planning offices While retained by the

British Columbia Provincial Governmentrsquos

Heritage Conservation Branch in the late

1970rsquos Harry inventoried the historic

architecture of the Kootenay Districtrsquos

Late Victorian mining towns His research

and fieldwork led to the conservation of

the urban fabric of these communities

that are now popular tourist destinations

He collaborated with Eldon Beck (the

designer of Whistler Village) in preparing

the first master plan for Fernie Alpine

ticipated in many United Since beginning

his professional career as an architect

and planner Harry has worked on over

have involved the planning and design of numerous moun-

tain golf adventure eco and wellness resorts in North Amer-

ica South America Asia and Australasia The scope of moun-

tain resort projects has included the master planning of large

-scale destination resorts such as Valle Las Lenas Resort in

Argentina The Las Lenas base lands are 9 square kilometres

in area and includes planning for over 11000 rental accom-

modation beds and a retail village The master plan was done

to transform this resort into the Southern Hemispherersquos larg-

est all season mountain resort destination

try Club in Vancouver Canada

Recently Harry completed the master plan for Lotus Land

Resort near Jinhu China This plan creates a nature oriented

wellness retreat with various nightly rental accommodation

types recreation amenities and a clubhouse on 25 hectares

of land set within an ecological reserve The master plan and

architecture responds to the challenge of merging traditional

Chinese design with contemporary modern design and creat-

ing a resort that appeals to both the Chinese and interna-

tional markets

Throughout his professional career Harry has been a fea-

tured speaker at many universities and conferences on the

subject of sustainable resort recreation and tourism devel-

opment He was co-chairman of The North American Resort

Forums annual conference All Season Mountain Resort Devel-

opment Marketing and Management held at Snowbird Resort in

Utah in 1998 and in Whistler Resort Canada in 2000 In 2010

he chaired session 40 Sustainable Tourism and Resort Devel-

opment and was a plenary speaker at Global Change and

the Worlds Mountains conference held in Perth Scotland

and organized by UNESCO He also served on a panel of ex-

perts in mountain resort community sustainable planning

and development at the 2010 Verbier Green Pioneering Sum-

mit held in Franc in recent years Harry has participated at

conferences in Asia such as in the annual annual Asia Pacific

Snow Sports Conference held in Beijing Based on the knowl-

edge and experience of his lengthy career his presentations

to this emerging Asian industry emphasize the benefits of

introducing sustainable planning and operations practices

early in the tourism and resort development cycle

Harry has served as an advisor to several municipal govern-

ments in Canada and to the State of Alaska in the United

States on the application of Best Practices to achieve sus-

tainable all season mountain resort communities

Harry currently is a technical advisor and member of the

Board of Directors of Aleevee8 a UK based foundation that

was created to empower social enterprises and reduce pov-

erty in developing communities through sustainable tourism

Aleevee8 is developing a vocational and social education cen-

tre and a network of eco-lodges and campsites along the

trekking routes in the Gorkha region of Nepal

Harry continues to travel the world and participates in con-

ferences and speaking engagements while carefully analyzing

emerging trends in tourism and resort design and document-

ing the history of cultures their art and architecture

with an Economics Degree Masters

lenges of tourism development

He has first hand experience with what is emerging as best prac-

tice and conversely with what is resulting in the decline of many

destination resort and tourism ventures Gary has a passion for

research and its practical application and for sharing his knowl-

edge with others in order to further successful tourism develop-

ment globally

With over 35 years experience in the tourism hospitality educa-

tion and training industry and recognised in 2009 as an Austra-

lian Tourism Legend for his services to tourism development and

training he has participated in many aspects of tourism planning

and practice Having lived in China for the past two years Gary

previously resided in the Australian Snowy Mountains for half

the year and in the Japanese Alps in Hakuba for the remainder

Gary has consulted to numerous government and private tour-

ism organisations and taught tourism and event development

He has thoroughly reviewed the research on tourism and itsrsquo

development around the world and has completed a major

study into consumer destination satisfaction and re-visitation

strategies

Recently Gary has served as the COO of the largest Mountain

Resort Development in China and previously as a General Man-

ager of the largest ski area in the Southern Hemisphere He was

responsible for a wide range of business units including market-

ing event development and management PR and sales over

2000 hotel beds and numerous restaurants In doing so Gary

developed a keen understanding of what is needed to ensure a

viable and sustainable business

During this tenure Gary developed a range of marketing initia-

tives that were a first for Australia and China and assisted in the

transference of many of these to his overseas peers He also

developed the first multi-cultural marketing programs and

moved Australian snow sports into the digital age with his strong

IT background and by creating a number of the first snowsportsrsquo

mobile applications and implementing a customer loyalty sys-

tem This system has since been extended to many other tour-

ism related businesses and organisations both in Australia and

internationally Gary was also intimately involved in the develop-

ment of the Perisher and the Secret Garden (China) Master

Plans for the resortsrsquo and was involved at a senior level in State

and National Tourism planning initiatives

Gary served for over a decade as a board member of the very

successful Snowy Mountains Tourism Organisation and helped

transform the remote region into a successful year round tour-

ism destination He served both as Chairperson and General

Manager prior to becoming an advisor to Government Tourism

Organizations He was a board member of the government tour-

ism body FORTO and also a member of Tourism Australias Na-

tional Alpine Landscapes Committee As part of his work with

the NSW Government Gary was responsible for reviewing re-

gional tourism management plans tourism master plans and

tourism event plans Gary was also responsible for the develop-

ment and implementation of numerous successful tourism re-

lated management marketing and event plans and initiatives

across a variety of landscapes within Australia and China He has

worked with Tourism bodies in Japan China and Canada in de-

veloping growth strategies for both start-up and mature tourism

destinations In Japan this also included post-disaster tourism

recovery workshops after the 2011 earthquake As an advisor to

the Genting Secret Garden Project in China one of a number of

Chinese tourism projects he has consulted on Gary took on the

role of COO and Director of Marketing to ensure a firm founda-

tion for future development could be assured in the resorts first

few major winter and summer seasons of operation through a

strong lsquohands-onrsquo approach This role included marketing devel-

opment and training of staff across the whole range of tourism

and hospitality related tasks as well as management mentoring

Gary has a broad knowledge of the tourism industry its various

threats and opportunities and has the ability to identify ways

around these the ability to articulate the big picture but still

identify the detail required to deliver on the vision and an abil-

ity to engage and most importantly unite different agendas into

a common outcome He has presented to government and or-

ganisations in Australia Japan Mongolia Canada Korea Swit-

zerland and China and is regularly contacted by Tourism Organi-

sations and Governments for advice on planning development

and organisational issues

As a co-owner of a small hotel in Japan Gary has maintained his

practical experience developed many years ago working in ho-

tels and restaurants and utilises this opportunity to gain a better

understanding of the needs and changing desires of guests

Maintaining the hands-on experience helps to keep in touch and

to re-confirm research being undertaken on a regular basis both

as part of his University work and a necessity in todayrsquos fast

moving tourism environment

Mr Sam Gunderson has over 30 years of experience in golf course planning development and facility op-

erations with over 100 completed projects worldwide Mr Gunderson is also experienced in all aspects of

golf community real estate development from initial site selection through design construction real estate

marketing and sales Sam excels at the conceptual planning of resort development This is the critical point

where wishes meet reality and Sam uses his natural creativity and years of experience to bring the two

Professor Martin Price is Director of the Centre for Mountain Studies at Perth College UHI in Perth Scot-land He is also Chairholder of the UNESCO Chair in Sus-tainable Mountain Develop-ment which recognizes his global role in mountain re-search and knowledge ex-change In 2012 the King Albert I Memorial Founda-tion awarded him the King Albert Mountain Award the citation states that ldquoMartin Price with his exceptional

knowledge and his editorial competence has played a vital role for the mountains of the worldrdquo He was the first UK-based scientist to receive this prestigious award

The main focus of Professor Pricersquos work is on mountain peo-ple and the environments on which they depend This work has been and is being undertaken at three main levels global European and Scotland

At the global scale he contributed to the preparation of the mountain chapter of lsquoAgenda 21rsquo at the 1992 Rio Earth Sum-mit and in the process leading up to the Rio+20 meeting in 2012 continuing work with international organizations in-cluding FAO IUCN UNEP UNESCO and WWF As a Principal Lead Author with the Intergovernmental Panel on Climate Change (IPCC) he and other members of the IPCC shared the 2007 Nobel Peace Prize with former US Vice-President Al Gore He was also a Lead Author of the mountain chapter in the 2005 Millennium Ecosystem Assessment In 2010 he organized the largest ever international conference of moun-tain scientists in Perth bringing together 450 people from 60 countries from five continents He also developed and has led a unique on-line MSc in Managing Sustainable Mountain Development since 2004 available world-wide since 2012

At the European scale Professor Price has coordinated two major state-of-the-art reports on Europersquos mountains for the European Commission in 2004 and the European Environ-ment Agency in 2010 and is vice-president of Euromontana the European association for cooperation and development of mountain areas

In Scotland Professor Price recently completed a ground-breaking project on lsquoSustainable Estates for the 21st Centuryrsquo which has received significant recognition from both the landowningmanaging sector and The Scottish Government

The resulting book was published in 2013 by Edinburgh Uni-versity Press

In addition to mountain areas other areas of Professor Pricersquos expertise include the links between biodiversity con-servation and sustainable development particularly in the context of World Heritage Sites and UNESCO Biosphere Re-serves the human dimensions of global change and the ef-fective implementation of interdisciplinary research

Oklahoma City which was an International Competition Win-

ner and built shortly thereafter Mr Wong is also responsi-

ble for the restoration of the British Colonial Hilton Hotel in

Nassau Bahamas In Guangzhou Mr Wong won an interna-

tional competition to design and build the regional head-

quarters building for China Mobile In 2011 the building won

the most prestigious award given to an architectengineer in

China The Luban Award for excellence in design and con-

struction Mr Wong is also the Senior Advisor of Planning

and Economic Development for five major cities Chongqing

Chengdu Zhuhai Guilin and Haikou

Mr Wong is involved within the architectural profession

outside of his own office Michael HK Wong is a former

Associate Professor (Status Appointment) at the University

of Toronto a Visiting Professor at Shenyang Jianzhu Univer-

sity served on the Ontario Building Code Commission for

seven years and has been an Ambassador of Scarborough in

1989 to recently being a member of the Board of Governors

The SEER Company team was retained by the govern-

ment of Dege County in the Garze Tibetan Autonomous

Region of Sichuan Province China to prepare a tourism

development master plan With an estimated 6 billion

domestic tourist trips annually within China by 2020 the

Dege government realized the potential of tourism in this

region as a vehicle for stimulating the local economy and

for raising the standard of living among residents

This remote region of the former ancient Tibetan

lsquoKingdom of Khamrsquo on the eastern periphery of the Hima-

laya Range features a spectacular natural landscape of

mountains glaciers forests grasslands rivers lakes and

thermal springs with an abundance of flora and fauna

Cultural resources are rooted in Tibetan Buddhism that

dominates the region and is evident in the numerous

monasteries architectonic sculptures and environmental

art The religious and vernacular architecture exhibits a

unique style and construction methods specific to this

region

In the first phase of the planning process the SEER team

conducted a preliminary inventory of the most promi-

nent natural and cultural tourism resources within the

region This information was used to identify specific

venues that could be developed to offer adventure eco

cultural religious and wellness oriented tourism activi-

ties that would appeal to both domestic and interna-

tional markets An illustrated summary of the recom-

mendations from this phase of planning included prelimi-

nary conceptual plans for each of the potential tourism

venues was prepared and submitted to the local govern-

ment for review and approval

Phase two of the Dege County Tourism Development

Master Plan process focuses upon the creation of a de-

velopment phasing strategy that prioritizes the initial

tourism venues to be planned in detail Several trekking

routes that vary in length from two to five days in dura-

tion have been identified and are undergoing detailed

planning Infra-structure asessment of towns such as

Dege Manigango and Dongzar are being conducted to

create tourist oriented service centers Specific natural

and cultural resources such as hot springs sites and key

monasteries are being studied and planned for develop-

ment as spa and wellness retreats

A major goal of the Dege County Tourism Development

Master Plan is to preserve and protect the unique reli-

gious and vernacular architecture of the district First

priority is to protect the Dege Parkhang Monastery and

printing house through designation as a UNESCO World

Heritage Site Built In 1729 The Parkhang is recognized

as the 3rd most important monastery in Tibet after The

Potala in Lhasa and Sakya monastery that is also a university

The Parkhang is significant as it houses an archives of approxi-

mately 217000 wood block prints of the Kangurs (sacred Ti-

betan scriptures) the Tengurs (commentaries on the scrip-

tures) and the only remaining history of Indian Buddhism

written in Hindi Sanskrit and Tibetan The Parkhangrsquos printing

operations supply approximately 70 of the total sacred

scriptures to the monasteries of Tibet The Parkhang is also an

excellent example of the historic Kham style of religious archi-

tecture identifiable through specific colour combinations

symbolic motifs and construction techniques that are specific

to this region

Principles of sustainable tourism development have been con-

sidered from the beginning of the planning process to mini-

mize the potential impacts upon the local environment cul-

ture and economy Due to the lack for developed infrastruc-

ture throughout the region special attention is being given to

integrating alternative technologies into construction waste

management and energy conservation Development Guide-

lines will also be prepared to ensure that all new forms of

development do not negatively impact the natural and ver-

nacular landscape

Sustainability guidelines are also being introduced into the

Dege County Tourism Development Master Plan Operations

Strategy to ensure that the unique and sensitive natural and

cultural resources of this region are maintained Precedents

from similar contexts such as The Kingdom of Bhutan where

tourism has been established as a major industry have been

studied for applications in The Dege County Tourism Develop-

ment Master Plan to determine the appropriate types of tour-

ism to be introduced Policies and lsquoBest Practicesrsquo guidelines

such as accreditation criteria and operating codes for the tour

operators guides and outfitters will also be created to ensure

ongoing sustainability of the industry

The environmental impacts of development and the escalating operating costs associated with energy consumption waste management and the increasing shortage of water are significant factors that threaten the approval process and ability of resorts to survive in a competitive market In recent years such environmental and economic impacts have contributed to financial hardships at many resorts

As highly experienced developers and operators of resorts the SEER Team has for decades identified the environ-mental impacts construction costs and long term operating costs early in the design process that are unique to each project To guide the implementation of resort master plans SEER has prepared sustainability strategies that pre-scribe lsquoBest Practicesrsquo in site planning landscape architecture architecture construction and operations in tourism These sustainability strategies include energy water conservation and waste management guidelines and construc-tion standards that minimize environmental impacts and operating costs

The SEER Company and SEER Team members have received peer recognition from the international scientific com-munity institutions and industry publications for their work in the specialized applications of lsquoGreenrsquo planning and architecture in resort contexts

The SEER Company received the British Columbia Tourism Associationrsquos lsquoStarfishrsquo Award for environmentally respon-sible tourism development for the architectural design and implementation of the Ravenrsquos Nordic Lodge at Mt Washington Alpine Resort in British Columbia Canada

Based on internal research The SEER Company was responsible for initiating the British Columbia Provincial Govern-ment Ministry of Transportation Departmentrsquos Alpine Resort Village Roads Standards These standards specify road designs specific to a mountain resort setting that reduce the environmental impacts visual impacts capital construc-tion and on-going maintenance costs

For the past 25 years Harry Measure CEO of The SEER Company has been invited as a speaker and chairman at nu-merous high profile conferences in North America Europe and Asia that were concerned with sustainability and re-sort development For example in 2004 Harry was invited by the Swiss National Science Foundation to serve as a member on the lsquoExpert Review Panelrsquo associated with the Agenda 34 Program lsquoSustainable Development of the Built Environmentrsquo The panel consisted of 101 scientists architects and planners from around the world charged with reviewing interdisciplinary research proposals seeking grants from a SF35 million fund Harry served in this role until 2006

In 2010 Harry was Chairman of Session 20 lsquoSustainable Tourism and Mountain Resort Developmentrsquo at the lsquoGlobal Change and the Worldrsquos Mountainsrsquo conference in Perth Scotland that was organized by UNESCO He also delivered a plenary presentation that was attended by over 450 of the worldrsquos top scientists from over 60 countries with ex-pertise in issues related to mountain environments

Sam was developing environmentally responsible golf course projects before it was in vogue or mandated Responsi-ble development practices should always direct development to do the right thing but historically this has not been the case Sam has not only chosen to be a responsible developer of natural resources but always ensured the eco-nomic objectives of the development include minimizing costs associated with long term operations

One of Mr Gundersonrsquos projects that exemplifies his environmental and economic sensitivity is the Harbor Links Golf Course in Port Washington New York USA that has met the Audubon Signature Program Based on the environ-mental frame-work provided by Audubon International a member must design and implement a Natural Resource Management Plan (NRMP) for the property by addressing the following issues Wild-life Conservation and Habitat Enhancement Water Quality Monitoring and Management Integrated Pest Management Water Conservation En-ergy Efficiency and Waste Management The Designation of Signature Status is contingent upon the quality and completeness of the NRMP and its implementation Harbor Links is the 29th facility in the world to achieve Signature Status Harbor Links does well over 100000 rounds of golf a year and has been an unequalled economic success while maintaining the highest environmental standards

Dr Grantrsquos experience and research has been both academic and practical Academically as a component of a PhD study he has identified sustainable tourism practices to help grow tourist numbers by developing consumer re-visitation and recommendation strategies for destinations and resorts Practically by working in management and advisory roles in tourism and resort developments in a variety of sensitive tourism destinations across three conti-nents In doing so he has both managed and consulted in regional development planning and management prac-tices and the development of the Australian National Landscapes program In each of these the growth of adven-ture and experiential tourism involving contact with local cultures art and natural heritage was encouraged

With more than 50 of the worldrsquos population living in cities there is a trend for people to look to tourism activities closer to nature and spending their time in remarkable locations Demand for eco-friendly destinations has become a priority for over 30 of travelers This has resulted in a need for the tourism sector to become ldquogreenerrdquo and to pre-serve the natural richness of their arearegion This becomes an opportunity for STOrsquos RTOrsquos tourism operators resorts and hotels to adopt sustainable practices to attract part of this growing clientele

country In reality the tourists will be more discerning

and looking for something different They will look for

peace quiet stunning and diverse scenery and enjoy

exploring the area on foot They will stay in small rural

villages and eat local food thereby supporting the local

agriculture Its an exciting time to be involved in such a

positive step in tourism

This has provided experiences that have seen Gary in demand to speak about sustainable planning management

marketing and event practices at various conferences and meetings around the world These conferences included

the ARTN in Australia The Asia Pacific Snow Sports Conference in Beijing and to Tourism Associations in Australia

Japan and British Columbia Canada These personal experiences and research findings are also taught to students as

part of his university teaching in tourism and business studies As a result of his continued outstanding contribution

to training and leadership in Australian tourism training and hospitality he was awarded a National Tourism Legend

award in 2009

skiers The SEER Company was re-

tained to master plan a major ex-

pansion of the resortrsquos mountain

recreation facilities and base lands

Proposed mountain facilities include

overhead cable lifts to the peaks of

Bora Bora Paraiso and Soldado

Peaks The proposed lift systems will

expand the ski terrain by 400 and

to over 5000 vertical feet

SEER also prepared a Land Program

The Brew Creek Centre is set within a rainforest twenty minutes south of world class Whistler Resort The Cen-trersquos mandate is lsquodevoted to expanding awareness awakening human poten-tial and thereby facilitating collective consciousnessrsquo and offers guests a venue for corporate retreats meetings wellness programs private ceremonies and presentations by internationally recognized speakers

All buildings at the Centre are designed in the West Coast architectural style that incorporates recycled sustainable and renewable products where possi-ble The building program includes a lodge suites cabins a guesthouse and structures for meetings and small gath-erings

The Brew Creek Centrersquos landscaping was planned around extant buildings to provide a variety of spaces for outdoor activities group events personal re-flection and connection with nature

Both indigenous and complimentary non-indigenous species were used to provide seasonal colour aromas and texture to enhance the rain forest set-ting

A stream that flows through the site was highlighted as the prominent land-scape feature with pools sitting areas paths and themed bridges Vegetable and herb gardens were also planted to provide fresh produce for the Centrersquos dining facilities

The SEER team was retained to prepare a master plan for Lotusland Resort adjacent a lotus ecological re-

serve in the Jinhu Lake agricultural district near Nanjing China

The intent of the master plan for this 25 acre site is to create a retreat from the congestion and pressures of

urban living SEER prepared a land program that identified different building types for nightly rental accom-

modation and a variety of amenities and activities to guide the master planning process

The master plan features distinct neighbourhoods that are each anchored by amenities and activities such as

themed gardens hot pools and a childrenrsquos adventure park that respond to various market segments A

central lsquoGreenwayrsquo with a water feature and multi-use walking trails will access all accommodations and

amenities within the resort and will link to off-site attractions A traditional Chinese village lsquoMain Streetrsquo is

also planned in the local historic architectural style to provide guests with retail and dining opportunities

To minimize development impacts upon the environment and to reduce ongoing operational costs SEER

also prepared a lsquoSustainability Strategyrsquo that identifies landscape and architectural design guidelines and

sustainable tourism practices

The Resort Municipality of Whistler has been the home of SEER person-

nel and serves as lsquoour living laboratoryrsquo We have had an in-depth in-

volvement in the planning and operations of this internationally re-

nowned mountain resort destination

As Senior Development Planner for local government during the early

1990rsquos Harry Measure was responsible for very complex planning and

development tasks During this time Whistler Village more than dou-

bled in area to include Whistler Village North Harry coordinated the

Resort Municipality of Whistlerrsquos Advisory Design Panel and the inter-

departmental referral process for project review and approval He also

facilitated master planning and detailed planning studies prepared de-

sign guidelines and processed the permitting of major buildings and

urban design projects

These tasks required frequent presentations to Municipal Government

Council the Planning Commission and interaction with private sector

groups to ensure proposed projects would be of the standards that sus-

tain Whistlerrsquos success

The SEER Company has also completed several building and urban de-

sign projects in Whistler including retail residential commercial and

restaurant facilities

The SEER Company was retained to master plan the expansion of Hudson Bay Mountain Resort from a regional ski hill

to one of the largest mountain resort destinations in North America (based on ski terrain and vertical drop) SEER pre-

pared the mountain master plan that includes the addition of several lifts substantial terrain and features a gondola

from the Town of Smithers to the skier staging area in Mountain Village SEER also master planned Mountain Village

that proposes a ski-in ski-out mixed use village adjacent residential neighborhoods and year round amenities that

total 9000 beds and 110000 sq ft of Village Core retail

Hudson Bay Mountain Estates is the first development phase of the Hudson Bay Mountain Resort base lands master

plan and consists of 186 single family residential lots ranging in area from 8500 sq ft to estate lots that exceed 20000

square feet

To achieve a ski-in ski-out amenity between all lots and adjacent ski runs challenging design determinants such as

hillside terrain watercourses sensitive soils and attaining acceptable road grades had to be resolved A ski way system

planned through Hudson Bay Mountain Estates will also be part of a multi use resort-wide trail network that will link all

neighborhoods and amenities within the resort base lands Tree preservation zones were established in the property

setbacks to ensure privacy and to maintain the forested setting

The SEER Company produced a comprehensive Development Code to establish an architecture and landscape design

theme and to provide design information and construction materials and methods appropriate to the Hudson Bay

Mountain resort context lsquoBest practicesrsquo for construction and a construction monitoring program were also prepared

by SEER to ensure minimal impacts upon the natural environment during development of the resort As the lots are

being developed SEER will review all applications on behalf of Hudson Bay Mountain Resort for conformance to the

Development Code and construction practices

Mt Washington Alpine Resort is located near the Town of Courtenay on Vancouver Island The SEER Company is serving a

key role in transforming Mt Washington from a winter only ski resort into an all season resort community destination

SEER represented Mt Washington in the Regional District of Comox-Strathconarsquos preparation of an Official Community

Plan for the resortrsquos base lands SEER also prepared a detailed Master Plan to chart resort expansion from 550 units to a

build-out of 2200 dwellings set by the Official Community Plan

A mixed use ski-in ski-out village was designed with 75000 square feet allocated to at grade retail restaurants and rec-

reation oriented activities Eight hundred tourist dwelling units in the form of hotel rooms condominiums and town-

homes were also planned in the Village

The residential neighborhoods were designed to take advantage of ski-in ski-out opportunities views and close proximity

to lifts and other amenities such as recreation facilities Most of the lands in the residential neighborhoods are on very

steeply sloping terrain that required careful design of roads paths and other services to reduce construction costs and

visual impact SEER also prepared comprehensive design guidelines development regulations and zoning bylaws to ensure

that all architecture landscape design and improvements support the Resortrsquos long-term sustainability In 2002 Mt

Washington Resort received the lsquoStarfish Awardrsquo from British Columbia Tourism Association in recognition of being the

most environmentally responsible resort in the province

skiing golf river and lake water sports mountain biking cross country skiing hiking and nature viewing

The SEER Company master planned a mixed-use village and adjacent ski inout and waterfront neighbourhoods to transform

Calabogie Peaks Resort into Ontariorsquos finest all season resort community Calabogie Peaks will offer the highest vertical drop of

all public mountain resorts in Southern Ontario and significantly expanded golf mountain bike water sports shopping dining

childrenrsquos amenities and cultural activities The landscaping and architecture will create an identity unique to each neighbor-

hood

A pedestrian village will serve as the heart of Calabogie Peaks Resort and the focus for year round activities Village buildings

will incorporate ground level specialty retail with lsquowarm bedrsquo accommodations above Village architecture will celebrate the

historic buildings of the region and towns of New England A pedestrian promenade meandering through the Village will fea-

ture outdoor dining terraces plazas and public areas illuminated with festive lighting to create an animated setting for year

round activities The promenade will be highlighted by a stream ponds and other water features Extensive landscaping will

incorporate indigenous and ornamental species that introduce variety and seasonal color

Juniper Ridge is located adjacent the Village on a forested hillside overlooking the golf course and Calabogie Lake This ski in

out neighourhood will feature a chairlift single family and duplex lots townhomes and slopeside lodges Buildings will express

natural materials and a lsquoCraftsmanrsquo style appropriate to the mountain setting

Barrett lsquos Chute fronts both banks of the Madawaska River for 35 miles and is a pristine landscape similar to that of Algonquin

Park The Barrett Chute neigborhood will consist of estate lots and a wilderness lodge adventure center with out cabins The

design theme will reflect the waterfront cottages of the Muskoka Region and rustic Adirondack camps of upstate New York

Desert Willow Golf Course is the feature amenity of this resort community in Palm Desert California The 18 hole course was purposely designed with more forgiving greens target areas and hazards that make the course easier to play without sacrificing the dramatic look of a tournament course

Water and vegetation density and patterns were used as design features to create a naturally occurring desert oasis Drought tolerant plant and grasses were selected to re-duce the operational costs associated with irrigation Most golf holes were fit into the valleys to protect golfers from the constant wind to reduce evaporation of precious wa-ter from irrigated areas and to provide containment to errant golf shots Golf turf grass was purposely limited to about 75 acres on each course about half of that found on traditional golf courses The remaining areas were covered in decomposed granite

Unlike most golf courses that are developed to increase real estate value where residences are planned fronting the course the design of Desert Willow placed the quality of the golf experience above the lot layout and optimum den-sity The golf course routing plan established the framework to locate roadways walking and cycling trails utility infra-structure drainage and real estate

This collectively unique approach earned the Desert Willow Golf Resort the cover picture of the April 1997 issue of Smithsonian Magazine and recognition for its environmental sensitivity as well as accolades in Natural Geographic Explorer Magazine a half-hour feature on the Discovery Channel and numerous other awards

The River Course at Keystone Resort was designed by The SEER Companyrsquos associates Fry Straka Environmental Golf De-sign to provide summer activities at one of Coloradorsquos most popular ski resorts

The 18 hole 3000 meter course is located at an elevation of 2896 meters in mature stands of Douglas Fir and birch trees and is surrounded by panoramic views to the Rocky Mountains Course routing was challenged by a protected wa-tercourse lands reserved for real estate development steep terrain and elk habitat Heavy snow accumulation and the high elevation challenged the course construction schedule

Acknowledged as industry pioneers in establishing environmentally responsible golf course design Fry Strakarsquos extensive knowledge of turf grass ecology is extremely beneficial in harsh climates such as the high mountains and deserts where winter kill and drought conditions are significant factors that can limit course playability and escalate operating costs

SEER staff participated in the master planning of the Pinehurst Estates neighborhood at Morgan Creek Country

Club a premier golf community located near Vancouver British Columbia SEER staff also participated in the de-

tailed site planning and architectural design of the Deer Run town home complex that was the first phase of the

Pinehurst Estates development

Master planning emphasized the creation of open space maximizing views to the golf course and minimizing the

presence of the automobile upon the streetscape Master planning also incorporated preservation of environ-

mentally sensitive lands within the site and the creation of a walking trail system

Duplexes town homes and stacked town homes were designed to respond to an up-scale active retirement mar-

ket The architecture and landscape architecture design expresses forms materials and colors appropriate to

country club living in a western coastal environment

Marina Gardens Estate is a 600 acre active retirement community near Vancouver Canada that features

marina facilities a golf course a retail village community meeting and interior recreation facilities a

multi-use walking trail system and multifamily and single family lots SEER staff participated in the over-

all master planning process and prepared detailed site plans for each neighbourhood precinct SEER staff

also conducted design review of proposed buildings for conformance to the Marina Gardens Estates

The SEER team was retained to prepare the detailed architecture and landscape design for Lotusland Resort a well-

ness and family activities destination in a rural setting near Nanjing China The SEER team designed approximately

50000 square meters of buildings that include a variety of rental accommodations such as apartments town homes

and luxury villas totalling one thousand units

The SEER team also designed a 7000 square meter clubhouse that will serve as the gateway and landmark building for

the resort with amenities such as central reservations check-in office space restaurants spa facilities and other in-

door and outdoor recreation facilities The architectural style of these buildings is a fusion of contemporary Chinese

and Western design

The SEER Company has been involved in all aspects of retail planning and design in resort and tourism settings Pro-jects have included the preparation of retail strategies architecture and urban design guidelines and tenant mixes for resort towns pre-planned commercial villages such as Whistler Village and the Town of Revelstoke in Canada

With Mt McKenzie Resort destined to be one of the largest ski resorts in North America Revelstoke is trans-

forming from a resource based economy to an all season resort community Increasing development pres-

sures from a rapidly growing speculative market caused the Town of Revelstoke Municipal Council concern

about the emergence of inappropriate retail types scale and uncontrolled sprawl eroding the health of the

downtown commercial core and communityrsquos unique sense of place

The SEER Company and Trec International of Vancouver BC were retained to prepare a retail strategy for

the downtown core and other commercial precincts within the community Trec International has the exten-

sive experience in market analysis programming and tenant mix strategies required to achieve optimum

retail environments in resort and tourism settings SEER has associated

with Trec International on many projects contributing expertise in re-

sort planning urban design and architecture Throughout the planning

process Trec and SEER drew upon their extensive research base and

experiences related to retail planning in other all season resorts where

shopping is recognized as the most popular year round activity

The Town of Revelstoke Retail Strategy projected demographic and

market trends quantified existing retail types and future needs and

identified specialty retail appropriate to an all season resort commu-

nity The Retail Strategy also defined retail precincts within the town

boundaries where specific retail types and appropriate scale would best

be suited The SEER Company prepared zoning architecture urban de-

sign and signage and lighting recommendations for each retail zone to

establish individual identities

Located at Kicking Horse Mountain Resort near Golden British Columbia the Kicking Horse General Store

fronts the main Gondola skier staging area in the village core The store provides the sales of convenience

items such as groceries beer and wine and specialty items such as native artwork and jewelry to resort

residents and visitors

The storersquos thematic design is based on a late 19th Century Victorian era general store common to British

Columbia frontier settlements of the day The design expresses lsquoExperiential Retailrsquo through authentic pe-

riod lighting display design and materials The flooring is fabricated from reclaimed barn wood salvaged in

the region while the millwork was meticulously detailed to suit specific merchandising requirements

As part of the provision of comprehensive planning design and start-up operations consulting services to Secret Gar-

den Resort The SEER Company also prepared a retail strategy The Secret Garden Resort Retail Strategy focused upon

the retail spaces within the Genting Grand Hotel that is the first phase of this 99 square kilometer all season resort that

will feature a commercial retail village at build-out

Based upon examples of successful retail precedents from all season resorts around the world the retail strategy out-

lined the principles to guide a successful retail program specific to all season mountain resorts and recommended an

appropriate tenant mix and their locations design guidelines for common space in the retail precincts activities such as

types of food and beverage and special events that enhance the retail program As Secret Garden Resort implements

itrsquos expansion program this document will serve as the foundation for a resort wide retail strategy

Snow Creek Lodge at Fernie Mountain Resort was designed for the 1992 Olympic downhill gold medalist Kerrin

Lee-Gartner

This complex features a 65 unit condominium hotel (with studios 1 + 2 bedroom units) 8 luxury chalets (with

lofts and detached garages) adjacent the ski runs a restaurant health club secure underground parking and

conference facilities A pool hot tubs and activities terraces were located in the sun fronting the main ski run

and staging lift for apregraves ski activities

Site and building design responds to sloping terrain heavy snowfall maximizing solar exposure and capturing

short distance views to the ski runs and long distance views to the surrounding mountain peaks During con-

struction the forest cover was retained and a stream running through the site was enhanced as a key landscape

feature with waterfalls and pools The architecture of Snow Creek Lodge is based upon the historic rustic hotels

and lodges built in the National Parks of the North American inter-mountain west

A lsquoresort within a resortrsquo Snow Creek Lodge provides an intimate private club atmosphere and is a popular year round retreat among international visitors

development in China at the time the second largest resort and recreation oriented development after Disney in Shang-

hai

Named after its developer the Malaysian-based Genting Group Genting Resort is located in Chongli County Zhangjiakou City Hebei Province in the midst of the Dama Mountain Range where Taihang Mountain meets Yan Mountain This ice and snow recreational development takes advantage of local geography producing perfect conditions for the development of 70km of ski trails distributed over 87 routes and is capable of supporting 19 610 tourists at once To be serviced by 22 cable links covering 30km with a maximum carrying capacity of 32 520 people per hour this transportation is expected to manage 18270 visitors during normal operation Its size will make Genting Resort Secret Garden Chinas largest recreational winter destination With its first 5 star Hotel in operation that features over 300 luxury rooms this resort sets new standards for alpine recreation in China

SEERs role was to provide mentoring training and consultation to management to facilitate the resorts first two opera-tional seasons Operational training and hands-on implementation in Snowsports School Ski Patrol Mountain Operations Risk Management and Hotel and Hospitality Services across the resort were undertaken Marketing strategies and collateral were produced and close working relationships with various Chinese PR and advertising agencies was undertaken A retail planning and development strategy and summer activities planning was undertaken

SEER Team Projects Gubei Water Town Recreational Development Assessment and Planning

Situated in Gubeikou Town Miyun County in Beijing Gubei Water Town surrounds the beautiful Mandarin Duck Lake Reser-

voir and overshadowed by the Simatai Great Wall the most dangerous and ma-jestic section of the entire Great Wall Re-

ferred to as lsquoWuzhen in Beijingrsquo Gubei Water Town is a rare natural old town with a combination of mountains water and

ancient villages

As part of its development management sought expert advice on activities development for guests staying overnight As

part of this planning a small snow play area was designed and appropriate equipment sourced to meet the particular needs

of the Resort A fully automated system was chosen to overcome the lack of skills associated with operating and maintain-

ing snowmaking facilities at Chinese all season resorts Dr Grant identified appropriate equipment types and coordinated

the various suppliers to ensure the most environmentally and cost effective solution Dr Grant also identified summer ac-

tivities for future development of this ongoing project

This is the largest ski resort in the Southern Hemisphere spread over 1245 hectares and having 47 ski lifts With an

annual skier visit of over 500000 guests and a staff of over 1500 during peak season this resort provided a great

opportunity to enhance and develop all aspects of resort and hospitality management SEER principal Gary Grantrsquos

responsibilities included the management and development of the resortrsquos marketing including ancillary properties

Sales Public Relations Sponsorship Guest Services Major Events Snowsports School and Media Departments and

OHS as well as being the General Manager responsible for the Perisher Valley Hotel and The Station Resort and all

resort food and beverage outlets and restaurants

The tasks included the research management development and implementation of the new Perisher brand and the

strategy associated with this development and management of Perishers web site its growth and analysis web

site and online media advertising and development of social media (including Facebook Twitter etc) and develop-

ment of mobile apps including the resortrsquos iphone app launched in 2010 In addition SEER contributed to the snow

and wind management guidelines for the master plan for the new Perisher Village development recognised by the

NSW Division of the Planning Institute of Australia with an Award for Excellence in Planning in the category of

Urban Design - Plans and Ideas This was on top of the 2001 Royal Australian Planning Institutersquos National Award

for Planning Excellence Environmental Planning and Conservation for the Perisher Ski Slope Master Plan

Ongoing strategic development adjustment and management of associated change in a seasonal business that was

in a constant state of flux In addition staff training and mentoring on a regular basis was constantly required
