As to achieve more intensive communication among sci- entists involved in marine biology.fisheries and oceanography, at an international level, the qual- ity of the journal could be improved by introducing an international Board of reviewers, and by greater financial means that would enable its regular publishing, at least twice a year. ___- Key words: Acta Adriatica, significance, role INTRODUCTION Scientific communication is the basis of the open exchange of knowledge worldwide. The system of scientific communication is also closely related to the reward system of scien- tists; more specifically, to the process of social and professional recognition. A fundamental element in these intertwined worlds of commu- nication and reward is the pubIication of research resuits. In particular, the scientific journal here plays a central role. It embodies the main functions of scientific communication, with quality control as a major element (van RAAN, 1997). This means that ajournal with a strict selection policy based on quality, mostly with the help of a referee system, and with that, we are already at the heart of the quality assur- ance problem. Also, citation of this work by other scientists, but, again, made in papers that appear in reputable journals. Citation behaviour also brings us immediately to the core problem of quality assurance (ZIMAN, 1984). Acited reference search in the ISI (Institute for Scientific Information) database is run against source journal coverage and there- fore is restricted to citations found in approxi- mately 7,000 highly influential research jour- nals indexed. If the author is cited in works out- side of this group, those citations will not be retrieved.

INTRODUCTION

Scientific communication is the basis ofthe open exchange of knowledge worldwide.The system of scientific communication is alsoclosely related to the reward system of scien-tists; more specifically, to the process of socialand professional recognition. A fundamentalelement in these intertwined worlds of commu-nication and reward is the pubIication ofresearch resuits. In particular, the scientificjournal here plays a central role. It embodies themain functions of scientific communication,with quality control as a major element (vanRAAN, 1997). This means that ajournal with astrict selection policy based on quality, mostly

with the help of a referee system, and with that,we are already at the heart of the quality assur-ance problem. Also, citation of this work byother scientists, but, again, made in papers thatappear in reputable journals. Citation behaviouralso brings us immediately to the core problemof quality assurance (ZIMAN, 1984).

Acited reference search in the ISI(Institute for Scientific Information) database isrun against source journal coverage and there-fore is restricted to citations found in approxi-mately 7,000 highly influential research jour-nals indexed. However, it is often forgotten that citati onanalyses are done not only for the purpose ofscientometry, but with acited reference search,it is possible to perform more comprehensivesearches of the journal literature, and retrieve allthe data relevant to the subject, regardless ofhow limited ini tial information may be: citedreference searches yield results that traditionalsearch methods and indexing services cannoteasily uncover; discovering who is referencingcertain research and how it is being used to sup-port current research; tracking the researchactivities of colleagues and competitors; follow-ing the history or methodology of an idea fromits first communication into the present day;uncovering the early unpublished stages of

research actrvity; locating current researchbased on earlier patents, reports, publishedworks or findings, etc. (http://www.isinet.com).

Which journals would be reputablebecause they cite Acta Adriatica?

Scientists involved in scientometry wouldmostly answer by saying that those are journalsdealing with problem s of marine biology, oceano-graphy and fisheries and are represented in the ISIdatabase, SCI to be more precise, and accordingto some, in the Current Contents as well.

The SCI treats contents of 122 journals(Table 1) that deal with the mentioned field,which amounts to less than 10% of the total

number of joumals in the world that deal withthis field. According to ULRICH'S Inter-national Periodica1s Directory (including morethan 200 countries) there are 186 journals fromthe field of marine biology, 643 for the field ofoceanography, and 1046 for the field of fish-eries. For all three fields this base has 1724 reg-istered titles (some of the titles e.g. ActaAdriatica deal with all three fields and the sumis therefore not mathematically correct).

The Institute for Scientific Information(ISI) publishes the Journal Citati on Reports(JCR) , which provide a systematic and objec-tive means of determining the relative impor-tance of science and social science s journalswithin their subject categories. By means ofcitation analysis, the JCR can answer questionssuch as: how frequently has a journal beencited, by which journals, in its own field or inother fields, has a journal been cited, how soonafter publication, and for how long has a journalbeen cited, which journals are cited by a partic-ular journal?

Based on the aforementioned facts wemust decide whether to focus only on the corpusof the journal treated by SCI or to expand thecriteria and based on peer reviews, decidewhich journals should be considered as rep-utable ones for the field of interest of the ActaAdriatica journal?

Assessments of competent scientists (peerreview) are considered as quality and less objec-tive methods, but in such cases, when the ISIindexes of citation are the only indexes of cita-tion available to international scientists, they areone of the ways in assessing the quality of ajournal. To consider a journal less valuable orunvaluable, only because it is not represented inthe SCI database, is not a serious way of assess-ing its value, especially if known that ISI has itsown editing policy.

The aim of this research is to establish therole and significance of the Acta Adriatica inscientific communication in the field of marinebiology, fisheries and oceanography for abroader scientific community. According to theresults achieved we could suggest what is to bedone in order to improve the quality of this jour-nal and possibly enter the ISI databases.

METHODOLOGY

In order to have amore complete pictureof the status of the Acta Adriatica journal with-in scientific communications, a greater numberof analyses have been carried out among whichare: the ratio of volumes of journals for certainfields within biology and their impact factorswere meas ured in SCI and JCR, representationof Acta Adriatica in secondary sources of infor-mation, citation rate of the Acta Adriatica jour-nal in the SCI, analysis of papers by scientificfields from 1987-1996, representation ofauthors by countries in the same period andcomparison with Mediterranean journals deal-ing with similar problem s as Acta Adriatica.

The facts were obtained by searchingonline databases, Dialog Journal Name Finderand SciSearch (Science Citation Index), TheDialog Corporation Information Service (PaloAlto, CA, USA), CD-ROM databases SCI andULRICH'S International Periodicals Directory,and by analyzing papers from Acta Adriaticafrom 1987-1996.

Online database Dialog Journal NameFinder covers journals in all subject disciplines.ULRICH's International Periodicals DirectoryDatabase is a source of information on over200,000 periodicals and serials from 80,000publishers in 200 countries (Bluesheet DialogInformation Corporation, 1997).

RESUL TS AND DISCUSSION

It is evident from Table 1 that ISI dividesbiology into 29 specific scientific fields, ofwhich at least 4 lie within the scope of interestof our journal. The field s are sorted by adecreasing impact factor of the journal. Theimpact factor's meaning has not been definitelyanalyzed in literature. However, most

researchers using impact factor explicitely state,or implicitely assume, that it is a measure ofjournal quality. Many scholars also assume thatthe impact factor measures a journal' s contribu-tion to scholarship or they use impact factor asan indicator of "international visibility" (HAR-TER and NISONGER, 1997).

If the importance of impact factor isaccepted as cited above, then the fields thatActa Adriatica deals with are in the lower partof the table meaning that our journal has small-er chances for being represented in the SCI cor-pus compared to journals dealing with e.g.problems of mollecular biology. Having com-pared facts from the chart, the field of marineand fresh-water biology and oceanography,with the average factor of 3.188, are l8th, and19th, respectively, which, in comparison to thefield with the greatest impact factor, is nearly 12time less.

Representation of Acta Adriatica insecondary sources of information

Acta Adriatica is available to the interna-tional scientific community through the mostsignificant secondary sources that index papersfrom the field of marine research: BIOSlS PRE-VIEWS (Biological Abstracts), AQUA TIC SCI-ENCE and FISHERIES ABSTRACTS, CABABSTRACTS, GEOREF (AMERICAN GEO-LOGICAL INSTITUTE), WATER RESOUR-CES ABSTRACTS, OCEANIC ABSTRACTS,POLLUTION ABSTRACTS GEOBASE,AGRICOLA, TOXLINE, LIFE SCIENCECOLLECTION and CHEMICAL ABST-RACTS (Dialog Journal Name Finder, file 414).There are 12 databases that, depending on theirediting policy and interests, selectively indexand comprise in their corpus all papers or onlycertain ones. Some of these secondary sourcessuch as Aquatic Science and Fisheries Abstracts,treat all papers from Acta Adriatica, whileToxline or Chemical Abstracts, selectivelyinclude papers from different volumes.

Representation of a journal in secondarypublications is one of the indicators of the sig-nificance of the journal for the broader scientif-ic community. If the papers published in a cer-

tain journal are not represented in relevant sec-ondary sources of information, 01' electronicdatabases, in fact they do not exist for thebroader scientific community. Their importanceis limited only to a smaller group of people whoare familiar with this journal. However, the rep-resentation of papers from a certain journal insecondary publication, i.e. database, means apotential avaliability to interested scientists.Whether scientists will cite a certain paper andrefer to the results or methodology or anotheraspect of the cited paper, depends on a greaternumber of factors.

For an easier determination of the status ofActa Adriatica in relation to other Croatianjournals, we submit the results of the researchlead by JOKIĆ and GRETIĆ (1991). Theauthors analyzed the representation of Croatianjournals on a model of 439 titles treated by theCroatian National Bibliography, from all field sof science and activities, in the most relevantsecondary sources of information, databases.Acta Adriatica is among the first seven, repre-sented in 11 databases. Before it are Periodicumbiologorum and Liječnički vjesnik (representedin 18 secondary sources), then CroaticaChemica Acta, Acta Pharmaceutica Jugoslavicaand Arhiv za higijenu rada i toksikologiju (in 16databases) and Strojarstvo whose papers arecontained in 15 databases.

The information that should be proved iswhether Acta Adriatica is sti11among the firstten most represented Croatian journals in sec-ondary sources. The analysis of its citati on rateis a fact that proves the supposition that its posi-tion did not greatly change.

Citation rate of Acta Adriatica journal

The citation rate of a journal, number of ci-tations and the publications in which it is cited isnowadays possible to determine only by meansof citation indexes produced by IS!. If a journalis within the corpus of ISI citation indexes and iscontinuously cited by agrowing number of SCIindex journals, its impact factor becomes mea-surable. If this impact factor grows or is cosi s-tent in a certain period of time, and meets the

propositions set forth by IS1's editing policy,then such journal can enter the corpus of citati onindexes. We are referring to citation indexes andnot exclusively SCI, because ISI presently offersthe scientific community a larger number of thattype of publications, namely, MultidisciplinaryCitation Indexes: Science Citati on Index,Science Citati on Index Expanded, SocialSciences Citati on Index, Arts & HumanitiesCitation Index and Specialty Citation Indexes:Biochemistry & Biophysics Citation Index,Biotechnology Citation Index, ChemistryCitation Index, CompuMath Citation Index,Materials Science Citation Index and Neuro-science Citation Index (http://www.isinet.com).

The above mentioned citation indexes arepublished by ISI in printed fonn, on magnetic

tapes, floppy discs, CD-ROM as well as onlinedatabases. However, the contents of citati on in-dexes is not equal in all media. If, for instance,the citiation rate of a journal is searched in SCIonline, then this figure will possibly be greaterthan in the case should SCI be searched on CD-ROM. The answer lies in the fact that SCI onlinedatabase comprises also special citation indexesand not only the SCI database corpus, i.e. theScience Citation Index covers approximately3,300 of the world's leading scientific and tech-nical journals in a broad range of disciplines, andthe Science Citation Index Expanded, whichincludes the magnetic tape, SciSearch and theWeb of Science fonnats cover more than 5,300journals (http://www.isinet.com/prodserv ).

From Fig. 1 it is evident that within a peri-od of ten years the most cited papers are those

in 1996 (analyses carried out in online SCIExtended database). There is still a possibilitythat papers from the five last years be citedsince those are rather recent facts and the areacovering the citation rate of Acta Adriaticaincludes at least five years.

What does a high citation rate mean?

A high number of citations can indicatethat an author ar document has had a majorimpact on the field, or that a work has high util-ity. However, other factors need to be consid-ered in assessing the significance of high cita-tion counts. A high citation rate is only part ofthe picture. To assess an individua1 fairly, someidea of the comparative performance of his orher peers is needed. Since publication and cita-tion rates vary widely from field to field, youwill need to know what is typical in the candi-date ' s area, as well as for person s of similarexperience.

Other aspects to consider include: theextent and nature of self-citation; the chrono-logical distribution of the citations; whethercitations are concentrated around a few papers(especially those on methods) or dispersedamong many; the extent to which the citationsare cross-disciplinary or international; the qual-ity and impact of journals from which the cita-tions derive; and ISI's coverage of the individ-ual' s field.

Without consideration of these factorsapplied, a high citation rate is a number with nomeaning (STRONG, 1987).

We have not studied who the authors cit-ing Acta Adriatica are. It would certainly beinteresting to differentiate Croatian scientistsfrom others, and to determine the extent of self-citations. If they are mostly self-citations thenthe figure of Acta Adriatica citation can have asomewhat different meaning.

Research on Acta Adriatica journal cita-tion was carried out by PRA VDIĆ and PENA-VA (1991), from 1973-1980. Foreign journals

which give citations to Acta Adriatica wereidentified; the linkage with a number of theseciting journals were shown to be stable overtime. They also determined citations per subjectfields which as a result shows that marine andfresh-water biology is the most cited field.

Table 2 shows different ways in whichauthors who publish papers in SCI cite ActaAdriatica journal. The table also shows howmany times a certain form of the journal hasbeen cited. The uniformity of citation in themost relevant international journals, if the cor-pus of the journal that treats and indexes SCI isconsidered such, needs no comment. At the endof the table the figure 555 tells how many timesthe Acta Adriatica was cited in SCI since 1974-1997. This period of time is important becuaseSCI in online form is available only for thisperiod.

Analysis of papers by field s

Acta Adriatica is a journal that publishesresults of research carried out in theMediterranean aquatorium including marine

biology, oceanography, fisheries and limnolo-gy. According to our analysis throughout tenyears, 1987-1996, most of the papers was fromthe field of marine biology (57), oceanography(38), fisheries (33) and limnology (7), whileother similar disciplines are represented with 2papers (figure 2). Citation facts on certain fieldsachieved by PRAVDIĆ and PENAVA (1991)are in accordance with the number of papers forcertain fields represented in this journal.

Analysis of authors by countries

Papers written by authors from countriesabroad which the journal is published certainlycontribute to the significance of the journalwithin international scientific communication.Table 3 clearly shows that authors from 8 coun-tries, except countries of former Yugoslavia (amodel of ten years has been considered), pub-lish their papers in our journal. The first bynumber of papers is Egypt with 12.4% papers,followed by Italy and Turkey with 4.3% andGreece with 3.6%. An interesting fact is thatscientists from our model communicate among

Thegiven facts indicate that by publishing theirpapers in Acta Adriatica journal, scientists fromthe Mediterranean wish to communicate withtheir colleagues dealing with similar problemsregarding their common aquatorium.

A better understanding of the status ofActa Adriatica could be made by comparativeanalyses of journals from other countries deal-

The fact that the Board of Editors of ActaAdriatica is formed only of scientists fromCroatia is indicative. It is noted in the journalthat there is an Advisory Committee formed ofrepresentatives of most Mediterranean countriesbut it does not have the same significance as theBoard of Editors. One of the ways for this jour-nal to become a truly international one is tohave a Board of Editors that would be formed ofcompetent international experts.

The status of journals of Mediterraneancountries dealing with similar problems as

Acta Adriatica

Of the 54 journals that are current, accord-ing to ULRICH's International PeridoicalsDirectory, including 11 Mediterranean coun-tries (3 of which do not have their own scientif-ic and professional publication on marine biolo-gy, oceanography and fisheries) (Table 4), byits representation in secondary sources, eitherprinted or in the form of electronic databases,Acta Adriatica is 12th (Table 5). Ahead of it arethe most significant journals dealing withresearch in the Mediterranean: 8 from France, 2from Spain, and one from Israel. All five jour-nals from the model that are represented in ISIdatabases, are ahead of our journal (Table 5). Ifcomparing Croatia to similar Mediterraneancountries by the number of journals dealingwith marine research, it is evident that ActaAdriatica, significantly stands out. Italy, with 9registered journals from this field of sciencedoes not have a journal that is indexed in moresecondary sources than the Acta Adriatica.

CONCLUSIONS

Analyzing the representation of ActaAdriatica journal in the most relevant secondarypublications, i.e. databases, it has been deter-mined that this journal is fully or selectivelyrepresented in several electronical sources,databases, meaning that it is potentially avail-able to the international scientific community.

Compared with the other 54 journals ofMediterranean countries, it is evident that ActaAdriatica is 12th by its representation in rele-vant secondary sources. Ahead of it are the most

significant journals dealing with research of theMediterranean Sea from France (8), Spain (2),and Israel (1). Of all the 54 journals dealingwith problem s of marine biology, fisheries andoceanography in the Mediterranean, only 5 ofthem are found in ISI databases

There are several factors that determinewhether Acta Adriatica would be represented inISI databases (Institute for ScientificInformation), the core of world science. One ofthe indicators is the fact that for example, thefield of marine and fresh-water biology andoceanography, with an average impact factor of3.188 are 18th and 19th respectively, which, incomparison to the field with the greatest impactfactor, is nearly 12 times less. In the periodof ten years, 27.4% of papers were written byauthors abroad Croatia, while there were 12.3%cases of cooperation between scientists fromdifferent countries.

Establishing a Board of Editors that wouldbe formed of internationally reputable scientistswould greatly contribute to the status of ActaAdriatica. An additional contribution for incre-asing the quality of this journal at an interna-tional leveI, could be by the Ministry of Scienceand Technology of the Republic of Croatia, thatcould provide greater financial means and thusenable its more regular printing. This couldencourage Croatian scientists to publish qualitypapers in this national journal. One of the fac-tors that reduces the quality of this journal is theevaluation policy of papers published in ActaAdriatica by the Ministry of Science andTechnology of the Republic of Croatia.

Sažetak

Cilj je ovog istraživanja da se utvrdi značaj i uloga časopisa Acta Adriatica u znanstvenom komuniciranjuza područje biologije mora, ribarstva i oceanografije za širu znanstvenu zajednicu. S tom namjerom je anal-izirana zastupljenost članaka iz ovog časopisa u relevantnim svjetskim sekundarnim izvorima kao i njihova citi-ranostu Science Citation Index (SCI). Utvrđena je distribucija radova u desetgodišnjem razdoblju, 1987-1996,po pojedinim područjima kao i zastupljenost radova autora izvan Hrvatske.

Prema analizi Acta Adriatica pripada skupini hrvatskih časopisa koji su dostupni zainteresiranojznanstvenoj zajednici, zastupljenošću u 12 sekundarnih elektroničkih izvora informacija, baza podataka.Zainteresiranost znanstvenika izvan Hrvatske za objavljivanje rezultata svojih istraživanja u ovom časopisuvidljiva je. Kvaliteta časopisa u smislu intenzivnije komunikacije znanstvenika na međunarodnoj razini, koji sebave problematikom biologije mora, oceanografijom i ribarstvom, mogla bi se poboljšati uvođenjem međunar-odnog recenzentskog odbora i uz pomoć većih financijskih sredstava za redovito izlaženje, s dinamikom odbarem dva puta godišnje.
