    DRAFT - I

    School of Architecture, C.E.P.T University

    A. E L E C T I O N1. The election commissioner [henceforth referred to as E.C.] is the sole authority responsible for the

    smooth running of each annual election in the school of architecture.

    2. The price of each form for the contestant for standing in the elections will be fixed at Rs. 50/- perform and the contestant should satisfy the requirements stated below. Any change in the price of the

    form will rest on the discretion of the E.C.

    3. The E.C has the sole discretion in awarding the form to a particular contestant. This will be elaboratedin the Election Procedure.4. The E.C will decide the format and the dates for the election in the School of Architecture. This

    format will have to be put up by the E.C before the G.B.M, 2 weeks before the polling date.

    5. The E.C will have to ensure the elections take place within one month of the start of the newacademic semester.

    6. The Form All Candidates who wish to stand for any post will have to fill up the form from the E.C. All Candidates will have to get the form ratified by 2 students [1 male and 1 female] from

    each batch and submit the form to the E.C within the deadline set by the E.C.

    The E.C will not be allowed to ratify any candidates form. All candidates will have to read the rule book and acknowledge having done so before

    handing the form to the E.C.

    7. The eligibility for the contestants will be as follows :For a contestant to contest in any election, he/ she should satisfy the following criteria:

    Candidates standing for any post must be on campus for the entire year. The candidate must be a registered student of School of Architecture, CEPT

    University.

    For any post all candidates will have to stand as separate contestants. Collaborationof more than 1 candidate will not be allowed for any post.

    Candidates for any post cannot have held the same post in the immediate previouscouncil.

    1. Deputy Election Commissioner - Any student who has studied in the School of Architecture for a minimum period

    of 4 years is eligible to stand for the post of Deputy E.C.

    Transfer students should have studied for a minimum of 3 years to be eligible forthis post.

    The candidates interested will be elected by hand vote as Acting Deputy E.C,will assist the E.C in the elections. At the end of one year tenure, he/ she will

    automatically elected as the E.C.

    For this period the role of the Dy. E.C will be in assisting the E.C in the smoothconduct of the elections.

    2. President - Any student who has studied in the School of Architecture for a minimum period

    of 4 years is eligible to stand for the post of President.

    Transfer students should have studied for a minimum of 3 years to be eligible forthis post.

    3. Administrative Secretary - Any student who has studied in the School of Architecture for a minimum period

    of 3 & 1/2 years is eligible to stand for the post ofAdministrative Secretary.

    Transfer students should have studied for a minimum of 3 years to be eligible forthis post.

    4. Academic Secretary - Any student who has studied in the School of Architecture for a minimum period

    of 3 & 1/2 years is eligible to stand for the post ofAcademic Secretary.

    Transfer students should have studied for a minimum of 3 years to be eligible forthis post.

    5. Cultural Secretary - Any student (including transfer students) who has studied in the School of

    Architecture for a minimum period of 2 years is eligible to stand for the post of

    Cultural Secretary.

    6. Sports Secretary - Any student (including transfer students) who has studied in the School of

    Architecture for a minimum period of 1 year is eligible to stand for the post of

    Sports Secretary.

    7. Deputy Film Club Secretary - Any student who has studied in the School of Architecture for a minimum period

    of 1 year is eligible to stand for the post of Deputy Film Club Secretary. Transfer

    students will not be eligible to stand for this post.

    8. Deputy N.A.S.A Secretary - Any student who has studied in the School of Architecture for a minimum period

    of 1 year is eligible to stand for the post of deputy N.A.S.A Secretary. Transfer

    students will not be eligible to stand for this post.

    9. Computer Lab in-charge - Any student who has studied in the School of Architecture for a minimum period

    of 2 year is eligible to stand for the post of deputy Computer lab in-charge.

    Transfer students should have studied for a minimum of 1 year to be eligible forthis post.

    8. The Manifesto All Candidates will have to submit a manifesto within the time limit set by the E.C. Any candidate who does not submit the manifesto in the requisite time will be

    unconditionally disqualified from contesting in the election.

    All manifestos should be in an A4 format. The manifesto should be written inAriel fontwith size 12.

    After the elections all manifestos will be handled by the E.C and can be reviewed atanytime with his/her permission.

    9. The Manifesto Presentation All Candidates will have to present their manifesto in front of the G.B.M on the date set

    by the E.C.

    Any candidate who is unable to present the manifesto in the requisite time will beunconditionally disqualified from contesting in the election. However this decision will

    rest on the discretion of the E.C.

    The E.C will conduct the manifesto presentation in front of the student body and ensureits smooth functioning.

    10.Campaigning All Candidates will be allowed to campaign for their posts after their manifesto

    presentations only.

    No candidate will be allowed anti campaigning or disrupt the other candidatescampaigning in any manner. No form of permanent campaigning is allowed.

    Any candidate caught indulging in such activities will be disqualified from the elections.

    All campaigning will have to stop 24 hours prior to the Polling time set by the E.C. Any campaigning material found in this 24 hour period will result in the disqualification

    of the candidate from contesting the elections.

    11.Election Procedure All registered students in the School of Architecture, who have studied in the School of

    Architecture for more than 1 year will be eligible to vote in the elections.

    The E.C can set up a system to allow students currently in their training semester andtheir exchange semester to partake in the online polling.

    Voting will be held through an anonymous voter system. All votes will have to indicate just one candidate for each post. Any markings found on

    the ballot will ensure the cancellation of that vote.

    For each post, a candidate will be elected, if and only if a minimum of 66% of the totalstudents voting, vote for the particular post.

    Non voting for a particular post, resulting in less than 66% of total votes, will result in thepost being vacant.

    All vacant posts can be filled via a committee consisting of students from variousbatches.

    In case of a tie, elections for that particular post will be held again or a committee will beappointed on the discretion of the E.C

    An account of the money used by the E.C for the entire elections will have to be put upbefore the G.B.M within the 24 hour period after the polling.

    B. E L E C T I O N C O M M I SS I O N E R1. The election commissioner [henceforth referred to as E.C.] is the sole authority responsible for the

    smooth running of each annual election in the school of architecture.

    2. The E.C will be required to set the dates for each election annually, 2 weeks before the polling date.3. The E.C will have to pin up the accounts of the outgoing council along with the election dates for the

    new council. Any discrepancy in such funds will require the outgoing council to clear up. Failure to

    do so will result in the E.C informing the school authorities for necessary action.

    4. The E.C will have to maintain at all times a copy of the rule book / constitution and this can bereferred to by any student at any time of the year.

    5. All accounts by any council during its tenure can be reviewed at anytime by the E.C for anydiscrepancy. However, this review shall be put up for the student body.

    6. For any account amounting to over Rs. 10,000/- the president of a council will have to inform the E.Cand this will be discussed if required in front of the G.B.M.

    7. The E.C. must have a photocopy of all cheques of the amounts withdrawn by the AdministrativeSecretary, Sports Secretary and Film Club Secretary.

    8. The E.C will be required to keep a detailed account of finances of the council with a monthly accountfrom the Administrative Secretary, Sports Secretary and Film Club Secretary.

    9. E.C. will pin up the accounts at the interval of every 2 months.10.To dismiss any council member, 3 official written complaints are required after which the E.C will

    examine the situation, consult the council and take a decision accordingly.

    C. P R E S I D E N T1. The President is the sole authority responsible for the smooth running of the council elected in the

    School of Architecture.

    2. As the highest representative of the student body, the president will be expected to act in aresponsible manner at all places, and will be answerable to the E.C and the student body for all of his

    actions.

    3. The President is held liable for the actions of all the members in his council.4. A plan of action of the council for each quarter will have to be put up by the president. Any changes

    in this list will have to be brought to the notice of the student body.

    5. The President will have to ensure that there is at least one GBM every month and the student body isnotified in advance. All activities organized by the council shall be discussed in this GBM.

    D. A D M I N I S T R A T I V E S E C R E T A R Y1. The Administrative Secretary [henceforth referred to as A.S] is the authority responsible for the

    smooth running of the council funds and finances of the School of Architecture and the Faculty of

    Architecture.2. All financial matters involving the student body will be handled by the A.S.3. He / She will have to keep a detailed account of all finances available from the previous council and

    the school administration. This will be available for reference or scrutiny at any time in the year.

    4. At the beginning of each month, the A.S will be required to pin up the accounts for the previousmonth. A copy will be given to the E.C.

    5. The Administrative Secretary is responsible for any issue related to the Administration andinfrastructure.

    6. Photocopies of cheques of all amounts withdrawn from the accounts will be submitted to the E.Cwithin 24 hours of withdrawal.

    E. A C A D E M I C S E C R E T A R Y1. TheAcademic Secretary [henceforth referred to as Ac.S] is the sole authority responsible for the

    smooth running of the academics of the student body of the School of Architecture.

    2. The Ac.S will be required to pin up all information regarding any academic events inside or outsidecampus and inform the student body.

    3. All accounts for any academic event will have to be pinned up 24 hours after the completion of theevent in front of the student body.

    4. For the Student-exchange program, the Ac. S will act as a coordinator between the administration andthe student body to resolve any issues.

    5. The Academic Secretary will be responsible for Student Foundation, Exhibition Room and academicproblems of students.

    F. C U L T U R A L S E C R E T A R Y1. TheCultural Secretary [henceforth referred to as C.S] is the sole authority responsible for the smooth

    running of the cultural activities of the student body of the School of Architecture.2. The C.S will be required to pin up all information regarding any cultural events inside or outside

    campus and inform the student body.

    3. All accounts for any cultural event will have to be pinned up 24 hours after the completion of theevent in front of the student body.

    4. A monthly plan of action of programmes to be shown along with the accounts of the previous monthwhich shall be pinned up by the end of the 1 st week of each month. A copy shall be given to the E.C.

    G. S P O R T S S E C R E T A R Y1. TheSports Secretary [henceforth referred to as S.S] is the sole authority responsible for the smooth

    running of the sports activities of the student body of the School of Architecture.

    2.The S.S will be required to pin up all information regarding any sports events inside or outsidecampus and inform the student body.

    3. All accounts for any sports event will have to be pinned up 24 hours after the completion of the eventin front of the student body.

    4. A monthly plan of action of programmes to be shown along with the accounts of the previous monthwhich shall be pinned up by the end of the 1 st week of each month .A copy shall be given to the E.C

    and Administrative Secretary.

    5. Photocopies of cheques of all amounts withdrawn from the accounts will be submitted to the E.Cwithin 24 hours of withdrawal.

    H. F I L M C L U B S E C R E T A R Y1. The Film Club Secretary [henceforth referred to as F.S] is the sole authority responsible for all

    audio visual material and maintenance of equipment belonging to the student body of the School

    of Architecture.

    2. The F.S will be required to pin up all information regarding any Visual events inside or outsidecampus and inform the student body 24 hours before the starting of the event.

    3.

    All accounts for such events will have to be pinned up 24 hours after the completion of the eventin front of the student body.

    4. A monthly plan of action of programmes to be shown along with the accounts of the previousmonth which shall be pinned up by the end of the 1 st week of each month .A copy shall be given

    to the E.C and Administrative Secretary.

    5. Photocopies of cheques of all amounts withdrawn from the accounts will be submitted to the E.Cwithin 24 hours of withdrawal.

    I. COMPUTER LAB IN-CHARGE1. The Computer Lab in-charge is the sole authority responsible for all the infrastructure of the

    computer lab (including plotters and scanners) and maintenance of equipment belonging to the

    student body of the School of Architecture.

    2. The Computer Lab in-charge will be responsible for all the accounts of prints and expenses formaintenance of equipment.

    3. Accounts of the previous month which shall be pinned up by the end of the 1 st week of eachmonth .A copy shall be given to the E.C and Administrative Secretary.
