PROCLAMATION ________________________
FREE FISHING WEEKENDWHEREAS many Saskatchewan citizens of all ages and from all walks of life enjoy fishing in Saskatchewan’s
waters; and
WHEREAS the quality of fishing attracts anglers from far beyond our borders; and
WHEREAS programs are available to conserve and enhance fishing opportunities throughout Saskatchewan; and
WHEREAS angling contributes to the economic well-being and the quality of life in Saskatchewan; and
WHEREAS the government wishes to ensure its citizens have an opportunity to learn about the traditional, recreational, social, cultural and economic benefits of angling.
NOW, THEREFORE, I, Ken Cheveldayoff, minister of Environment, do hereby issue a complimentary angling licence to every person present in Saskatchewan on july 7 and 8, 2012 as Free Fishing Weekend in the Province of Saskatchewan, where all may fish without charge.

ALTERATION OF BOuNDARIES — BETWEEN THE TOWN OF RAYmORE AND
THE RuRAL muNICIPALITY OF mOuNT HOPE NO. 2791 Pursuant to sections 53, 56, 57, 59, and 61 of The Municipalities Act, the Council of the Town of Raymore
has submitted an application to alter its boundaries to the minister of municipal Affairs.
2 upon consideration of the application, the minister is of the opinion that the municipalities affected will be viable entities following the alteration of boundaries. Therefore, the undersigned hereby orders, pursuant to sections 61, 62, and 63 of The Municipalities Act, that:
(a) the boundaries of the Town of Raymore and the Rural municipality of mount Hope No. 279 be altered by withdrawing from the rural municipality and adding to the town the territory described in Schedule A;
(b) Schedule B is conclusively deemed to be the legal description of the boundary of the Town of Raymore; and
(c) the alteration shall take effect on and from the date of this Order.

SASKATCHEWAN INSTITuTE OF AGROLOGISTS — AmENDmENTS REGuLATORY BYLAWThe Agrologists Act, 1994 provides the Saskatchewan Institute of Agrologists with the authority to make
regulatory and administrative bylaws as outlined in the Act.
REgULATORY BYLAWS (amended March 29, 2012)
BYLAW ImEmBERSHIP
1. CLASSES OF mEmBERSHIP
(a) PROFESSIONAL AGROLOGIST
Any person shall be considered for membership as a professional agrologist who has completed:
(i) a four-year agriculture degree from an accredited university program; or
(ii) a related four-year degree approved by the admissions committee; or
(iii) a graduate degree in agriculture or related discipline from an accredited university program and approved by the admissions committee; or
(iv) the articling agrologist program; or
(v) the requirements for and who has received a professional agrologist designation from another provincial institute.
(b) ARTICLING AGROLOGIST
Any person shall be considered to become an articling agrologist who has completed:
(i) a four-year agriculture degree from an accredited university program; or
(ii) a related four-year degree as approved by the admissions committee; or
(iii) a graduate degree approved by the admissions committee.
(c) AGRICuLTuRAL TECHNOLOGIST
Any person shall be considered for membership as an agricultural technologist who has completed a diploma in an agriculture program recognized by the Canadian Association of Diploma Agriculture Programs.
(d) ARTICLING AGRICuLTuRAL TECHNOLOGIST
Any person shall be considered to become an articling agricultural technologist who has completed:
(i) a two year diploma from the university of Saskatchewan; or
(ii) a diploma in an agriculture program recognized by the Canadian Association of Diploma Agriculture Programs; or
(iii) a two year diploma as approved by the admissions committee.

(e) STuDENT AFFILIATE
Any person may upon application be enrolled as a student affiliate who is registered in a program leading to a diploma, undergraduate or graduate degree in agriculture, bioresources or related programs in Saskatchewan. The designation as a student affiliate shall cease upon qualification for application to become an articling agrologist or articling agricultural technologist.
(f) RETIRED mEmBER
Any person who was a professional agrologist who has retired and is no longer practising agrology may maintain membership.
(g) GRADuATE STuDENT
Any person who is enrolled in a graduate program at a recognized university shall be eligible for consideration to become a member.
2. APPLICATIONS
Applications for membership shall be made on forms as prescribed by council and forwarded to the registrar at the head office of the institute. Each applicant shall certify on the application form that he or she has read and undertakes to abide by the code of ethics, the Act and the bylaws of the Institute. The signed certificate, witnessed by a member, shall be kept by the registrar in the files of the institute.
3. CERTIFICATE OF mEmBERSHIP
All members of the institute shall be issued a certificate of registration which shall be displayed in a prominent place.
4. ANNuAL mEmBERSHIP CARDS
4.1 The registrar shall issue an annual membership card to all members in good standing upon payment of the annual membership fees. The membership card shall be in such form as authorized by council.
4.2 Being in “good standing” includes but is not restricted to:
(a) not being under orders from the Discipline Committee to remove the member from the register;
(b) being current in payment of all relevant fees in accordance with the Bylaws, policies and procedures of the Saskatchewan Institute of Agrologists; and
(c) being current in Continuing Professional Development reporting as required by these Bylaws, Institute policies and procedures.
5. VALIDATION OF CERTIFICATES OF REGISTRATION
upon payment of the prescribed annual fee the registrar shall issue to each member validation, evidence in the form approved by council, of that member's certificate of registration which shall expire on December 31 of the year in which such annual fee has been paid.
6. RESIGNATIONS
The council may accept the written resignation of a member of the institute.

7. LAPSE OF mEmBERSHIP
All fees are due as of December 31 of the year preceding year of membership. An individual who has not paid their fees as of january 15 of the year of membership will receive a registered letter indicating fees are not paid. Anyone who has not paid by February 15 of the year of membership will be automatically removed from the register without further notification.
8. REINSTATEmENT
A person who has not been a registered member for more than one year or has not officially requested a leave of absence or resigned for any period of time may be reinstated to membership upon the recommendation of the Admissions Committee and approval of Council.
A person who has officially requested a leave of absence or resigned and has not been a registered member for one year or less may be reinstated to membership upon recommendation of the Admissions Committee and approval of Council.
9. PROBATION
A member who has not submitted their annual professional development forms by December 31 shall be contacted and reminded to return their Professional Development form. If the form is not received by january 21 the member shall be immediately placed on probation and referred to the Professional Conduct Committee.
The Professional Development Committee will randomly review members’ professional development forms. A member who has failed to meet the prescribed professional development requirement, as determined by the annual audit of professional development forms, shall be placed on probation for one year during which time all professional development requirements must be met.
10. ARTICLING
Individuals who have been accepted for membership as an articling agrologist or articling agricultural technologist must complete their articling within three years from the date of acceptance. Failure to do so will result in removal from the register without further notification.
BYLAW IICODE OF ETHICS

BYLAW IIImEETINGS OF THE INSTITuTE
Special meetings of the institute may be called by the president when requested by 20 members of the institute.
BYLAW IvCONTINuING PROFESSIONAL DEVELOPmENT
4.1 All practising members of the Institute shall be required to demonstrate that they are continuing their professional education and development by obtaining a minimum of 150 hours of professional development over a 3 year period in order to maintain their membership in the Institute.
4.2 Notwithstanding section 4.1, a member who files with the Registrar a declaration in writing stating that the member is not actively engaged in the practice of agrology is exempt from the requirements of this Bylaw.
(a) an exemption under this section is effective only for one year from the date the declaration is received by the Registrar, but may be renewed for additional yearly periods;
(b) a member who has filed a declaration of non-practice shall immediately notify the Registrar in writing if that person intends to resume the practice of agrology;
(c) amember shall not engage in the practice of agrology while an exemption under this section is in effect;
(d) the Committee may require a member who has notified the Registrar under subsection 4.6(c) to comply with any conditions that the Committee may set prior to allowing that member to resume the practice of agrology.
4.3 On the request of the Professional Development and Standards Committee, a member shall satisfy the Committee that the member is complying with the requirements of this Bylaw and with the requirements of section 4.2. If the member fails to satisfy the Committee; the Committee may undertake a review of the practice of a member, and/or may lodge a complaint with the Professional Conduct Committee.
4.4 Reviews of a member’s practice shall proceed in accordance with procedures enacted by the Committee.
4.5 Any policies and procedures relating to Continuing Professional Development will be provided to the membership for review and comment four months prior to being approved by a majority vote at the AGm.
BYLAW vSTANDARDS OF PRACTICE
5.1 All members must comply with the following standards of practice, including those attached as Schedule A hereto:
(a) to ensure safe and ethical practice;
(b) to act with integrity;
(c) to only undertake work for which the member is competent and qualified;
(d) to act fairly and with objectivity;

(e) to avoid any actual or perceived conflict of interest;
(f) to clearly communicate the scope of work undertaken;
(g) to maintain adequate records as required by these bylaws and any related policies, guidelines and procedures.
5.2 Additionally, all members must comply with any related practice policies, guidelines and procedures.
5.3 The Professional Development and Standards Committee shall propose policies, guidelines and procedures to council that will promote the practice standards set out in these bylaws.
5.4 Practice guidelines and procedures shall be at two levels of application as follows:
(a) General Practice Standards, at a broad level, that are applicable to all practice areas. Such standards should be clearly defined with measurable assessment parameters.
(b) Specific Practice Standards for those areas deemed to be of significant risk to the profession and/or public. Such standards to encompass at least:
(i) development of a descriptive list of knowledge, skill sets and capabilities required to be proficient in a given practice area;
(ii) development of specific practice standards that describes what is commonly accepted against which competence in that practice area is to be assessed.
5.5 Any policies, guidelines and procedures relating to Standards of Practice will be provided to the membership for review and comment prior to being approved.
BYLAW vIDISCIPLINE
6.1 Despite not receiving a written complaint about a member, if the Registrar has reasonable grounds to believe that the conduct of a member or former member constitutes professional misconduct or incompetence, the Registrar may treat the information as a complaint and refer it to the Professional Conduct Committee.
6.2 The Discipline Committee or the Council may direct that reports or summaries of disciplinary decisions, including the member’s personal information, be published in any manner it deems appropriate.
6.3 Where a member is found by the Discipline Committee to have been guilty of professional misconduct or incompetence, the Discipline Committee may exercise any of its powers under the Act, including:
(a) ordering that the member only practise the profession of agrology under supervision.
6.4 Supervision means the requirement that a practicing member in good standing must review any and all work performed by the supervised member, is accountable for all of the work of the supervised member as if that work were performed by the supervising member, and must agree in writing that any work performed by the supervised member either is, or is not in accordance with the Act, Bylaws, policies and procedures of the Institute. A complaint against the supervised member will be treated as a complaint against the supervising member as well.

SCHEDuLE AThe SIA provides minimum general practice standards with which all members must comply. more specific
practice standards are available for certain areas of agrology. members practicing in the areas of agrology affected by more specific practice standards must additionally comply with those standards.
PurposePractice standards represent a minimum level of performance that the SIA uses to evaluate the activities of
its members. Practice standards are developed to:
• ensure safe and ethical practices;
• act as a guide for members to the competencies and behaviors required to practice agrology in general and in specific areas;
• provide a way to evaluate and measure the conduct of practice and competencies of members against a transparent standard;
• enable members to improve their practice;
• promote the role and accountability of members to the public, other professionals and peers;
• act as a legal reference to describe reasonable and prudent practice in employment situations and complaints about a member when presented to the Professional Conduct Committee or a Court of Law.
Essential CompetenciesThese competencies are derived from the Code of Ethics and broadly define the minimum expectations for
members. All members shall:
Integrity• act towards other members, the public, employers, clients, other professions and in general, with courtesy and good faith;
• respect social diversity;
• facilitate an understanding of the practice of agrology;
• read and be familiar with SIA’s governance and operational structure and functions;
• use professional principles, performance management systems and methods relative to the member’s area of practice;
• ensure the member’s skills are consistent with the requirements of the specific area of agrology and that the skills are constantly improved and enhanced through continuing professional development;
• respect contributions by other professionals to the work product.
Competency in Area of Practice• only undertake work for which the member is competent and qualified;
• perform due diligence for all work undertaken, including becoming knowledgeable about the work to be performed, the client or employer for whom the work is to be performed, and any resources required to complete the work;
• maintain and demonstrate knowledge of developments in any area of practice relevant to any services that are undertaken;
• be aware of changes and issues within the member’s area of practice, notify the Registrar and adapt their practice standards as appropriate;
• demonstrate client, employer, community and environmental sensitivity;
• clearly communicate to any affected parties the scope of any work undertaken, related priorities and decisions;
• maintain knowledge and awareness of developments in their area of practice, including any changes to standards of practice;

• employ quality assurance measures where appropriate;
• evaluate overall project performance on a regular basis to provide confidence that the project will satisfy the relevant quality standards;
• ensure any individuals over which the member has control, have the appropriate qualifications and competencies;
• ensure all formal documentation is authenticated by signing, dating and sealing in accordance with The Agrologists Act, Bylaws and policies.
Objectivity• act fairly to colleagues, clients, employers, subordinates and employees;
• recognize and promptly address any issues arising during practice that may affect the satisfactory outcome of any work that has been undertaken;
• determine if a potential or perceived conflict of interest exists before performing services. If performance of the work can reasonably be foreseen to result in a conflict of interest, the member should not conduct the work. If there is a potential or perceived conflict of interest at any time before or during performance of the work, the member must document and inform all involved parties of the conflict.
