i) Date of commissioning of the Plant
: The project is completed COD for unit-I (1X600 MW) on 25.09.2016 and Unit-II on 02.12.2016 (1X600 MW).
ii)

Present status of the project:
• Unit-1COD completed on 25.09.2016 and Unit-2 COD completed on 02.12.2016.
• Highest ever Monthly station PLF 98.48% in the month of August,2017.
• During very 1st year of commercial operation STPP achieved 17 th position in TOP 25 best performing stations in India as issued by CEA.
• Declared Capacity of the Station for very first year of Commercial Operation is 87.92% during 2016-2017.
• 100% PLF achieved during the month of Apri-2017 for Unit -I
• 100% PLF achieved during the month of February-2017 and May-2017 for Unit-II.

4. (A) Specific Conditions:
(i.) Environmental Clearance shall be
subject to obtaining concurrence of
the Ministry of Coal for utilizing coal
from own mine for running the
power plant. A copy of the Ministry
of Coal concurrence shall be
submitted to the Regional Office of
the Ministry.
SCCL has made a request to MOC for long term linkage to 2X600MW STPP on 07.12.2013, 25.06.2014, 04.07.2014 & 24.02.2015 to Ministry of power and CEA on 30.03. 2015. MOC vide file No.23014/2/2016-CPD, Dt.22.04.2016 has approved the recommendations of Standing Linkage Committee (Long Term). Copy of letter enclosed in Annexure-1&1A.
(ii.) Vision document specifying the
prospective plan for the site shall be
formulated and submitted to the
Ministry within six months
Vision document was submitted to The
Director (IA Division), Thermal and Coal
Mining, MoEF, New Delhi and Director(S),
MoEF Regional office, Bangalore vide lr. No:
CRP/ENV/A/ 577A/ 447, dtd.20.07.11.
(iii.) Mango Orchard in the project area
shall not be removed.
The Mango Orchard in an area of 08.26 Ha
within the project area is not disturbed.
(iv.) DGMS permission shall be obtained
for back filling of mined out area. In
any case, mine back filling shall be
carried out only after detailed likely
impact studies are carried out and
by adopting adequate mitigation
measures such as providing
adequate layer of clay lining before
filling
Bottom ash is being used as stowing material
in the nearby underground coal mines of
SCCL. Necessary permissions were obtained
from the Director General of Mines Safety for
using bottom ash for stowing of UG mines vide
Lr.No.HR2(SCZ)/PERM/2015/890, Dt.23-03-
2016 for SRP 3&3A,Lr.No.HR2
(SCZ)/RK7/10026/PERM-27/2013/287,Dt.04-
02-2013 and Lr.No.HR2 (SCZ)/10026/PERM-
MODI/2013/3194-96,Dt.17-10-2013 for RK7
inclines. The copies of permission letters are
enclosed as Annexure-2 & 2A respectively.
(v.) Sulphur and ash contents in the
coal to be used in the project shall
not exceed 0.5 % and 34 %
respectively at any given time. In
case of variation of coal quality at

The coal linkage is from SRP OC-II project and
RKP OC Phase-I. The coal of these mines
contain Sulphur is less than 0.5% and Ash
Content in the range of 41%-42% respectively.

(vi.) A stack(s) of 275 m height shall be
provided with continuous online
monitoring equipment’s for Sox,
NOx and Particulate Matter (PM2.5
& PM10). Exit velocity of flue gases
shall not be less than 22 m/s.
Mercury emissions from stack shall
also be monitored on periodic basis.
The stack of 275 m height is provided. Continuous online monitoring for SOx, NOx, Particulate Matter, Exit flue gas velocity are erected and commissioned in Chimney at EL+104.50 mtrs. Mercury emissions from stack are being
monitored on monthly basis.
(vii.) No ground water shall be extracted
for use in operation of the power
plant even in lean season.
No ground water is being extracted for use in operation of the power plant even in lean season. .
(viii.) Source sustainability study of water
requirement shall be carried out by
an institute of repute. The study
shall also specify the source of
water for meeting the requirement
during lean season. The report shall
be submitted to the Regional Office
of the Ministry within six months.

Water required for the plant is being drawn

Local employable youth have been provided outsourcing jobs in unskilled category who are the land oustees and nearby local unemployed youth in STPP and attached to Power Mech Agency. Further, Local employable youth are being trained in various skills/courses to get employment in various sectors and for self-employment. The action taken and the details thereof are enclosed as Annexure-4.
(xiii.) Additional soil for leveling of the
proposed site shall be generated
within the sites (to the extent
possible) so that natural drainage
system of the area is protected and
improved.
No additional soil is used from outside of the project area. Natural drainage system is not disturbed and is well maintained.
(xiv.) Provision of installation of FGD
shall be provided for future use.
High Efficiency Electrostatic
Precipitators (ESPs) shall be
installed to ensure that particulate
emissions does not exceed 50 mg /
Nm3.
Adequate space provision for installation of FGD system is made behind the chimney. The design and layout of the steam generator and its auxiliaries will be such that a wet / dry flue gas desulphurization system will be installed by taking suction from duct after ID fan and feeding the desulphurised flue gases back to the chimney with provision for by pass. Each steam generating unit will be provided with four electrostatic precipitators comprising eight (8) fields in the direction of flow of gas and two bus sections perpendicular to the gas flow for collection of fly ash. The ESP will have collection efficiency with (n-1) field and will not be less than 99.98% when firing worst coal. High efficiency ESPs were installed and the particulate emissions are not exceeding 50 mg/m3 as per CPCB norms.
(xv.) Adequate dust extraction systems

(xvi.) Utilization of 100% Fly Ash
generated shall be made from 4th
year of operation of the plant.

About 85% Fly Ash is disposed during the period from April, 2017 to Sept,2017. The details of ash generated, disposal for utilizing in various purposes are Enclosed as Annexure-5.
(xvii.) Fly ash shall be collected in dry
form and storage facility (silos) shall
be provided. Un-utilized fly ash shall
be disposed off in the ash pond in
the form of slurry form. Mercury and
other heavy metals (As, Hg, Cr, Pb.
etc.) will be monitored in the bottom
ash and also in the effluents
emanating from the existing ash
pond. No ash shall be disposed off
in low lying area.
Fly ash is being collected in dry form in silos and is being dispatched through closed tankers and open trucks covered with tarpaulin to cement factories.
(xviii.) Ash pond shall be lined with HDPE /
LDPE lining or any other suitable
impermeable media such that no
leachate takes place at any point of
time. Adequate safety measures
shall also be implemented to protect
the ash dyke from getting breached.
As per approved design ash pond is lined with clay to avoid leaching at any point of time. Adequate safety measures are implemented to protect the ash dyke from getting breached.
(xix.) For disposal of Bottom Ash in
abandoned mines (if proposed to be
undertaken) it shall be ensured that
the bottom and sides of the mined
out areas are adequately lined with
clay before Bottom Ash is filled up.
The project proponent shall inform
the State Pollution Control Board
well in advance before undertaking
the activity.
Bottom ash is being used as stowing material in the nearby underground coal mines of SCCL. (xx.) Old abandoned ash dyke (if any)
shall be appropriately capped and
rehabilitated so that no possible
emission of fly ash takes place.
No old or abandoned ash dyke is present, as the proposed power plant is a green field project.
(xxi.) Green belt consisting of three tiers Total 78.00 Ha of Block Plantation with native species at various locations surrounding the

(xxii.) For the tribal families (if any)

submitted to the Regional Office of
the Ministry from time to time.
No tribal families are affected by this project.
(xxiii.) The project proponent shall also
adequately contribute in the
development of the neighboring
villages. Special package with
implementation schedule for free
potable drinking water supply in the
nearby villages and schools shall be
undertaken in a time bound
manner.
The infrastructure development in the surrounding villages were planned with project specific CSR with an amount of Rs. 22.10 Crs. Out of 22.10 Crs Rs.15.50 Crs were allocated for Civil Infrastructure development works under CSR. As on date 11.0 Crs. were spent for infrastructure development in the surrounding villages and further District Collector: Mancherial was requested to get the CSR works done through Govt. Engineering Depts. CSR list is enclosed as Annexure-7&7A
(xxiv.) While identifying CSR programme

(xxv.) It shall be ensured that in-built
monitoring mechanism for the
schemes identified is in place and
annual social audit shall be got
done from the nearest government

project proponent shall also submit
the status of implementation of the
scheme from time to time.
Social Audit will be got done by Govt.Institute. The monitoring will be done periodically for implementation and report will be submitted to Regional Office, MoEF&CC.
B. General conditions

(i.) The treated effluents conforming to
the prescribed standards only shall be
re-circulated and reused within the

(iv.) Adequate safety measures shall be
provided in the plant area to
check/minimize spontaneous fires in
coal yard, especially during summer
season. Copy of these measures with
full details along with location plant
layout shall be submitted to the
Ministry as well as to the Regional
Office of the Ministry.
The provisions of 118 (A) of CMR, 1957
and 139 of Draft CMR, 2006 for precautions
against spontaneous heating in coal yard
are being maintained.
Necessary water spraying arrangements
are made and restriction of stock of coal is
being done.
(v.) Storage facilities for auxiliary liquid
fuel such as LDO and / HFO/LSHS
shall be made in the plant area in
consultation with Department of
Explosives, Nagpur. Sulphur content
in the liquid fuel will not exceed 0.5%.
Disaster Management Plan shall be
prepared to meet any eventuality in
case of an accident taking place due
to storage of oil.

(vi.) Regular monitoring of the ground
water level shall be carried out by
establishing a network of existing
wells and constructing new
piezometers. Monitoring around the
ash pond area shall be carried out
particularly for heavy metals (Hg, Cr,
As, Pb) and records maintained and
submitted to the Regional Office of
this Ministry. The data so obtained
should be compared with the baseline
data so as to ensure that the ground
water quality is not adversely affected
due to the project.
Regular monitoring of ground water levels
around the project will be carried out
through a network of existing wells and
piezometers constructed in the project.
10 No. of Piezometers (7 Nos of within the
project area and 3 nos of outside the
project area) have been constructed.
The monitoring of Analysis of heavy metals
is commenced from October,2017 and data
will be submitted in the next half yearly
Monitoring report.
However, Monitoring of ground water levels
around the project are being carried out.
The details are given in Annexure-12.

(vii.) Monitoring surface water quantity and
quality shall also be regularly
conducted and records maintained.
The monitored data shall be submitted
to the Ministry regularly. Further,
monitoring points shall be located
between plant and drainage in the
direction of flow of ground water and
records maintained. Monitoring for
heavy metals in ground water shall be
undertaken.
Quality of surface water and ground water
is being monitored regularly. The water
quality analysis monitored at 4 various
locations for surface water and at 5
locations for ground water are enclosed as
Annexure-8.
(viii.) First Aid and sanitation arrangements
shall be made for the drivers and
other contract workers during the
construction phase.
First aid center is established at Service
Building.Toilets are provided in all the
buildings in plant area.
(ix.) Regular monitoring of ground level
concentration of SO2, NOx, PM2.5,
PM10 and Hg shall be carried out in
the impact zone and records
maintained. If at any stage these
levels are found to exceed the
prescribed limits, necessary control
measures shall be provided
immediately. The location of the
monitoring stations and frequency of
monitoring shall be decided in
consultation with SPCB. Periodic
reports shall be submitted to the
Regional Office of this Ministry. The
data shall also be put on the website
of the company.
The post project Air Quality Monitoring is
being done in 6 stations for monitoring of
ground level concentration of SO2, NOx,
PM2.5, and PM10 around the project in
consultation with Regional Office, TSPCB,
and Nizamabad through MOEF authorized
external agency (Environment Protection
Training and Research Institute, EPTRI) on
Fortnightly basis.
The Air quality monitoring data is enclosed
in Annexure-9. And noise quality data is
enclosed as Annexure-10
(x.) Provision shall be made for the
housing of construction Labour (as
applicable) within the site with all
necessary infrastructure and facilities
such as fuel for cooking, mobile
toilets, mobile STP, safe drinking
water, medical health care, crèche,
etc. The housing may be in any form
of temporary structures to be removed
Temporary accommodation is provided
inside STPP premises for construction
Labour. The necessary infrastructure
facilities like toilets, drinking water etc., are
provided.

(xi.) The project proponent shall advertise
in at least two local newspapers
widely circulated in the region around
the project, one of which shall be in
the vernacular language of the locality
concerned within seven days from the
date of this clearance letter, informing
that the project has been accorded
environmental clearance and copies
of clearance letter are available with
the State Pollution Control Board /
Committee and may also be seen at
website of the Ministry of Environment
and Forests at http://envfor.nic.in.
Advertisement was given in the following
Daily Newspapers informing that the
2X600MW Coal Based Thermal Power
Plant of SCCL has been accorded with the
Environmental Clearance from Ministry of
Environment and Forests, GOI, New Delhi.
i) Deccan Chronicle (English), dtd.05.01.2011 and
ii) Sakshi (Telugu), dt. 05.01.2011.
(xii.) A copy of the clearance letter shall be
sent by the proponent to concerned
Panchayat, Zilla Parishad / Municipal
Corporation, urban local Body and the
Local NGO, if any, from whom
suggestions / representations, if any,
received while processing the
proposal. The clearance letter shall
also be put on the website of the
Company by the proponent.
Copies of clearance letter were submitted
to all the concerned Gram Panchayat, Zilla
Parishad and also made available in the
company’s official website scclmines.com.

(xiii.) An Environmental Cell shall be
created at the project site itself and
shall be headed by an officer of
appropriate seniority and qualification.
It shall be ensured that the head of the
Cell shall directly report to the head of
the organization.
A separate Environment cell is formulated with one Dy.GM (Civil) at present and is looking after the environmental issues of the power plant at the project site itself.
(xiv.) The environment statement for each
financial year ending 31st March in
Form-V as is mandated to be
submitted by the project proponent to
the concerned State Pollution Control
Board as prescribed under the
Environment (Protection) Rules,
1986, as amended subsequently, shall
also be put on the website of the
company along with the status of

(xv.) The project proponent shall submit six
monthly reports on the status of the
implementation of the stipulated
environmental safeguards to the
Ministry of Environment and Forests,
its Regional Office, Central Pollution
Control Board and State Pollution
Control Board. The PP shall upload
the status of compliance of the
environment of the environmental
clearance conditions on their website
and update the same periodically and
simultaneously send the same by e-
mail to the Regional Office, Ministry of
Environment and Forests.
The status of the implementation of the
environmental safeguards is being
submitted to Regional Office, MoEF,
Chennai and Regional Office, TSPCB,
Nizamabad and CPCB, Delhi on Half yearly
basis.
The status of compliance of the stipulated
EC conditions, including results of
monitored data is being posted on SCCL
website “www.scclmines.com”.
(xvi.) Regional Office of the Ministry of
Environment & Forests will monitor
the implementation of the stipulated
conditions. A complete set of
documents including Environmental
Impact Assessment Report and
Environment Management Plan along
with the additional information
submitted from time to time shall be
forwarded to the Regional Office for
their use during monitoring.
Project proponent will up-load the
compliance status in their website and
updates the same from time to time at
least six monthly bases. Criteria
pollutants levels including NOx (from
stack and ambient air) shall be
displayed at the main gate of the
power plant.
Complete set of documents were submitted
to Regional Office, MoEF, Bangalore vide
Lr. No: CRP/ ENV/ A /577A/63,
dtd.29.01.11.
The status of compliance of the stipulated
Environmental Clearance (EC) conditions,
including results of monitored data is being
posted on SCCL website
“www.scclmines.com”.
However, the pollutant levels will be
displayed near the main gate of the
company shortly.
(xvii.) Separate funds shall be allocated for
implementation of environmental
protection measures along with item-
wise break-up. These cost shall be
