INTRODUCTIONThe Projects of the Lithuanian Health
Sector Implemented with the 2007-2013 European Union Funds is a photobook designed for the institutions of the health care sector and the general public to acquaint them with the projects administered by the Ministry of Health of the Republic of Lithuania and implemented with EU structural funds allocated for Lithuania for the period 2007-2013. The projects were implemented based on Objective 1 Providing High Quality and Accessible Health Care Services of Priority 2 Quality and Accessibility of Public Services: Health, Education and Social Infrastructure of Operational Programme for Promotion of Cohesion for 2007-2013 approved by Decision No C(2007)3738 of the European Commission of 30 July 2007, and the following programmes approved by the Ministry of Health of the Republic of Lithuania: Reduction of Morbidity and Mortality from Main Non-Infectious Diseases in 2007-2013 and Continuity of Health Care System Reform, Optimisation of Health Care Infrastructure. A total of 247 projects were financed with EU funds as well as the funds of the State Investment Programme, the Compulsory Health Insurance Fund, the state budget of the Republic of Lithuania and the budgets of municipalities, with EUR 280.4 million allocated for this purpose.
After the implementation of these projects the common goal of the programmes Reduction of Morbidity and Mortality from Main Non-Infectious Diseases in 2007-2013 and Continuity of Health Care System Reform, Optimisation of Health Care Infrastructure was achieved – the efficient use of EU structural funds for the period 2007-2013, the improvement of the quality and accessibility of health care services, the optimisation of the infrastructure of health care institutions and the compliance of the Lithuanian health care system with the standards of the European Union.
Non-infectious diseases such as vascular diseases and malignant tumours remain the main cause of death in Lithuania alongside deaths from external causes, including injuries, intoxication, suicides, etc. These indicators are close to those of other European Union countries. However, in terms of mortality rates (a relationship between the number of deaths from a particular disease and the number of diagnosed cases of the disease during a certain period) the health of Lithuanian population is poorer than that of the older states of the European Union. The reform of the Lithuanian national health system revealed the following key health care problems: insufficient attention to public

health, a lack of information about the efficiency of public health policy, the absence of the efficient public health policy system, especially in the regions, the insufficient development of modern public health care, the inadequate professional development system which failed to meet the needs of professionals and the goals of the state, the inefficient management of health risk factors. In comparison with other European Union countries, Lithuania was lagging behind in terms of disease prevention and health promotion programmes, a relatively small number of patients were treated in outpatient clinics and a relatively large number of medical services were provided in inpatient clinics, health care institutions were concentrated in the biggest cities with some regions experiencing a lack of specialists, the public health monitoring and coordination system in municipalities was no efficient.
The objectives of all investment projects were directed towards improving the quality and accessibility of health care services, investing EU funds in the modernisation of the infrastructure of health care institutions and modern technologies, reducing morbidity and mortality rates from main non-infectious diseases and from external causes. The projects
were implemented in several directions. The programme Reduction of Morbidity and Mortality from Main Non-Infectious Diseases in 2007-2013 was aimed at reducing morbidity and mortality rates form cardiovascular diseases as well as mortality and disability from traumas and external causes of death, improving the early detection of oncological diseases and providing full treatment of these diseases, optimising the infrastructure of institutions providing mental health care services. The programme Continuity of Health Care System Reform, Optimisation of Health Care Infrastructure was aimed at improving the quality and accessibility of public and personal health care, developing outpatient services and optimising inpatient services, expanding palliative care and nursing services, modernising the infrastructure of public health care services in municipalities. It was forecasted that after the implementation of all planned projects the average life expectancy would increase from the 2005 average of 72.06 years to 73 and the mortality of people under 65 from cardiovascular diseases, malignant tumours and, especially, external causes of death (injuries, intoxication, suicides, etc.) would be reduced. In 2014, the average life expectancy in Lithuania was 74.59 years and, compared with 2007, there was a drop in the number of deaths

from vascular diseases and malignant tumours, and, especially, external causes of death among people under 65.
The implementation of the programmes Reduction of Morbidity and Mortality from Main Non-Infectious Diseases in 2007-2013 and Continuity of Health Care System Reform, Optimisation of Health Care Infrastructure led to the optimisation of the structure of health care services and improvement of their quality, the intensive development of new health care services (palliative care, day surgery, etc.) and the modernisation of health care institutions, including the renovation of their buildings, the acquisition of modern diagnostic equipment and treatment facilities, the implementation of state-of-the-art treatment technologies, the deployment of contemporary public health monitoring and health promotion programmes, and the creation of better conditions for the professional development of medical staff. All these measures helped to improve the quality of public and personal health care services, their accessibility and safety, reduce mortality from external causes of death and from non-infectious diseases, and contributed to more rational use of human resources and state funds by focusing on the health care priorities of Lithuanian people.
The Projects of the Lithuanian Health Sector Implemented with the 2007-2013 European Union Funds presents the most important directions of investment and the implemented projects. However, the abundance of the projects makes it impossible to provide a detailed presentation of performed activities and achieved results. The Ministry of Health of the Republic of Lithuania wants to thank the Ministry of Finance of the Republic of Lithuania, the Central Project Management Agency and all implementers of the projects financed with the 2007-2013 EU funds for their hard and dedicated work aimed at implementing the projects of the Lithuanian health sector and thus contributing to the development of a prosperous and healthy Lithuania.

As in all of Europe, cardiovascular disease has been and continues to be the main cause of death in Lithuania. It accounts for nearly half of the causes of death in Lithuania (twice as many people die from it on average than in long-time European Union countries) as well as approximately one third of the causes of disability. Cardiovascular disease is therefore one of the most pressing social, economic and health care problems in Lithuania, especially in the central and western regions of the country, where the health care infrastructure was never sorted out. These regions suffer from a shortage of medical equipment, and the equipment they do have is worn out, being used, on average, twice as intensively as in other European Union countries. Poor medical equipment was reducing the chances for accurate diagnosis of early cardiovascular disease and prescription of required or preventive treatment. Due to the irrational structure and
insufficient scope of services provided, specialised health care was not always accessible to residents, so they often did not receive proper and timely treatment. The project’s main objective and task was to reduce cardiovascular morbidity and mortality and improve the quality of — and access to — health care services in this field.
The project Reduction of cardiovascular morbidity and mortality among residents of central and western Lithuania through modernisation and optimisation of the health care infrastructure and services was carried out by the Hospital of Lithuanian University of Health Sciences Kauno Klinikos together with 33 health care facilities in the central and western regions of Lithuania. The project was carried out in a comprehensive manner, covering all levels of health care treatment (family doctors, secondary-level

facilities, university hospitals). In implementing the project, as many as 250 family physicians were equipped with electrocardiographs, which created the opportunity to consult with medical specialists; in addition, hospital and intensive care units were renovated and supplied with modern equipment, from simple electrocardiographs to complex angiography equipment for examining the condition of the heart and blood vessels. Medical facilities were provided with radiological, echocardiography, interventional diagnostic and operating equipment. New, modern technology such as positron emission tomography, magnetic resonance imaging and multi-slice computed tomography was introduced at the Hospital of Lithuanian University of Health Sciences Kauno Klinikos; modern angioplasty, cardiac surgery and neurosurgery equipment was also purchased.
Upon implementing the project under the
measure Reduction of cardiovascular morbidity and mortality, the infrastructure of health care facilities in central and western Lithuania was modernised: primary health care facilities were equipped with electrocardiographs for treatment and prevention, the diagnostic and treatment equipment at health care facilities of all levels was updated, and modern technology was introduced at the Hospital of Lithuanian University of Health Sciences Kauno Klinikos. This entirety of comprehensive measures to modernise the infrastructure of health care facilities of all levels and optimise the diagnosis and treatment of cardiovascular disease has helped reduce residents’ morbidity and mortality and increase the duration and quality of their lives.

The goal of the measure Overhaul of the infrastructure of health care facilities providing emergency medical assistance in the event of traumatic injury or other conditions caused by external factors was to create all opportunities to provide residents of Lithuania with emergency assistance as quickly as possible and reduce mortality and disability from injuries and other external causes by investing funds into an overhaul of the health care infrastructure and modernising
the infrastructure of health care facilities providing medical assistance to people suffering from traumatic injuries.
According to statistical data, traumatic injuries or other external factors (suicide, poisoning, drowning, fire, etc.) are the third leading cause of death in Lithuania, and even the leading cause of death among young adults. There were 2.5 times as many deaths from external factors registered

in Lithuania than in long-time European Union countries. In EU countries which have created and implemented a system of trauma centres, the mortality rate of patients suffering from traumatic injuries has significantly decreased. The treatment facilities which provide emergency medical care in Lithuania did not meet modern requirements, and accessibility to their services was not optimally distributed geographically in order to ensure immediate medical care during the so-called ‘golden hour’; so that patients who had suffered traumatic injury could be brought to the nearest treatment facility and receive specialised medical assistance. In addition, many of the medical facilities lacked adequate medical equipment, and the equipment they did have was physically and morally outdated and worn out. Therefore, goals were set for 2007-2013 to reorganise and upgrade the health care infrastructure and modernise the diagnostic and treatment equipment so that qualified, adequate and professional medical care of the highest level could be rendered in a timely manner.
In implementing the EU-funded projects, health care institutions which carry out the function of trauma centres created a system of emergency medical aid facilities so that as much
as 99 per cent of the Lithuanian population could reach at least one such facility during the golden hour, and as many as 46 per cent – several trauma centres. The premises of emergency medical centres and trauma centres which provide specialised medical care for children (in Vilnius and Klaipėda) were reconstructed and refit in accordance with hygiene requirements. Some trauma centres were adapted for extreme situations (disasters, etc.) and equipped with modern operating rooms and intensive care units; modern medical and computer equipment was acquired to take advantage of the latest diagnostic and treatment technologies. Now that the trauma centres have been reorganised and modernised, a system of emergency medical aid facilities has been created with the most complex equipment concentrated in the top-level trauma centres; furthermore, highly qualified specialists have been rallied who are able to provide appropriate care in cases of severe traumatic injury.
The completed projects have improved the quality of services provided to patients and the working conditions for medical staff. They have helped to decrease patient mortality and disability, more quickly restore the ability to work and reduce state funding for social benefits.

In implementing the measure Overhaul of the infrastructure of emergency ambulance care and urgent consultative health care assistance, one of the objectives was to overhaul the infrastructure of emergency ambulance care and urgent consultative health care assistance. A person’s survival, chances of avoiding disability, duration of recovery, etc. depend on whether or not he or she was given appropriate medical care within the so-called ‘golden hour’, i.e. the first hour following the injury, poisoning, suicide attempt or other traumatic incident. It is therefore essential not only to correctly assess the patient’s condition and provide appropriate assistance, but also to ensure that the patient gets to the medical facility within the shortest possible time. First aid was not provided in Lithuania in a sufficiently effective manner, and as a result the country was ranked first in Europe in 2005 for mortality from external causes of death (traumatic injuries, poisoning, etc.). The poor quality of the ambulance fleet made it more difficult to help people and increased the mortality rate as well as the chance of severe complications or disability. In order to provide immediate assistance to patients in a more expedient manner and make urgent health care services more accessible to everyone, a more modern ambulance fleet is essential.
In implementing the project Modernisation of
ambulance emergency response, urgent consultative health care assistance and primary outpatient health care fleets 56 new type B and C ambulances equipped with the latest special medical equipment, modern means of communication and vehicle tracking equipment were purchased for different health care institutions throughout Lithuania which had particularly old ambulance fleets (i.e. 39 Lithuanian ambulance stations and units and 9 health care facilities providing urgent consultative assistance).
The project Overhaul of the infrastructure of emergency ambulance care and urgent consultative health care assistance has helped overhaul and modernise the ambulance fleet and equipment. The fact that the quality and efficiency of health care has improved is demonstrated not only by the statistics regarding the urgent provision of clinical services during the all-important golden hour, but also by other indicators at treatment facilities, such as the number of patients brought in, the parameters of urgent assistance provided to them, statistics on the general operations that were carried out, the shorter duration of in-patient treatment and the growing number of other outpatient services. Implementation of the project has helped improve the accessibility of emergency medical care, the effectiveness of treatment, and the safety of the population in an emergency.

Cancer is one of the most common causes of death worldwide, even though the majority of deaths caused by cancer can be prevented. In the structure of Lithuanian mortality, oncological diseases are in one of the top places, due to factors such as late diagnosis of oncological diseases and insufficient opportunities to get a proper diagnosis and apply effective methods of treatment. Early detection of disease, effective cancer control measures, and the concentration of oncological research and treatment in large hospitals and research centres are in line with the development of European Union medical programmes and enable maximum use to be made of the knowledge of highly qualified specialists and technological equipment to be concentrated. One of the goals of the programme Reduction of Morbidity and Mortality from Main Non-Infectious Diseases in 2007-2013 was to reduce morbidity and mortality rates among residents from oncological diseases by investing
European Union funds in the infrastructure of institutions which provide oncological services, and in the improvement of the quality of the services rendered.
In implementing the projects under the measure Early diagnosis of oncological diseases and complete treatment, the infrastructure was modernised at health care facilities providing specialised medical assistance in the field of oncology: the National Cancer Institute, the Kaunas Clinics at the Hospital of Lithuanian University of Health Sciences, the Vilnius University Hospital Santariškių Klinikos, the Children’s Hospital at the Vilnius University Hospital Santariškių Klinikos, the Klaipėda University Hospital, the Republican Šiauliai Hospital, and the Republican Panevėžys Hospital. The Tauragė Hospital, the Regional Hospital of Telšiai, the Marijampolė Hospital and the Alytus County S. Kudirka Hospital were also provided with certain diagnostic equipment. It

was thus made possible to provide high-quality services, reduce side effects in patients, and diagnose and treat diseases in a faster and more effective manner. During implementation of the projects, medical and laboratory equipment was acquired for use in diagnosis, radiotherapy, tumour surgery, oncohematology, and bone marrow transplantation (linear accelerators, mammography, magnetic resonance tomography, computed tomography and other equipment), and premises related to the provision of oncological services were renovated. Positron emission tomography – advanced technology for the diagnosis of oncological diseases – was introduced. By combining positron emission tomography with computed tomography, the diagnosis of oncological diseases has improved, and it has become possible to determine the effectiveness of treatment of oncological diseases. The acquired equipment has been installed in a new building.
The projects under the measure Early diagnosis of oncological diseases and complete treatment have improved the chances of early cancer diagnosis, the effectiveness of treatment, and the accessibility of these services to the country’s residents. The infrastructure that has been modernised in accordance with European Union norms and standards and the facilities that have been reconstructed and upgraded have made it possible to provide residents with better health care services, reduce their mortality rates, increase their ability to work and improve their quality of life.

Mental health is recognised as the most important field of public health of the beginning of the 21st century. In Lithuania, mental health indicators are extremely poor: a large number of suicides, younger and younger people committing crimes, and the most widespread bullying among all the European Union countries. One of the measures in the field of mental health that has been implemented is Establishment of differentiated comprehensive psychiatric help centres for children and families, the goal of which was to develop comprehensive outpatient, counselling, inpatient, day-patient and crisis intervention mental health care services for children and adolescents, while at the same time implementing disease and suicide prevention and creating a child and youth mental health care system.
In implementing the programme Reduction of Morbidity and Mortality from Main Non-Infectious Diseases in 2007-2013 and financing projects with European Union structural funds, five differentiated comprehensive psychiatric help centres for children and families were established.
In carrying out the projects, the Kaunas Clinics at the Hospital of Lithuanian University of Health Sciences, the Klaipėda Republican Hospital, the Panevėžys Republican Hospital, the Republican Šiauliai Hospital and the Vilnius University Hospital Santariškių Klinikos modernised, upgraded and expanded their mental health care premises (for education, physical activity and therapy), acquired new equipment, furniture and computer equipment, improved or set up child and adolescent activity rooms, fitted out courtyards, formed mobile

Thanks to the projects that were implemented, mental health services have improved and become more accessible, and the quality of specialised services has increased. The projects under the measure Establishment of differentiated comprehensive psychiatric help centres for children and families have contributed in providing every kind of assistance and social services to people with mental and behavioural disorders and improving their quality of life and integration into society.

The measure Modernisation of Inpatient Psychiatric Care was designed to modernise Lithuanian psychiatric inpatient units as many of them failed to meet the existing European Union standards: they were outdated, in need of repair, and inadequately equipped with small wards and proper treatment, monitoring and care equipment that was not physically and morally outdated; the hospitals also lacked other things, such as safe courtyards for recreation. Significant problems were caused by the inadequate conditions in providing mental health services for acute psychiatric disorders. The measure Modernisation of Inpatient Psychiatric Care was therefore extremely important for Lithuania: projects were carried out by eight health care institutions, of which seven provide mental health services for acute psychiatric disorders, and one is used for forensic psychiatric assessments.
An inpatient psychiatric unit has been set up at the Panevėžys Republican Hospital: the premises have been renovated, comfortable and suitable furniture has been acquired, an elevator has been installed, and a cosy yard has been created for the patients to relax in. The buildings and equipment of the acute psychiatric unit at the Vilnius City Mental Health Centre have been modernised, and the quality of specialised services has improved. The men’s acute care unit at the Republican Šiauliai Hospital has been renovated and updated. It has been equipped with special patient observation wards to facilitate the work of the staff, new day premises (for activities, consultation and procedures), and a lovely, safe courtyard. now has a comfortable environment for patients and staff, with dignified hospital care conditions for patients suffering from acute mental illnesses. A separate unit for acute mental disorders with modern equipment and an appropriately trained staff has also been established in the reconstructed premises of the Republican Vilnius Psychiatric Hospital. This concentration of psychiatric services in one unit has improved their quality and increased the comfort of patients in other units. The State Forensic Psychiatric Service under the Ministry of Health reconstructed the Utena II assessment subdivision, creating conditions for the protection and rehabilitation of persons. At the acute psychiatric unit at the Psychiatric Hospital, which is a branch of the Republican Hospital of Kaunas, reconstruction work was carried out in accordance with current EU
requirements (medical and computer equipment and software was updated, a courtyard was put in, etc.). An acute psychosis unit was established and equipped in separate, refurbished premises at the Klaipėda Republican Hospital, thus improving both specialised patient care as well as treatment conditions for less severe patients.
Upon implementing the projects according to the measure Modernisation of Inpatient Psychiatric Care, psychiatric units where mental health services are provided for acute psychiatric disorders were modernised according to current European standards.

As part of the implementation of the programme Reduction of Morbidity and Mortality from Main Non-Infectious Diseases in 2007-2013, one of the tasks was the refurbishment of infrastructure used for monitoring mental health care services. To perform this function it is necessary to create proper conditions for ongoing examination and assessment of changes, including public mental health indicators, the efficiency of the system, the quality and effectiveness of services provided, consumers’ satisfaction with services, the proper use of funds, and epidemiological studies.
The State Mental Health Centre, which is the only centre in Lithuania performing the monitoring of other institutions providing mental health care services, participated in the project. As the State Mental Health Centre lacked adequate premises and equipment needed for improving qualification
of specialists working in the above-mentioned institutions, providing necessary information and administering the whole activity, an old building, which was not in good repair and lacked modern, adequate equipment, was used. The building underwent major repairs: a hall for lectures and seminars and new workplaces were installed, necessary medical and programming equipment, and a new car were acquired.
Upon completion of the project under the measure Modernisation of infrastructure for monitoring mental health care services conditions for timely and effective assessment of services provided by other mental health care institutions, efficient monitoring and administration of the quality of services provided by institutions engaged in psychiatric and mental health care were created.

One of the goals of the programme Reduction of Morbidity and Mortality from Main Non-Infectious Diseases in 2007-2013 was the development of flexible mental health care services network through the establishment of day-patient centres in communities. Based on the above, it was decided to establish 27 new day-patient centres, which would operate as part of already functioning mental health centres in various cities across Lithuania. They are set to provide early help in cases when mental health of the population starts to deteriorate: patients would receive a variety of essential services and intensive treatment while bond with their families as well as ordinary environment would remain undisturbed. These changes are set to improve the quality of health care services and their availability for 37,000 patients.
Mental health day-patient centres were established in Vilnius, Kaunas, Alytus, Klaipėda, Panevėžys, Šiauliai, Telšiai, Marijampolė, Tauragė and Utena counties. For this purpose, a number of buildings underwent repairs, reconstruction and modernisation, rooms were equipped to facilitate
individual and group work as well as psychotherapy, centres received appropriate furniture and other equipment as well as special tools required for art, music, light and movement therapy (each centre chose to conduct 2-3 types of the above mentioned therapies), while staff and patient recreation space, hygiene facilities and treatment rooms were all renewed.
Establishment of mental health day-patient centres meets priorities and recommendations set out in the European Union’s strategic documents, which propose to strengthen public mental health by employing a variety of modern tools, implement the prevention of suicide, violence and addiction diseases, which are directly linked to mental health, and develop rehabilitation opportunities within communities for psychiatric patients while involving their families in the process.

One of the goals of the programme Reduction of Morbidity and Mortality from Main Non-Infectious Diseases in 2007-2013 was the establishment of crisis intervention centres. Crisis intervention centres help to improve the quality of psychiatric services as well as their accessibility to many patients going through crises. These centres are meant for adults only.
Projects were carried out in accordance with the measure Establishment of crisis intervention centres by health care institutions in five of Lithuania’s major cities: the Republican Hospital of Kaunas, the Šiauliai Republican Hospital, the Panevėžys Republican Hospital, the Vilnius City Mental Health Centre and the Klaipėda Republican Hospital. Modern, well-equipped adult crisis intervention centres for proper psychological care, psychotherapy and other
types of therapy and repose have been established at these institutions. A crisis intervention centre which provides day-patient services has been set up at the Vilnius City Mental Health Centre. The facilities have been updated and the necessary equipment and transportation has been obtained, making it possible to visit people who are going through a crisis. The premises at the Panevėžys Republican Hospital have been reconstructed, and computer equipment and transportation have been obtained. At the Šiauliai Republican Hospital, the premises have been renovated and a wing has been built for a crisis intervention centre. A comfortable and safe environment has been created for patients and the staff, a modern patient monitoring system has been installed, and specialised medical equipment has been purchased. Hospital has been refurbished, and the necessary medical equipment and furniture has been received. This hospital has begun providing new psychiatric services of the appropriate level which help to maintain the ability to work and improve quality of life. Although the Republican Hospital of Kaunas is a multi-profile hospital, the district did not have a crisis prevention centre before this project. For this purpose, buildings were reconstructed, adapted, and equipped with comfortable furniture and modern equipment.
Upon carrying out the EU-financed projects of the measure Establishment of crisis intervention centres crisis intervention centres were established which make it possible to provide emergency assistance, help prevent long-term mental disorders, more easily adapt after experiencing violence, more quickly regain the
ability to work, improve the quality of life, and fulfil one of the fundamental human needs – the need for security.

One of the aims of the health care system’s restructuring process is to optimise inpatient care services: upgrade municipal hospitals’ infrastructure, adapt it to facilitate the treatment of the most frequent and simple diseases while diagnosis and treatment of complex diseases should be predominantly carried out at university hospitals as well as hospitals in major cities, which should be better facilitated with the latest equipment. The projects of the programme Continuity of Health Care System Reform, Optimisation of Health Care Infrastructure implemented under the measure The development of outpatient, palliative care and nursing care services and the optimisation of inpatient care services were intended to reform and optimise secondary level health care facilities in three directions specified in the program:
Tasks of the first “outpatient services” development direction include improvement of
secondary level outpatient services and outpatient rehabilitation services’ infrastructure. Institutions providing outpatient health care services, including hospital outpatient facilities, did not have the necessary modern diagnostic equipment, hence very few patients were provided with outpatient rehabilitation services following severe injuries and diseases. Therefore, it aimed to renew secondary level outpatient services and outpatient rehabilitation services’ infrastructure (covering over 70 institutions), improve access to health care and its quality, provide patients with medical rehabilitation services following severe injuries and diseases and help them regain their employability.
Tasks of the second “outpatient services optimisation” direction include optimisation of outpatient services in health care institutions, i.e. modernisation of admission and emergency departments’ infrastructure and development of

day surgery services. Day surgery is as a new and innovative form of treatment that is widely used in the European Union countries. It allows shortening waiting times for patients awaiting elective surgery, lowers the chances of contracting an infection, shortens sickness leave time and services provided become twice as cheap.
Tasks of the third “palliative care and nursing care services” development direction include the improving infrastructure of palliative care and nursing care services and introducing palliative care services at health care institutions. Previously, palliative care, nursing care and palliative support services in Lithuania were provided in general and specialised hospitals (oncological and others), but due to the lack of nursing equipment and specifically trained specialists palliative care was not very effective or of high quality. Therefore, the challenge of projects drafted under this measure is to increase the number of health care institutions providing palliative care, nursing care and palliative support services, improve their quality and upgrade them in accordance with the European Union standards.
These projects were implemented in many
health care institutions across Lithuania that provide the following services: secondary (specialised) outpatient consultations and rehabilitation, palliative treatment, nursing care and palliative care as well
as inpatient treatment (admission and emergency departments, day surgery centres, etc.). Many premises used for treatment at the above institutions went through repairs, reconstruction and expansion; they were upgraded with the establishment of new relevant departments (outpatient rehabilitation, palliative care, day surgery, etc.), which are furnished with modern medical equipment set to aid with patient diagnosis, nursing care, surgery and outpatient rehabilitation; they are installed with a significantly increased number of beds (over a 1,000 beds for palliative care and nursing care and 180 beds for palliative support); a new monitoring service was installed allowing to monitor patients arriving at admission and emergency departments for up to 24 hours.
Implementation of projects under the measure The development of outpatient, palliative care and nursing care services and the optimisation of inpatient care services saw the renewal of many secondary level health care institutions’ infrastructure, an increased number of modern hospitals equipped in accordance with the EU standards while taking into account national priorities set for the country’s demographic composition as well as its financial policy, a significant increase in the number of treated patients, improvements in the accessibility of health care institutions, a larger number of new and modern services provided as well as improvements in their quality and efficiency.

Public health care services provided in Lithuanian municipalities were often unsystematic, insufficient, fragmented, poorly coordinated or not provided at all. There was a lack of properly prepared health care monitoring programmes designed to provide detailed information about public health care, risk factors allowing identifying public health care problems and prioritising improvements, plan and implement health strengthening and prevention measures especially among children and youth. Sometimes municipality-prepared health promoting programmes were short-lived. This measure was initially aimed at the development of infrastructure and improvement of accessibility and quality of public health services in municipalities. Therefore, it was decided to establish new or modernise already existing public health care offices, provide them with communication and other modern technologies, which would help evaluate the need for public health programmes and examine their scope,
prepare and implement health strengthening programmes important for local communities, spread information on various ways of improving public health, cooperate with state institutions, non-governmental organisations, community, families and others.
Implementation of the measure Development of the infrastructure of public health care services in municipalities resulted in the establishment or modernisation of public health offices in many Lithuanian municipalities (one in each of the biggest Lithuanian cities including Vilnius, Kaunas, Klaipėda, Šiauliai and Panevėžys, and no more than two in each county). Municipality buildings were renovated, reconstructed and equipped with new public health office space, fitted with necessary furniture, modern technology, teaching equipment, transport and other work tools. This way, conditions were created and improved to facilitate a more effective operation of public health offices designed to provide local

communities with a variety of health care services: monitor health changes within local communities, develop appropriate programmes especially paying attention to children and youth health, enable professionals to improve their qualification, work on the dissemination of information on health promotion, coordinate operations of relevant state and non-governmental organisations and others.
Following the implementation of the measure Development of the infrastructure of public health care services in municipalities, public health offices were installed or modernised in many municipalities. It helped the Lithuanian public access information on health promotion as well as improve and protect its health, which in turn helped reduce morbidity rates from the most common diseases.

When implementing the programme Continuity of Health Care System Reform, Optimisation of Health Care Infrastructure, plans were made to modernise all three levels of private health care institutions in accordance with the EU priorities and standards. In Lithuania a number of health care functions are carried out by private medical institutions and include services provided by medical limited liability companies, outpatient clinics, various specialised private doctor’s offices, day centres and clinics. Before the projects were implemented, many of these institutions were not sufficiently equipped with specialised modern medical equipment and special furniture while their premises had not been renovated for a long time. EU funds were allocated in order to enable private health care institutions to provide the same quality medical services as the ones offered by state institutions
on a national level. The funds were used for the reconstruction of medical premises as well as the purchase and renewal of medical and therapy equipment, and computer software.
A total of 37 institutions representing all three levels of private health care participated in the implementation of the measure Investment into the infrastructure of private health care institutions providing public outpatient and inpatient services. Under these projects premises of the above mentioned institutions underwent repairs and reconstruction, were adopted to serve relevant functions and provide various personal health care services; a large number of essential modern medical and programming equipment was acquired in addition to special furniture to meet the needs of these institutions.

The completion of projects implemented under the measure Investment into the infrastructure of private health care institutions providing public outpatient and inpatient services resulted in the improvement of quality and accessibility of health care services provided by private medical institutions. This is one of the factors that helped to improve the health of Lithuanian population, provide people with medical services on the required level, increase their capacity for work and reduce the amount of social benefits allocated from the state budget to cover unemployment benefits.

The employees of the European Union Support Division of the Ministry of Health are happy that the projects implemented with the 2007-2013 European Union funds helped to improve the quality of health care services for Lithuanian people.
