees minus a $35 office fee.

EQUITATION AND MEDAL CLASSES

ADDITIONAL EQUITATION SPECIFICATIONS A) Child Pony Equitation is open to junior riders not competing in any USEF recognized divisions at this horse show except Children's Pony. B) Short Stirrup Equitation is open to riders 12 years of age or younger. Riders may not cross enter into classes with fences higher than 2'6". C) Beginner Equitation is open to Junior and Amateur riders in their first year of showing over fences 2' in height. Pre-Beginners are in their first

year showing at less than 2' in height. No oxers. Riders are eligible for one horse show year and may not enter divisions with fence heights exceeding 2' (or 18" for Pre-Beginners). Judged on position and control. Combined division will be split with at least 4 in each height.

D) The Oak Ridge Medal is open to Juniors and Amateurs, competing over a USET-Type course of at least 10 jumps. The flat phase must run first, and counts 50%. Complete specs available in the horse show office, including restrictions on tack and equipment.

E) In the VHSA Equitation on the Flat, all riders must show at all working gaits (including a lengthening of stride) in both directions. The counter canter is required in both directions.

VIRGINIA HORSE CENTERGENERAL RULES & INFORMATION

1. Upon arrival at the Virginia Horse Center, all trailers MUST check in at the Welcome Center (Stable Office).2. No smoking in Coliseum or Barns. This is the law.3. VEHICLES: Drive Carefully. Obey All Traffic Signs. Speed limits are strictly enforced. Every vehicle operator must have a valid driver’s license and proof of insurance. The use of vehicles in the camping areas is restricted to regular roadways for entering and exiting only. Vehicles are permitted only if operated in a safe manner (this is a Virginia state law), but may not be used in the Coliseum or in the interior of any of the barns. Four wheelers and ATV’s are not permitted on the VHC grounds. Non-powered scooters, bicycles, skateboards, in-line skates, heelers (skates in shoes) are not permitted in the Coliseum or the interior of any of the barns. The VHC reserves the right to prohibit the operation of any vehicle.4. Dogs/Pets: All dogs/pets must have current inoculations for rabies as prescribed by state of residency. No loose dogs/pets are allowed anywhere on the premises. All dogs/pets that are not crated must be on a hand-held or tied leash. Loose dogs/pets will incur a $100 fine. You must clean up after your dog/pet. Coliseum: Absolutely no dogs/pets allowed in the food service areas of the Virginia Horse Center unless they are Service Dogs. Absolutely no dogs/pets in the Mezzanine (2nd floor of the Coliseum) under any circumstances with the exception of Service Dogs. We ask that your Service Dog have his/her vest on. Grounds/Parking Areas/Barns/East Complex: All dogs/pets must be crated or on a hand-held or tied leash. 5. No trash or sharps in the manure pits. Sharps should be placed in red boxes in barns. Shows will be charged $1,000 for sharps in the manure pits.6. ALCOHOL: At events serving alcohol, all ABC laws must be followed. If asked to provide Identification for purposes of age validation, you must comply. Those individuals who do not comply will not be served alcohol. Disorderly patrons will be removed from the premises.7. Theft/Vandalism: Anyone involved in destroying property or found stealing property will be prosecuted to the fullest extent of the law. 8. All stalls must have at least one bale of shavings or straw. Sawdust is prohibited. Shavings may be purchased at the Welcome Center (Stable Office).9. No lunging in posted rings. Wiley, Speed, and B Rings NEVER.10. No overnight horses may be stabled in trailers or tied out.11 Horses are absolutely not allowed to be ponied behind any moving vehicles.12. No vehicles allowed in the barns.13. Campers must register at Stable Office.14. Check-In time and Check-Out time subject to show date.15. No gray water is to be dumped on the ground. Sewage arrangements are made through the stable office.16. Campfires are not permitted.17. Campers must keep their sites clean and dispose of refuse in the receptacles provided. All campers will be responsible for leaving the campsite as they found it. Any damage or repairs resulting from negligence shall be the responsibility of the camper.18. All central service buildings and other facilities in the campground are for campers’ and exhibitors’ use only.19. Firearms and fireworks are not permitted.20. No tent, camper, RV or camping equipment shall be left unattended longer than 24 hours without written permission from campground management. 21. Any loss, theft, accident or disturbance should be reported to the Virginia Horse Center Security. Lost and Found is located in the Security Office.22. Virginia Horse Center management reserves the right to remove from the premises any camper or visitor who is in violation of these rules and regulations.23. The Virginia Horse Center shall be held harmless against all claims, costs, losses or liability of every nature and kind asserted against or incurred by camper arising or resulting in any respect from camper’s occupancy and use of premises, and/or visitor and visitor’s use of premises.

FEDERATION INFORMATIONEvery class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance herewith. Life,senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level orabove and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may partici-pate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitionsand Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule:1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR222) and academy classes (academy class-es are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed ReiningCompetitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own NationalFederation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

The management reserves the right to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit entries and cancel awardprizes without claims for damages; to cancel or combine any unfilled classes, or to re-schedule classes, after due notice to exhibitors; to change rings or rotate judges; tochange specifications in jumper classes as competition warrants.

Every horse entered for competition will comply with the rules of the horse show management, but management will, in no case, be responsible for any lossor damage that may occur, and it shall be condition of entry that each exhibitor shall hold this horse show, Colebelle Horse Shows, the Virginia Horse Center, their direc-tors and employees, and the officials and employees of the show blameless for any loss or accident to his horse, employees, equipment, which may occur from sickness,fire, or otherwise.

The management reserves the right to interpret all questions regarding the show without claims for damages or recourse of any kind. All questions not cov-ered in these rules and regulations shall be decided by the show management whose decision shall be final.

Federation Entry AgreementBy entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler,

Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The UnitedStates Equestrian Federation, Inc. (the “Federation”) and the local rules of The Spring Welcome (“Competition”). I agree to be bound by the Bylaws and Rules of theFederation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and holdharmless the Competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/orparticipate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, theFederation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film, new media or other likenesses of me and myhorse taken during the course of the Competition for the promotion, coverage or benefit of the Competition, sport, or the Federation. Those likenesses shall not beused to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights inconnection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application ofFederation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

Motorized Vehicle StatementMinors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate amotorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles, on the competition grounds of licensed competi-tions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid dri-ver’s license. The parent(s), legal guardian(s) or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle inviolation of this rule are solely responsible for any damage, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanc-tions against the parents(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, par-ent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals inaccordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.
