     Above is from the cover of the he PILO of February 1981.Over 35 years ago RSCA’s wood-frame median signboards onMarine and Redwood Shores Parkways were there to welcomehome the American hostages that had been held overseas.

    Tose two RSCA signboards, with hand-placed letters, havebeen there since 1980 to provide information to thecommunity about Shores events and issues. Te location of those signs was carefully chosen so that you cannot reach any 

    residence in Redwood Shores without passing one of thosetwo signboards.

    Our signboards have required constant maintenance and theneed for someone to go out, rain or shine, to replace theletters, one-by-one. Tis has severely limited message content, with little ability for last minute changes. With the mid-peninsula now the center of Silicon Valley, it seemed well pasttime to upgrade the technology and simplify the process.

    Coming this summer will be new electronic signboards. Wehave been planning for this signicant change in technology

    My rst car was a pea-soup green, 1972 Granorino station wagon; all18’ of it.

    I have vivid memories of the day my parentsbrought that car home;the rst new car Iremembered. Some 10years later, when itbecame mine, I couldn’tbe prouder. Despitedinging it up a bit the lastfew years of high school,I treated that car like I was about to enter it into

    a classic car show. However, I failed to pay careful attentionto one “minor” piece of the car’s infrastructure; oil.

    Early into my freshman year in college, an awful noise,followed by a complete shutdown of the entire vehicle,signaled the death of my beloved Gran orino. Why? A simple lack of attention to infrastructure.

    Redwood City, while it doesn’t require routine oil changes,has critical infrastructure that needs be cared for andmaintained in order to ensure our long term sustainability.Fortunately, because of the wisdom of our community in

    passing the Utility Users ax years ago, leaders that haveproceeded me on the City Council, and our current staff andCity Council, we have a healthy, annual investment inCapital Improvement Projects.

    Looking forward to 2016-17, our investment in ourinfrastructure will be over $32,000,000; paid for by theUtilities Users ax, Water and Sewer Enterprise funds, Park-In-Lieu funds, Parking fund, Gas ax, Grants and specialassessment districts.

    On Monday, March 28th, our City Council heard a staff presentation on proposed Capital Improvement Projects forthe 2016-17 scal year and provided direction for eventualapproval during the budget process in June. Included in thelist are the following projects:

    • Veterans Memorial Senior Center

    • Middleeld Road Utility Undergrounding 

    • Water Distribution System Replacement

    • Sewer System Replacement

    • Roadway Pavement Management

    • Sewer Pump Stations Rehabilitation

    • Park improvements

    • Safe Routes to Schools

    • Grade Crossing Improvements

    • Highway 101/Woodside Road Interchange

    • Citywide ransportation Planning

    Te RSC’s annual Membership Mania is open to anyone

     who wants to nd out about the club, play a little tennis andenjoy a courtside breakfast. Due to a rain-out on thescheduled date, the event was held the following week (onMarch 19) in conjunction with the rst tournament of the

    season. Tat made for a very busy day—accommodatingtournament draw of 16 people playing a modied team

    tennis format, plus some new players who had come for tMembership event. All the newcomers enjoyed themselvand expressed an interest in joining. Te RSC is a social cl whose members nevertheless like competitive tennis—butthe end of the day it’s about having fun.

    Te weather was beautiful, and the players had a full ddespite the small draw. Some were feeling a bit weighted dowdue to the proximity of donuts, muffins, and Danish th were too hard to resist. Tere were also assorted fruits, ancoffee from Starbucks. Since the primary activity was ttournament, availability for open play was limited, but t

    newcomers were rotated in so that each got to play a full game set. Under the circumstances, the tournament directdecided that it would be unfair to tally scores—so chalk thone up as a warm-up tournament!

    By the time this issue of the Pilot reaches Redwood Shoresidents, the April tournament (on the 23rd) will have comand gone. Te May tournament will be held on May 21 st.

     As May begins, you should know that our students in grades3–8 are taking computer-based state tests for the second yearnow. Te tests are aligned to our new state academicstandards in reading, writing, and math, and they adapt toeach student’s performance, with subsequent questions

    changing in difficulty based upon a student’s earlier answers. We expect to share the results with you in September. Youcan try out sample questions at caaspp.org, following thelinks to the practice tests.

    Enrollmen GrowhIn addition to administering state tests, we are preparing forthe 2016-17 school year. Once again, our enrollment isgrowing. Districtwide, we had 19 classes of kindergarten inthe fall of 2014, then 20 classes in 2015, and we have 524prospective kindergarteners enrolled for school in fall 2016, which will require 21 classes of kindergarten at 25 students

    apiece. We are monitoring enrollment closely, and ourdemographic consultants presented their forecast through2020-21 to the school board two weeks ago. You can ndit online at brssd.org/cexp.

    Our school district’s enrollment is something of an outl within the county, as these two graphs indicate.

     As you can see, our enrollment has grown dramatically mothan the rest of San Mateo County, and more than any othschool district in the county from 2004 to 201Historically, our enrollment growth has been mosignicant in Redwood Shores compared to BelmonHowever, over the last three years, elementary enrollme

    in the Shores has attened out while Belmont’s elementaenrollment has grown noticeably. In sum, districtwienrollment and demand for classrooms continues to groand we have sufficient capacity in Redwood Shores schofor our Redwood Shores students.

    Te 2014 bond measure passed by the community has beindispensible in addressing this enrollment demand. We aincredibly grateful for your support. Updated designs fthe Sandpiper School project are continually posted on o website. We will notify the community when the traffistudy regarding that project is complete. Do not hesitate

    for a long time and have taken steps to ensure that thesesignboards become a more timely source of community information WIHOU becoming a distraction.

    RSCA has been working with Redwood City since 2008 onnding a way to upgrade these old wooden signs. Tat’s 8-plusyears, three City Managers, and several changes in City Staff,

    so this has been a long and thoughtful process.By June of 2010, early in the process and again working withthe City, we had developed these requirements for any new electronic signboards:

    Same size/height as our current wooden signboards.•

    Remote and secure access for message updates.•

    Direct access for the City to use in an emergency. (We •will be using the same technology as RWC Police Department.)

    Provision for signboards on BOH sides, costs•

    permitting. (Currently the message board is visible only when entering the residential areas but not when leaving. )

    Signs, support posts & structure to meet all Redwood•City codes and requirements for roadway signage.

    Tis last created an immediate problem since in 2010 City ordinances did not allow for ANY electronic signboards. Soour signboard replacement project went on hold while theCity went through the process of updating its ordinances toallow for “modern” signboard technologies, and while wesearched for cost-effective signboards that met our needs.

    RSCA also developed and agreed with Redwood City on thguidelines and limitations for the use of any new electrosigns:

    Brightness to be just visible in daylight (not so brigh•to distract or create a nuisance to motorists); audimming at night or in inclement weather.

    RSCA will have NO ashing or scrolling messag•(Tis capability does exist, and the City may in

    emergency use these features.)No changing of messages more often than one time•day, and this will usually be in the middle of the nigMessages will not be constantly changing while peoare driving by.

    In its Articles of Incorporation, dated October 1970, onthe stated purposes of our Association was to provide “inmation of interest and importance” to the community. Tstarted with Te PILO , which became a monthly magazin 1975. Our wooden signboards moved to their curr

    location in 1980, and in recent years RSCA has added a wsite and email system to our methods of communications

     Again, RSCA’s goal with these new, electronic signboards iprovide a more timely and efficient mode of communicat while not creating a distraction along the parkways.

    Must have been a dream.

     Well past midnight many years ago, I could have sworn Iheard lions roaring in the night! In Redwood Shores??

    Ten several nights later, I heard it again. Deep roaring likein the movies when there's a family of lions roaming in the

    Sahara desert. My wife heard it, too. So we knew for sure.Tis wasn't a dream! I WAS...Marine World/Africa U.S.A.

    Te marine and wildlife amusement park that's now inVallejo was in Redwood Shores several decades ago on a multi-acre site along Marine Parkway. So, my wife and I weren't dreaming. Tere really were lions here...at the wildlifepark. And there were dolphins and various species of sh,exotic birds and sometimes even elephants and monkeys.

    Te funny thing is...we hadn't actually visited the park, even with Marine World/Africa almost literally in our backyard.

    Our son was too young at the time. So we waited. And waited.

    Ten one weekend in the 1980s when our son was older, wedecided...Hey! Let's go to Marine World! But wouldn't youknow it? After weeks of nice, sunny weather, it was raining that weekend and when we pulled up to the main entrance,the amusement park was closed due to the stormy conditions.Ten a few weeks later, Marine World closed for good in theShores, prior to moving to its present site in Vallejo, CA.

    But maybe we actually hadn't missed out entirely. Because

    months after Marine World had left the Shores and we wereno longer hearing big cats some nights, we heard differentsounds very early some mornings. Or were we half asleep?Imagining we were hearing...cock-a-doodle-doo!! Roosters!!In the Shores?

    Maybe some roosters had gotten loose? Who knows? But forseveral years we occasionally spotted roosters and hens inthe neighborhood. What a great alarm clock, thoseroosters! Teir crowing in the

    morning guaranteed we'd beoff to work and school ontime. And when we heardthem, we imagined we were infarm country, right here in theheart of the bustling Bay Area.

    MOTHER’S DAY BRUNCHOne of my dear friends usually hosts a Women’s ea for ourgroup of girlfriends every May, in honor of Mother’s Day.Many of our Mom’s are no longer with us, or are geographically distant and so we do not have the opportunity to be with themon their Special Day. Since she lives in a large at in SanFrancisco, the weather in May is typically misty and/or foggy,so a large roaring re is always ablaze in their living room.Furniture has been rearranged for several cozy sitting anddining areas, with small tables dressed in beautiful vintagetablecloths and napkins, china tea cups (of course), luncheonplates, and family heirloom silverware. Upon arriving, guestsare greeted with a chilled glass of champagne punch, lightly avored with fresh verbena leaves. It’s always a surprise to

    discover what new and delicious tea sandwiches she has made,or what fruits and pastries will be served for dessert.

    Several of us were just down in Palm Springs for our annualtrek to the desert for sunshine and relaxation, and we decidedto make a dessert that we had wanted to try for several years.I remember seeing the special little coeur a la crème whiteporcelain molds at Williams Sonoma and Sur La able many times, but never took the time to purchase them. Well, wedidn’t have the proper molds, but that did not stop us from whipping up one of the loveliest desserts of all time. It wouldbe perfect for a spectacular nish to a Mother’s Day Brunch!

    It’s very easy to make – just needs to sit overnight – and isluscious served with this Red Raspberry & Grand MarnierSauce! ry it – you will not be disappointed!

    Coeur a la Crème wih Raspberry & Grand Marnier Sauce

    12 ounces Cream Cheese, at room temperature

    1 ¼ Cups Confectioners’ Sugar

    2 ½ Cups Cold Heavy Cream

    2 easpoons Pure Vanilla Extract

    ¼ teaspoon Grated Lemon Zest

    Seeds scraped from 1 Vanilla Bean

    Raspberry and Grand Marnier Sauce – Recipe follows2 Half Pints Red Raspberries, for garnish

    Place the cream cheese and confectioners’ sugar in the bowl of an electric mixer tted with the paddle attachment and beaton high speed for 2 minutes. Scrape down the beater and bowl with a rubber spatula and change the beater for the whisk attachment. With the mixer on low speed, add the heavy cream, vanilla, lemon zest, and vanilla bean seeds and beat onhigh speed until the mixture is very thick, like whipped cream.

    Line a 7 inch sieve with cheesecloth so the ends drape over the

    sides and suspend it over a bowl, making certain that thespace between the bottom of the sieve and bottom of the bso that the liquid can drain from the cheese/cream mixPour the cream mixture into the cheesecloth, fold the endsthe top, and refrigerate overnight.

    Raspberry and Grand Marnier Sauce

    1 Half-Pint Fresh Red Raspberries

    ½ Cup Sugar

    ¼ Cup Cold Water1 Cup Seedless Red Raspberry Jam

    2 ablespoons Orange-Flavored Liqueur (Grand Maris recommended although we used Cointreau in PSprings)

    Proposed Charer School Sie a Oracle?RSCA and Oracle jointly hosted a community meeting on April 16th to give Shores residents an opportunity to ask questions about the relocation of the Design Tech CharterSchool from its current Burlingame location to a proposednew facility to be constructed on the Oracle Campus.

    Over 100 Shores residents showed up for a 90 minutesession to ask questions about the school and then had anopportunity to visit the proposed site.

    Design Tech is a charter of the San Mateo High SchoolDistrict, but Oracle is paying for construction of thebuilding on its property with a $1.00 per year lease to theschool.
