The most classic example of this involves DNA fingerprinting, which in many cases has helped to clear innocent suspects. One of the most recent and innovative uses of science in law enforcement is the introduction of isotope analysis. Isotopes are atoms of the same chemical element that differ in their nuclear composition. They are radioactive by definition, but most of them are naturally occurring, stable and harmless. An example would be Carbon-14 (14C), which is frequently used in archeology to date organic materials such as bone, fabric or plants. Isotopes are present in different ratios, depending on the environment or the geo- graphical region in which they exist. For this reason they are considered a “chemical fingerprint,” and are used to resolve a wide array of crimes. Isotope analysis: a crucial new tool in law enforcement

Scientific and technological breakthroughs in the last few decades have contributedsignificantly to improving law enforcement and forensics methods and outcomes.The most classic example of this involves DNA fingerprinting, which in many caseshas helped to clear innocent suspects. One of the most recent and innovative usesof science in law enforcement is the introduction of isotope analysis. Isotopes areatoms of the same chemical element that differ in their nuclear composition. Theyare radioactive by definition, but most of them are naturally occurring, stable andharmless. The ASIS BostonChapter has had somesuccessful events over

the past few months. We hosted a panelof dynamic speakers on the opiate crisisat our March meeting. Special thankyou to Longwood Security for hostingour bar during this event. April was ourannual Security EXPO. Over 500 at-tendees and 60 vendors were presentand three memorable educational sessions were held.

Our Chapter’s Board has planned numerous events, which will take placeover the next two months. A few of thehighlights include:

• Annual Public Safety Luncheon on Thursday, June 9 featuring U.S. Attorney Carmen M. Ortiz;

• ASIS/IAHSS Volunteer Day at the Greater Boston Food Bank on Wednesday, June 15;

• Women in Security Gun Safety Overview and Indoor Paintball at Boston Paintball Chelsea on Thursday, June 16 (all are welcome);

• 24th Annual J.P. Manning Memo-rial Golf Tournament at Blackstone National Golf Course on Monday, June 20; and

• Half-day educational workshop on Leadership and Communication led by ASIS International Board of Trustees Foundation President and The Florence Group Managing Principal Linda Florence, onJune 29.

OSHA Healthcare Guidelines: What do they mean foryour facility?

The U.S. Occupational Safety and Health Administra-tion, more commonly known as OSHA, was formedin 1970 to protect workers by helping to limit vio-lence and death in the workplace. Since its launchnearly 50 years ago, OSHA has enacted a number ofrules designed to ensure safety for all American work-ers, from factories to retail stores.

Healthcare is a particular area of focus for OSHA. Bynature, healthcare facilities, including hospitals, nurs-ing homes and private practices, present security diffi-culties: a large number of people come and go on a

daily basis; patient stress can lead to frequent confrontations; and staff members areso focused on patient care that security can be an afterthought.

However, statistics show OSHA is right to focus on healthcare. According to statis-tics obtained by the Bureau of Labor Statistics (BLS) and National Crime Victim-ization Survey (NCVS) and listed in an April 2015 OSHA report, healthcareworkers can have up to a 20% higher rate of workplace violence than all other workers.

Violence against healthcare workers cannot be accepted as "part of the job." In a re-port last April, OSHA laid out several updated guidelines on various steps facilitiesshould be taking to help protect their employees. These guidelines include, butaren't limited to, programs designed to process and track guests.

What are the safety problems facing healthcare workers?

On a daily basis, healthcare facilities see far too many healthcare workers harmedon the job.

The following statistics come from OSHA's 2015 Guidelines for Preventing Workplace Violence for Healthcare and Social Service Workers.

• The majority of injuries from workplace assaults that caused the victim to take time away from work were in the healthcare and social services industries.

• Between 2011 and 2013, 70-74% of all workplace assaults occurred in the healthcare and social services industries.

• In 2013, the rate of "days away from work" due to workplace violence were nearly five times higher in healthcare than in private industries.

• In nearly two decades of study, the BLS and NCVS observed that healthcare workers had a 20% higher rate of workplace violence than other workers.

What does OSHA recommend to prevent these incidents of workplace violence?

OSHA's report includes a number of recommended guidelines designed to increase workplace safety. While these recommendations aren't official OSHA regulations, they are helpful suggestions for healthcare organizations of all kinds.

In the past, the following recommendations have been shared by The Joint Com-mission, They show how important the healthcare industry considers them to be.

OSHA's guidelines include:

• Specific sign-in/sign-out procedures for all traveling workers, contractors andother temporary employees;

• Record data for all visiting employees, including name, patients seen, duration of the visit, a contact number, license plate information and more;

• Institution of sign-in procedures and issuing of visitor passes to better track guests;

• Enforcement of visitor hours and procedures for all hospital guests;

• Establishment of a list of restricted visitors, including those with a history of violence;

• Provision of identification badges to staff, preferably without last names.

How can your organization get in line with OSHA's healthcare guidelines?

The easiest way to get your facility in line with the OSHA guidelines mentionedabove is to implement a Visitor Management system at your site.

As a concept, Visitor Management refers to the process of registering and monitor-ing guests at your site. Visitor Management solutions range from simple sign-inbooks left at an unattended front desk to comprehensive software systems that re-quire a visitor to scan a driver's license for entry.

Visitor Management is a key concept at sites of all kinds, but it is of particular rele-vance in the healthcare market. A successful Visitor Management program helps in-crease security across your site, from employees to guests.

There are number of different Visitor Management solutions that are perfect formeeting the OSHA guidelines laid out above:

• Most systems allow for the fast, easy creation of personalized expiring badges for guests. These badges can expire after a set time frame to show a visitor's time is up. Guests are signed-in or signed-out in just seconds using a simple, user-friendly interface. Reports can be created to measure visitor trends and to determine who was on-site at a given time.

ASIS Book Review:Iran: A Beginner's Guide

by Homa Katouzian Reviewed by Mark H. Beaudry, PhD, CPP

Homa Katouzian provides an excellentoverview of Iran's history in this ex-tremely well-researched book. TheGreat Britain-based economist, histo-rian, political scientist, and literarycritic touches on many varied types ofdevelopments in Iran, ranging fromeconomic, religious and secular changesto historical and contemporary relationswith foreign governments, politicalevents, and much more. A scholar witha special interest in Iranian studies, Ka-touzian details the many struggles be-tween constitutional agreement andIslamic perspectives among the differ-ent sects. Issues of gender, concernsabout health, and educational ups anddowns all are examined in some detail.

This book is a must-read for those in-terested in the political and social devel-opment of Iran. The author also doesan excellent job of describing the coun-try’s struggles in those arenas, starting

with the riots and protests surroundingthe long battle for a total monopoly ontobacco to the British and how thateventually led to the constitutional gov-ernment of the pre-World War I pe-riod. Katouzian brilliantly depicts Iranas a global power leading up to theIranian Revolution in 1979.

The author also discusses the post-revo-lutionary period and many of thefounding principles for the Islamic Re-public as well as its unique governingstructure that puts many of Iran’s majordecisions in the hands of a rarely seenreligious establishment. Iran: A Begin-ner’s Guide is one of those books thatwill broaden your appreciation of thefactors and complexities that influenceany society’s development. Whetheryou are interested in Iran, Islam, theMiddle East, or even the pressures andproblems of an evolving country in themodern era, this book will prove to bea rewarding read. It offers an intelligentand balanced analysis of the major de-velopments in Iranian history.

Individuals seeking a historicaloverview of Iran as an important re-gional power need to start with this im-portant guide. It is an excellentresource not only for scholars but foreducated readers and students inter-ested in the history of Iran.

As hair grows, it incorporates watermolecules that contain Oxygen 16Oand Strontium 18O, with ratios that areunique to an area’s water supply. Thelonger the hair sample, the longer thetravel history it contains.

In October 2000, duck hunters nearSalt Lake City found remains of then-named. “Saltair Sally,” including a longstrand of hair. The hair sample was ana-lyzed seven years later, and combinedwith DNA testing, it was confirmedthat the victim was the missing 20-year-old, Nicole Bakoles from Tacoma, WA.Although it took time to identify thevictim, in the end, her family was ableto find closure due to the scientificanalysis of isotopes in her hair.

Another application of isotopes is thefight against narcotics trafficking.

Drugs that are synthesized in laborato-ries contain a blueprint of the labora-tory in which they were made. A personwas arrested in the UK with fiveMDMA pills (Ecstasy), which led po-lice to search his home. A large stash ofnarcotics was found, which the suspectstated belonged to a friend. Isotopeanalysis provided evidence that theMDMA found on the suspect and theother narcotics found in his home wereidentical in chemical composition. Thesuspect later confessed that all the nar-cotics were his.

The US Department of Homeland Se-curity uses isotope analysis to preventterrorist attacks. This became possiblewhen small, pocket-sized isotope ana-lyzers were developed. Law enforcementofficers carry these devices because theyare able to detect the presence of iso-topes that might indicate an explosivedevice is present. This is most helpful in

airports and areas of large gatheringswhere the risk of an attack is higher.This tool would not be advisable forhospital security personnel, though, dueto the fact that cancer treatment relieson isotope-based chemotherapy and ra-diation treatments. As a result an iso-tope analyzer would detect any cancerpatient in its proximity.

Isotope analysis has become an instru-mental tool in law enforcement becauseof its diverse applications. It can helpsolve murders, hold narcotics distribu-tors accountable and may keep us safefrom terrorist attacks.

ASIS Book Review:Killing Reagan: The Violent Assault ThatChanged a Presidency

by Bill O'Reilly and Martin Dugard Reviewed by Mark H. Beaudry, PhD, CPP

News commen-tator Bill O’Reilly andbestselling au-thor MartinDugard teamup to providean excellent description ofRonald Rea-

gan’s political career. Beginning whenReagan was elected president of theScreen Actors Guild in the 1940's, thiswell-written book follows the formerpresident’s life from his early days inHollywood until his death in 2004.

Killing Reagan is a fast read as well asengaging, succinct and pointed in itsassertions. At times the authors providesome very touching details of his lifethat I had not expected; I found them

very fascinating. He was staunchly anti-communist and a strong proponent offiscal conservatism, smaller governmentand a powerful military. In addition,the authors spend considerable time ex-ploring and explaining the relationshipsamong the president’s wives, the Reaganchildren, and the varied politicians thatinteracted with Reagan.

O' Reilly and Dugard recall all of theextraordinary events that happened onthe afternoon of March 30, 1981, whenJohn W. Hinckley Jr., opened fire out-side the Hilton Hotel in downtownWashington D.C. Hinckley succeededin shooting four men that day, includ-ing President Ronald Reagan. Yes,Killing Reagan rehashes the details ofthe failed assassination attempt and theobsession that Hinckley had with theactress Jodie Foster. Unfortunately forReagan and others at that time Hinck-ley was willing to do just about any-thing to get her attention and impressher.

When Ronald Reagan returned to theOval Office after his painful ordeal, hewas a much more confident and highlyfocused president who would go on to

accomplish incredible things for our na-tion. Killing Reagan: The Violent AssaultThat Changed a Presidency is a thought-ful, well-written and extremely enjoy-able book that would interest all generalaudiences. It provides an excellent re-view of the events and is thoroughly re-searched, very interesting and very wellwritten.

Finally, the book provides a wealth ofinformation about the history of Amer-ica from the 1960s to the 1990s, andshows that the tragic assassination at-tempt by a deranged gunman did takeits toll on President Ronald Reagan andthe USA.
