Sii : In the Tribune of May 25, is a dfs- patch from St. Paul, stating that ex-In - dian Commissioner T. J. Morgan alleged at the Baptist Convention that Archbish- op Ireland and Senator Hanna, had en- tered into political conspiracy, and In- dian schools were to be used in the inter- ests of the Catholic Church. W hat are the facts? All the Catholic Church asked was that it might have the same privileges at all Indian schools it nowand always has had at the Carlisle School; i. e., the privilege of giving religions instruction to the Cath- olic children attending the school. In the very beginning at Carlisle all the pas- tors of the town, including the Catholic priest, were invited to give such attention as they thought best to the children com- ing to the school from parents belong- ing to their particular churches. There were Presbyterian, Methodist, Episcopa- lian, Catholic and other missionaries at work throughout the Indian field, and the Indians coming under their influences were usually the most discontented with and inclined to break away from the old life, and to aid these progressives seemed to be a special duty of both church and state. Carlisle is a Government school, and the Government is non-sectarian. The Indians were the wards of the Gov- ernment ;the Government had encouraged all the churches to work among them on their reservations, and there was no rea- son in the best interests of the school why there should be less liberty to help them religiously at the school than on the res- ervation. The local churches, including the Catholic, all promptly responded to this invitation, and through all the twenr ty two years of the school have welcomed our young people into their congregations and Sunday schools, and the different pastors, including the Catholic priest, have visited them on weekday evenings, giving such instruction as they thought best. This has been in no way detriment- al to the pupils or the school, but instead, has been a great help to what the Govern- ment was otherwise doing through the school. These privileges and services at Carlisle, conceded, invited and used from the beginning, were in full flow while Morgan was Commissioner of Indian Af- fairs, and lie did not object then. Why should lie object now? If any man ever had the greatest op- portunities to do the proper thing for In- dian civilization, that man is T. J. Morgan. He took charge of the Indian Bureau at a time when all tilings were ripe for rapid and right progress. The Indians "woro largely educated up to the idea of learning ( lie white man’s ways in actual competition with the white man in the white man’s communities, which is t he only complete, as well as by far the quickest and cheapest way. The public generally had accepted this idea; but General Morgan, inspired by baneful reservation and shortsighted Indian rights,influences and associations, became reactionary and announced that the best way to give the Indian the white man’s education and civilization was to continue to send them to him on his reservation. His plan would get civilization into the Indian by keeping him away from civili- zation; would detribalizo him by educat- ing him in tribal masses; would build the courage, push and ability of America into (lie Indian by continuing to keep him away from Americans, and under the alienizing influences of tribe and reser- vation. To accomplish his purposes he at once began and vigorously built up through his four years’ control a most un- American class and race perpetuating sjrstem of tribal and home schools. Morgan conceived, published and nour- ished the pernicious idea that, inasmuch as the people who had moved in and were living near the Indians claimed they were discommoded by them, they were the proper ones to receive all benefits accru- ing from anv expenditure of the public moneys for Indians, as though that had anything whatever to do with the success- ful accomplishment of Indian civilization. His constant cry was: “The public school system among the Indians,” which lie announced was to begin with the primary school and end with the college. Toward the accomplishment of this he bent his every energy and resisted every contrary suggestion. That the real public school system in which all races and conditions might struggle together under equal opportuni- ties, when compared witii his system of race and tribal schools, which prevented all competition with the other masses and limited the Indian to purely Indian contact, was as different as day is from night, lie seemed unable to underst-md. He sought and obtained extraordinary increase of appropriations from Congress for his various projects, influencing votes for appropriations by establishing schools in Legislative and Senatorial districts in the west among and near the tribes, and getting western towns and land boomers to donate sites for schools for which- the Government would enrich the town or land company by expending large money for buildings and school plants, with all the contingent perpetual expenditures fo • running the same. He was favored in every way in all liis projects, except the college When he asked Congress that certain sections of land from every allott- ed reservation be set aside to create e fund for Indian colleges Congress halted. Morgan succeeded in foisting upon and in committing the Government to his scheme of race and tribe building schools and this is the real weakness of the present Indian school system. As a result, the present Indian Commissioner, Mr. Jones, is denouncing the schools and claiming that they are not doing what the government has a right to expect. The present Indian system, including schools, applied to any nationality of foreigners emigrating to America, would not only sap their manhood, but would continue them foreigners indefinitely, though liv- ing in this country. In this paper we have persistently preached the gospel of work, and have sought to ennoble it as adivine and bless- ed tiling, and not a curse. This view, though old as human philosophy, is never very popular. But there is comfort and profit in it, for born to work are we—the vast majority of us—and the closer we can accommodate ourselves to our destiny tiie less irksome will life become. Prof. Henry Habin, formerly State Su- perintendent of schools in Iowa, has an article in the Teachers’ World that cor- roborates this position so strongly and i hat contains so much sound suggestion, especially for young men and women who are leaving school to launch out on the sea of the larger life, that we reprint it here, as follows: “Opposite my office window a new building is being erected. Rapidly the walls are rising under the hands of the skilful brick-layers. One young man particularly attracts my attention. Face, neck and arms are burned by the sun and wind, and in the cool of the early morn, ing, hatless and coatless he works. His shirt is unbuttoned at the throat, his hair pushed back from his forehead, and he whistles as he toils, every muscle con- stantly brought into play, every action the poetry of motion. His hours are short, his pay good and sure and there is no one to nag or worry him. An artist lie, and from brick thrown on mortar and mortar on brick with apparent careless- ness, the walls grow tier on tier, square and true. “Beyond him I look through an open window into a clothing store, In the reir under an electric light the bookkeep- er bends over his desk, posting, entering, balancing. From eight till six he moves his pen and puzzles with figures, and if the cash comes out wrong or his books do not balance his task continues into the small hours ol' the morning. Behind the counters, their trousers carefully creased, their patent leather shoes glistening, their chins elevated in the air over high col- lars, stand the clerks. From half-past seven in the morning till eight, nine or ten <Fclock at night they are on duty, shut in from breeze and sunlight, patient witli captious customers, ever polite to the fault-finding, though head may ache and limbs grow weary. Their faces are pale, their wrists slender and their eyes lack the sparkle of perfect health. It is with a feeling of relief that my eyes wander back to my boy bricklayer, still whistling as he straightens up to survey his work, the first rays of the sun now shooting over the top of a high building and just touching his hair. “If to boys just leaving the grammar or high school and immediately thrown on their own responsibility only two posi- tions should otter themselves, one as clerk and one as bricklayer, ninety-nine out of one hundred would probably choose the former. Why? The pay is less and the hours are longer. Is it because there is more of an opportunity of advance- ment? The bricklayer by the exercise of thrift and economy may become a con- tractor or builder and a man of power and influence, as easily as the clerk may become the head of a department or the proprietor of a business of his own. The real reason is that the clerk is more gen- teel, dresses better, his hands do not come in contact with the soil, and he has a better social standing than he who handles brick or mortar. Such is the un- written law of modern society. . The other day a college graduate, whose father owns an Iowa farm, well stocked and improved, sought through me to find a school. He was willing to teach at a salary of forty-five or fifty dollars a month for nine months in the year. Ask- ed why lie did not go back to the farm, he said: “Father wants me to, but it seems to me it would be throwing away my education.” If he oou]d only see, as do those of us who have grown gray in the service, that the profession is over- crowded, not with men of natural apti- tude for such work, but with those who would be better off, mentally, physically and financially, if back on their father’s farms! Through all bis years of school- ing he failed to learn that true education is never “thrown away;” that it is as valuable to the farmer as to the profes- sor, and that he who has read his books aright will not come to an intellectual standstill, however he may be employed. “ When builders and contractors call for laborers and artisans, while farmers cry out for men to come »nd help them in seed time or harvest, while housewives look in vain .for help in their cooking and cleaning, our towns and cities are crowd- ed to suffocation with those who in their profession make scarcely enough to hold body and soul together, and with clerks drudging from 12 to ltf hours a day for a mere pittance, because they will not dis- grace themselves by manual labor. “Far be it from me to criticize the clerk, bookkeeper, or the young professional man. Any work well done is ennobling. But to manual labor skillfully perform- ed, though there be dirt on the hands and sweat on the brow, there is a grace lost sight of by those who consider physical loafing necessary to the proper use of learning. To make doctors, lawyers and ministers is not the purpose of our high schools or colleges. It is to broaden and discipline the mind, to increase the un- derstanding, to inspire love of knowledge and to add culture and refinement to mere physical development. Our manual training schools are doing much for the hand and eye as well as the b^ain. Letthe good work go on, and if we do our duty, the ideas of the coming generation will be changed in these regards. Let us do all in our power continually to impress on the minds of our boys and girls the digni- ty of manual labor.—[Pathfinder. Horse’s Age. “The popular idea that the age of a horse can always he told by looking at his teeth,” said a veterinary surgeon, “is not entirely correct. After the eighth year the horse has no more new teeth, so that the tooth method is useless for telling the ago of a horse which is more than 8 years old. Those who insis t th a t in dealing w ith the In d ia n we should rem em ber th a t he is a “ stone age m a n ” seem to have m is­tak en th e ir sim ile. All- th e ir contention c learly ind icates th a t L o t’s wife began to do the proper th ing and th a t “ p il­la r of s a l t” m an w ould be m ore the ir idea. They w ould have the In d ia n go back as well as look back w hich is as im ­possible in his case as in hers ; for the p la in , m oun tain and valley in w hich he lived his old life has been d ivested , as if by fire, of a ll the elem ents and features w hich m ade th a t old life possible.

L arg est developm ent of intelligence, courage, sk ill, influence, w ealth , etc., de­m ands w idest association, experience, and com petition. A m ericans and E n ­glishm en associate and com pete w ith the m en of a ll nations, hence th e ir p re-em i­n en t sym pathy , intelligence, and w ealth . D w arfing associa tion , experience and com petition shrivels and destroys in te l­ligence, courage and sk ill, and m akes even life itself not w orth the living. H ence the grow ing w orthlessness and de­struc tio n of the In d ian . Remove the un­reasonable and unreasoning influences th a t w all him off from a ll association, ex­perience, and com petition w ith o ther m en, and even now the In d ian w ill re ­v ive, recover, grow, com pete and come to take as good care of h im self as the average.

T here can be b u t one good reason for educating and tra in ing the Ind ian and th a t is to m ake him an equal, ind iv idual, com peting citizen. To spend m oney in ed u catin g and tra in ing him for any th ing less than th is is inexcusable waste and inv ites failure . C hanging his iden tity from useless In d ia n to useful citizen, w hile g rea t gain to the In d ia n and the G overnm ent, is inev itab le loss to some in terests .

So long as the In d ian is d ifferent and pecu liar he is occupation and income for the ethnologist. To m ake h im like o ther people takes from the ethnolog ist th a t source of occupation and incom e T here­fore i t is to be expected th a t the ethnolo­g is t w ill find fau lt w ith a system of edu­cation and tra in ing calcu lated to lose the In d ia n as an In d ian and m ake him a com m onplace citizen.

So long as the In d ian is p icturesque he is m a te ria l for the novelist. L ifted up (or b rough t down?) to the general level, he loses his special and exceptional fictional value. The p lans, therefore, th a t w ould m ake the In d ian an ind iv idual, useful, m anly citizen m ust not count on the support of the novelist.

Rem ote, m ysterious, pauper, pagan, the In d ia n is a field for exploring, ch ivalric , ph ilan th rop ic and religious effort, fu r­n ish ing opportun ity for d istinc tion and p ublic ity to a sp ira n ts in all these lines. To reduce the field does no t alw ays com ­po rt w ith all the views of these special­ists and therefore some opposition from them is to be an tic ip a ted by any m ove­m en t ca lcu la ted to end these conditions.

SAVE THEIR PRIMITIVE INDUSTRIES.

We are now asked to believe th a t there is g rea t resource for the In d ian in his p rim itive basket, p o tte ry and o ther na tive ind u strie s, and efforts to get him into the general industries of the coun try afe be­

little d in o rder to float the native indus­tries idea. It is even alleged th a t one In d ia n w om an m ade four baskets of such in im itab le w orkm anship as to secure the fabulous prices of $800, $1,200, $1,600 and $2,000 for them . The au tho r of th is s ta te ­m ent adds th is intended P a rth ia n arrow . “ Even if it takes a year to m ake such a basket, do you know of any g raduate of C arlisle th a t can earn th a t wage by any industry tau g h t there, to say no th ing of the difference betw een doing routine work and doing real a r t? ”

We frank ly ad m it th a t the $1,200, $1,600 and $2,000 basket, if m ade y early gets the bette r of us, bu t we can reach the $800 in several instances. I t is ev iden t the goose th a t lay s the golden egg has been found. W h e th e r there is a flock to follow or w h ethe r goslings to become geese of like quality m ay be incubated we are not inform ed C erta in it is th a t if the w om an’s speed can be developed a little and a few m ore m useum m anagers found who w ill buy her p roduct a t $2,000 each, it m ay be, she can come to support the w hole In ­dian population as well as she does her fam ily now, and even add a lux u ry now and then. B u t w h a t m useum would dare ex h ib it a basket m ade by any o ther god­dess of th a t m arvelous a rt? I f the “ re ­naissance of In d ian a r t ” idea sprouts and a half a dozen Ind ian women become equally ta len ted and notorious in the ex ­cellence of p roduction , would the com ­petition m a in ta in the prices? As i t is not proposed to allow the In d ia n the educa­tion, experience and opportun ity to m a n ­age his own business, w hat chances for speculation the conductors of th is schem e and the m iddlem en w ill have. We once gave $25 for an In d ian basket and we have never seen a m ore a rtis tic or d u r­able one. I t took the A pache wom an a m onth to m ake it. I f there was a m arket, Anglo Saxon sk ill could and w ould re ­produce th a t basket in every fea tu re and q u a lity for m uch less and m ake good prof­it. W e once gave $75 for a N ava jo b lan k ­et. I t was the real th ing and the biggest and one of the best m ade we ever saw. There w as and is a m arket, and N avajo b lankets by the carload are m ade by c iv ­ilized com petitors in G erm any and New Jersey , sh ipped west and sold a t far less prices. W e know a place w here dealers in In d ia n bric-a-brac have m ade a good liv ing Sor m any years by selling w h at purported to be In d ian goods, and we doubt if a single artic le sold in tw enty years was m ade by the Ind ians. The In ­d ians say not. We w ere recently in E g y p t and were im portuned by natives a t every tu rn w ith E gyp tian curios to sell, both an c ien t and m odern, even scar- abee from the tom bs of old Soti and R ain­eses, b u t generally m ade in Europe.

Is there a field of production in an y line e ithe r of a r t or of general u tility w hich m ay be exclusively occupied by the I n ­dian and become his solo or even partia l support? I t does not seem to us there is, and w hile we wish m ost h ea rtily all suc­cess to the rare old w om an whose ach ieve­m ents m u st take rank w ith R aphael's (m ay no un tow ard influence end or de­crease her labors or th e ir fru its!), we are forced to decline to build hope for the I n ­

used Tn reply we can claim th a t the pu­pils of C arlisle earned for them selves la s t yea r a t “ rou tine w ork” nearly $29,000and from w h a t wo know about it we believe a ll the gains (we w ont say earnings) of all the In d ians th roughou t the whole country , through all (.he efforts of all the In d ian In d u stria l Leagues p u t together did not am oun t to th a t m uch. These C arlisle pupils m ade these earn ings and a t the sam e tim e gave the usual tim e to school a ttendance and m ade fair average progress th e re in . There was no appeal to the ch aritab le public for m oney to m ake th is “ rou tine w ork” go, nor was the ir work given to them in any sense as a ch arity nor d id they receive in any case exceptional prices. The whole schem e is “ ro u tin e” and supports itself. A lw ays has and had the youth been a t C arlisle and availab le the receipts w ould have inure than doubled because people

who had “ routine w ork” th a t m ust be done applied for help to m ore than double the am oun t of w hat we could furnish . B u t doing th is “ rou tine w ork” and m ak ­ing these large earn ings w as not by an y m eans the on ly or g rea test gain for them and the country . In doing it the Ind ian boys and girls becam e acclim ated to c iv ­ilized life and occupations and both the In d ia n s and the w hites discovered th a t neither was as bad and w orthless as the o ther thought. “ A rt” as a resource of incom e for In d ia n s is con trasted w ith “ routine w o rk ” by saying the la tte r is “ w ashing of po ts and k e ttle s” and “ m ak ­ing b rogans.” W e can safely pass such s ta tem en ts over to the d iscrim inating judgem ent of the people who are taxed $8,000,000 a year to carry th is Ind ian en ­cum brance. The “ pots and k e ttle s” have to be w ashed and the “ brogans” have to be m ade, for all people, b u t some of the people can get on w ithout “ $2,000” baskets. The trouble is th a t people w ith $2,000 basket ideas have been in the way all the tim e and seem determ ined to con­tinue in the w ay. If the In d ians are to be ta u g h t th a t “ w ashing pots and k e ttle s” and m aking “ brogans” is d isrepu tab le and th a t the high a r t of m aking baskets a t $2,000 each is the only th in g for them to do, there w ill be a g rea t a d d itio n to our d iseouragingly long period of w ait­ing for the In d ia n to take his place am ong the w orld’s self-supporting w orkers.

To see a ce leb rated In d ia n Society con­tend for years to secure the ending of In d ian reservations, and now dem and th a t the G overnm ent sh a ll buy land and estab lish a reservation for certa in In ­dians who are perhaps as capable as any we have to move ou t and contend in the general affairs of the country .

Another Fabrication.

T h a t sto ry in the Chicago In ter-O cean of Sunday, Ju ne 22, about a C arlisle g rad ­uate from the K iow a tribe w orth $500,- 000, going to the Coronation w ith his fam ily . I t con ta ins no one single, s ta te ­m ent of fact. There is no such C arlisle g raduate , nor any K iow a or o ther in th a t region of such w ealth , nor is any Ind ian from there off' on any such trip . The a r ­ticle is w ritten from W ich ita and doubt­less by the sam e fab rica to r who three years ago, w rote the whole cloth lie abou t two re tu rned C arlisle g raduates hav ing retrograded , and w hich ran through two num bers of the K ansas C ity Tim es

THE INDIAN— HIS PRESENT.

H e is like a stray horse—everybody is w an ting to see him . There is no Ind ian today b u t is a ttrac tiv e and fu ll of in terest. A ll eyes tu rned on him . W hy is it? H e is not a salon, nor railroad m agnate, nor a m erch an t prince, nor a John P ierpont M organ, H e is not a g rea t evangelist, nor a person of royal rank , nor a high of­ficial of the U nited S tates G overnm ent. He is only a poor Lo. Yet, in popular parlance, he seem s to be of a g rea t deal of

w ith H e is liv ing a t the top of the pot. B u t friend ly strangers have sought abode w ith h im , volun teering to take care of h is surp lus dom ain, and in the shuffle the Ind ian has been cau g h t up in the w hirl on an everlasting picnic. Thus is carried ou t the old saying, come easy, go easy ; le t each day provide for itself.

H is m oney is a ll in large bills, and lie has to m ortgage tw enty do llars to get fifty cents w orth of change. H e is pu t nex t to the fact th a t no t every m an in the U nited S tates can boast of 160 acres of te rra firm a; th a t there will be lots of land left a fte r he is done w ith ; th a t i t is no use to be a hale fellow well m e t unless he is a hell of a fellow.

The In d ian long ago cared very little for m oney. H e could do wi tho u t and feel very little inconvenienced. B u t the I n ­dian of th is en ligh tened age, being m ore Civilized, lias learned th a t the ra ttle of

silver in one’s jeans com m ands respect. So he lets go of a few acres of land and is happy. N o th ing like pu tting on ap p ear­ances. I t is A m erican to do so. W hy can ’t he, the m ost uncom prom ising A m erican.

The In d ia n will hold his head up and step in the fron t push as long as his land holds out. H e w ill live easy enough though he dies a hard death There area few Ind ians who are holding back—th a tis, not selling any lan d —and depriving them selves of high liv ing. They seem to have forgotten th a t they are liable to drop off any m in u te ; th a t there is b u t one life on th is earth .

Now, in regard to the picnic hereinbe­fore m entioned, a g rea t m any ta lk like th is : “ You w ill sell a ll of your lands and be paupers w ith in a few y ea rs .” T his sort of ta lk m ay be a ll righ t, b u t we are not heeding it, because we are also told th a t there w ill be p lenty of land left when we are dead and gone. So we are tak ing the m oney offered for our land and hav ing a good tim e, for tom orrow we m ay die and leave a lo t of land for our poor kin folks to w rangle over in the courts, caus­ing the legal fra te rn ity no end of bother.

These few rem arks on the p resen t of the In d ia n we will proceed to join the pic­nickers and shou t “ on w ith the dance, le t joy be unconflned!”—C h a r e e s G ib s o n , in In d ia n Jo u rn a l.

SUCCESS.

“ Success in life consists in doing com ­mon tilings uncom m only w ell,” says Jo h n D. Rockfeller. The words of th is successful m an are w orthy out a tten tion . We shall find th a t the m ore we th in k of them the m ore we w ill be im pressed by the ir tru th .

B u t how are we able to do “common things uncom m only w ell,” no t in spurts , bu t in a level, beautifu l uniform ity? The secret m anifestly lies in getting into the work in w hich your h e a rt is. D istasteful w ork requires a vast am oun t of energy sim ply to “brace up” to do it. W hy not save th is energy and m ake it count in work in w hich you have fullness of joy? W h at th is work is m ust bejfor you to decide. E n v iro n m en t m ay h ind er,o b sta­cles in tervene, b u t it w ill come if your de­sire and determ ination are strong enough.

Look a t the g rea t m en of the world. Did any one of them become g reat through doing work th a t was hatefu l to him ? No, they becam e g rea t in doing work to w hich they w ere ca lled ; work for w hich they cared so m uch th a t no th ing looking to its fu rtherance m ean t to them self-sac­rifice or hardsh ip .

Take those in hum ble hom es—the prosperous sm all grocer, the jovial f ru it stand m an, the en thusiastic little m illiner > —they are a ll happy in th e ir work and are successful in it. Is i t conceivable th a t they would be nearly so successful or happy if they had to drive them selves to the ir da ily tasks?

The th ing , then , is to be able to enjoy your work and to take pride in i t; to care for it so m uch th a t you w ill be w illing to exchange i t for no o ther. I t w ill then prove a blessing to yourself and to others, and be done as no o th er work, how ever conscientiously u n der­taken, could be done by you.—X

The education of m y race is a problem th a t is now receiv ing m uch a tten tion both from the church and s ta te .

Before the w hite m an had an y th in g to do w ith it, the red m a n ’s education was very p rim itive , b u t there was one very good fea tu re about it, i t was practica l. As soon as the boy w as old enough, he was ta u g h t the use of the bow and arrow , the tom ahaw k, the sling and a ll o ther in s tru ­m ents necessary for his m ain tenance and defence. H e was ta u g h t no t only the w ays and hab its of an im als, bu t to observe for h im self conditions of c lim ate and su r­roundings. As an illu stra tion , we have the In d ia n ’s w onderful ab ility in trac ing tra ils of enem ies or th a t of an im als. I n ­d ians in w arfare w ould a tte m p t to deceive the enem y by w alk ing in each o thers foot­steps, b u t there were sk ilfu l eyes th a t could tell alm ost w ith accuracy the num ­ber of w arriors th a t were on the m arch. The In d ian m an was a w arrio r and a h u n t­er, and every step in h is education d u r­ing childhood, was to p repare him for the life he was to lead in m anhood. He was usually told the h isto ry and trad itions of his tribe, in order th a t his pride m igh t a l­w ays be a stim ulus to him in a ll his un­dertak ings.

W hen the race was conquered by a m ore advanced and a far* stronger race, and w hen the n a tu ra l conditions of life changed, w hen he could no longer choose his own ideals for w hich to labor, th is sort of education was no longer adequate. I t m u st be different, else they would be w iped ou t of existence. A t th is po in t the conquerors stepped forw ard and took it upon them selves to give them th is 'new ed­ucation . One school a fte r ano ther was estab lished , w orkers were called for and th e y cam e. The In d ia n w as tau g h t to read , w rite and reckon and usua lly to w ork.

Is the re an aim , a definite aim , a defi­n ite ideal for w hich these schools are w orking? Tf there is, w h a t is it? Yes, there is, in a general w ay an aim , and th a t is to tra in In d ians for c itizenship. I t is the aim of the schools both in A m er­ica and C anada.

Then im m ediately comes an o th er ques­tion. There are m any classes of citizens in a ll countries. W hat so rt of citizens m ay the In d ia n s be m ade into? M ust the education of all In d ians be ju s t the sam e? Can it be the sam e? L et us look ju s t for a m inu te into hum an n a tu re . Take the people of C anada. W hat so rt of citizens m ay they be m ade into? Shall they all en ter the professions? If they do, then they m u st depend en tire ly on foreign farm ers to produce th a t w hich shall feed and clothe them . Then m ust they a ll be farm ers? If so, then they m ust depend on some o ther people to m anage the po lit­ical, religious and professional affairs.

I t is qu ite plain th a t any nation or race m ust have a d ivision of labor. N ext, each one should carefu lly exam ine him self to find the pecu lia r endow m ent w hich God has seen fit to bestow upon him . Then when he lias found out th is, he m ust seek th a t education th a t w ill best develop h is pecu liar ta len ts . I f th is be the case of the citizens of C anada, it is surely the case of any nation or race.

I t is so w ith In d ians. God has gran ted them a largo num ber of ta len ts , often w idely differing from one ano ther. There are those whom God in tended to fulfil in ­d u stria l functions, o thers for functions requ iring special in te llec tual ab ility .

In any case,the aim of a ll schools, of all w orkers, should be the em ancipation of the In d ian from the bondage of ignorance and superstition . This m u st first be ac­com plished, then the tra in ing for c itizen ­ship m ust follow. This m eans above all th ings else th a t he m u st learn to be self- supporting . H is educators m ust take in­to account his needs and capab ility of de­velopm ent.

The In d ian like any o ther race has long estab lished hab its and custom s, some of w hich he m ust drop of course; bu t it is not rig h t to expect h im to do so, and then to jum p in a few short school years into the civ ilization w hich it has taken the w hite race thousands of years to reach.

I t m u st be rem em bered th a t w hen the I n ­dian w as overpow ered, conquered and m ade to come under and to conform to the ru les and law s of a stronger nation , his pride and d ign ity w ere deep ly hum il­iated . More than th a t, w hile we reg re t it, we are obliged to ad m it th a t too often those placed over him have expended, th e ir energies in m aking him m ore de­pendent.

In m any cases he has been pauperized and d iscip lined un til his m anhood was crushed , his pride and am bition w ithered and deadened w ith in h im . A t th is point he has become indo len t and lost a ll con­fidence in him self. J u s t then we notice the absence of ideals, and when there is no constan t dem and on his am bition the In d ia n soon ceases to crave excellence and he sinks to the fatal condition of m en ta l som nolence. In th is condition his ta len ts w ith e r and his conscience becomes do rm an t. I consider th a t th is is the origin of the im pression am ong w hite people th a t the In d ian is sh iftless. Indolence m asters am bition , and the ground is p repared for the free en trance of vice.

On the o ther hand, the w hite people have in m any cases accom plished m uch tow ards b ring ing out the good th a t is in the In d ian . They havb been able to ap ­peal to the rem ain ing good qualities in the aborigines, and, best of all, they did no t forget to b ring the lig h t of C h ris t­ian ity to m y race. I f we had gained no th ing m ore than th is by the com ing of the w hite m an to th is con tinen t, we would have been well repaid for the loss of our ex tensive territo ries and our p rim itive liberties. B u t w ith th is we are receiving an education w hich is perhaps to a cer­ta in ex ten t, even b e tte r p lanned than th a t given to our w hite neighbors, for w ith them it is m ain ly the in te llec tu a l devel­opm ent th a t is sought, b u t for us the all around developm ent of the head, h ea rt and hand is sought.

In order th a t we m ay learn to live as our w hite b ro thers and to com pete w ith him , i t is necessary th a t we receive m uch tra in ing for developm ent of the powers of the head. A nd again , we canno t learn from the books the w hite teachers b ring us w ith o u t learn ing som ething of God, and the w h ite people have rem em bered well C h ris t’s in junction th a t the Gospel be p reached to a ll nations. A gain, the industries w hich the In d ians used to ca r­ry on could no longer supply the ir w ants and needs, and liv ing w ith the m ore ad ­vanced and cu ltu red w hite people, our hands m ust be trained to perform w ork h ith e rto unknow n to them .

The In d u stria l schools, therefore, have perhaps been able to do m ost for the I n ­dians. There is b u t one th ing i. connec­tion w ith the education of m y race in C anada w hich I cannot cease to regret, and th a t is the age lim it. I t is no t be­cause I w an t to feel th a t the governm ent does not pay out enough m oney for them , nor because I th in k i t does no t do enough for them . If any th ing I th in k perhaps it gives them too m uch.

I would like to see the day w hen even in the governm ent schools they m ay have to work hard er to get the ir education. For no th ing can develop ch arac te r m ore th a n strugg ling for know ledge and cu l­ture, and I belibve th a t God helps those who help them selves. B u t for a pupil to be allow ed to go out of school as a g rad ­uate when ho is e ighteen, regardless of his stand ing in school, {seems to me a m istake.

W hen a pupil feels th a t so soon as he reaches th a t age he w ill become his own m aster, i t m akes little difference to him w hether he works hard to advance or not. W hereas if he had a certa in standard to reach, he w ill instinc tively ex ert h im self to a tta in th a t s tand ard .

H is am bition canno t help bu t be roused. Then again , w hen a pupil has reached eighteen , he has a ttended school ju s tlo n g enough to en tire ly get over his lonesome- ness and to get in terested in his lite rary and in d u stria l work. H e has learned on­ly the beginnings of things. W hen tu rn ­ed out a t th is stage, i t is no wonder th a t perseverance is often a q u a lity lack ing in his life.

I t is not because be is an In d ia n th a t

he does not a lw ays do very well, i t is be­cause he depends on his own streng th be­fore he is well enough prepared and be­fore he has gone on far enough in the in ­vestigation of th ings to become in terested in any p articu la r th ing . W hite people p u t through the sam e process, I th in k , w ould do no better. T aking all these things in - ' to consideration , I cannot do o therw ise than feel perfect confidence in the fu ture of m y race. C erta in ly there m u st be a useful and prosperous fu ture for us. God has not created us w ith o u t purpose, we have some special m ission in th is w orld; w ith o u t doubt we have got some special p a r t in H is plans or H e would not have caused our existence. So like any o ther race,

BE CELEBRATED.

I t is very n a tu ra l th a t the people should recall the D eclaration of Independence, for i t is in th a t docum ent th a t the words “ U nited S ta te s” first appear. I t is true th a t they appeared in a docum ent draw n up a t a m eeting of m y countrym en, chiefly P resby terians, a yea r before in N orth C arolina bu t i t was not u n til 177(5 th a t the D eclaration was accepted.

The one hundred and tw enty-one years (spoken in 1897) through w hich we have passed since the prom ulgation of the D eclaration of Independence, have been m arked by steady advancem en t in re ­ligion, science, lite ra tu re , and the general good, and it is em inen tly fitting th a t the day should be celebrated in a m anner w hich gives ready acknow ledgm ent of G od’s goodness to th is nation .

I could w ish th a t the day was ce leb ra t­ed in a m anner som ew hat d ifferen t from w hat it is. I th in k the m oney spen t in buying firecrackers in a ll p arts of the country , w hich go to the m aking of use­less noise, could be expended in a w ay th a t would do a far g rea ter am oun t of good.

I t m ig h t be em ployed in the education of those who come to our shores ignoran t of the princip les of our governm ent and unable to gain th a t know ledge requisite for good citizens. I f the m oney were spen t iu th is w ay, I th in k it w ould be a m ore appropria te w ay of recalling the day.

As C hristian citizens the re are certain du ties incum ben t upon us w hich have to do w ith the prom otion of com fort and prosperity am ong our fellow -beings. In doing these we should see to i t th a t we are not w orking in the in te re st of one or the o ther of the political parties. All those who have m ade the ir hom es am ong us should be tau g h t the value of those princip les w hich go to m ake up good citizensh ip , and to use w isely the p riv i­leges th a t are given them . I t is the du ty of every foreigner com ing to th is country to become a citizen as soon as practicab le . As soon as I could become a citizen of th is nation , I availed m yself of the oppor­tu n ity , and never once since I took out m y papers have I on election day failed to cast m y vote for the cand idate for national, S ta te , or m unicipal office who, in m y opinion, was best qualified to per­form the du ties of th a t office.

Foreigners should be tau g h t to vote for men and princip les w hich conscience and intelligence declare to be the right, and in th is w ay we can be true to the p rinc i­ples of those who m ade the celebration of Independence D ay possible.—The late Jo h n H all, D. D.

The little “ R ang er” ran slow ly betw een the frowning F rench frigates, looking as w arlike as th e y ; h e r m en sw arm ed like bees into the rigging, and her colors ran up to sa lu te the flag of his m o s t C hristian M ajesty of F rance, and she fired one by one her sa lu te of th irteen guns, says S arah Orne Jew e tt, in the “ A tla n tic .”

There w as a m om ent of suspense, the w ind was very lig h t now ; the powder sm oke drifted aw ay, and the flapping sails

sounded loud overhead. W ould the adm ira l answ er back, or w ould he trea t th is bold challenge like a handkerch ief w aved a t h im from a pleasure boat? Some of the officers on the “ R ang er” looked incredulous, bu t P aul Jones still held his le tte r in his hand . There was a puff of w hite sm oke and the g rea t guns of the F rench flagship began to shake the a ir ,—one, two, three, four, five, six, seven, e igh t,—nine; and then w ere still, save for th e ir echoes from the low h ills about C arnac and the g rea t d ru id M ount of St. M ichael.

“ H enry G ardner, you m ay tell the men th a t th is was the sa lu te of the k ing of F rance to our R epublic , and the first high honor to our F lag ,” said the cap tain proudly to his s te e rsm an ; b u t they were all huzzaing now along the “ R ang er’s ” decks, the little ship whose nam e shall never be forgotten w hile her country lives.

The cap tain lifted his head, and stood looking up a t the flag.

“W e hard ly know w h at th is day m eans, gen tlem en ,” he said soberly to his officers who cam e about him . “ I believe we are a t the beginning of the g rea test nation th a t was ever born into the world. The day sha ll come when A m erica, republic though she m ay be, w ill sa lu te no foreign flag w ithou t receiving gun for g u n !”
