Hours: Full time, 35 hours per week

Contractual status: Permanent

Working for the RCR

The RCR is a membership body and a registered charity. The trustee board (Council) is mainly made up of practising clinical oncologists and clinical radiologists and is accountable to the membership at large. Each specialty has its own Faculty which agrees policy and the range of support, advice and guidance offered to doctors in the specialty. The executives of the RCR are the eight Officers (doctors) who work closely with the senior management team (the Chief Executive and Executive Directors for Education, Professional Practice and Finance and Resources) supported by about 75 other employees.

The Business and Resources Directorate and the IS TeamThe RCR is committed to developing its information and communication services capabilities and functionality to ensure that staff and our volunteer Fellows and members are supported and their changing needs are met.

The Information Services (IS) Manager leads on informing, developing and implementing the RCR’s digital and information systems strategy, which includes communications, to support a significant business change programme. The role starts at a critical point in the implementation of a new CRM, developed and tested over the previous 18 months, to ensure that it is implemented and supported effectively. Early priorities are to ensure a clean implementation of Office 365, to establish good relationships across the business to identify and progress priorities and help the business to rebound after COVID 19 issues. We also expect to develop and agree the strategic IS plan in Autumn of 2020 to align with the wider RCR strategy.

The IS Manager leads a team of two and reports through to the Executive Director Business and Resources.

The role

Overall purposeInformation Systems Manager is responsible for defining and delivering the information and communication services (IS) strategy to ensure that staff, and stakeholders are supported by effective and good value information and communications systems, processes and policies. The role provides professional advice and IS leadership to internal clients and the senior leadership team, leadership and management of the IS team and for shaping effective and good value IS and business solutions and policies.

Responsibilitiesa. Develop, advise and implement a medium term IS plan

1. Engage with the senior leadership to develop and share insights, intelligence and advice and collect feedback ensure understanding of the future needs (looking up to 5 years ahead) of the College for data, applications, communications and other information services.

2. Formulate a strategic proposal that delivers on the agreed future IS needs of the College and stakeholders demonstrating effectiveness, good value and sustainability. Secure agreement to that plan and the resources required to deliver it.

3. Develop and deliver an implementation plan for that strategy within agreed resource budgets.

4. Identify, develop and implement measures to monitor outputs that demonstrate the effectiveness of the services delivered.

5. Lead internal user networks and use external stakeholder networks to ensure that the College can take advantage of opportunities and understand risks around business services, member experience or improving the effectiveness of IS tools.

6. Shape and support the development and maintenance of information governance controls, plans and activities to ensure the College protects personal data, maintains high standards of data integrity and quality and optimises its use of data as an asset.

b. Lead and manage the IS team

7. Define and recommend the optimum way of balancing inhouse and outsourced services to meet the businesses needs and wants. Agree and implement a delivery plan within agreed resource levels and service parameters to achieve this.

8. Recruit, manage and lead an IS team to deliver services, advice and the agreed IS plan within defined services levels, to appropriate standards, agreed resources and policy framework.

9. Ensure the IS team delivers and demonstrates comprehensive user and application support to agreed scope and standards. Negotiate and manage third party providers to supplement or extend provision of services as necessary.

10. Promote effective relationships and communication between the IS team and the RCR user community to ensure that the information services continue to meet changing business need.

11. Identify, agree and manage an effective and efficient small change project process, resourcing it appropriately.

c. Business and Technical Partnership

12. Advise stakeholders on how technology and applications can support delivery of RCR and functional objectives and work with them to develop a business case and plan to achieve that goal. Advise stakeholders on appropriate changes to policies, processes contracts and agreements to optimise the outcomes for the RCR; support stakeholders in effecting those changes.

13. Collaborate with RCR project management resources including any Project Management Office that exists, management and staff to support, develop and enhance RCR IS infrastructure, applications, policies and services.

14. Build and manage relationships between internal partners, external suppliers and stakeholders to achieve project and RCR objectives.

15. Establish good vendor, contract management and procurement practice to meet business requirements and demonstrate good value and cost-effective service provision.

16. Use the internal and external networks to advise, plan and implement IS development roadmaps and upgrades to optimise the use of IS to achieve College priorities.

d. Risk management

17. Create and maintain an IS Business Continuity Plan (BCP), ensuring that the RCR can respond to challenges ranging from minor disruptions to major events and that the organisation continues to operate within agreed parameters. Ensure an effective disaster recovery (DR) plan is in place, maintained and tested. Advise senior management on matters that will improve the response or resilience of the business to such BCP and DR risks.

18. Ensure that the RCR risk register reflects IS risks and relevant mitigation steps consistent with RCR’s risk management policies and appetites. Ensure that relevant IS mitigating steps and actions are

communicated and undertaken. Advise the senior management team on changes to policies to enhance business outcomes and reduce risk.

19. Develop, maintain and enforce a suite of IS policies to ensure high standards of service, data and information security and compliance are maintained including cyber security; compliance of external/cloud services with good practice and payment card industry (PCI) compliance. Monitor compliance with IS policies highlighting misuse, abuse or vulnerabilities.

20. Ensure that IS team operates a timetable to review and amend established protocols, standard procedures and business processes and that these are all defined, adhered to and monitored.

e. General

21. Agree and manage the IS revenue and capital expenditure budgets to meet agreed business needs. Ensure all IS expenditure is consistent with budget and policy requirements.

22. Operate within RCR’s range of policies including, but not limited to, data protection policy and within the appropriate schemes of delegation.

23. Maintain and manage records in accordance with the RCR’s records and information policies.

24. Maintain documentation on all activities carried out.

25. Undertake such other duties appropriate to the level of the postholder’s qualifications and experience as may be required by the RCR from time to time.
