Why are rules important?
Facilitate orderly conduct of business Define the standards creation process If not followed can lead to
Delays Litigation
Where are the rules?
The “Rules” of IEEE 802 LMSC are called Policies and Procedures (P&P)
The LMSC P&P can be found at http://standards.ieee.org/board/aud/LMSC.pdf
Other key documents WG/TAG P&P
Check WG/TAG websites IEEE 802 LMSC (Chair’s) Guidelines

6.5 All participants bound by IEEE Code of Ethics
7.1) The Executive Committee Function
Charter groups, initial chairs, proc / tech advice on charter Membership
Who is a member and how they become a member Reaffirmation
Every even numbered year in March EC Voting Rules
At meetings and between meetings Meetings
Observers are allowed Ask chair to speak
P&P Revisions Long and drawn out
Appeal and Complaint Process You do have recourse!
Clause 7.2- 7.5 Subgroup Operations Defines WG Rules
Role of Chair / Election / Authority / etc. Membership & Voting (7.2.3 and 7.2.4.1)
Defines TAG Rules Similar to WG
Defines SG Rules ECSG
Created directly by EC WGSG
Created by WG Both generally create PARs
EC Decides placement of PARs
Defines Balloting Groups
Most important reading for the average IEEE802 participant!
8) LMSC Sessions Explains operations of LMSC Plenary and
Interim sessions and meetings NOTE:
A session is the entire period of time between the Opening EC plenary meeting and the Closing EC plenary meeting
A session may have substantial breaks during which no meetings occur
EC meetings while outside these bounds are generally considered part of the session
If a WG adjourns they END their session A meeting is a single substantially contiguous period of
time without any large breaks Yes health breaks are allowed! If you recess your meeting ends but session continues
Clauses 9-18 (Other Stuff)
9.1. Directed Position Requires chair to vote as WG desires at
EC meeting 17. How to establish a Project
Authorization Request (PAR) 19. Conditional Approval to forward

The P&PToday
SA / AudCom influence on LMSC P&P
SA has gradually tightened control on sponsor P&P ~4 years ago established SA/AudCom Baseline P&P SA gave AudCom increased control of Sponsor P&P
Sponsor P&P must conform with AudCom Baseline P&P Sponsor P&P must be posted on AudCom site
Requires AudCom Approval AudCom will only permit revisions once per year
Limit burden on AudCom of P&P reviews
LMSC Responses to SA / AudCom 4 year ago started lengthy process to
reformat the LMSC P&P to align with SA Baseline P&P
Many revision ballots LMSC paid SA Staff to assist in process
Finally received conditional approval and posting of LMSC P&P last year (10/2/07)
Conditional (till Dec. 2008) since AudCom is requiring further reformatting of LMSC P&P to make it easier for them to review
Less is More! (We have too much material in our P&P)
LMSC response to AudCom:Creating Operations Manual!
Why an Operations Manual (OM) Sponsor P&P really acts as ‘Bylaws’
Should give ‘big picture’ – charter, scope, etc… Should not change frequently High threshold for modification P&P equates to SA Bylaws
Many organizations have Operations Manuals SA and SA Standards Board both have Operations
Manuals Includes any detailed operating procedures Usually easier to modify and update
No constraint limiting update once per year
Where are we in the Process July 2007 – Initiated process to create OM Nov 2007 – Review of first attempt to reformat P&P
Minus OM material Not ready for prime time
Mar 2008 – Draft OM and P&P material available Extensive commentary on partitioning Material can be found at:
http://grouper.ieee.org/groups/802/secmail/msg10324.html Being commented by EC Members
Mar 2008- Initiate Revision ballot for new P&P/OM July 2008 – Approve revised P&P/OM (if lucky) Nov 2008 – Reballot of P&P / OM if necessary

Approach Taken
Started with baseline P&P from AudCom Filed in material from Existing LMSC P&P
Some areas of baseline P&P are not editable Favored baseline over LMSC P&P Tried to minimize material moved to new P&P
Moved remaining material into OM Created recommended changes for AudCom
baseline P&P There are some clear issues with their document Will submit for consideration at next AudCom
Plan on vote to send to ballot on Friday 3/21/08
Documentation Provided to Date
Clean copy of New P&P from ballot Clean copy of OM for ballot Marked up copy of New P&P
Explains where each text comes from Provides some rationale if changes
Marked up copy of OM Explains where each text comes from Provides some rationale if changes
Remapping of current P&P Explains where each line of current P&P wound up
Recommended modifications to Baseline P&P
The P&PTomorrow
WG Baseline P&P “Noting is constant but change” SA / AudCom are working on WG Baseline
P&P Same role for WG P&P and Sponsor Baseline P&P
Will impact LMSC P&P, LMSC OM, and WG P&P
Many WG operation rules are currently in LMSC P&P
Many will wind up in the LMSC OM Will require additional revision activies
