Basic elements in PSA Norway`s
regulatory approach
• A principle based regulatory framework which
expresses goal setting requirements and
underscores the responsibility resting on the responsible parties
• Follow up the responsible parties to ensure that they
in a systematic and planned way lives up to the
expectations given by flexible targets and norms in
the framework
• A well functioning collaboration with the parties in working life
in general and in the tripartite setting particularly

Need for further development of
arctic standards?
• PSA involved in the Barents 2020 project - 130 standards, guidelines identified. Guidelines and regional specific documents
being developed.
- Committment to implement an equal HSE level for both Russian and Norwegian continental shelves
• PSA projects - PSA/UofS/Iris project, technology mapping and development
- Ptil/Sintef/Thelma, cold climate impact on people, working environment
• Industry initiatives in Norway - Tripartite cooperation: Northern areas work group. (Norwegian oil and gas
association)
- Survival suit project (ENI, Dong, Total, Nexen)
• Meetings with Statoil, ExxonMobile, Shell, Total…

The way forward
• Functional requirements in the PSA regulations are generally
considered sufficient also for arctic operations
• PSA contributes to work in ISO/TC 67/SC 8 Arctic operations
- WG 1 Working environment
- WG 2 Escape, evacuation and rescue
- WG 3 Environment monitoring
- WG 4 Ice management
- WG 5 Arctic materials
- WG 6 Physical environment for arctic operations

Example: Emergency preparedness
• Regulatory guidelines for emergency preparedness could
potentially reference:
- Existing standards:
- ISO 19906 chapter 18 and annex 18
- Guidelines under development:
- Barents 2020 regional addendum to ISO 19906 ch. 18 and annex 18
- Barents 2020 conceptual requirements for arctic lifeboat and emergency
response vessel

Arctic standards as an instrument
for cooperation
• An acceptable and uniform safety level - and
• A predictable HSE framework both on the NCS and the
RCS - are
• Prerequisites for mutual understanding - and
• A provision for continuation of good cooperation between
Russia and Norway for safety in the petroleum activities
in the High North / Barents Sea
