2019 is shaping up to be a very busy year in Providence. Take a look through the pages of this newsletter and you will see what I mean. Beyond the budget rites of spring, the year kicks off with many land use proposals and transportation improvements. As always, public engagement will be part of these projects and your participation will be essential to better outcomes.

As I announced in December, I am not running for re-election in the fall. This will be my last year as Providence Supervisor. It has been a pleasure and a privilege to represent our community during my four terms in office and to work with so many of you over the past 15 years. That leaves 2019 to finish projects and accomplish as much as we can. With your help, we’re planning on getting a lot done. As I said, it should be a very busy year.

Tax Relief Workshops for Seniors

and People with Disabilities

The Providence District Supervisor’s office is hosting free tax relief workshops for older adults and people with disabilities who may be eligible to receive real estate tax relief from Fairfax County. The workshops take place on Tuesday, March 19, and Wednesday, March 20 from 10 am to 2 pm, at the Providence District Supervisor’s Office, which is located at the Providence Community Center, 3001 Vaden Drive, Suite 218, Fairfax 22031. No appointment is necessary. For eligibility requirements or to download an application, go to www.fairfaxcounty.gov/taxes/relief/tax-relief-seniors-people-with-disabilities. You may also request an application by calling 703-222-8234, Español 703-324-3855, between 8:00 am and 4:30 pm weekdays. Those with hearing impairments may call TTY 711. You may also request an application by emailing [email protected]. If you are unable to attend the workshop in Providence, you may find information about additional workshops at other locations at the above website or by calling the numbers listed above. Fairfax County provides real estate tax relief and car tax relief to residents who are either 65 or older, or permanently and totally disabled, and meet the income and asset eligibility requirements. Returning applicants must file between January 1 and April 1. (Some exceptions may be available if applications are filed late due to a hardship that prevented the application from being filed in time. Requests for hardship waivers must be submitted in writing to the Department of Tax Administration.)

ADOPT A SPOT

The Adopt-A-Spot program is a cleanup project of Clean Fairfax Council which encourages citizen participation in litter cleanups of designated areas in their community at regular intervals. Individuals, organizations, and businesses may agree to keep a designated area, other than a highway, cleared of litter for a two-year period.

In exchange, volunteers are given materials to help them with the cleanups and a sign bearing their name will be posted in the area. At the end of the two-year period, the volunteers will receive a special certificate of appreciation and may renew their agreement.

Adoptable locations can include parks, vacant lots, parking lots, walkways, median strips, streets, campuses, public grounds, bus stops, and other littered areas.

Document Shredding Event in Providence

The annual shredding event in Providence is scheduled for June 29, from 7:00 am to 11:00 am. We recommend you arrive early because while the event is scheduled until 11:00, there are a limited number of trucks available. Once the trucks are filled, the event must end. Residents may bring up to 4 medium size packing boxes per vehicle of residential documents of a sensitive nature to be shredded. Do you know Fairfax County’s rules for Grass Height?

1. Complaints regarding grass height are accepted from

April 1st– Mid-October.

2. Residential: Grass may not be taller than 12 inches in height on any developed residential lots (vacant or occupied) that are one-half acre (21,780 sq. ft.) or less. This rule also applies to undeveloped residential property, which is less than one-half acre and which is located in a recorded subdivision where 90% of the lots have been developed.

3. Grass height is not regulated for properties that are larger than one-half acre.

4. Commercial/Industrial: While some exemptions may apply, grass may not be taller than 12 inches in height on any vacant developed commercial/industrial property.

5. After sending a Notice of Violation to the owner, Fairfax County may have tall grass cut at the owner’s expense if compliance was not met.

6. Virginia Department of Transportation (VDOT) is responsible for cutting tall grass along roads or in medians on state maintained roads. To make a complaint call: 1-800-367-7623.

2018 Tax Information Resources

State and Local Forms: The county website provides information and links to download federal and state tax forms as well as locations where you may obtain printed forms locally. Federal and state tax forms and publications can also be downloaded at any Fairfax County library using the library's public computers and printed for 15 cents per page or saved to a flash drive free of charge. Although the IRS has stopped mailing tax packages, many individual tax forms and publications, with limited availability, are still available by US mail. To request federal or state tax forms be mailed to you, go to the county’s website at www.fairfaxcounty.gov/library/internet/taxforms.htm and click on the appropriate link or call 1-800-829-3676 for federal (IRS) forms or (804) 367-8031 for Virginia state forms. Filing Taxes Electronically: The IRS website outlines the electronic filing and payment options for individuals, business and self-employed taxpayers. The Virginia Department of Taxation explains Free File/e-File and other electronic filing and payment options available at the above website by clicking on the appropriate link. The deadline for filing your federal taxes this year is Monday, April 15, 2019. You may also go to the above website for additional questions you may have about filing.

Tax Preparation Assistance for Qualified Applicants: If you or your family earned less than $54,000 in 2018, you may qualify for the Volunteer Income Tax Assistance (VITA) Program. With the help of dedicated and trained volunteers, low-income families throughout Northern Virginia received over $9.5 million in refunds last tax season. To find a list of locations and hours as well as a list of the items you must bring, please go to http://nvacash.org or call 703-533-5702. AARP Foundation Tax-Aide is available free to taxpayers with low and moderate incomes, with special attention to those 60 and older. Tax-Aide will have two sites in the Providence District to provide free tax preparation and electronic filing services: the Providence Community Center on Saturdays from 9:30 am to 1:30 pm and the James Lee Community Center on Tuesdays and Thursdays from 1 pm to 4:30 pm. Where to Properly Dispose of American Flags in Fairfax County

Old Glory sometimes gets old, tattered and torn. If you have an American flag like this, you can now properly dispose of it at a few county government locations:

Fairfax County Government Center, 12000 Government Center Parkway, Fairfax, VA 22030 When you walk into the lobby of the Government Center you’ll see a flag disposal box located near the main information desk. The American Legion will collect flags and conduct a Flag Retirement Ceremony at its site. I-66 and I-95 Transfer Stations Flag disposal boxes are now located at the I-66 Transfer Station and I-95 Landfill Complex and are available during residential hours. The American Legion will collect flags and conduct a Flag Retirement Ceremony at its site. Police Stations All Fairfax County Police stations accept American flags and they are collected twice a year by Police Honor Guard for proper disposal.

Virginia Insurance Counseling and Assistance Program (VICAP)

The county's call-in help service in understanding Medicare

The Virginia Insurance Counseling and Assistance Program (VICAP) is a free, unbiased, confidential counseling program that offers information, education, and assistance to seniors and adults with disabilities (and their families) in understanding Medicare and making decisions about prescription drug plans, Medicare Advantage Plans, Medicare supplemental insurance and long-term care insurance. The Virginia Department for Aging and Rehabilitative Services and the Bureau of Insurance have worked closely together to develop this insurance counseling program in Virginia.

VICAP offers FREE, unbiased, confidential counseling and assistance for people with Medicare. Their focus is assisting the high needs and low income population. You may speak to a state certified counselor who will walk you through the steps to maximize your Medicare benefits. VICAP provides Medicare 101 presentations throughout the year. SHAPING THE FUTURE TOGETHER: Fairfax County Launches Strategic Planning Effort

What does the future of Fairfax County look like?

Fairfax County Government is beginning a strategic planning process with the community to shape the future together. Our goal is to hear all voices and reach all segments of our community.

What are hopes and aspirations for the future of our community? What challenges do we face and what priorities must we address first?

This effort will span most of 2019, but in this first phase, the community is being asked to:

Take a short five-question online survey.

Consider joining a community conversation in person between Feb. 13 and March 6.

Share the survey and conversation invitation with neighbors, co-workers and county family and friends.

As the strategic planning process unfolds, Fairfax County will have:

Defined a clear understanding of the county’s priorities for 2020 and beyond, organized around a set of 7-10 priority areas that we will seek additional input on later this year.

Developed a set of community-centric, quantifiable, and meaningful key performance indicators for each outcome/priority area.

Prioritized strategies and implementation paths that will be pursued to achieve the outcomes and “move the needle” on the key performance indicators.

Integrated other important county planning efforts such as the economic success strategy, Fairfax County Public Schools strategic plan, One Fairfax and more.

Completed the strategic plan by January 2020 that will create a roadmap for Fairfax County to achieve the desired outcomes of the community. "There's going to be one set of county priorities that will be generated by the Board of Supervisors, community and staff and endorsed by the Board of Supervisors," explains County Executive Bryan Hill, who has made developing a countywide strategic plan a priority since his arrival in January 2018. Farmers Markets in Providence

The Fairfax County Farmers Markets operates 10 farmers markets across Fairfax County, under the Fairfax County Park Authority. The Oak Marr Farmers Market, in Providence, comes alive from

May through November at the Oak Marr RECenter, with local farmers and artisans selling their products. Each vendor is “producer only” meaning that all of the farmers and producers may only sell what they raise on their farms or make from scratch, and must come from within a 125 mile radius from Fairfax County. Vendors are encouraged to use local ingredients in the creation of their products as much as possible. NEW PARK COMING TO TYSONS

The Hanover Company is seeking a rezoning of nearly six

acres of land in Tysons, at the intersection of West Branch

Drive and Jones Branch Drive to allow new residential

development on the site of a vacant office building. The

existing building would be replaced by a five to seven

story apartment building. As part of the rezoning

proposal, Hanover will construct a one-acre urban park

that will feature an open lawn for multi-purpose use, a

looped trail, trees and outdoor seating.

There was interest in dedicating the park to the Fairfax

County Park Authority (FCPA). It was determined by the

FCPA that with future development of the adjacent

property to the south, a dedicated park could be

expanded with more active recreation. The developer

agreed to retain ownership and maintenance of the new

urban park until the property to the south is ready to

redevelop and the opportunity exists for the FCPA to

expand the park. At that time Hanover Park would be

dedicated to the FCPA. The FCPA board approved the

proposal on Jan. 4, 2019.

Work on the Transform 66 Outside the Beltway project will be in full swing beginning this spring and

summer across the 22.5-mile project corridor, which stretches from I-495 to Route 29 in Gainesville. Activities during the last year have focused on shifting travel lanes, installing traffic barriers and setting up safe work zones for construction crews. Crews have cleared trees, moved utilities, and performed drainage work to be ready for construction activities in 2019. To stay informed about project updates, and construction-related lane closures and traffic changes, residents are encouraged to register at Transform66.org/.

Here’s a look at what’s coming up in 2019: Noise wall locations and details will be available in the first half of 2019, following completion of the final noise analysis. In Providence District, many existing noise walls along I-66 Outside the Beltway will be replaced and new noise walls will be built as determined by the final noise analysis results. Work to rebuild the Route 123 interchange will continue. Once completed, the bridge spans on Route 123 over I-66 will be shifted to the east and multiple new ramps will be constructed to improve safety and provide future Express Lanes access to and from the east and west. Progress will continue on building box culverts where the future bicycle and pedestrian trail will run through the interchange. Design plans will be finalized for the Nutley Street interchange. Roadway designers are considering an alternative design that will have less construction impact and could allow Express Lanes access from westbound I-66. Work will continue at the Route 50 interchange including building new ramps, connections for the future bicycle and pedestrian path, and additional storm water management basins. Construction will continue at the I-495 interchange bridge foundations for new ramps that will connect with the future I-66 Express Lanes, as well as the existing I-495 Express Lanes.

Helping Commuters Through Construction: VDOT launched a major commuter program in 2018 to reduce congestion and encourage Northern Virginia commuters to find alternatives to driving alone during construction. This program provides new incentives and options to choose alternate travel modes including: Half-price fares on commuter bus service including one-dollar rides on select Fairfax Connector bus routes that operate on I-66 with service to the Vienna Metro. Incentives to form new vanpools and carpools.

Incentives and employer assistance for telework programs for employers interested in establishing a telework program.

I-66 Eastbound Widening Project Update

VDOT’s Transform 66 Program includes changes both inside and outside the Beltway to provide more options to move more people through the I-66 corridor. VDOT broke ground in June 2018 on construction of an additional travel lane on I-66 east from the Dulles Connector Road (Route 267) to Fairfax Drive/Glebe Road (Exit 71). The new travel lane addresses a chronic bottleneck that impacts motorists during morning rush hour, evening hours, and even weekends. Traffic has been shifted to the right while bridges are widened and other work is conducted toward the center of the roadway. The additional lane is expected to open in fall 2020.

Bicyclists and pedestrians will benefit from a new

W&OD trail bridge, which will be built over Lee Highway (Route 29) in the Arlington/East Falls Church area, as part of the overall Eastbound Widening Project.

This portion of the W&OD trail serves approximately 1,500 bicyclists and pedestrians during weekdays and about 2,000 users during weekends. Work will begin in

early 2019 with creation of a temporary path for use during construction. The new trail bridge is expected to open in fall 2020.

The Virginia Department of Transportation (VDOT) and the Fairfax County Department of Transportation (FCDOT) will host a public information meeting on Wednesday, March 13, 2019 at 6.30 p.m. in the Multipurpose Room 1 at the Providence District Community Center located at 3001 Vaden Dr, Fairfax, VA 22031. VDOT has scheduled pavement maintenance of several roads in the Providence District, and some are considered for striping changes to improve road safety and mobility options. The paving will take place starting in April and conclude in November 2019. Exact work dates are available about ten days prior to work beginning. Route 29 Bicycle and Pedestrian Improvements

The Virginia Department of Transportation will host a public information meeting on Tuesday, March 5, 2019 to discuss the construction of missing shared-use path segments and improvements for pedestrians and cyclists between Vaden Drive and Nutley Street. The meeting will be held from 6:30 to 8:30 p.m. at Fairhill Elementary School, 3001 Chichester Lane, Fairfax, VA 22031, and a presentation will begin at 7 p.m. If the meeting is cancelled due to inclement weather, it will be held Tuesday, March 19.

The project will construct missing segments of the shared-use path along northbound Route 29 between Vaden Drive and Nutley Street (Route 243) to improve safety and accessibility for bicyclists and pedestrians. The project will also expand the Route 29 culvert over the tributary of Accotink Creek just west of Nutley Street to accommodate the shared-use path. This project is being funded with the I-66 concession fee.

Potholes, which follow winter storms and spring rains, are often plentiful in the Providence District and throughout the entire Northern Virginia region at this time of year.

Potholes are easy to report at the VDOT website, https://my.vdot.virginia.gov/ or you can call 1-800-367-7623 (FOR-ROAD). The Virginia Department of Transportation is usually quick to repair them, especially those in travel lanes. Also, damages to vehicles may be reported and claimed by calling the number above.

Bike to Work and School

National Bike to Work Day is May 17 Bike-To-School Day is May 8, 2019

Commuter Connections and the Washington Area Bicyclist Association invite all employees to the free Bike to Work Day on May 17 when 100 pit stops in the DMV, including all Fairfax County recreation centers, will welcome cyclists with refreshments and biking surprises, including the opportunity to register for a free bike. The first 20,000 registrants will receive free t-shirts.

Metro Terminates Saturday Parking Fee In response to customer feedback, Metro has eliminated the Saturday parking fees which began last year as part of a pilot program. Riders who use Metrorail will park for free on Saturday, except for designated regional or special events. During large-scale regional events such as Fourth of July, a Presidential Inauguration, marches or other events that draw large crowds Metro may still charge for parking on weekends or federal holidays under a new policy approved by Metro’s Board of Directors effective this year.

Express Bus Service Between Vienna Metro and the Pentagon launched

The riders spoke and Fairfax Connector listened. A trial run of express buses from the Vienna Metrorail Station to the Pentagon on I-66 proved to be so popular, the Fairfax County Department of Transportation proposed it as a new route to the Fairfax County Board of Supervisors. Last fall Supervisors approved new Route 698, and ten morning and afternoon buses began service each way in January.

Buses start at Vienna at 5:40 a.m. and run about every 15 to 20 minutes until 8:22 a.m. and begin at the Pentagon at 3:30 p.m. with the last bus leaving there at 6:10 p.m. Rides last between 35 and 40 minutes each way. With cash or a SmarTrip card, the regular fare each way is $4.25. Seniors and disabled riders pay $2.10.

LAND USE UPDATES

Development Projects in Adjacent Jurisdictions

In Fairfax City a mixed use multifamily residential project is under construction at Fairfax Circle. The project Scout on the Circle will include 400 apartments, a Giant grocery store and additional ground floor retail and restaurants. The Town of Vienna approved a mixed-use project at the intersection of Nutley and Rt. 123 The four-story project will include 151 apartments and ground floor retail space. The City of Falls Church is moving forward with a project to construct a new city high school and redevelop the current school site with a mixed-use project including senior housing, apartments, office, and ground floor retail space. Construction of their new high school will start this spring and the mixed-use project will start in two years after the new high school has been finished. The city will be hosting regular community town hall outreach meetings that residents can attend to obtain updates about the projects. The Town Halls on the WFC Project and High School Campus Project will be held at the Falls Church City Community Center from 2pm to 4pm on Sundays including 2/24, 3/24, 4/28, 5/19. Providence District Land Use Updates Several approved projects are under construction. There are currently twenty-four pending zoning applications under consideration in the district including thirteen in Tysons and three in Merrifield. The Department of Planning and Zoning is also supporting the comprehensive planning work of the Merrifield Special Study Task Force. North County Site-Specific Plan Process and Merrifield Special Study At the end of the North County Site-Specific Plan Amendment process last year the Board of Supervisors acted to evaluate the Inova/Exxon-Mobil PC17-PR-001 and Fairview Park PC17-PR-002 SSPA nominations in one unified Merrifield Special Study. To inform this study the Fairfax County Department of Transportation is evaluating current conditions and an impact analysis of the transportation infrastructure. Other county agencies and departments are concurrently evaluating other public facilities including parks and schools to ensure that any plan changes can be supported. To help facilitate this study Supervisor Smyth reconvened the Providence SSPA Task Force last fall as the basis for an expanded Merrifield Special Study Task Force. Task Force meetings are open for residents to attend. The meetings are being held at the Providence Community Center. In Tysons, the approved Capital One project (FDPA/PCA 2010-PR-021-02) will result in the development of a Wegmans and The Capital One Center. The center will include a Main Hall with 1,500 seats, a 225 seat Black Box multipurpose space and two classrooms and meeting spaces. The center will host Capital One’s corporate events and publicly-accessible performing arts events. It is anticipated that it will become a premier performance venue for Fairfax County performing arts groups.

The developer of The Boro (PCA 2010-PR-022) is quickly moving forward with construction of the mixed-use redevelopment of the former SAIC campus property on Route 7. The first phase will include a large urban park and a 20-story office building. A movie theater, Whole Foods and other retail is planned to open mid to late summer 2019. Three residential buildings, including two rental apartments (537 units) and a 140 unit condo building (The Verse), will be completed in the fall of 2019. As part of their zoning approval The Meridian Group (TMG) is developing a rectangular sports field located off of Gallows Road, against the Beltway. The field is expected to be ready for public use in 2019.

The approved CityLine Scotts Run South project (PCA/FDPA 2011-PR-011-02) adjacent to the McLean Metro station will result in the development of three high rise residential buildings, with ground floor retail and interim retail uses. The interim retail buildings will be replaced in the future with the construction of two office buildings fronting 123. Skanska will develop the first apartment building. The Scotts Run South Archer Hotel (FDP 2011-PR-011-05), located immediately adjacent to the McLean Metro station kiss and ride, is under construction. The seven story boutique hotel will include 179 rooms, structured underground parking and ground floor retail/restaurant space.

The Mather (PCA/CDPA 2011-PR-023-02), part of the CityLine Arbor Row project located off of Westpark Drive, proposes to develop an integrated project with 300 senior independent living/assisted living units and a medical care facility totaling 78 units. Ground floor retail is proposed along with accessory service uses. The applicants and county are working to refine open space, building design and proffer commitments to ensure that Tysons Comprehensive Plan and PTC zoning provisions are fully implemented.

The Old Meadow Holdings application, One Tysons East (RZ 2015-PR-014), proposes to develop a 10-story office building at the corner of Old Meadow Road and Route 123 with integrated parking and 12,000 square feet of ground floor retail.

The View (RZ 2017-PR-102/103) is a 7 acre consolidation located at Spring Hill Road and Rt. 7. The applicant has submitted revisions including new land area, and additional modifications and refinements to the layout and design of the plan. The revised application is anticipated to include the development of five buildings including two office buildings, two residential high-rises and a hotel/residential condo building along with ground floor retail and public uses including a pedestrian plaza and a performing arts venue.

The Mile application RZ/FDP 2017-PR-015, located off Jones Branch Drive, proposes to replace three existing office buildings on 38 acres with nine buildings accommodating 2,155 to 2,970 residential units, 650,000 sq. ft. of office, 60,000 sq. ft. of retail, and open space. The applicant PS Business Parks has refined the design of the open space to accommodate additional passive and active recreational open space as envisioned in the Tysons Comprehensive Plan.

Burke Petroleum LLC has submitted SEA 95-P-022 to modify the zoning approvals of the gas station located at 2081 Chain Bridge Road and Old Courthouse Rd. to permit the sale of additional food items and alcohol sales that are not currently permitted with the existing approved zoning.

In the Mosaic District in Merrifield the construction of two residential apartment buildings with ground floor retail space has been completed and the retail space is being filled with new stores and restaurants. The site of the Four Seasons Tennis Club on Eskridge Road (RZ/FDPA 2016-PR-020) is being redeveloped with a mix of townhomes and multifamily units and a childcare facility.

Inova has established the Inova Center for Personalized Health (ICPH) at the former ExxonMobil campus on Gallows Road and is retrofitting portions of the campus to accommodate medical research activities. Inova has recently submitted a Proffered Condition Amendment (PCA 74-7-047-02-02) for the ICPH site that proposes to reconfigure the layout of previously approved but unbuilt buildings and the addition of approximately 3.7 million square feet of new development to accommodate future expansion of the campus up to a total of 5 million square feet. The proposed expansion includes space to accommodate university partners including UVA, research space, office, retail and housing. The Merrifield Special Study task force is concurrently reviewing the proposed comprehensive plan changes that would be necessary for the PCA to accommodate the new development.

Fairfax Water has submitted SE 2018-PR-023 /2232 applications to accommodate a distribution maintenance facility. The site located at 8515 Lee Hwy is currently occupied by Penske Truck Rental. The maintenance facility proposes warehouse and outdoor storage, vehicle maintenance facilities and parking. The applications are scheduled to go to public hearing before the Planning Commission on 5/22/19; a Board of Supervisors hearing has not been scheduled.

GBA Associates have submitted PCA 82-P-044 for the DHHQ site located at 7700 Arlington Boulevard. The application proposes the development of a new 3 story office building and parking garage on existing surface parking lots. The application is scheduled to go to public hearing before the Planning Commission on 5/22/19; a Board of Supervisors hearing has not yet been scheduled.

The Pearson family application, Pearson Reserve RZ 2016-PR- 089, proposes to redevelop their property on Haney Lane with 9 homes. The case is currently scheduled to go to public hearing before the Planning Commission on 5/9/19; a Board of Supervisors hearing has not yet been scheduled. Williams/Meadow RZ 2018-PR-024 is a zoning application located on Sutton Road that proposes to rezone nearly 6 acres of land from R-1 to PDH-3 to replace two single family homes with 16 new homes. The case is scheduled to go to public hearing before the Planning Commission on 6/13/19. Toll Mid-Atlantic LP Co. has submitted a rezoning proposing the development of 28 single family homes on a 9.55 acre property. The site

known as the “Thompson” property is located on the south side of Lee Hwy. and is adjacent to the Barkley and Covington townhome

neighborhoods. The Villa Lee townhomes are located on the opposing north side of Lee Hwy. The property includes substantial protected

stream area and an existing pond that is proposed to be preserved. The application proposes access via the service drive east of

Mainstone Dr. and a direct right in/right out access on Lee Hwy.

At MetroWest, Pulte is constructing four of five senior living (55 and over age restricted) residential buildings. Construction of the fifth building accommodating an assisted living by SSL Development Company, LLC will start this year. Unfortunately the developers of Metro West (Pulte and CRC) do not have any imminent plans to construct the mixed use core of the project.

Dominion Power Updates Dominion Power is proposing to connect the Idylwood substation on Shreve Road to their Tysons substation with a new 230 kV transmission line (SEA 88-D-008). The Idylwood – Tysons 230 kV Transmission line will help to address power reliability problems north and east of Tysons. Supervisor Smyth, local businesses and residents have strongly supported an underground option vs an above ground connection. Dominion Power has completed the state review process and is currently moving through the county review processes. SEA 88-D-008 is scheduled for public hearing before the Planning Commission on 2/27/19 and is anticipated to go to the Board of Supervisors this spring. Spring Update from Providence School Board Member Dalia Palchik

Happy Spring! With the end of the school year just around the corner and spring fever upon us, our students are busy with year-end preparations and work. They are preparing for capstone projects and assessments, field day activities, theater and musical performances, and graduations! It’s hard to believe the academic year has gone by so quickly; before we know it, a new school year will begin. Enjoy these last few weeks of school by celebrating your child, their efforts and their many talents.

2019-20 SCHOOL YEAR CALENDAR One of my initiatives on the school board has been to propose and help develop a calendar committee comprised of representatives from a variety of internal and external stakeholders, including the Fairfax County Council of PTA’s, VOICE (faith leaders), FCPS teacher and staff associations, testing services, curriculum and instruction, professional development and student activities. The role of the committee is to review input, including results of a system-wide survey sent to families and employees, and propose options to the school board for review and adoption. The 2019-2020 school year calendar was discussed, approved, and published in the spring of last year. The major dates are listed below. Bond Referendum and FCPS Capital Improvement Plan (CIP) At the FCPS School Board Meeting on January 24, I voted in favor of the Capital Improvement Program (CIP) for FY 2020-2024. The CIP supports many important future facility needs for our students in Fairfax County. For Providence families, these include renovations at Oakton HS, Falls Church HS, Frost MS, and Mosby Woods ES, an addition at Madison HS, and boundary studies at Shrevewood ES and Pine Spring ES.

The CIP also includes funding for a new Elementary School in the Fairfax/Oakton area to address overcrowding issues and to help reduce classes in trailers. One of the proposed locations for a new elementary school is Blake Lane Park. After listening to feedback from the community at the January 16th public meeting on this topic, I have had numerous conversations with our Superintendent and FCPS Staff. Due to the complexities and lack of clarity on a range of issues regarding this site and other potential locations, FCPS Staff will need more time to address many outstanding questions raised by the community. Some of these questions are related to traffic, safety, parking, green space, community access to the grounds, school boundary changes and the existing dog park. All of these elements represent an intersection of community values, and I will be working with FCPS Staff to ensure a clear and transparent process for communicating with nearby residents and Providence families as we find the best path forward.

FISCAL YEAR (FY) 2020 BUDGET Last year, for the first time in more than 20 years, FCPS received full funding thanks to the support of the Board of Supervisors and our taxpayers. We are looking forward to continuing this collaboration during the FY 2020 budget cycle. Please join Supervisor Smyth and me for our budget presentation on March 26
