7he final report of the House Select Bipartisan Committee, A Failure of Initiative, and the comprehensive reportpre- pared by Assistant to the President for Homeland Security and Counterterrorism Frances Fragos Townsend, The Federal Response to Hurricane Katrina: Lessons Learned, are two seminalpublic documents. Dwight Ink, a highly respectedpractitioner with successful experience in disaster management, and Donald C. Menzel, an academic
and immediate pastpresident ofASPA, have graciously agreed to review these voluminous documents for us. In addition to providing an excellent overview of the docu- ments, their reflections enable us to view Hurricane Katrina
through both a theoretical and a practical lens. Neither sees a prettypicture. From their vantagepoints ofacademe and
practice, these scholars raise serious questions about the United States'ability to cope with its next disaster.
