Scope of Data Calculation for Environmental and Occupational Safety Performance The Responsible Care Initiative refers to activities in which organizations that manufacture or handle chemical products implement environmental, safety and health measures in a voluntary manner. These organizations are required to publicize the results of these activities and to facilitate dialogue and communication with communities in which they operate. In addition, these activities must be conducted at all stages, from development, manufacturing, distribution and use to disposal of chemical products. The Responsible Care Initiative is promoted by the International Council of Chemical Associations (ICCA). This internationally recognized initiative is recommended by the “Agenda 21” document of the United Nations Conference on Environment and Development (UNCED), also known as the Earth Summit, held in Rio de Janeiro in 1992. The focus of this initiative is to encourage the proper management of chemicals. In Japan, in collaboration with the ICCA, member companies of the Japan Chemical Industry Association (JCIA) initiated their own Responsible Care Initiatives in 1990 based on “The Guiding Principles for the Improvement of Environmental, Health and Safety Conditions” formulated by the JCIA. Moreover, the Japan Responsible Care Council (JRCC) was established in 1995 as a wing of the JCIA. The JRCC was subsequently reorganized as a Responsible Care Committee under the JCIA. Since then, many corporations have joined this committee to promote the initiative. Meanwhile, in 1996 the Nippon Keidanren, a leading domestic industry association, announced its Keidanren Voluntary Action Plan on the Environment, which clarifies the association’s policy of requiring the chemical industry to undertake voluntary environmental management through Responsible Care Initiatives. Moreover, Japan’s Ministry of the Environment has set forth its Fourth Basic Environment Plan, which includes its definition of Responsible Care Initiatives as an activity business operators are expected to engage in on a voluntary basis (Section 2, Paragraph 9 “Initiatives to establish and promote comprehensive chemical substance safety countermeasures”).
