    Background: There is widespread and growing interest to enhance the attractivenessof rail rapid transportation for today's urban traveler. r Currently, five U.S. cities have railrapid systems in operation. Two other cities have new systems under construction andtwelve moreare planning newtransitsystems. Operating systems in the five cities whichnow have rail rapid transportation carry nearly two billion passengers annually.The Objective: To provide existing and proposed transit systems with service that is ascomfortable, reliable, safe and economicalas possible. rTo help accomplish this objec-tive, the U.S. Departmentof Transportation's Urban Mass Transportation Administration,(UMTA), is designing, developing and demonstrating the best rail transit cars that currenttechnology can provide. The acquisition of new rolling stock offers many opportunitiesto apply improved standards in production. The Stateof-theArt Car is an important stepin this program of advancing rapid rail progress.

    Design: The interior and exterior industrialdesign of the SOAC is oriented towardspeople and passenger appeal. The designrepresents the best current stateolthe-art that will give the passengercomfortable,quiet, and appealing transportation. Thestylized exterior makes use of practical andeye-appealing materials and colors. Thecar body is welded stainless steel withmolded fiber glass ends. r Two different

    car interiors have been developed. Thefirst car has 64 seats. The cushioned up-holstered seats are designed for maximumcomfort. The second car has 72 seats andmore floor space for standees. The one-piece molded fiber glass seats are fittedwith upholstered cushions. r ln both cars,the seat materials are readily cleanable andresistant to vandalism, and the floors arecompletely carpeted.

    System Testing: The SOAC will undergosystem testing at the U.S. Dept. of Trans-portation's High Speed Ground TestCenter at Pueblo, Colo. The UMTA TestTrack at Pueblo consists of an electrified9.1 mileoval withvariationsof curve, grade,and track characteristics. I System testingwill include the measurement of speed,acceleration, braking, noise levels, ridequality, and radio frequency interference.r Functional tests will be made of operat-
