Door Bolt IsOut of Kilter
Q:Lately I’ve been having trou-ble locking the bolt on my
back door. I have to lift the handleup slightly for the bolt to go all theway. How can I fix this? — Leonard
in Trenton, N.J.
A:There’s definitely a misalign-ment occurring. Either the
door is slightly off kilter, or part of the lock assembly, the strike plate(the metal part on the door frame intowhich the bolt slides), needs adjust-ment.
First though, check to make surethe lock itself works correctly. Openthe door and turn the lock handle toextend the bolt all the way, then turn itall the way back. Insert the key in theoutside part of the lock and repeat thisaction, making sure the bolt slideseasily all the way out and all the way back in. If there’s any difficulty doingthis, clean and lubricate the lock’smoving parts. Next, jiggle the strike plate. Is it
tightly secured to the door frame, or is
it loose? Strike plate screws can work loose or rip out of the frame wood, particularly if the plate was tamperedwith. Tighten the screws if they’reloose. If they won’t tighten, removethe plate and reset the screw holes bytapping a thin wooden dowel (or, ide-ally, a wooden golf tee) coated withwood glue into the holes. Trim awaythe dowel so it’s flush with the door frame, then drill a new screw hole inthe dowel and screw the strike plateinto place.
Shimming the strike plate also is possible. Placing a very thin slice of
wood behind the strike it forward. Chiseling behind the strike pla back. You also can rais plate a few millimetersscrew holes (you’ll pro place dowels in the old above to keep the woo
splitting).Adjusting the strike p but you’ll still want to ch
ment of the door. If youout the strike plate so faangle, there’s definitelya helper or two and lift its hinges. Position the

Intersection deemed sae by VDO
Police Chief Charles Bockey takes citizen concerns seriously
By Lorie ShowalterTe Sherando imes
Stephens City Chie o Police,Charles Bockey doesn’t takecitizen concerns lightly when itcomes to the saety o town resi-dents. Ater Rick Dutrow lastaddressed the town council inNovember about his worry overthe intersection o Locust andMulberry Streets calling it a “very dangerous” intersection, Bockey wasted no time in conerringwith VDO over the matter.
At last week’s town councilmeeting Bockey announced tothose present that ater a con-cerned citizen (Dutrow) com-plained about the Mulberry and
Locust Street intersection, hecontacted VDO to perorm astudy.
Bockey said, “Within a monththey notied me and reportedthat it wasn’t a dangerous inter-section. In the twelve years thatI’ve been here I’ve only known o two trac accidents.” Te Virgin-ia Department o ransportationdid not agree that a stop sign wasneeded at that location nor was itdeemed an unsae intersection. At the time o Dutrow’s last com-plaint in November he suggestedthat the town install a mirror say-ing, “I not a stop sign, then at
least put a mirror there.” Dutrow said ater taking a right on Route11 North down Locust Street andwhen reaching the intersectiono Locust and Mulberry i one at-tempts to make a let hand turnbehind the townhouses that itwas a dangerous undertaking.
Dutrow said, “You have no eye-sight around this turn, you haveto pull your vehicle way out thereto see and make a quick turn, you
just don’t know what’s comingdown that street. It’s really badand a stop sign could save some-one’s lie.”
Mayor Joy Shull and PoliceChie Bockey agreed that VDOwould have to get involved in or-der to put a stop sign at that loca-tion during the November townmeeting.
Dutrow agreed that was whatwas needed and passed out pic-tures he’d taken o the generalarea imploring the town to con-tact VDO to get involved i that’s what was needed as he wasconvinced it was a saety hazard.Regardless o whether the inter-section was or was not a danger-ous area, Bockey took Dutrow’sconcerns seriously and contactedVDO to perorm the study.
Te intersection is a ratherwide stretch o road and the view rom both directions is airly
clear. Making a let hand turnrom Locust requires a motoristto brake in order to make a lethand turn at the intersection, giving the driver plenty o clearsight and time to view oncomingtrac rom Mulberry rom eitherdirection.
Bockey and the Virginia De-partment o ransportation arein agreement that the intersec-tion is not dangerous and doesnot require saety implements atthis time. As with any intersec-tion, stop sign, mirror or no tra-c signs present, the saest courseo action is to proceed with cau-tion.

Finance Committee Chair, Jo-seph Hollis moved to award em-ployee bonuses o three percentto each town employee’s base
pay eective January 1st. Hollissaid, “It’s been quite awhile sincetown employees have had a raise, rather than adjust salaries (we’ve)decided to use the three percentbonus.”
own Planner Brian Henshaw reported having submitted a thirdEnhancement Grant applicationor the North Main Street projectand that the town applied or ad-ditional monies to begin the rstphase o construction.
Henshaw’s report also notedthat the Stephens City BusinessAssociation’s Christmas on theCommons December 4th was ahuge success and that nearly 400people came out or the event.Te next event planned or theSCBA is “Hop In at the Com-mons” but whether the event willbe realized depends upon thenumber o volunteers.

Stephens CWyatt said, “What we’re attempting to do is a phasing program which would allow us todevelop approximately 67 lots using the existing town road system and beore we go tothe next phase o development we would build the 1st two lanes o the bypass road.”
Details ironed out or new subdivisiStephens City continues to grow, four lane road guaranteed
By Lorie ShowalterTe Sherando imes
On uesday, January 4th dur-ing Stephens City’s regular towncouncil meeting, a public hear-ing was held on the West WyndCommunity proer amendmentspresented by Evan Wyatt o Gre-
enway Engineering. Wyatt re-quested approval rom councilor a phasing program that wouldamend the original proer state-ment or the West Wynd proper-
ties subdivision to be located onthe North side o Fairax Street,Route 631 and on the east andwest side o Crooked Lane.
Master plan approval or 48residential lots, subdivision de-sign plan approval and bypassroad designs were approved by VDO leading to the nal plat-
ting o the new subdivision. Teamendment reduces the numbero single amily detached and at-tached units rom 55 to 48 res-idential dwelling units.
Wyatt said, “What we’re at-tempting to do is a phasing pro-gram which would allow us todevelop approximately 67 lotsusing the existing town road sys-tem and beore we go to the nextphase o development we wouldbuild the 1st two lanes o the by-pass road.”
One o several issues or the new development is trac related, soto ensure that the planned our-lane divided median section o Estep Boulevard, the uture west-ern bypass or the town would becompleted, West Wynd proers a
bond in its amended statement.Te uture bypass would basepavement rom Fairax Street,
Route 631 to the rst residentialintersection.
One concern or the PlanningCommission was whether theour lanes would be built shouldthe developer obtain 00 per-mits and then decide to “old uptents and go home.” Te languageo the proer was adjusted to aphasing plan with three potentialtriggers that would provide as-surance that the our-lanes wouldbe completed.
West Wynd proers comple-tion o construction o the ulti-mate our-lane section o Estep
Boulevard throughout the limitso the property between FairaxStreet, Route 631 and Hamstead
Drive, the WesternSegment.

From left to right, Town Planner Brian Henshaw, TownManger Mike Kehoe, Town Attorney David Grifn &
Council members Joseph Hollis and Martha Dilg dis-cuss the details of the new subdivision.

neither residential occurs or de- velopment to the north occurs, there’s a clock that starts tickingand ten years rom the date thatwe actually start phase three i neither o the other items has oc-
curred, we’re obligated to buildit anyway (the our lanes) whichgives the town complete guar-antee that the road will be builtbased on one o these three trig-gers.”
Te crux o the proer amend-ment is that the bonding be inplace or any road constructionwithin the project beore the rstpermit is obtained.
Public park land has already been dedicated or the develop-ment which will be ully equippedon or beore the 90th residentialzoning permit guaranteeing itscompletion. Te public park willbe maintained by the own o Stephens City.
Wyatt addressed several con-cerns as well as adding to therecord how construction activity would be handled with the exist-ing residences. A Certied Re-sponsible Land Disturber wouldbe employed to obtain permitsand comply with all the measuresshown on the design plan.
Evan also said that even thoughCrooked Lane was the easiestway in which to get to their prop-erty, the company did not plan onusing that route as a constructionentrance, rather the entrance willbe situated more where the uturebypass road is going to be locatedso that the “residential uses that
exist there won’t be impacted by the heavy equipment and con-struction activity.”
What about existing residents?
Obviously there will be a gooddeal o noise during the con-struction phase when blastingis occurring during water andsewer installation. A geotechni-cal engineer will develop an areao infuence via a blasting survey.Residences within the perimetero the blasting zone will be put
on notice by letter advising themthat blasting will be going on, theengineer will also request per-mission to take inventory o theirproperties in order to have an ex-isting conditions report.
“Te survey puts another layero protection on the property owner and the developer, shouldthere be a need to dispute,” saidWyatt.
Another notication to existingresidents will be that Greenway Engineering will be their point o contact or any concerns. Resi-dents can call Greenway aboutany problems or issues and Gre-enway will investigate and act as
mediator. Residents should notgo on site and inquire or bringissues to the heavy equipmentoperators during construction asthis is an unsae practice.

By Amanda IaconeVirginia Statehouse News
RICHMOND – Some Demo-crats in the Virginia House o Delegates want drivers to pay ahigher gasoline tax to help pay down estimated $1 billion short-all in transportation unding.
Te move, however, is consid-ered a non-starter or Republi-can lawmakers and the Republi-can governor.
“I think it would be reckless andirresponsible to raise the gasoline
tax,” said Delegate Bill Janis, R-Henrico. “I’m not in avor o rais-ing the tax on gas especially rightnow with the economy. Te lastthing we want to do is to makeit that much more dicult to dobusiness in the state o Virginia.”
Delegate Algie Howell, D-Nor-olk, has led legislation thatwould increase the gas tax by 10-cents per gallon. Delegate JimScott, D-Fairax County, has leda bill that would raise the tax tokeep up with the rise in gas pric-es. And Delegate Vivian Watts,
D-Fairax County, says she willintroduce similar legislation.
Gov. Bob McDonnell, has pro-posed borrowing almost $3 bil-lion to pay or overdue road andtransit projects around the state. He does not support increasingthe gas tax, said spokeswomanaylor Tornley.
Te 17.5-cent gas tax is a re-gressive tax and hurts the poorand raises the cost o goods andservices rom groceries to deliv-ery services, Janis said.
While the proposal is likely togenerate a lot o discussion, Janisdoesn’t believe many lawmakers,Democrat or Republican, wouldsupport it this year, he said.
But Watts said a tax hike shouldbe considered among other rev-enue sources, including the gov-ernor’s plan to borrow money, and is long overdue. Te tax hasnot been increased since it wasenacted in the late 1980s and hasnot kept up with infation norwith uel ecient vehicles thattravel more miles on less gas.
“What is being discussed may have a long-term additional costand is only a short terms solu-tion,” Watts said o the governor’splan.
When the state’s gas tax wasenacted in the late 1980s, therevenue made up hal o all und-
ing or construction projects.oday only 14 percent o all new transportation construction dol-lars come rom the gas tax, shesaid, citing revenue estimates orthe current scal year.
“Tat is at the heart o ourproblems with construction. Weare inches away rom not be-ing able to match ederal unds,”Watts said.
Most ederal transportationdollars pay 80 percent o a proj-ect’s cost, and the state pays 0percent.
And almost no money is avail-able this year to help pay or rou-tine maintenance on local roads
and streets, Watts said.Fairax County, with a popula-
tion o about 1 million people, will receive enough money to in-stall a new trac light this year,Watts said. Instead all countiesshould be receiving millions.
Larry Land, director o policy development or the Virginia As-sociation o Counties, said thator several years almost no und-ing has been passed down to thelocalities to pay or secondary street construction. And somemaintenance tasks, like grassmowing along medians, has beenreduced.
Funding has beor years, sparkinamong county leLand said.

A lot o companies mighthave employees inside beore andater posted hours but i someoneshows up because they can see anemployee is at work, they’re gen-erally turned away saying ‘sorry we’re not open or business untilnine’ but i you see us inside, thenwe’re open.” unde adds, “And i you’re here ater (the posted clos-ing hours) we’re going to remainopen.” And i the posted hoursdon’t suit, you can call and makean appointment too.

Getting Fit:
A Weighty Decision
Promises are little more than wishul
thinking i you do not act on your good
intentions. The new lea we promise to
turn over in the New Year is a great ex-
ample. Think about it. How many reso-
lutions are repeats rom last year? No
matter i you intend to lose weight, get
physically t or take control o your -
nances, without action, resolutions are
meaningless. The chances are good that
one o your resolutions or the New Year
is to drop a ew pounds and get in better
shape. It is also likely that you will needa little motivation to get going. Chang-
ing your environment just may do the
trick and being surrounded by exercise
equipment may be all you need. How-
ever, beore you jump o the couch and
into a gym membership, it is wise to tone
up your consumer savvy rst. The BBB
receives thousands o complaints about
gyms and health clubs every year. Re-
gardless o how eager you are to start
losing weight in the New Year, take the
time to do your research beore joining a
gym and don’t give in to high-pressure
sales pitches. Always check the health
club out with the BBB, inspect the acili-
ties closely and read the contract care-
ully, making sure that all o the promises
are in print. The BBB recommends asking
the ollowing 10 questions beore signing
up or a membership: Questions to ask
the gym:
What are the terms o any introductory
oers? Gyms oten use special introduc-
tory oers to lure in new members. Just
make sure you understand the terms and
what the price will be once the introduc-
tory period is over. Will my membership
renew automatically? Every year, BBBs
receive a large number o complaints
rom people who joined a gym and didn’t
realize that their contract would renew
automatically and that they would have to
take specic steps to cancel their con-
tract. How can I get out o my contract?
Getting out o a gym contract isn’t always
as easy as getting into one so make sure
you understand what steps you would
need to take to cancel your member-
ship. What happens i I move?Gyms have
any number o dierent policies when
it comes to how moving will aect your
membership. It might depend on how
ar away you’re moving and i they haveother locations nearby. What happens i
you go out o business? BBBs oten re-
ceive complaints rom people ater their
gym suddenly closed up shop and took
their money with them. Ask the gym to
explain what will happen to your money i
they suddenly go out o business. Ques-
tions to ask yoursel: What are my tness
goals? Determining your tness goals in
advance will help you select a acility that
is most appropriate or you. I you have
a serious health condition, consult with
a medical proessional when setting your
tness goals.Is this location convenient?
I the gym is across town, you’ll be less
likely to workout. Choose a tness club
that is convenient to work or home so the
location is not a deterrent to getting exer-
cise. Can I really aord this every month?Monthly gym ees add up and, ater any
introductory periods are over, the price
could jump higher than your budget can
handle. Do the math beore you join and
make sure you can aord a gym member-
ship. Am I eeling pressured to join? Do
not give in to high-pressure sales tactics
to join right away. A reputable gym will
give you enough time to read the contract
thoroughly, tour the acilities and make
an inormed decision. Did I get everything
in writing? Read the contract careully
and make sure that all verbal promises
made by the salesperson are in writing.
What matters is the document you sign,
so don’t just take a salesperson’s word
or it.
Angels Light The Way
Git Shop
Recently, Angels Light The Way Git
Shop opened its door October 1st, to
help children to heal rom domestic and
sexual violence. However, I cannot dothis alone. Thereore, I am asking or
assistance rom the corporations and
individuals or donations o monetary to
gently used items rom clothing, house-
hold urniture and goods in order to con-
tinue the assistance. I cannot be that one
voice alone to help so many children, but
together we can heal the pain and hurt
thus, these children can grow up to be
productive adults and to stop the chain
o child abuse in that amily. Lastly, it
takes one voice to be that person to take
a stand and speak out or the children
helping to heal the body, mind and spirit.
Every child deserves a sae and loving
environment. All unds and items can be
sent to the ollowing location:

Fountain Pens
Q:I inherited three fountainpens from my granddad: a
Sheaffer “Lifetime,” and two Park-
ers, a “Premiere” and a “RoyalChallenger.” All three are in fairlygood condition and still work. Ihave been offered $150 ($50 each)for them, but thought I shouldcheck with you first. — Rob, Rio
Rancho, N.M.
A:Vintage fountain pens have become quite collectible. The
increased interest has, of course, hadan impact on values. I found all threeof your pens referenced in “Collect-ing Pens” by Edward Kiersh (Houseof Collectibles, $14.95). The Sheaffer you have was manufactured sometimeduring 1928-36 period and is listed for $85. The two Parkers are worth more, the Premiere, made in 1937, is valuedat $385 and the Royal Challenger, also from the 1930s, $250. Your offer of $150 is obviously a bit l ow.

Te Quest to BeatJimmie Johnson
Who is the avorite towin the Sprint Cup cham-pionship in 011?Hah!
Tink o the person youknow who cares the leastabout NASCAR. Even he(or she) can probably an-swer the question. It’s thesame guy who won the lastve, Jimmie Johnson.
As sportswriter and au-thor Damon Runyan said(or more likely, wrote),“Te race is not always tothe swit, nor the battle to
the strong, but that’s theway to bet.”
But NASCAR is ar toocompetitive or any driverto enter a season as theoverwhelming avorite, isn’t it? Hope springs eter-
nal during every o-sea-son.“You know, some stars
are born, some stars arecoming on now, and it justtakes time,” said NASCARchairman Brian France inNovember 010. “Our jobis to make sure that we areputting the best racing inthe world orward, and letthose story lines and in-credible perormances getthe recognition over timeas they will, and that’swhat we do.”
Each o Johnson’s vechampionships have ea-tured a dierent runner-up: Matt Kenseth (006),Je Gordon (007), CarlEdwards (008), Mark
Martin (009) and Denny Hamlin (010).
It’s not uncommon, nat-urally, or the runner-upone year to be considereda prime contender the ol-lowing year, and that cer-
tainly is the case or Ham-lin, who won two moreraces (8) than Johnson.Kevin Harvick, the regu-lar-season points leader, nished a relatively closethird. Edwards was ourthand takes a two-race winstreak into the 011 sea-son opener at Daytona In-ternational Speedway. As is almost always thecase, Kyle Busch, a pro-digious winner who hasslumped notably in pastChases, will get consider-able attention, along withour-time champion Je Gordon, two-time cham-pion ony Stewart andothers.
Harvick, while paying
just tribute to Johnson’sunprecedented achieve-ments, also reerred to a“golden horseshoe,” thussuggesting that good or-tune hasn’t been the leasto Johnson’s virtues dur-ing his run o titles.
Te notion that John-son’s luck is “bound to runout” seems a bit less inevi-table now than it did our
years ago.
