The fund has a total of $60,000 which is available to support large events which are held in Selwyn and open to the public.

Council's recreation advisor Dave Tippett said the events fund has helped support and develop a great range of events within Selwyn.

"Events can bring our community together in a celebration, provide significant income for our district, and help make Selwyn a great place to visit and live."

Mr Tippet said the events should preferably be run by a not-for-profit organisation with charitable status, although applications from community organisations and individuals may be accepted.

The fund was established in 2013 and last year supported 18 events including the Hororata Highland Games, Rolleston Community Fireworks Night, Children's Day, Lincoln University Farm Open Day, Lincoln Multi Cultural Festival and the Selwyn Running Festival.

To be eligible for a grant, events need to meet these criteria: the event attracts local, regional and international visitors;

Canterbury households’ confidence in their region’s economic prospects fell sharply in the June quarter, according to the latest Westpac McDermott Miller Regional Economic Confidence survey.

The survey shows the proportion of households expecting good economic times in the region over the year ahead fell from a net 48% in March to 23% in June. The national average was for a net 10% to expect good times ahead for their region.

“Canterbury has lost its spot as the country’s most confident region for the first time in three years,” Westpac senior economist Michael Gordon said.

“Low dairy prices and dry conditions are an obvious concern for the region but the fall in confidence is also a reminder that the post-quake rebuild won’t be a driver of growth forever,” Mr Gordon said.

“Not only is the level of rebuild activity nearing its peak, but the nature of the work is evolving and becoming more complex. Those workers and business without the right skill sets will find themselves left out of the construction boom.”

Confidence dropsCantabrians are no longer the most optimistic about their region’s economy.

Separately, the regional breakdown of the Consumer Confidence Index showed Canterbury consumer confidence also fell, from 121.0 in March to 114.7 in June. The national average was 113.0.

“While Cantabrians have some concerns about the broader economic outlook, they are more willing to buy major household items compared to three months ago and this will provide some relief to local retailers,” Mr Gordon said.

West Melton Volunteer Rural Fire Force has just taken delivery of what Deputy Fire Force controller Chris Caldwell describes as a ‘medium attack vehicle’, a Isuzu single cab, four-wheel-drive with two pumps and an 1800 litre water tank.

“It's referred to as a smoke chaser, a go anywhere type of truck useful for those smoke-in-the-area calls that often turn out to be false alarms,” Mr Caldwell said.

“But also we'll be able to deploy two crews to fires and perhaps send crews further afield than Selwyn to help with other fires while still maintaining a truck in West Melton.”

West Melton fire crews will spend the winter getting up to speed on using the new truck.

Fire force takes delivery of attack vehicleWest Melton’s fire-fighting capabilities have been boosted with the arrival of a new ‘attack’ vehicle.

West Melton Volunteer Rural Fire Force deputy controller Chris Caldwell checks out the force’s new smoke chaser.

Mr Stott, a former president of the North Canterbury branch of Federated Farmers and current chairman of the Darfield Local Branch, was in the process of organising the dinner when he collapsed and died at his property near Kimberly.

Long-time friend Mrs Judith Earl-Williams, who was helping Mr Stott organise the event at the time of his death, said they have decided to turn the dinner into a memorial for Neil.

“Given Neil’s huge involvement in the farming community around Malvern many of us felt this was an appropriate way to mark his passing and celebrate his life.

“Neil was a great advocate for farming as he served on North Canterbury Federated Farmers as junior and senior vice president as well as president for a term. He was a dedicated and committed president and worked hard for farming and farmers during some

challenging years.“As well as farming he was a great

supporter of sport in the Malvern district with a particular for fondness for shooting. He thought before he spoke and had such a dry sense of humour.”

Mr Stott was also one of the driving forces behind the restoration of Kimberly Hall, which thanks to his work and the work of others has become a real community asset.

President of the Courtenay A&P Association Adrienne Begg paid tribute to Mr Stott’s involvement in the association and its annual show when she spoke at his recent funeral in the Darfield Community Centre which was attended by around 400 mourners.

“He did his job with great pride and it will be hard to fill his shoes,” she said.

“We are going to miss Neil very much, for me personally, as he was going to help guide me through my year as President.”

Kimberly’s Neil Stott’s involvement with Federated Farmers will be remembered at a mid-winter dinner in Coalgate.

“Each of the three wards should have its own community board, however, these boards must be given more power to make decisions on minor matters which don’t need the attention of the full council,” Mrs Russell said.

“Also the boards need to be given a sensible budget so they can make decisions and follow through on them.”

The Selwyn District Council is currently seeking community feedback on options for changes to the way the council may be structured.

Four public meetings will be taking place in July for people to give feedback on options and to talk to councillors and council staff about the review.

Councillor Mark Alexander, who chairs the representation review subcommittee, said since 2010 the

district’s population had grown rapidly to reach over 50,000.

“However population growth has not occurred evenly across the district. This means the existing ward boundaries no longer provide fair representation across the district.”

The status quo of four wards with 11 councillors is one of the options being put forward by the review committee although boundary changes will be needed to make the population criteria work.

The other options include district-wide elections with 10 councillors elected from across the entire district, meaning no wards, or reducing the number of wards to three with either 9 or 10 councillors.

Cr Alexander said these are

preliminary proposals only at this stage. “After public feedback is received

on the options, the sub-committee will determine a final proposal which will then go out for formal public consultation later in the year.”

The representation review meetings will be held at the Darfield Recreation and Community Centre, on Tuesday, July 7 at 6pm; the Rolleston Council Headquarters, Tuesday, July 7 at 8pm; Lincoln Events Centre, Thursday July 9, 6pm and the Leeston Community Room (next to the library), Thursday July 9, 8pm.

We work locally with Selwyn District Council, Ellesmere Community Care (in Leeston), Selwyn Parenting Network and Selwyn Central Community Care (in Rolleston). We are also meeting with the Two Rivers Community Trust in Darfield.

Everyone is aware Selwyn communities have grown tremendously over recent years. As a result some people feel alone and disconnected. Our joint aim is to break down barriers to isolation by developing ways for people to connect and have fulfilling lives.

LDCC runs regular free health related seminars for people to come together to understand how to manage their own and their family’s health issues. Keep an

eye out in this monthly column for our up and coming workshops.

We host the sessions and they are delivered by experts on the various topics.

Ollie and Luke Mitchell of Prebbleton were two of nine lucky prize winners who took part in a Sport and Recreation Have a Go Day held at the Lincoln Event Centre recently. Over 2000 people attended to try out 20 different sport and recreation activities at the day hosted by Selwyn District Council and local sport and recreation clubs. Ollie and Luke completed the Have a Go Day passport challenge by taking part in five different activities at the day to enter a prize draw. Selwyn Mayor Kelvin Coe drew their names in a random prize draw and Luke won a $250 Rebel Sport voucher, while Ollie won a shower and bathroom pack from Selwyn Community Pharmacy.

Commissioner David Bedford said as a Long Term Plan it covers the next 10 years.

“It provides a robust framework to allow significant progress to occur in sustainable resource management.

“Months of work have been involved in formulating the plan, setting the rate for the region, and seeking and assessing public submissions.”

Mr Bedford said general rates applying to all properties across Canterbury have increased by 0.51%, and targeted rates that focus on individual activities and specific communities, have increased by an average of 7.38%.

ECan’s long term plan adoptedEnvironment Canterbury’s Long Term Plan 2015-2025 has been adopted and will come into effect on July 1.

“Every effort has been made to reduce expenditure to keep rates as low as possible, but also to effect improvement in our services.

“We thank everyone who took time to consider the Consultation Document and conveyed their thoughts during the formal submission period.”

This year’s process involved the production for the first time of a Consultation Document which was distributed to all 227,000 Canterbury homes and businesses in mid-March.

Mr Bedford said the response of 375 submissions was the greatest since the Canterbury earthquakes.

The works in the exhibition, entitled Vessels of Knowledge, come from highly-regarded New Zealand potters including Len Castle, Doreen Blumhardt and Mirek Smisek, as well as the England-based practitioner Michael Cardew and renowned Japanese potter Shoji Hamada.

Both international potters visited New Zealand at separate times and worked closely with a number of the artists in this exhibition.

Malvern Community Arts Council’s art coordinator Ingrid Cole said the objects in the exhibition weave a narrative of oceans crossed and influences and techniques passed on and adapted to local contexts.

Ceramics feature in arts council exhibitionPrized ceramic works from the University of Canterbury’s art collection will be the focus of this month’s exhibition at the Selwyn Gallery in Darfield.

Ms Cole said much of the collection was purchased by the Christchurch College of Education prior to its amalgamation with the University of Canterbury in the 1970s and 1980s and illustrates the rise of art teaching in the national school curriculum.

The exhibition runs from July 3 to July 30 at the Selwyn Gallery in Darfield. The gallery will be open daily (except Mondays) from 10am to 4pm for duration of the exhibition. An exhibition programme is available on the gallery's website, www.selwyngallery.co.nz, or from the gallery.

The workshop is one of several which will be tutored by Corey van der Laan in the coming months and organised by Arts Heart which was founded to develop local arts and artists in the central Selwyn region.

Arts Heart spokesperson Rails Mackey said the focus on the weekend’s workshop was on sea and sky.

“These are two of the more challenging aspects of painting.”

She said tutor, Corey van der Laan, used a slideshow presentation to explain some methods, and then showed the workshop attendees the application of the techniques on canvas.

Mrs Mackey said in addition to the painting workshops they will be holding a flax weaving workshop this month.

The flax weaving workshop will be held on Sunday, July 19 and anyone interested in attending should contact Rails Mackey on 03 347 7229.

This year’s award winners will be announced at the New Zealand Institute of Primary Industry Management’s (NZIPIM) annual conference in on 3 August in Ashburton.

The awards comprise three major categories: the Dairy NZ Dairy Consultant of the Year, the Beef + Lamb NZ Sheep and Beef Consultant of the Year, and the NZIPIM Emerging Rural Professional of the Year.

Nominations for Consultant of the Year openThe hunt is on again for New Zealand’s top dairy, sheep and beef agricultural consultants and emerging rural professional with nominations for the Farmax Consultant of the Year Awards now officially open.

Farmax general manager Gavin McEwen said the Farmax awards, now in their third year, recognise the expertise and value agricultural consultants and rural professionals provide to the New Zealand pastoral farming industry.

“Agricultural consultants and rural professionals not only promote excellence in pastoral farming in New Zealand, but through their advice and skills contribute directly to many new

Zealand farmer's bottom-line.”The $20,000 award prize pool for

the top three categories includes a paid overseas study trip, funds for professional development and funds to take paid hours off work to complete a project or initiative that will be of benefit to the pastoral farming industry.

Last year’s winners were Wairarapa consultant Chris Lewis, Canterbury consultant Wayne Allan and Hawke’s Bay’s Abron consultant Hannah Best.

Allan, who has his own consulting company, won the Sheep and Beef Consultant of the Year and is part way through his project that looks at understanding seasonal returns from sheep and deer, and feeding on those margins to increase overall profitability.

He says winning the Farmax award has been great for his profile and that he plans to attend the International Farm Management Association Congress in Quebec, Canada in July.

The 2015 Consultant of the Year Awards are open entry for all consultants and emerging rural professionals, who can put forward their names for the

top three categories or they can be nominated by a client or colleague.

“Entry criteria includes a written brief about the consultant, including a description about how they would use the 40 hours funded research to benefit the pastoral industry” McEwen said.

“The judging process will robust, impartial and thorough, with all sponsors being represented, along with a high profile farmer,”.

Bruce Greig, Dr Kevin Old and Dr Peter Nuthall, from the University’s Faculty of Agribusiness and Commerce, are conducting a nationwide survey investigating farm debt and the level of anxiety experienced by farmers who incur it.

Mr Greig says they want to discover how they manage debt as it is one of the many skills farmers require.

“Farming in modern times is very capital intensive. Many farmers rely on debt to finance these investments. Using leverage has helped many farmers achieve their goal of farm ownership, and wealth creation.”

“However, given most production units are family businesses, debt issues can impinge heavily on both the farmer and the farmer’s family,” Mr Greig says.

“The concern is mostly about the consequences of high debt relative to the current profitability of farming, and primary production in general.

The research data will be gathered by a nationwide postal survey with a questionnaire posted to 2300 farmers recently.

The sample is randomly selected from all regions, farm types and sizes and the survey is being funded by Lincoln University.

Mr Greig says the results will provide

critical information to the development and planning of primary production in New Zealand.

“As farms become more and more substantial businesses, debt issues will drive much of their thinking in both expansion, and consolidation plans.”

The survey asks farmers to assess a range of statements giving their views of their particular situation.

I have noticed the morning classes getting less and only the diehard are turning up to 5.30am sessions and evening classes also take a hit as the sun goes down.

We all have the right intentions, and say we will train and do the hard work, but invariably we find things to get in the way and if we are honest we will let things get in the way.

So here are a few tips to help you stay motivated and overcome the winter coldness:

It is hard to stay motivated during the cold winter months.

1. Eat high-quality carbsIn winter your stored serotonin (the

‘feel-good’ brain chemical) starts to decline. Your cravings for carbohydrate-loaded comfort foods are your body’s cries for more serotonin. But be careful when choosing carbohydrates to boost serotonin. Opt for nutritious whole grains and choose high-quality carbs such as sweet potatoes or pumpkins.

2. Love seasonal produceWinter produce may not be as exciting

and colourful as summer berries, but there are still many healthy choices available. Work seasonal produce such as cranberries, citrus fruits, purple grapes, and orange root vegetables into your meals.

3. Rug up and embrace the coldIt is not going to go away, so why

suffer. Firstly wear many layers of light clothing (especially thermals or skins) but most importantly protect your external points. In the cold, your body will divert blood flow to protect your vital organs. So hands and feet and not classified as vital in your sub conscious. Wear good quality long woollen socks and training gloves.

4. Set a goal and focusBreak that goal down into 1 month,

2 month and 3 month objectives. Only focus on the month. Reward yourself for achievement and discipline yourself for tardiness. Tell a few people so you can held accountable.

5. Focus on the benefitsRemind yourself of the benefits

exercise brings you. Get a piece of paper and write down all the ways exercise adds to the quality of your life. Stick it on the fridge and read it regularly, particularly when you are feeling flat.

6. Train for an event

There is nothing like having a short-term goal to work towards to keep you focused and on track with your training. Winter is the perfect time for running training, too, because it’s not too hot. Use this process as part of your goal setting and reward process.

In many areas the snow still sits on the ground and is only thawing very slowly in the areas worst hit and temperatures still remain very low overnight and during the day.

Although most roads are now generally clear of snow, they will still be prone to ice and frosty conditions which require lower speeds and more care when turning and braking.

Drivers need to adapt to these conditions, drive at slower speeds and be extra alert particularly in shaded areas when light is low.

On my usual drive to work I drive over and pass many rail crossings on side roads.

Although the warning systems continued to function with back-up power for a short time after the snow, there are many still that are not operating.

Initially, even with signs up and warning bells covered, many people told me of drivers not really reducing speed enough to manually check for trains.

At this time of year, there are obvious times when you need to use your lights, but that shouldn’t be restricted to early morning and evening when necessary.

Driving with your lights on at any time of the day is a simple way of increasing your own visibility to others and undoubtedly makes driving safer for you and others.

When travelling at this time of year check road and weather conditions before setting off.

Winter weather can be very unpredictable and should you be unlucky enough to have a breakdown or get stuck, you may need to be stay with your vehicle for several hours.

It is also recommended that you should also carry warm clothes, a couple of blankets and a survival kit for the car, which could include a range of emergency items like snow chains, a torch, bottled water and a cell phone.

Organic matter is the stuff that makes topsoil black. It’s where earthworms and vital micro- organisms live and work. For a thriving productive garden we can’t have too much of it.

The more we can do to bolster the organic matter in our soil the better our gardens will be. Make your own compost

Buying compost, in bags or by the trailer load, is money well spent. But you can make your own for free.

When the leaves fall from the trees consider them a gift. Rake them up or mow them up with grass clippings then pile them on the compost heap, in a cage made from wire netting, or into bags with holes for air movement. Six months later you will have beautiful black compost for your garden.

Compost of course can be made from any recycled organic matter. The secret to making good compost lies in getting the right balance of nitrogen (soft ‘green’ material) and carbon (coarse ‘brown’ material). Too much green, and it will be slushy and smelly. Too much brown and it will not generate enough heat.

Start with a ‘brown’ layer of coarse twigs for air circulation. Then add a ‘green’ layer (eg kitchen food scraps, grass clippings) about 20 to30cm deep. Then a 50cm layer of brown material (shredded stalks and twigs, dead leaves, straw, shredded paper etc).

Next, a sprinkling of blood and bone and lime is an optional extra to speed up the process. You could also add animal manure or a compost activator.

Repeat the layers until the bin is full. Layers sink as they decompose. Cover the heap to keep the heat in and rain out.

It might sound crazy to sow a crop of plants and then kill it just when it starts to look beautiful, but this is one of the very best things you can do for your soil.

Also known as green manure, a cover crop is sown in autumn or early winter and then chopped and dug into the soil in spring.

A cover crop is a great way to rest and revive a patch of soil after intensive vege growing - restoring organic matter, earthworms and beneficial microorganisms.

Cover cropping improves moisture retention and drainage. As well as providing bulk nitrogen, it will bring deep minerals to the surface.

It also blocks weed growth and protects the soil in heavy rain. Sowing a cover crop will make the soil much easier to dig in spring.

As the roots grow over winter they keep the soil aerated and reduce compaction. Cover crops also help break disease cycles.

Cover crop seed is sold in bulk packs. In New Zealand gardens the traditional cover crops are lupins and mustard. Wheat, barley or oats may also be used to add organic bulk. Or a mixture may be sown.

Mustard helps against problematic soil fungi but should not be sown in soil that has just had a brassica crop. Lupins add extra nitrogen via special ‘nitrogen fixing’ bacteria in their root nodules which take nitrogen from the air and convert it into a form that plants can use.

Lay mulchMulch is a blanket of organic matter

covering the soil surface. This not only saves time and energy

spent weeding and watering, but does wonders for your soil as it breaks down. Every time you add another layer of organic mulch you are replenishing the soil and benefiting future plant growth. Organic mulches include straw, bark, pine needles, leaves, wood chip, compost and sawdust.

Before laying mulch, clear the weeds, water and feed with slow release fertiliser, blood and bone or sheep pellets. A thick layer of newspaper under the mulch acts as an extra weed barrier. Make sure you wet it thoroughly.

Spread mulch about 5cm to 8cm thick, taking care not to pile it up around plant stems. In winter, mulching helps insulate roots from the cold.

Compost can be made from any recycled organic matter.

Great soil is a gardener’s best friend. Hidden below ground level, it’s too often forgotten – until you wonder why your plants are failing to thrive. The answer lies in organic matter.
