Belkenton Zoning Litigation Update
The first round of the first of two
lawsuits filed against the Village went to
Silverton in May. Silverton is defending
itself against an appeal to the Court of
Common Pleas in Hamilton County of the
Silverton Board of Zoning Appeals’
decision to uphold three violations issued
against the owner of 6760 Belkenton, the
former St. Theresa’s.
Last June, Silverton ordered the
property owner to rebuild an improperly
built retaining wall, remove an unapproved
20 space parking lot, and remove
construction spoils illegally dumped over a
steeply sloped hillside on the north of the
property. The owner of the property
appealed to the Board of Zoning Appeals,
which held a public hearing last summer
on the appeal in accordance with the
Zoning Code. The BZA found that the
Village’s orders were proper and denied
the property owner’s appeal. The owner
then sued Silverton.
The BZA case has been combined
with another lawsuit filed by the property
owner regarding the Village’s establish-
ment of a Planned Institutional
Development for 6760 Belkenton last July.
In early May, Hamilton County
Magistrate Bachman heard oral arguments
in the BZA portion of the lawsuits and
ruled that the Village was in the right for
five different reasons.
Unfortunately, the property owner
has now exercised his right to appeal
Magistrate Bachman’s ruling.
Additionally, the Village will still have to
defend itself in the second lawsuit and any
subsequent appeals
of these combined
cases. No trial date
has been set yet with
Judge Dinkelacker
for the appeal or the
second lawsuit.

Urban Forestry Tree Giveaway Starts July 18th
The Urban Forestry Board will accept applications for its second annual tree giveaway starting
July 18th and continuing through the end of August. Applications are available at www.Silvertonohio.us
or by visiting the Memorial Municipal Building at 6860 Plainfield Road between 8 a.m. and 4:30 p.m.
All Silverton property owners are eligible to receive a free tree under this program started in
2015. Trees will be delivered for planting in mid-October to so that a stronger, better developed, root sys-
tem can be established for the next spring when the tree begins to grow.
Silverton has been a proud Tree City USA for nine consecutive years, and a healthy urban forest
provides a wide variety of environmental and financial benefits to our public and private property. The
Village’s goal is to ensure that future generations of Silverton residents can
enjoy the same urban forestry that we enjoy in Silverton today. This new pro-
gram starts to replace ash trees lost from the emerald ash borer infestation.
The Urban Forestry Board has $10,000 budgeted for these mature
trees, and we anticipate being able to give away more than 60 larger caliper
trees this fall. Interested residents should visit the Village’s website in mid-
July to review the program guidelines and download an application, or stop
by the Memorial Municipal Building on or after July 18th.
After 12 months of Energy Aggregation….
S ilverton residents and businesses have saved $235,445.37 on
electricity and natural gas through the Silverton Aggregation
program in its first twelve months.
In November 2014, Silverton voters approved electric and natural
gas aggregation and the program was implemented in April of
2015. March of 2016 marked the first completed 12 months of this new
program.
The savings equal an average of slightly more than $49.17 per
person in our community in one year! By pooling the community’s
buying power for electricity and natural gas, residents are saving
substantially through a contract with IGS.
Unveiling the New Veterans Plaza

On Memorial Day, the Village of Silverton paused to honor our fallen
soldiers with the unveiling of the new Veterans Plaza in Silverton Park. The
$210,000 facility features monuments honoring servicemen and servicewomen from
World Wars I and II, the Korean War, with space for future monuments for the
Vietnam War, Desert Storm, and Operations Enduring Freedom and Iraqi Freedom.
The Village of Silverton would like to thank everyone who contributed to
our beautiful new memorial: the Kleinger’s Group and Adleta Inc. for the design
and construction of Veterans Plaza; Congressman Brad Wenstrup for his assistance
in obtaining a federal grant to fund the project; and Mr. Robert D. Lindner, Sr.,
whose generous matching donation to the Village made this memorial possible. We
would also like to thank all of the residents who helped last summer with the
planning of this venerable space.

Committees Picking Up Steam
A new citizen-driven committee has formed
this year and a long-established economic develop-
ment not-for-profit in Silverton has been rekindled.
The citizen group is called “The Friends of
Silverton” (FOS) and the organization that seeks to
promote jobs and commerce in our village is “The
Community Improvement Corporation of Silver-
ton” (CIC). Here is a closer look at both organiza-
tions which have been meeting throughout 2016.
The FOS is a group mixing newer residents
and longtime citizens to promote Silverton, welcome
newcomers, and get the word out about how
wonderful this community is to live in and raise a
family. All Silverton residents are welcome to
participate. One of the activities of the group is to
deliver welcome bags with information about
Silverton’s businesses and community to individuals
who have just moved into town. For many years,
Silverton has been about inclusivity, and everyone is
welcome in this great community. The FOS want
everyone to know that they are at home in Silverton.
The CIC is a 501(c)(3) organization that has
been in existence since 1978 and reorganized in 2008
with the goal “of advancing, encouraging, and
promoting the industrial, economic, commercial, and
civic development of Silverton.” The CIC stopped
meeting in 2011, but a new board has been
established and is looking at ways it can help with the
redevelopment of the former school site.

will be held on Tuesday, July 19,

welcome our newcomers to the
Village of Silverton!
Former School Site Redevelopment Update
The Village of Silverton is continuing to work with
Miller Valentine and Jeffrey R. Anderson Real Estate
on the redevelopment of the former Silverton Paideia
school site.
The parties are negotiating the broad terms of how the
development will take place, including purchase price,
timing, financing, etc. Once it is clear how the deal
will be structured, the developers will submit zoning
plans for review. Public input will be part of the
zoning review process, which may start after Labor
Day.
In the meantime, the Village is continuing to work
with property owners who have sold homes to the
Village, razing a few structures, applying for grants,
planning for necessary roadway improvements, and
other related tasks.
Investing In Our Future
The Village of Silverton is proud to have Management
Intern Connor Wood on staff through the summer of 2016. Connor
is a 2013 graduate of Deer Park High School, and will be entering
her Senior Year at the University of Cincinnati this fall, studying
Pre-Law. Connor’s internship with Silverton began in the Spring of
2015, initially learning the ropes of Mayor’s Court, but has since
broadened her role in both hours worked and responsibilities.
Connor provides support to all the departments of the Village of
Silverton, spreading her time between managing the code
enforcement database, assisting the finance director, processing
warrants for delinquent tax payers, writing grants, researching
legal issues and writing legislation for Council’s consideration,
among other duties.
Connor commutes to U.C., where she is one of the drum
majors for the University of Cincinnati Bearcat Marching Band.
You might just see her on television cheering on her beloved
Bearcats from the band section at a football or basketball game!
While Connor is not studying or at band practice, she can be found
reading, listening to music, taking a nap, or drinking a cup of joe.
Connor lives in Deer Park, with her parents, Dave & Donna, and
brother Ryan, who will be joining her at U.C. this fall.
I t is fitting that the Village of Silverton was awarded its ninth consecutive Tree
City USA on Earth Day this spring at an annual awards ceremony held in West
Carrollton. Silverton residents Marcela Trice, Idella Williams, and Shirley
Hackett-Austin attended to represent the Urban Forestry Board, and Village
Manager Tom Carroll also attended.
The annual Tree City USA award is given by the Arbor Day Foundation. More than
3,400 communities across the nation have earned this designation. There are four
core requirements to earn this designation. First, a community must maintain a tree
board or department. Second, it must have a
community tree ordinance. Third, it must
spend at least $2 per person on urban forestry.
Lastly, it must celebrate Arbor Day.
Silverton’s Urban Forestry Board meets the
third Thursday of the month at 4 p.m., and is
actively looking for new members to
volunteer and assist with the goal of
promoting Silverton’s urban tree canopy.

The Village of Silverton has been awarded a highly competitive Ohio Public
Works Commission (OPWC) grant and loan for the complete reconstruction of North
Avenue starting this fall. Silverton will receive a $270,000 grant and a 0%,
$270,000 loan for 20 years.
The project is being designed this summer and will be put out for bid in Sep-
tember. Construction is expected to start this fall and continue until spring. The pro-
ject involves replacing all the curbs, gutters, waterlines, and driveway aprons, as well
as rebuilding the entire road base and surface. The project will look very similar to
work completed in April on Sibley Avenue and South Broadlawn.
This is the fifth street reconstruction project the Village has been awarded from the Ohio Public Works
Commission in three years. The Village previously rebuilt Diehl (2013), South (2014), Sibley and South Broad-
lawn (2015), and now North Avenue in 2016.
Future OPWC projects the Village hopes to obtain through the competitive grant application processes
include Montgomery-Stewart-Euclid in 2017, Elwynne in 2018, and Park and Kenton in 2019.

5th Annual Classic Car Show: Come see a collection of pre-1981
classic and vintage cars, trucks, and motorcycles at the car show hosted
by the Silverton Block Watch Association. Refreshments will be
provided, and live music performed by Diamond Jim Dews. Saturday,
July 16 12-4:00 p.m. at the Silverton Municipal Building, 6860
Plainfield Road.
National Night Out: Meet the Sheriff’s deputies, firefighters, and EMS
first responders that serve our community every day. To learn more about
