The Prelude is the first phase of the anticipated long-term neighborhood-wide transformation and comprehensive revitalization of the White Plains Housing Authority’s 9.6-acre campus.The existing 450-unit campus is typical of 1940s-era public housing and currently faces challenges posed by the obsolescence of its housing stock. However, the site has excellent access to public transportation and is adjacent to the county’s commercial center and many public services, such as the White Plains Hospital Center. The Phase I project entails the development of a 122,000 SF building consisting of 104 affordable housing units and a 13,500 SF community facility. The new building is occupied by tenants that previously resided at Housing Authority properties. The residential portion of the project includes 34 one-bedroom units, 44 two-bedroom units, 25 three-bedroom units, and one superintendent unit. The ground floor community facility provides comprehensive support services and programs to promote the economic empowerment, self-sufficiency, and financial independence of residents and the greater White Plains community. The project obtained site plan approval in 2012, and construction documents were submitted for building permits in April 2013. The project leased up by the end of 2015. This is only the first phase of a plan that envisions the demolition and redevelopment of approximately 1,200 residential units, community programs, and office/retail space across the Housing Authority campus.
