Minutes of National Review Workshop on Agri-Clinics and & Agri-Business Center Scheme Held on 7th August 2012 at MANAGE, Hyderabad
National Review Workshop on Central Sector Scheme of “Agri-Clinics and
Agri-Business Centres (ACABC)” was held on 7th August 2012 at MANAGE,
Hyderabad. Shri Sanjeev Gupta, IAS, Joint Secretary (Extension), DAC, MoA,
Government of India, inaugurated the Workshop. ‘List of Participants’ is
enclosed.
Deliberations during the Workshop and subsequent interaction between
the delegates and the Joint Secretary (Extension) contributed to the following
recommendations:

regularly.

3. Timely release of
Subsidy to Banks
In order to ensure release of Subsidy by
NABARD within a fortnight of
submission of Subsidy claims by
Banks, as stipulated in clause 6.4.4. of
the Revised ACABC Scheme Guidelines
2010, NABARD was advised to honour
the Bank’s sanction letter and brief
project profile along with the Subsidy
Claim Form in the prescribed format.

4. Keeping NTIs in
Loop in
Correspondence
Recognizing the handholding
responsibilities of Nodal Training
Institutions (NTIs), it was recommended
that copies of the correspondence,
between the Banks and NABARD,
seeking clarifications while processing
the release of Subsidy, should be
marked to the respective NTIs so that
the processing time could be reduced
for releasing subsidy to the
Agripreneurs. The contact addresses of

5. Delay in Sanction
/ Rejection of Loan
Applications
The participants felt that there was a
need to cut down the delay in
Sanction/Rejection of applications for
loans by Banks under the ACABC
Scheme. Therefore the following
timelines were agreed to for adherence
by the Banks, Agripreneurs and NTIs
i. Loans
within financial
power of Branch
Manager
The Branch Managers should take a
decision on the ACABC loan application
covered within his/her financial powers
within 15 days from the receipt of the
Banks

application/DPR by the Bank. The
Bank branch should acknowledge the
receipt of the Application/DPR
submitted by the Agriprenuer, either by
hand or by post
ii. Loans
beyond the
financial power of
the Branch
Manager
If the loan amount applied for is beyond
the financial powers of the Branch
Manager, the time limit would be one
month.

iii. No decision
within stipulated
time.
If no decision is taken by the
Branch/Zonal Office of the Bank on the
loan application within the above-
stipulated time limits of 15 days/one
month, the Agriprenuer/NTI may
approach the Head Office of the
concerned Bank with the
acknowledgement slip received from the
Branch Manager at the time of
submission of loan application/DPR.

track the status of the loan proposals
submitted under ACABC Scheme as
well as status of subsidy with the
objective of expediting the release of
Loans and Subsidies.

7. Interest Wrongly
Charged by
Banks on Subsidy
Component
It was noticed that the Banks were
charging interest even on subsidy
component because of delayed release
of subsidy to them by NABARD in
violation of clause 6.3.2 of the Revised
ACABC Scheme 2010. It was decided
that NABARD will release subsidy to
the Banks within 15 days of receipt of
request from the banks for release of
subsidy to the local office of NABARD.
NABARD will send a copy of subsidy
release letter to respective NTI also for
tracking subsidy release. NABARD will
also send demand of subsidy to DAC in
advance by assessing the likely
requirement, so that release of subsidy
to Banks is not delayed for want of
funds in NABARD.

8. Participation of
Nodal officer, NTI
in DLBCs/SLBCs
The participation of Nodal officers of
NTIs in the DLBCs/SLBCs was
recommended to facilitate easy review
of the progress of release of
loans/subsidies to the Agripreneurs.

9. RSETIs as NTI In view of the synergy between the
objectives of ACABC Scheme and the
“Rural Self Employment Training
Institutes (RSETIs)”, it was agreed to

explore the feasibility of considering few
of the RSETIs as NTIs to conduct
training programmes for Agripreneurs
under the ACABC Scheme, if such
institutions fulfill criteria given in the
Guidelines. Initially, the RSETIs of
Union Bank of India may be
considered.
10. ACABC loan under
Direct Finance
Category
In order to increase the number of
sanctioned loans to Agripreneurs by
Banks, it was recommended to cover
the “ACABC Loans” under the “Direct
Finance category” of Priority Sector
lending

11. SC/ST
participation in
ACABC Scheme
In order to encourage participation of
SC/ST Candidates in the ACABC
Scheme, it was agreed to give them
weightage in the “Criteria for Selection
of Candidates” for Training Programmes
under ACABC Scheme.

12. One Branch-One
ACABC
Recognizing the fact that only 1318
Agripreneurs out the 30000 trained
Agricultural professionals under the
ACABC Scheme could establish
Agriventures with the help of Bank
loans, it was generally agreed that the
concept of “One Branch-One ACABC”
by the Banks needs to be implemented
after seeing the reply of NABARD
received in this regard.

13. Applicability of
Service Area
Approach for
In view of lack of clarity regarding the
applicability of “Service Area Approach”
for Bank loans under ACABC Scheme,

ACABC loan NABARD was requested to clarify the
matter through a circular to all
concerned. The Joint Secretary pointed
out that in the earlier meeting held in
Lucknow, the CGM, NABARD had
categorically stated that the Service
Area Approach does not apply in case of
ACABC loans.

Trust Fund (CGTF)
support to ACABC
In view of the advantages to both Banks
and Agripreneurs due to covering of the
entire ACABC Scheme under the Credit
Guarantee Trust Fund (CGTF), it was
felt that this matter needs to be
expedited

15. Involvements of
ATMA in ACABC
Scheme
While discussing the role of Agricultural
Technology Management Agencies
(ATMAs) in implementing the ACABC
Scheme, it was recommended (i) to
galvanize their functioning with special
reference to establishing of “One Agri-
clinic in each Block per year”, (ii)
utilizing the Budget allocated to each
ATMA for promotion of ACABC Scheme
and (iii) revisit the format for reporting
the progress of implementation of the
Scheme through Electronic Monitoring
System (EMS). To begin with,
monitoring may be taken up in 60-70
districts where good numbers of
Agriventures have been established.

16. Help Line in
ACABC
MANAGE proposed to start a “Help
Line” at its campus for guiding all the
stakeholders on various aspects of the

AC&ABC Scheme to ensure its smooth
implementation. The proposal was
agreed to.
17. Subsidy more than
Loan component
In one of the cases, an applicant under
the ACABC Scheme obtained more
Subsidy than the Loan Amount itself.
This happened due to higher
contribution of ‘Margin Money’ by the
Loanee and because of the existing
system wherein Subsidy is calculated
based on the Total Financial Outlay
(TFO) of the Project. It was decided to
examine all ramifications of such a
situation carefully.

18. Monitoring of
ACABC loan cases
by ATMA
Cases of districts which have large
number of trained candidates and
pending loan applications may be
referred to respective PD, ATMA who
may take it up in the DLBC Meeting.

19. Awarding the
Banks
It was agreed that awards for the best
performing Banks and States in
implementation of ACABC Scheme may
be instituted on the lines of the awards
to Agripreneurs and NTIs.

20. Bankers’
sensitization
While appreciating the programmes
conducted by NABARD for sensitizing
the bankers on the AC&ABC Scheme, it
was emphasized that number of such
programmes need to be held more
frequently each year.

21. Action Research
on Social impact of
ACABC Scheme
Considering social impact of ACABC
Scheme on the farming community on
matters such as –generating additional

employment in rural areas, arresting
migration from rural areas, impact on
the health and education awareness of
farmers’ families etc.- it was decided
that MANAGE may initiate action
research on monetizing the social
benefits of ACABC Scheme.
22. Age limit for
candidates
Present Guidelines do not provide any
upper age limit for candidates to be
considered under the Scheme. This
may looked into a fresh for evolving a
suitable policy on this.

23. Loans to
unmarried women
Banks may consider the issue of
sanctioning the loans to unmarried
women like other candidates. Cases of
any default in the loan recovery may be
dealt with as in case of other categories
of candidates.

24. Eligible courses for
ACABC
While discussing the scope for
including more courses with
agricultural content for the purpose of
drawing candidates for training
programmes under the ACABC Scheme,
it was agreed to prepare a State-wise
Directory of Eligible Courses.

25. Publicity Publicity for the ACABC Scheme
through Doordarshan and All India
Radio needs to be enhanced.

Development Cells
in SAUs
Considering the potential role of State
Agricultural Universities (SAUs) in
promoting the ACABC Scheme, it was
recommended to work out modalities
for establishment of “Agri-

entrepreneurship Development Cells” in
all SAUs.
27. Nodal officer from
Banks
In order to implement the ACABC
Scheme in a smooth manner and to
ensure timely redress of grievances of
Agripreneurs, it was recommended that
every Bank and State Government
should identify a Senior Official as
Nodal Officer for this Scheme and
forward the details to MANAGE for
placing in its website.
