My short time as Directorand General Manager ofSouth Hook LNG Terminalhas been busy, butexciting. Since arriving inPembrokeshire my familyand I have settled well intolife in the County and I amproud to see the on-goingbenefits of thecontributions and support

of our Community Development Programme to manylocal community groups and organisations. Some ofthese activities are highlighted in this edition of ournewsletter.

Liquefied Natural Gas (LNG) plays a key role in helpingimprove the diversity of the UK energy mix. The LNG thatthis Terminal regasifies will continue to be viewed as asecure source of reliable fuel for many years to come.March 2013 was the coldest month on record, evencolder than December 2012, January or February 2013!The Terminal’s reliability was clearly demonstrated duringthis recent cold spell when we made sure we could meetthe increased demand and keep homes and businesseswarm.

Safety at this Terminal is our utmost priority and I amcommitted to continuing to build on our reputation forexcellence in safety and reliability. My vision is for SouthHook LNG to be recognised as a world-class facility thatis underpinned by the strength and dedication of itspeople. This newsletter will give you an insight into some

of the activities that drive this business: from our strictsafety systems, our concern in protecting our NatureConservation Area to the part that we are playing as arepresentative of the Haven Energy Forum.

The Qatar UK 2013 Year of Culture Festival waslaunched at the end of 2012 and clearly demonstratesthe pride that Qataris have in the cultural links that havebeen developed between our two great countries. Adiverse range of programmed events for 2013 will aim toshowcase and explain modern Qatar to UK audiences.This newsletter provides an insight into the great workthat is planned to be accomplished as part of thisinitiative. Promoting an awareness and appreciation ofthe Welsh and Qatari cultures and heritage is somethingthat I hold dear and I will be endeavouring to facilitatethis over the coming years.

Our Achievements

A Reliable Source of EnergySouth Hook LNG Terminal has the capacity to receiveand redeliver enough gas to provide up to a fifth ofUK demand, establishing the Terminal as a muchneeded reliable source of energy for UK homes,businesses and industry.

The LNG that arrives at South Hook LNG Terminalcomes from Qatar and the gas rigs of Qatar’s NorthField produce 82 million cubic metres of gas a day.This is moved under its own pressure for 80kilometres in underwater pipelines, before reachingthe massive plant at Ras Laffan on the Qatar coast.There it is cooled and liquefied, to one six-hundredthof its original volume, ready for the long journey indouble-hulled carriers, to the deep water harbour atMilford Haven via the Red Sea and Suez Canal.

The majority of Qatar's natural gas is located in themassive offshore North Field, which spans an areaabout half the size of Qatar itself. This natural gasfield is the third largest in the world and containsaround 14% of all known natural gas reserves.

When the ships are safely inside the Milford HavenWaterway, one of the deepest natural harbours in theworld, the carriers berth at our one-kilometre longjetty. Pipes carry the LNG to the five storage tanks inthe Terminal. These tanks are similar to largethermos flasks, maintaining the temperature of theLNG at -160 degrees until it is needed to beconverted back into gas.

Our sister company, South Hook Gas, is based inLondon and is responsible for managing thecommercial arrangements of the Terminal and alsofor maximising the use of its capacity. They do this intwo ways: by buying LNG from Qatar and selling gasto ExxonMobil Gas Marketing Europe, and by offeringregasification capacity to other companies. Thismeans that other companies can potentially bring intheir own LNG cargoes via the South Hook LNGTerminal and sell the natural gas into the UK market.Over the last few years, South Hook Gas has signedagreements with a number of other companiesincluding Total, Axpo, Trafigura, ConocoPhillips,Chevron and Noble Energy.

To date, South Hook Gas has imported just over 300cargoes through the Terminal, making it the UK’sbiggest LNG importer and one of the largest inEurope. This has enabled the UK to access additionalgas supplies from outside of Europe, improving bothenergy security and competition in the gas market.South Hook Gas has a long-term agreement withSouth Hook LNG Terminal to provide regasificationservices to its customers on its behalf.

Warming the UK You may have seen recently the many mediastories covering the arrival of two ships - Zarga

and Tembek, here in the Haven in March, following theunseasonably cold weather. This is very muchbusiness as usual for South Hook LNG. As one of thelargest regasification facilities in Europe the safe,successful and reliable regasification of liquefiednatural gas is our main objective.

The Regasification Process The LNG is stored as a liquid by maintaining the coldtemperature of -160˚ until it is needed when the LNG isconverted back to natural gas through a processknown as regasification. In this process the LNG ispassed through a series of vaporisers in a bath of tepidwater where the LNG is warmed to a point where itreverts to its gaseous state. The gas is thentransported via pipeline for distribution to residential,commercial and industrial end-users.

Safety is our top priority

The COMAH regulations aim toprevent major accidents fromoccurring and in the unlikely eventthat one does occur, aim to limit theconsequences to you, our neighbourand to our environment. South HookLNG is a COMAH regulated site andwe have many robust systems inplace to prevent a major accidentfrom occurring.

The COMAH regulations require ourSite to complete detailed riskassessments and reduce risks as faras is reasonable. Our detailedemergency plans are regularly testedin conjunction with the emergencyservices to deal with an emergency inthe unlikely event that one may occurat the South Hook LNG Terminal. Onthis basis, a full emergency exercise,

including the involvement of theemergency services, was conductedsuccessfully last November. Anongoing programme of emergencyexercises forms a critical part of ouremergency preparedness.

Safety is our top priority

Safety - our Top PriorityAll along the supply chain, from Qatar to Milford Haven, safety is ournumber one priority. There is a concern for the well-being of all our staff,the local people and a determination to protect the environment. Multiplesafety systems have been set-up to maintain the highest safety standardsat all times. Everything we do is rigorously tested and monitoredcontinuously by a number of regulators, including the Health & SafetyExecutive (HSE) and the Office of Gas & Electricity Markets (Ofgem),independent regulators that act in the public interest.

We carefully plan and manage operations on site to ensure they are conducted safely using the best available techniques. We also operate in accordance with a comprehensive Environmental Permit, which is closely monitored by Natural Resource Wales.

Your Safety Moment Some Electrical Safety TipsSafety is our top priority at South Hook LNG, and we encourage everyone,whether they’re at work at the Terminal or at home, to be safe. In this series we’ll highlight some safety tips that we follow and hope you will too.

You can't always tell if electricity poses a risk in your workplace or home, it takes a qualified professional inspection. But if you're observant, you can sometimes spot potential hazards.Outlets• If your electrical system buzzes, call an electrician• Never force a plug into an outlet• Outlets shouldn't wobble when you pull out a plug• If an appliance repeatedly blows a fuse, trips a circuit breaker or causes shocks, unplug it - replace it.

• Use surge protectors wherever possible.Extension Cords• Don't use extension cords as permanent wiring• Use one cord per job. Avoid chaining them together• Don't run cords under rugs or furniture• Outdoors, use cords specified for outdoor use with correct power.Light Bulbs• Screw bulbs into light sockets securely. Loose bulbs can overheat• Watch the wattage. Burning higher-watt bulbs in lamps designed for lower watts is a fire hazard.

Our Community Liaison GroupRegular quarterly meetings withour Community Liaison Group(CLG) and our seniormanagement provide an excellentadditional forum for sharinginformation with electedrepresentatives and ourneighbours within the community.Topics discussed at the lastmeeting held in January includedupdates on: COMAH Alarmtesting, Natural Resource Walesand Operations projects. TheGroup was also updated on theship upgrade work, beinginformed that the vesselsCharterers and owners continuethe upgrade works, havingcompleted five vessels in 2012.Seven vessels are planned toundergo upgrades during thisyear and five in 2014, in line withthe upgrade programme.

Our Activities

A large section of our land (over 100 acres) to the westof the Terminal is allocated as a Nature ConservationArea that forms part of the Pembrokeshire CoastNational Park. We work very closely with thePembrokeshire Coast National Park Authority (PCNPA)to preserve the undisturbed nature of this protectedpiece of land. Our Security control human access sopriority species are encouraged to inhabit and thrive.Not even our staff are allowed onto the Area, unless

monitoring the species andaccompanied by experts.

The Conservation Area is characterisedby a complex mosaic of semi-naturalhabitats, ranging from wet and dryscrub to grassland and permanentpools. The Nature Conservation Areasupports an extending range of species ofdragon and damselflies, as well as a totalof thirty-seven species of birds, including

birds of prey such as peregrine falcons,kestrels and a barn owl.

A minimum of two protected Bumble Bee specieshave been discovered in the Conservation Area

along with an abundance of Butterflies.

Our Activities

Our Shareholders Visit the Terminal - March 2013

Did you know? • Natural gas is gradually cooled by passing it through a series of refrigeration loops

• Liquefied Natural Gas (LNG) occupies 600 times less volume than natural gas so it is more economical to ship and store

• LNG is shipped by double hulled vessels that have insulated tanks to ensure the stability of the LNG temperature

• Today only nineteen countries export LNG

• Qatargas is the largest LNG producer in the world, with an annual LNG production capacity of 77 million tonnes per annum (mtpa).

Our Shareholders are three of the world's largest and mostexperienced oil and gas companies. They are QatarPetroleum International (QPI) owning 68% and ExxonMobiland Total each owning 24% and 8% respectively.

On Thursday 14th March, under clear blue Pembrokeshireskies, we were proud to welcome our Board of Directorsto the Terminal, including representatives from two of ourShareholder companies. Our guests were not only keen tofollow up with operations at site but also to meet andcatch up with our staff. A tour of the Terminal started atour Central Control Room, where the party met the on-

shift Operators and had the chance to discuss detailsaround key process activities.

After visiting other key areas of the Process Area the groupvisited the Workshop and Warehouse where photographswere taken following more informal chats with the staff.The Board of Directors' Chairman, Mr Nasser Al-Jaidah,then addressed the staff in our Admin Building and waskeen to comment on the continued good work that SouthHook LNG is doing in supporting many local communitygroups and organisations and thanked everyone for theiron-going contribution to the success of the Company.

Building Partnerships with our CommunityWe are very proud of the presence that South Hook LNG has had in the community over the past sixyears, having contributed to and supported almost seven hundred different projects over this period.Our Community Development Programme focuses upon giving support to the areas of safety, theenvironment, education and wellbeing, key areas that drive the day-to-day activities at the Terminal.

Through greater partnership via increased staff participation with key community organisations, we hopeto bring about long-term sustainable and measureable benefits to the community of Pembrokeshire.

Local Heroes Awards In February South Hook LNG and RadioPembrokeshire celebrated the 2013 Local HeroAward at another memorable evening at Bluestone.South Hook LNG has been proud to support theRadio Pembrokeshire Local Hero Award for the lastfew years. The event looks to recognise theoutstanding contribution and achievements of ourCounty’s volunteers, individuals and organisations.The winners are shortlisted from countlessnominations, from acts of bravery to outstandingcontributions to charity. We were delighted to be ableto award one of the evening’s winners an overallachievement award the “Gold Award”. This year thejudging panel decided upon Nicola (pictured above)and Tony Busby as the recipients of the award. Thecouple sadly lost their young son to Meningitis in2011. Since then they have been raising awarenessand campaigning for the development of a vaccineand helping to communicate the critical warningsigns of Meningitis. The local couple have showngreat courage and strength, inspiring many people tojoin them in their fundraising activity. In recognition ofthis, South Hook LNG were delighted to contribute totheir fundraising efforts to Meningitis UK.

South Hook LNG Community LiaisonGroup help to Link CommunitiesWhether by foot or by bike, the journey from Hubberston toHerbrandston has been made significantly safer and more enjoyablefollowing the completion of a new section of the multiuser path at thebeginning of this year.

Pembrokeshire County Council’s initiative to extend the path from theoutskirts of Hubberston along the busy section of the Dale Road,creating a safe link to South Hook LNG’s closest neighbours in the villageof Herbrandston, is already proving a popular facility. Considerable

funding for the path was provided by Persimmon Homes, aspart of the development of the new estate at the edge of

Hubberston, with a shortfall in funds being highlightedto South Hook LNG through members of theCommunity Liaison Group.

The safety and wellbeing of the local communityand staff is important to South Hook LNG sowe have been delighted to facilitate the finalcompletion of the path. The path not onlyprovides a safe and environmentally focusedlink between Hubberston and Herbrandston,but a route that is being enjoyed by thecommunity, as well as our own staff, who are

being encouraged to enjoy the health benefits ofa more energetic journey to and from work!

Coming up in the Next Issue: a Project Close to our Heart

Safety Packs for the Maritime Volunteer Service (MVS) The PembrokeshireMVS is an importantcommunity resource,manned by localvolunteers. Promotingmaritime safety for allusers of the HavenWaterway is anincredibly importantaspect of their workand last Autumn wewere able to offer our

support to the group by contributing to the purchasing of heavy dutywaterproofs, first aid kits and essential safety flare packs that will assist the service.

It is important to us at South Hook LNG that we are able to mirror our strongsafety values through the community initiatives that we support. With safetybeing at the forefront of all that we do at the Terminal, we are proud to supporta voluntary organisation that contributes to the safety of our marineenvironment, promoting good practices amongst all users of the MilfordHaven Waterway

The MVS is part of the National organisation that encourages volunteers withor without any previous experience in maritime affairs. More information canbe found at www.mvs.org.uk/milford-haven

Support forMilford HavenRugby Club’sRoofThrough the CommunityDevelopment Programmewe were able to providemuch needed funds tohelp in the repair of asection of the MilfordHaven Rugby Club’sageing roof. Theclubhouse is also used by

a number of other separate community organisations alongside the rugby club. TheClubhouse Committee demonstrates their commitment to the Pembrokeshirecommunity by organising regular successful fundraising events and often opens uptheir premises to other community groups.

South Hook LNG and the 2nd Milford Haven Sea Scoutsworking togetherWe are delighted that, through our CommunityDevelopment Programme, South Hook LNG has beenable to provide significant support to our local ScoutGroup, the 2nd Milford Haven Sea Scouts. The Groupare the sole remaining Scout Group in Milford Havenand have been in existence in the town since 1962.Having chosen the 2nd Milford Haven Sea Scouts asa community flagship project for 2012/2013 we havebeen able to facilitate the much needed renovationand refurbishment of their premises in Gelliswick Bay.These extensive works include new classrooms,storage space, recreational areas, bathroom facilitiesand disabled access, alongside improving the safetyand security of the building.

The Sea Scout Group is one of the largest youthgroups in Milford Haven, having a thriving membershipof around fifty youngsters, including boys and girlsaged from 6 to 14 in Beaver, Cub and Scout sections.It's so pleasing to see that so many youngsters, andthe wider community, will benefit from the rejuvenatedpremises, allowing them to learn, play and develop ina much safer environment. Support from SouthHook LNG staff, will contribute to the completion ofthe improved facilities at the Scout Group’s Hut andadd to the fantastic work carried out by the Group’sdedicated leaders, parents and volunteers.

Paul Skilton, Group Scout Leader, commented ‘Iwould like to express our deep gratitude for all thatSouth Hook LNG has done in support of ourproject. The improvements will make a hugedifference to the Group's ability to provide greatScouting opportunities to young people from thelocal area and in the wider community.’

Following a proposal as part of the South Hook LNGCommunity Development Programme, we will be workingclosely with the British Heart Foundation and the WelshAmbulance Services Trust to provide essential defibrillatorsto key communities across the County. Vital training will beprovided as part of this project.

A defibrillator is a life-saving machine that gives the heart anelectric shock in some cases of cardiac arrest. This is called

defibrillation and can save lives.

Cardiac arrest is when the heart stops pumping blood around thebody. When someone has a cardiac arrest, defibrillation needs tobe prompt. For every minute that passes without defibrillationchances of survival decrease by 14 per cent. Research showsthat applying a controlled shock within 5 minutes of collapseprovides the best possible chances of survival.

South Hook LNG and the Local Economy

Welsh Secretary Shines Spotlight on Haven’s Economic ImportanceIn January of this year the Haven Energy Forum co-hosted a very successful event at London’s GlobeTheatre, attended by the Secretary of State for Wales,David Jones, MP. Speaking at the event the Secretaryspoke of his clear objective for the growth of the Welsheconomy and the vital role that the energy industryplays in achieving this goal. In his speech the Secretaryof State emphasised the key role that the energyfacilities based along the Milford Haven Waterway playas part of the vital role in the success of the Welsheconomy. David Jones continued by saying that it isessential that an on-going working relationship betweenthe UK and Welsh Governments continues to supportthe development of this area.

The event was co-hosted by the recently formed HavenEnergy Forum, the members of which are the Port of

Milford Haven, Valero Refinery, Murco Refinery, SouthHook LNG, Dragon LNG, SemLogistics and RWEGeneration’s Pembroke Power Station. Also presentwere members of the Wales in London Society,Politicians from both Westminster and Cardiff, as well assenior representatives of Pembrokeshire County Council.

The Haven Energy Forum works to share best practicein the enhancement of safety and environmentalcommitment. This event provided a valuable opportunityfor the Forum to also underline the importance of theHaven as a driver for economic success. Milford Havenhandles almost a third of the UK’s liquid fuel energyproducts and the economic significance ofPembrokeshire’s growing energy sector cannot beunderestimated.

South Hook LNG and the Local Economy

South Hook Combined Heat and Power (CHP)

The first quarter of 2013has been a busy one

for the South Hook CHP project team. The team nownumbers some fifteen people, with a further increaseplanned. In addition to relocating to new Londonpremises near Blackfriars Bridge, a local base has beenestablished at the Bridge Innovation Centre (formerly thePembrokeshire Technium).

On 14th January 2013, the team began the second phaseof public consultation with an exhibition in Herbrandston.The event was preceded by extensive local advertisingand a mail drop to some 14,000 addresses in the vicinityof the South Hook CHP site. Eight further exhibitions wereheld. The focus of the consultation was primarily to updateresidents on developments and seek further comments onthe plans. In addition, conclusions were outlined on siteselection and standby cooling options – both of whichtopics had been the subject of the first phase ofconsultation. The picture (above) shows a typical scenefrom the exhibition venues.

The issue of visual impact had been a major feature of thefirst round of consultation and as a consequence, architectshad been commissioned to design a structure which wouldblend into the landscape rather better than traditionalindustrial structures. The two images above show how theplans have matured over recent months in response to thisfeedback. It should be emphasised that the designs shownare illustrative only. The CHP team continue to work witharchitects and the local planning authorities to refine furthertheir ideas. In particular, a key focus currently is thetreatment of the northern aspect of the main structure – theelement closest to the village of Herbrandston.

Most of the project team are now working hard to puttogether the documentation which will accompany theapplication for a development consent order. Included inthe suite of documents to be submitted (which will run to

many volumes) are an Environmental Statement, aConsultation Report, Grid Connection Statement, aTransport Assessment, a Health Impact Assessment anda Design and Access Statement. The CHP team plan tosubmit the application in May, 2013.

It should be noted, however, that submission of theapplication does not mark the end of the engagementwith the local community. In addition to the formalexhibition programme, the CHP team has also met with,and briefed, the Friends of Pembrokeshire Coast NationalPark, Milford Haven Golf Club representatives and MilfordHaven Town Council. The team will continue to engagewith local stakeholders over the rest of the year, and theyalso plan to publish further CHP newsletters, as well asupdates on the CHP website (www.southhookchp.com)to keep everyone up to date with developments.

Finally, the end of February marked another milestone forthe project with the CHP team’s first sponsorship – of theRadio Pembrokeshire Local Heroes ‘Green Award’.Congratulations to the worthy winner Marten Lewis,Manager of the Darwin Centre. He received the award inrecognition of his efforts to encourage local youngsters totake an interest in science, the environment andengineering. Education City in DohaEducation City is an initiative of the Qatar Foundation forEducation, Science and Community Development. It islocated on the outskirts of Doha and covers 14 squarekilometres and houses educational facilities from school age toresearch level and branch campuses of some of the world'sleading universities. Education City aims to be the centre ofeducational excellence in the region. It is also a forum whereuniversities share research and forge relationships withbusinesses and institutions in public and private sectors.

Qatar UK 2013 – Year of Culture Qatargas has teamed up with Shell UK and Vodafone as keysponsors of the exciting Qatar UK 2013 Year of Culture. At SouthHook LNG we are proud of the cultural ties that have been formedbetween the two great nations and we will endeavour to supportthis great event. Below are some of the many planned activities.

The British Library, the Royal Academy of Arts, Sadler’s Wells,Shakespeare’s Globe, the Tate and the Victoria & Albert Museumare among the leading British cultural and educationalorganisations participating in the programme of cultural activities inQatar and across the UK, as part of the Qatar UK 2013 event.

Inspired by Qatar’s National Vision for 2030, Qatar UK 2013 aimsto forge new partnerships in education, sport, creative industries,and science, while promoting an awareness and appreciation ofeach other’s culture, achievements, and heritage.

Qatar UK 2013 has been developed in a partnership betweenQatar Museums Authority, the British Council and the Foreign andCommonwealth Office. Participating Qatari organisations includethe Museum of Islamic Art Doha, the Arab Museum of Modern ArtDoha, the Doha Film Institute and the Cultural Village Foundation,Katara. The partnership aims to share innovative ideas andchampion events that will excite and inspire new audiences in boththe UK and Qatar.

The Festival will also celebrate an ambitious partnership betweenthe British Library and Qatar National Library.. Through a three yearprogramme that aims to transform the public’s understanding ofMiddle Eastern history, half a million pages of archive material willbe digitised. This initiative will take place in co-operation with thenew Qatar National Library, which is expected to open in 2014,and UCL Qatar, the first British university in Qatar to offerpostgraduate degree programmes in the fields of archaeology,conservation, cultural heritage and museum studies.

The Elegant Museum of Islamic Art in DohaThe inspirational and unique Museum of Islamic Art drawsmuch influence from ancient Islamic architecture. It was thefirst of its kind in the Persian Gulf and has a very largecollection of Islamic art. The museum opened to the generalpublic in December 2008.

The museum houses a collection of works gathered sincethe late 1980s, including manuscripts, textiles and ceramics.It has one of the world’s most complete collections of Islamicartefacts, with items originating in Spain, Egypt, Iran, Iraq,Turkey, India, and Central Asia.

At the grand age of 91, an Islamic gentleman by the name ofPei had to be coaxed out of retirement to undertake thisenterprise. He travelled throughout the Muslim world on a 6month quest to learn about Muslim architecture and historyand read Muslim texts to draw inspiration for his design.Declining all proposed sites for the museum, Pei suggesteda stand-alone island for the structure in order to avoid theencroachment on other buildings. Thus it was built on thewater, 64 acres (260,000 square kilometres) approximately59 metres off the Doha Corniche and surrounded by a park.Pei requested, further, that the museum spaces be designedby his collaborator on the Louvre project.
