FOREWORD: HON. YB DATO’ SRI LIOW TIONG LAI

I am truly delighted to welcome you to Malaysia for the Third Joint International Civil Aviation Organisation (ICAO) – World Custom Organization (WCO) Conference on Enhancing Air Cargo Security and Facilitation. Themed ‘The Path to Effective Implementation, this conference will be a platform for delegates to discuss the current state of air cargo security and facilitation, as well as existing challenges and advancements.

In recent years, tremendous efforts have been taken to enhance the civil aviation security system worldwide in response to the increasing threats to civil aviation. Closer to home, the Aviation Security Division was established under the Department of Civil Aviation Malaysia to safeguard domestic and international civil aviation against acts of unlawful interference, as guided by the ICAO Annexes 9, 17 and 18, as well as DOC 8973 and DOC 9284. The division introduced the Aviation Security Program which encompasses the National Civil Aviation Security Program, National Quality Control Program, National Civil Aviation Security Training Program, Secure Freight Program, National Program Transportation for Dangerous Goods which includes Investigation, training certification and annual auditing.

Enhancing safety and improved facilitation remains the air cargo industry’s top priority. The conference, which is jointly hosted by the Ministry of Transport and the Ministry of Finance, will provide an insight on the role of customs authorities as well as aviation industry players in ensuring safer and more secure skies.

As a Council Member of ICAO since 2007, Malaysia has actively participated and contributed its expertise to the various initiatives of ICAO to enhance safety and security of civil aviation. Malaysia plays an integral role in terms of rendering support for ICAO’s No Country Left Behind campaign. Ensuring all States have access to the significant socio-economic benefits of safe and reliable air transport is a philosophy that Malaysia wholeheartedly embraces.

In this regard, I believe that partnership and cooperation have always been the common values for the aviation community. I am also certain that there is always more that we can do together in our continuous efforts to enhance air cargo security and facilitation.

It is my hope that this conference will further stimulate further advancements in the air cargo industry through meaningful topics of discussions, outstanding speakers and interesting technical visits put together for the delegates.

Once again, I wish all of you a fruitful conference and a pleasant stay in Malaysia!

The two previous ICAO-WCO joint Conferences on Enhancing Air Cargo Security and Facilitation, held in Singapore in 2012 and Bahrain in 2014, have each achieved significant progress with respect to the scope and substance of the working relationship between our two Organizations. Both events raised awareness, achieved concrete results, and helped us plan a practical way forward.

The first of these ICAO-WCO Conferences, on Synergy through Cooperation, was held while Amendments to the International Civil Aviation Organization ICAO ‘s Annex 17 were still being elaborated. It nonetheless led to agreement on a roadmap of joint actions to strengthen the air cargo supply chain at the international level.

With the related guidance substantially established, it is now the right time to ask ourselves how the regulatory framework is working in practice. We must ensure that the provisions are fully understood, that they are facilitating the air cargo industry even as they assure its effective security, and most of all that they are truly helping us to establish a comprehensive security culture across the entire air cargo supply chain.

During this third ICAO-WCO Conference, we will be exploring how we can now transition from establishing the regulatory framework to assisting with its effective implementation. We will be hearing about a number of successes, as well as some obstacles, while exploring some important new opportunities. Our shared goal is to determine a toolkit for achieving effective implementation, something very much in line with the International Civil Aviation Organization ICAO ‘s global reprioritization toward improved assistance and capacity building in States under our No Country Left Behind Initiative.

I could not be more supportive of this goal, or of the fact that cooperation between the International Civil Aviation Organization (ICAO) and the The World Customs Organization (WCO) is playing such an important part in achieving it. The civil aviation sector has always enjoyed its greatest successes when all parties are working together, and I am confident the same will hold true with our current and shared objectives for global air cargo security and facilitation.

As a United Nations agency with specialized responsibility for aviation, the International Civil Aviation Organization (ICAO) has a leading role in strengthening the security of air cargo. But we also recognize that, in a complex operating environment, close working relationships with other stakeholders will be key to achieving results.

The World Customs Organization (WCO) is one of our most important partners in this endeavour.

Since the first ICAO-WCO Memorandum of Understanding (MoU) was signed in 2011, a significant amount of joint work has been realized to improve the security and facilitation of air cargo movements. The regulatory framework is more robust, guidance material has been expanded, and general awareness of the threat – and how to combat it – has been significantly improved.

All of these efforts have been undertaken with a clear view to maintaining operational efficiency and commercial viability, while ensuring that associated frameworks are suitably harmonized and avoid duplication, but we must also now explore the next steps in this process to maintain the momentum achieved.

It is in this spirit that this Third ICAO-WCO joint Conference will be considering the challenges to achieving an effective security environment while keeping cargo moving. We will hear about some concrete examples, explore the risk-based best practices to address current challenges, identify the avenues of assistance currently available, and discuss monitoring mechanisms to help us determine if new and existing provisions are working as intended.

This promises to be an exciting and stimulating programme, but we will only aid its process and results by continuing to keep each other informed and by working together. Only through determined cooperation will we ultimately realize the most effective and efficient regime possible for secure and unobstructed air cargo facilitation.

The World Customs Organisation (WCO) is fully committed to working with the International Civil Aviation Organization (ICAO), and continues to encourage Customs and aviation security authorities to coordinate their efforts to secure and facilitate air cargo security, an important component of the global supply chain.

This third Conference, jointly organized by the International Civil Aviation Organization (ICAO) and the World Customs Organisation (WCO), will focus on current global security concerns, aiming to identify further synergies that can form a foundation for enhanced coordination and cooperation between Customs, aviation security authorities and other key stakeholders to strengthen aviation and border security and facilitate the movement of air cargo.

The joint Conference offers participants an excellent opportunity to gain a more in-depth understanding of the current international aviation trade challenges and ways in which all stakeholders can work together to enhance aviation security and trade facilitation. This event will pave the way for enhanced future cooperation and will support all stakeholders amidst a dynamic and rapidly-changing international business environment.

Continued dialogue, sharing of good practices and dynamic collaboration through this joint Conference will greatly contribute to enhanced air cargo security.

SPEAKER BIOGRAPHIES

HON. YB DATO’ SRI LIOW TIONG LAI MINISTER OF TRANSPORT, MALAYSIA

YB Dato’ Sri Liow Tiong Lai was appointed Minister of Transport Malaysia following a cabinet reshuffle in June 2014. Prior to this, YB Dato’ Sri Liow was the Health Minister (2008-2013) and Deputy Minister of Youth & Sports (2006-2008). YB Dato’ Sri Liow took the helm at the Transport Ministry during the heights of the tragic incidents of MH370 and MH17. Since then, YB Dato’ Sri Liow has travelled across the globe with a core message emphasising the need to enhance standards and strengthen international cooperation in order to improve safety and security in global civil aviation, in particular, his calls for real time global tracking of commercial aircraft and risks to civil aviation arising from conflict zones.

YB Dato’ Sri Liow graduated with a Bachelor of Science (Hons) from the National University of Malaysia, and later obtained a Masters of Business Administration (MBA) from the University of Malaya.

Dr. Olumuyiwa Benard Aliu is the fifth and current President of the ICAO Council. From January 2005 to December 2013, he was Representative of Nigeria on the ICAO Council. He served as the governing body’s First Vice-President and as Chairman of both its Technical Co-operation and Finance Committees. He also served as Chairman of the ICAO Council Working Group on Governance and Efficiency (WGGE) and as Chairperson of the Steering Committee of the ICAO Comprehensive Regional Implementation Plan for Aviation Safety in Africa (AFI Plan). Dr. Aliu graduated in 1983 with a MSc. Degree in Aeronautical Engineering from the Kiev Institute of Civil Aviation Engineers. He obtained a PhD in 1987. He holds an Aircraft Maintenance Engineer’s License with multiple ratings and is an ICAO certified SMS Instructor. He holds an IATA Diploma in Civil Aviation Management as well as a Graduate Certificate in Air and Space Law from McGill University, Canada.

Dr. Aliu’s extensive professional experience in civil aviation spans 30 years. He has held various positions of increasing responsibility in the areas of safety oversight, economic regulation and negotiations of bilateral and multilateral agreements, including as Chief Airworthiness Surveyor, Director Air Transport Regulation and Technical Adviser to the Minister of Aviation. He played an active role in the formulation of the National Civil Aviation Policy leading to commercialization, liberalization and institution of competition and consumer protection programmes in the Nigerian air transport industry. He led the development of the African Civil Aviation Policy (AFCAP) under the auspices of the African Union Commission. Since 1998, he has participated in all sessions of the ICAO Assembly and has chaired numerous international meetings, including the ICAO Conference on Aviation and Alternative Fuels held in 2009.

DR. FANG LIU SECRETARY GENERAL, ICAO

Dr. Fang Liu is the Secretary General of the International Civil Aviation Organization (ICAO), having been appointed for a three-year term beginning August 2015.

Prior to her appointment as Secretary General, Dr. Liu served for eight years as the Director of ICAO’s Bureau of Administration and Services (ADB). During her tenure, she contributed extensively to ICAO’s Senior Management Group and also participated in the High-Level Committee on Management within the United Nations common system. She transformed the administration of ICAO by enhancing efficiencies, improving governance, and providing effective management and support in areas such as human resources, language services, and conference and information technology services.

Prior to joining ICAO, Dr. Liu served the General Administration of Civil Aviation of China (CAAC), where over the course of twenty years she successively held the posts of Legal Counsel, Deputy Director, Director and Deputy Director General, Department of International Affairs and Cooperation. She was responsible for China’s international air transport policy and regulations, bilateral and multilateral relations with international and regional organizations including ICAO, the World Trade Organization, the Asia-Pacific Economic Cooperation (APEC), the European Union, and the Association of Southeast Asian Nations (ASEAN).

During her career with the CAAC, Dr. Liu was elected chair of the Aviation Group of the Asia-Pacific Economic Cooperation (APEC) and was nominated by China to sit on the Air Transport Regulation Panel in ICAO. She also served as an expert on mediation and dispute resolution. She was chief negotiator for the Chinese government for bilateral and multilateral air transport agreements with foreign countries.

Dr. Liu earned a PhD in international law at Wuhan University, China, and a Master’s degree in air and space law at Leiden University, the Netherlands. She is the Director of the Association of Air Law of China and of the Association of Private International Law of China, and has published articles and delivered lectures on a wide range of topics in international air transport regulation and air law.

DR. KUNIO MIKURIYASECRETARY GENERAL, WCO

Dr. Kunio Mikuriya has been Secretary General of the World Customs Organization (WCO) since 1 January 2009. He provides leadership and executive management for the global Customs community’s priorities, including developing global Customs instruments, standards, and tools; securing and facilitating global trade; realizing revenues; building Customs-business partnerships; and delivering capacity building in support of Customs reform and modernization. Prior to joining the WCO, he worked for Japan’s Ministry of Finance for 25 years. During his career with the Ministry, Dr. Mikuriya occupied a variety of senior posts, which have given him broad experience and knowledge in Customs, trade, development, budget, and financial policies. He served as Director of Enforcement where he led efforts to fight illicit trade, then as Director of Research and International Affairs paving the way for the conclusion of the first regional trade agreement for Japan, and then as a Counsellor in the Tariff and Customs Bureau. He also served as Director of Salaries and Allowances to coordinate remuneration levels for the entire government workforce, and as the Budget Controller for Foreign Affairs, Official Aid, International Trade and Industry, in the Budget Bureau. In addition, he spent time as a Counsellor at the Japanese Mission to the WTO in Geneva and participated in the GATT Uruguay Round trade negotiations. Dr. Mikuriya has a degree in law from the University of Tokyo and a PhD in international relations from the University of Kent.

MR. SANJIV EDWARDCHAIRMAN, THE INTERNATIONALTRANSPORT ASSOCIATION (TIACA)

Mr. Sanjiv Edward is a well-respected leader in the Logistics Industry, recognized for his vision, innovation and successful implementation. He has been serving as the Chairman of the International Air Cargo Association (TIACA), promoting air freight and representing the entire air cargo supply chain, since May 2015.

From July 2009, Sanjiv headed the Cargo of Business of GMR Delhi International Airport (DIAL). He successfully led the Cargo Strategy to make Delhi Airport as the No.1 Cargo Airport in India today and was recognized by IATA for the creation of India’s first E-Frt compliant Cargo Airport in Oct’ 2013. Sanjiv has also provided strategic and business support for cargo to the other GMR Airports of Hyderabad (India), Male (Maldives) and Sabiha Gokcen (Turkey).

Amongst other achievements, Sanjiv served as a Member of the high level Working Group constituted by the Ministry of Civil Aviation, India in February 2011 to formulate the “Air Cargo Policy for India” and was instrumental in setting up the Air Cargo Forum India (ACFI) in 2012. He headed the Innovation Sub Group for ACFI, driving path breaking initiatives like paperless and the development of India’s first operational cargo app.

Sanjiv has held several leadership roles in British Airways in the Cargo Business for over 10 years within South Asia and has won several awards for Delhi Airport since 2009, most recently the AFLAS, Best Emerging Cargo Airport in Asia, award in Hong Kong in June’15, the prestigious “Amity Business School – Leadership Award 2016” and the “Trailblazer award” at India Cargo awards hosted by DDP Publications in Dec’15.

Mr. Thakur Subhash Sinha is presently working as the Supply Chain Coordinator at the International Bureau of the Universal Postal Union (UPU), a specialized agency of the United Nations. He is responsible for Transport, Customs, Security, Standards and Addressing.

Mr. Subhash has around 25 years of experience of working in various capacities in Posts. Mr. Carlos Grau Tanner is the Director General of the Global Express Association (GEA), which he joined in March 2010. GEA represents the four leading express delivery carriers (DHL Express, FedEx Express, TNT and UPS). In this capacity, he is involved in international policy issues in the areas of trade, trade facilitation, customs, postal regulation and civil aviation, including air cargo security.

He holds a Law Degree from the University of Barcelona, Spain, and a Master of Arts degree in Law and Diplomacy from The Fletcher School at Tufts University in Boston, USA. (CBFCA), he brings over forty years of experience in international trade facilitation and border clearance activities. He has worked with Government, regulators, the aviation industry, the international trade consulting industry and has been involved in not-for-profit industry affairs in supporting at an international, regional and national level, as well as service providers to international trade logistics and supply chain management; and he brings this experience to the benefit of CBFCA members.

Holding a Masters in Justice and an undergraduate degree, a Diploma in Finance, an Advanced Diploma in Australian and International Trade, a Graduate of the Australian Institute of Company Directors and being an Associate Professor of the University of Canberra, these aspects provide the academia component to his industry related skills. MR. BERNARD LIMDIRECTOR, INTERNATIONAL RELATIONS AND SECURITY,MINISTRY OF TRANSPORT, SINGAPORE

Mr. Bernard Lim is Director for International Relations and Security with the Ministry of Transport, Singapore. His key responsibilities include formulating and managing policy matters concerning international relations, transport security and climate change.

He served as the Vice-Chairman of the International Civil Aviation Organization (ICAO) Aviation Security (AVSEC) Panel from March 2009 to March 2011, and then as Chairman from March 2011 to April 2015. During this period, he led the ICAO Aviation Security Panel to a number of key achievements, such as the establishment of the ICAO’s Comprehensive Aviation Security Strategy 2011 2016; the development of new ICAO Standards and Recommended Practices for air cargo security; cybersecurity; security of air traffic service providers; access control measures with respect to persons other than passengers; security awareness training; landside security and international AVSEC co-operation, amongst others. Since 2012, he has been the Rapporteur for the ICAO AVSEC Panel’s Working Group on Air Cargo Security. In 2014, he assumed the co-chairmanship of the ICAO-World Customs Organization (WCO) Joint Working Group on Advanced Cargo Information (ACI), to develop approaches on the use of ACI between AVSEC and Customs authorities. In April 2015, he took on the role of heading the newly formed ICAO AVSEC Panel Task Force on the security of remotely piloted aircraft systems (RPAS). Within the Asia Pacific region, he continues to serve as Vice-Chairman of the Asia-Pacific Economic Co-operation (APEC) Aviation Security Experts Sub-Group. He is also a certified ICAO Aviation Security Instructor.

DATO’ HJ. ZULKIFLI YAHYA ASSISTANT DIRECTOR GENERAL OF CUSTOMS(ENFORCEMENT), ROYAL MALAYSIAN CUSTOMS DEPARTMENT

During a career of over 30 years with the Royal Malaysian Customs, Dato’ Hj. Zulkifli Bin Yahya held a variety of posts covering many aspects of Customs administration, including audit and compliance management, internal tax, human resources and enforcement. He was successively Director of Customs for the States of Penang and later at Customs Headquarters, with the responsibility for Goods and Services Tax. He is currently the Assistant Director General of Customs (Enforcement).

Mr. Yahya frequently represents the Royal Malaysian Customs at international meetings and was the Chairperson for the ASEAN Enforcement Working Group and The Asia and Pacific Regional Anti-Drug Expert Group. His contribution to the work of the national administration has been recognised by a number of awards.

MR. KYAL BARTERSENIOR AVIATION SECURITY ADVISOR ANDPROGRAMME COORDINATOR, (CASP-AP) ICAO

Mr. Barter joined the International Civil Aviation Organization in 2015, managing the Cooperative Aviation Security Programme – Asia Pacific, which seeks to achieve harmonized compliance to the international obligations for aviation security by Member States/Administrations through the provision of support for sustainable capacity building.

Previously he worked for the Office of Transport Security (OTS) within the Australian government’s Department of Infrastructure and Regional Development since 2004 in various roles in transport security: regional aviation security, air cargo security, maritime (ship) security, and major airports and airline security, where he held the positions of Regional Compliance Manager for the States of Victoria and Tasmania, and National Compliance Manager. During this period, he was involved in international work in the Philippines, Indonesia and the United Arab Emirates and served at the Australian Embassy Bangkok, from December 2010 to 2015.

Prior to joining OTS, he has worked in the Royal Australian Air Force, Air Services Australia (air traffic control), and for Surveillance Australia as an airborne mission coordinator for aerial border patrols in northern Australia. He holds a Master of Aviation Management from Griffith University in Queensland.

MR. CLAY KERSWELLCUSTOMS AND BORDER MANAGEMENT SPECIALIST, WORLD BANK

Clay is a senior Customs and Border Management specialist for the World Bank, based in Washington D.C. Prior to joining the Bank, Clay worked for UNCTAD in Geneva and as a permanent, senior advisor on Customs and Border Management to a Middle East government. He also led a customs reform project in a post-conflict, Pacific Island nation.

Clay served as an officer of the Australian Customs Service for 23 years in a range of policy and operational roles.

He has a Master’s Degree in International Customs Law and Administration and a Graduate Diploma in Policing, Intelligence and Counter Terrorism studies.

Mr. Iovino holds a Degree in Aeronautical Engineering and has more than 25 years’ experience in aviation. He has worked on numerous international, regional and national projects with the International Civil Aviation Organization (ICAO), as well as with governments, industry, the International Air Transport Association (IATA) and development banks.

After years in the field where he held various positions as a design and maintenance engineer, government inspector, international advisor and senior regional coordinator, Mr. Iovino currently leads the Project Development Unit of ICAO’s Technical Cooperation Bureau (TCB). The Bureau coordinates, both within ICAO and with external stakeholders, the delivery of technical assistance to address States’ needs. Mr. Iovino is responsible for promoting and supervising the worldwide development of technical cooperation projects across the aviation spectrum.

MR. VÍCTOR M. AGUADOCHAIRMAN OF THE AIR TRANSPORT COMMITTEE, ICAO

Víctor M. Aguado is the Permanent Representative of Spain on the Council of ICAO. He has served as the 1st Vice-President of the Council, Chairman on the Technical Cooperation Committee, and Chairman of the Special Task Force to develop the ICAO Policy on Assistance to Aircraft Accident Victims and their Families. Today he chairs the Air Transport Committee.

Before joining ICAO he was Director General of EUROCONTROL the European Organization for the Safety of Air Navigation (2000-2008). Under his lead EUROCONTROL enlarged its membership significantly and successfully implemented important pan-European programs enhancing safety and allowing reductions of air traffic delays and costs. He signed the first agreement with the EU Commission to launch jointly the Single European Sky and the SESAR Program.

Previously and during four consecutive terms he was President of the Air Navigation Commission of ICAO.

Mr. Aguado held numerous high-level positions in Spain, including CEO of ISDEFE. He was appointed Director of Cabinet of the Minister of State for Defence, after being Director for Advanced Air Traffic Management Systems in the Transport Ministry. He was member of the Supervisory Boards of AENA International, HISPASAT, ISDEFE and INSA. He was also member of the Board of Governors of the Flight Safety Foundation and member of the European Union’s Group of Personalities on Security Research. Prior to joining L-3 Security & Detection Systems in 2002, Daniel Goh was Assistant Operations Director at the Civil Aviation Authority of Singapore for 7 years, with extensive experience in airport management, aviation security, commercial development, airport planning and international business development. His core expertise is in airport, aircraft and airspace security and he implemented most of the security measures that are still in place at Singapore Changi Airport after the events of September 11th, 2001.

Daniel joined L-3 Security & Detection Systems in 2003 as its Managing Director to spearhead L-3’s maiden foray into the Asia Pacific region, where he grew the business to over US$55 million per annum. He joined American Science & Engineering (AS&E) in 2009 as its regional Vice President & Managing Director where he steadily grew the business by 20% each year.

Dominique Tarpey joined the Transportation Security Administration in fall 2009 as a Senior Advisor for Transportation Security with the International Air Cargo Branch within TSNM (Transportation Sector Network Management) Division of TSA. She brought with her experience in both the Maritime and Air Cargo industry, having worked with American President Lines, Ltd’s (APL) Government Trade Office as a trade and financial analyst and with Deloitte Consulting LLP as a senior strategy and operations business management consultant. .

Over the past seven years with TSA, she has held key roles in the Office of Security Policy and Industry Engagement (OSPIE), the Office of Security Operations (OSO), and the Office of Global Strategies (OGS). She have over twelve year of expertise in international supply chain security, having represented the United States with its work in the International Civil Aviation Organization (ICAO) as well is in multilateral and bilateral negotiations with various strategic partner countries is a critical role in developing and implementing TSA’s key program to achieving the requirements of the Implementing Recommendations of the 9/11 ACT for air cargo security. Dominique has also worked closely with DHS and the National Security Staff on developing and implementing the White House Strategy on Global Supply Chain Security (GSCS). She recently returned to OGS to support the ongoing bilateral recognitions of cargo supply chain programs and lead the ACAS initiative in the short term.

Prior to returning to OGS as the Acting Section Chief responsible for the ACAS pilot and multilateral engagement, Ms. Tarpey held the positions of Section Chief, BDA Policy and Training, Acting Resource and Program Manager for TSA’s National Explosive Detection Canine (NEDCP) Program, and Program Compliance Section Chief within TSA’s Threat Assessment Division. During her tenure as PCA Section Chief, Ms. Tarpey and her team have developed and implemented the quality assurance methodology and measure for managing TSA’s Behavior Detection and Analysis Program, currently deployed at 87 airports across the U.S. Additionally, the PCA Team assesses and ensures the implementation of components of TSA’s Risk Based Security approach at all domestic airports. These efforts enable TSA to identify systemic issues with the operational implementation of Standard Operating Procedures as the national and local level at all airports in the United States.

Ms. Tarpey has significant experience in program and project management, stakeholder outreach and engagement, international program implementation, and policy and training development. She holds a Bachelor’s Degree in International Relations from Syracuse University and a Master’s Degree in Global Finance, Trade, and Economic Integration from the University of Denver, Korbel School of International Studies. Mrs. Valerie Trojanowska joined the International Civil Aviation Organization (ICAO) as a Technical Officer specializing in air cargo security in August 2014. She represents the Secretariat at a variety of international working groups and meetings and works closely on air cargo related issues with other international bodies, such as WCO and the UPU.

She previously worked for the United Kingdom Department for Transport for 20 years in a number of international posts, including European maritime transport, dangerous goods and aviation security. She was also seconded to the European Commission (DG MOVE) for four years and had particular responsibility during that time for the air cargo chapter in European legislation.

She is a languages graduate from the Universities of Leeds and Pau.

MR. AZAT ZARIPOV DEPUTY HEAD OF AVIATION SECURITY DEPARTMENT,AEROFLOT – RUSSIAN AIRLINES, PJSC

Former 1st class military pilot, colonel reserve officer, in 1974 Mr. Zaripov has graduated from the Balashov highest military aviation college of pilots, in 1985 – from Military Air academy of Yuri A. Gagarin. Upon termination of military service, since 1997 he has worked in the system of aviation security of Aeroflot. Now he holds a position of Deputy Head of Aviation Security Department.

Since 2001 he has been engaged in development and improvement of dog application methods for the purpose of ensuring of air transportation aviation security. His main goal is the development of an applied olfactory biotechnical system for detection of dangerous objects and substances on air transport. He is the author of many inventions, of more than 30 publications in industry and scientific issues.

Abdul Rahman bin Mahat is the Director of Security Aviation Malaysia, Department of Civil Aviation Malaysia (DCA) effective 1st January 2003. He graduated with a Bachelor of Social Science (Honors) from Universiti Sains Malaysia 1994 before furthering his studies to Universiti Kebangsaan Malaysia where he obtained a Masters in Security Policy Studies and Analysis 2001.

Abdul Rahman bin Mahat joined the Department Civil Aviation (DCA) as an Assistant Director at the Head of Aviation Security Unit on 15 October 1986. In 2003, he was made Director of Civil Aviation (AVSEC) until 23 July 2008.

After a short stint at the DCA in 2012, he consecutively held the positions of Director of Critical National Infrastructure and Key Point Division and was transferred to another Unit as The Head of Inspection on 1 April 2014, Chief Government Security Office (CGSO) Prime Minister’s Department. On 1 January 2015, he was appointed again as Director of Security Aviation, DCA until currently.

As the Director of AVSEC, DCA, he is Chair of Sub-Security Committee under The Ministry of Transport, Board Member of Small Committee Licensing Energy Atomic Board starting from 1 March 2016 until 28 February 2019, Secretary of International Aviation Committee and advisor of Aviation Security for International and Domestic Airport in Malaysia.

He has extensive working experience within the Aviation Security and Protective Security, he had awarded of star by The Government of Malaysia as Bintang Ahli Mangku Negara (A.M.N) on 1 June 2013.

MR. ABDULLAH A. AL-RADDADIFACILITATION MANAGER AT THE GENERAL AUTHORITY OFCIVIL AVIATION (GACA) IN KINGDOM OF SAUDI ARABIA (KSA)

Mr. Alraddadi came to the Facilitation Department with a deep background in Aviation Security as he served as Security Manager at GACA.

For a certain period of time, he was assigned specifically to supervise the National Integrated Project for Airports Security and Protection (NIPASP), one of the world largest airport security projects.

Previously and for three consecutive years, Mr. Alraddadi was chairman of the Security Committee at the Gulf Cooperation Council (GCC), in addition to his participation in many local and regional security committees.

Before joining GACA, Mr. Alraddadi served for more than 10 years as Engineering Manager at Saudi Arabian Airlines in the sector of Technical Services. He has a BSc Degree in Aeronautical Engineering from KAAU, Jeddah, KSA.

Kerri Bradford is the Section Head of the Air Cargo Security policy team in the Office of Transport Security (OTS), and over the last four years has been heavily involved in the development of the Australian Known Consignor Scheme and policy for enhanced air cargo examination. New air cargo security legislation was passed at the end of 2015 and the Known Consignor Scheme is expected to open later in 2016.

Kerri joined the OTS in 2012, following holding a number of diverse public service jobs including in the Australian Bureau of Statistics, in the Department of Industry working on small business education policy and policy for the Building and Construction industry, and as a performance auditor in the Australian National Audit Office.

MR. GLEN SANKARSENIOR OFFICER, BORDER FORCE,LONDON HEATHROW AIRPORT

Glen joined Government service in 1982 within Customs and Excise VAT tax department. After spending some seven years there he moved to Heathrow Airport as a Customs Officer. Within the next 10 years he did a variety of Customs anti-smuggling work within the passenger environment before being promoted to manage an operational Customs Team in the passenger terminal discipline. In 2005 he was promoted to Senior Officer taking over management of the Customs Tarmac (covert) teams and creating an Airport Policing Team to address the insider threat at Heathrow.

2007 saw the merger of Customs and Immigration functions within the UK and the formation of Border Force. Glen expanded his operational portfolio to include management of the Aircraft Sky Marshall programme at Heathrow. During this time he worked with international partners both on the insider threat and also to implement changes in the sky marshal operations both locally and nationally to engender a safer and more efficient programme. Last year saw expansion of Heathrow capability with the creation of a second insider threat team and the induction of a new Border Security Team specifically tasked to detect both firearms and forged documents such as passports and related CT documentation.

Recently Glen assumed operational management of Border Force Heathrow’s Detector Dog Unit. Glen has also been the longest serving member of the Customs Operational Duty Manager role which controls activity and resource across all Heathrow detection functions worked on a shift basis in the command and control centre. Glen is also championing the creation of a centre of excellence for aircraft search training which Border Force Heathrow is looking to develop and offer worldwide to other Law Enforcement partners.

MR. DANIEL MOELLTECHNICAL EXPERT, UNODC-WCO CONTAINERCONTROL PROGRAMME (CCP-AIR),WORLD CUSTOMS ORGANIZATION (WCO)

Daniel Moell joined the WCO Secretariat in July 2011. For more than 20 years, he has worked in various enforcement positions for the Swiss Federal Customs Administration. Prior to joining the WCO, he spent two years in Germany as a liaison officer for the WCO Regional Intelligence Liaison Office for Western Europe and acting, as well, as the Swiss Customs Attaché. Before taking up his position as Technical Expert for the UNODC-WCO Container Control Programme (CCP-Air), Daniel Moell spent four years as the Organization’s Environmental Programme Manager.

DR. MALGORZATA POLKOWSKA REPRESENTATIVE OF POLAND TO THE ICAO COUNCIL

Poland, as part of the Central European Rotation Group (CERG) which is composed of 7 States, was elected to sit on the Council in September 2013. Dr. Polkowska’s experience and qualification favoured her appointment as the Representative of Poland for a term of three years ending in 2016.

She began her career at the Polish Airlines “LOT” (1996-2003) as air cargo instructor accredited by IATA and also served as the Plenipotentiary of the President of the Civil Aviation Authority of the Republic of Poland for European and International Affairs.

She is well-acquainted with the work of international organizations (ICAO, ECAC and EUROCONTROL) and of the European Aviation Safety Agency where she was a member of the EASA Rulemaking Advisory Group. Her knowledge of these organization and legal background enabled her to obtain a Ph.D. from the University of Warsaw, majoring in International Law.

She has been attending legal conferences as the representative of Poland at ICAO since 2009 to provide Poland’s views on legal matters. She was appointed as the Third Vice-President for the Diplomatic Conference on the Draft Protocol to the Tokyo Convention of 1963, which took place in Montreal from 26 March to 4 April 2014. Also, she graduated and received the post of a Professor at the Military Academy and School of Economics in Warsaw.

She has over 16 years of experience in the field of Civil Aviation, including holding the position of Director of the Polish Civil Aviation Authority President’s Bureau.

Mr. Brinkley is currently seconded to the Universal Postal Union, and is responsible for developing security and investigative programs, and related training, for the postal sector. He has more than 25 years of federal law enforcement and security experience with the United States Postal Inspection Service, and has managed field operations and national programs including global security and investigations; cyber intelligence; illegal drugs and contraband; mail theft; postal revenue fraud; and the deterrence, detection, and investigation of incidents involving chemical, biological, radiological, and explosive threats.

In addition to a baccalaureate degree from Regents College, he is board certified in security management (CPP, ASIS International) and homeland security (CHS-V, ABCHS), and holds several certifications pertaining to emergency response and dangerous goods.

Mr. Brinkley currently serves on the ASIS International Economic Crime Council, and was previously a chapter director for the International Association of Bomb Technicians and Investigators.

MR. JUAN ANTONIO LAMOSACHIEF,IMPLEMENTATION SUPPORT AND DEVELOPMENT,AIR TRANSPORT BUREAU, ICAO

Mr. Juan Lamosa is currently the Chief of the Implementation Support and Development – Security (ISD-SEC) Section in the International Civil Aviation Organization (ICAO) Air Transport Bureau (ATB). He oversees and provides leadership for all ICAO aviation security-related assistance and capacity-building initiatives, including the development and implementation of Aviation Security Improvement Plans, the establishment of partnerships to coordinate and improve capacity-building efforts, and providing support to regional aviation security programmes.

Prior to taking over the leadership of the ISD-SEC Section, Mr. Lamosa held positions within ICAO first as an Aviation Security Audit Team Leader, where he played an instrumental role in the implementation of the first and second cycles of the Universal Security Audit Programme, and later as an Assistance Coordination Officer, coordinating assistance and capacity-building efforts in the Americas.

Before joining ICAO, his aviation experience includes working as a Canadian military C-130 pilot, as a manager of airport ground handling operations, and as a manager of aviation security training at the International Air Transport Association (IATA).

Lee Shashitheren, Executive Director/Chief Executive Officer for Raya Airways, joined the company in March 2014.

Having started his career with Singapore Airlines Cargo in 1995, Mr. Lee went on to hold several key positions in the company before leaving in 2007. He then joined International Air Transport Association (IATA), as Head of Cargo Services, Malaysia and Brunei. In this role, he successfully completed the introduction and implementation of several key initiatives in development of the air industry in both these countries.

In 2011 he joined Qatar Airways Cargo Malaysia as Country Manager and held the position until September 2013. During that period, he developed and managed the entire airline’s commercial, operations and finance portfolios before holding the current position in Raya Airways.

Mr. Lee holds a Bachelor’s degree in Business Management (Honours) from The Nottingham Trent University, UK, and is a fellow of Institute of Administrative Managers (IAM) UK.

DR. TONI MÄNNISTÖRESEARCHER, CROSS-BORDER RESEARCH AGENCY

Dr. Toni Männistö is a researcher and consultant in logistics risk management, supply chain security and trade facilitation.

Dr. Männistö has been working for the Cross-border Research Association since 2009, and during this time he has contributed to numerous research and consulting projects and published several studies in academic and industry journals. He has also carried out independent consulting projects at postal, pharmaceutical and defense sectors and edited two practice-oriented industry periodicals, the Network Industry Quarterly and the Postal Industry. His current research interests include coordinated border management, customs risk management, critical infrastructure protection and air cargo security

MR. BOUBACAR DJIBO DIRECTOR, AIR TRANSPORT BUREAU, ICAO

Boubacar Djibo was appointed Director of the Air Transport Bureau of ICAO in November 2011. His current duties include the management of programmes to achieve three of the five strategic objectives of the Organization, namely security and facilitation, economic development of air transport, as well as environmental protection.

Before joining ICAO, Mr. Djibo, who has more than 30 years of experience in aviation, was Secretary General of the African Civil Aviation Commission (AFCAC). While there, in order to execute a sustainable civil aviation system in Africa, he worked on key initiatives in the areas of regional coordination for the implementation of the ICAO Standards and Recommended Practices relating to safety and security, the implementation of the Yamoussoukro Decision for the liberalization of air services, training and capacity building together with the African Union, African regional economic communities, ICAO, International Air Transport Association (IATA), Airports Council International (ACI) and African Airlines Association (AFRAA).

In an aviation career beginning in 1984, he occupied a number of key positions, including Director of Civil Aviation of Niger and ICAO Project Coordinator. He also served on the Boards of Directors of Air Afrique and the Agency for Aerial Navigation Safety in Africa and Madagascar (ASECNA).

MR. DIETMAR JOSTCUSTOMS AND SECURITY ADVISOR OF THE GLOBALEXPRESS ASSOCIATION (GEA)

Mr. Dietmar Jost is the Customs and Security Advisor of the Global Express Association (GEA), which represents the four global express delivery companies DHL, FedEx, TNT and UPS.

He is a former German Customs officer with over 25 years of professional experience in the Customs and international trade facilitation domain. He served in the German Ministry of Finance and also as a Senior Technical Officer here at the WCO with specific focus on key international instruments, standards and recommendations such as the WCO Revised Kyoto Convention, the Data Model, the UCR, the SAFE Framework of Standards, Risk Management and Customs automation.

Mrs. Menon is Malaysian by nationality and her academic qualifications include a Degree in Law from the University of London and a Masters in International Strategy & Diplomacy from the National University of Malaysia, Kuala Lumpur.

Joined the Royal Malaysian Customs (RMC) Service in the year 1990 and has worked in various capacities in the Malaysian Customs Administration, mainly in the International area. Posted as the Malaysian Customs Attaché to the Malaysian Embassy in Brussels from 2002 until early 2009 with the responsibility for representing RMC at the WCO, EU and all other international forums.

Mrs. Menon joined the WCO in 2009 and is currently the Acting Deputy Director to the Facilitation Directorate. She also manages the sub-directorate, she also manages issues relating to security and facilitation such as the SAFE Framework of Standards (SAFE); Aviation Security issues mainly on Air Cargo Security; Authorised Economic Operator (AEO); Scanning matters (NII); Customs-Business Partnership; Container Seals (CSDs); Temporary Admission (ATA Carnet); the Container Convention; Postal with the Universal Postal Union (UPU); Smart and Secure Trade Lanes (SSTL) Pilot; managing relations with the WCO Private Sector Consultative Group (PSCG) including certain International Organizations and main organizer of the Global AEO Conference and the ICAO-WCO Joint Conferences.

TAN SRI BASHIRADVISOR, MALAYSIA AIRPORTS

Mr. Tan Sri Bashir Ahmad Bin Abdul Majid was the Managing Director of Malaysia Airports Holdings Berhad (MAHB) from 7 June 2003 until 6 June 2014.

He began his career with Malaysia Airlines, Malaysia’s national carrier. Over a 29 year period, he served as Director of Corporate Planning, Senior Vice President of Commercial and eventually Executive Vice President of the airline.

In 2001, he was appointed as the Aviation Advisor to the Ministry of Transport Malaysia and he held the position till his appointment as managing Director of Malaysia Airports.

Upon the expiry of his contract as Managing Director on 6 June 2014, he was appointed as Advisor to the MAHB’s Board of Directors with effect from 9 June 2014.

He is the current Immediate Past President of Airport Council International’s (ACI) Asia – Pacific Region and also sits on its World Governing Board as Advisor.

MS. POPPY KHOZADIRECTOR OF CIVIL AVIATION, SOUTH AFRICA

Ms Poppy Khoza has extensive years of experience in the field of aviation and now holds the position of the Director of Civil Aviation, having worked in various management portfolios. She has over 13 years’ experience in senior management positions in aviation with her academic progression being largely in strategic leadership and business administration coupled with aviation–related training. Her experience cuts across both the industry and the Regulator.

She serves as a member in various aviation structures nationally and internationally. She was recently re elected as the Chairman of the ICAO Aviation Security Panel, a historical position for a woman and Black African, which she now holds for two years in a row. This is after she served as Vice Chairman for two consecutive terms in the same Panel. She co-chaired the ICAO AVSEC Panel Working Group on Air Cargo Security.

She is passionate about meaningful change and aspires to provide good leadership in the aviation sector in the interest of continued outstanding performance in aviation safety and security. She is the winner of the Top Empowered Public Service Leader of the Year Award, which was announced at the 15th Annual Oliver Empowerment Awards ceremony held in April 2016. She is also the recipient of the 2015 Best Chief Executive Officer in Transport Award, an award conferred to her by the Minister of Transport. Ms Khoza is also the recipient of a 2012 Meritorious Award as South Africa’s Most Influential Woman in Business and Government and was a finalist for the 2014 Africa’s Most Influential Women in Business and Government award.

Under her stewardship, the South African Civil Aviation Authority (SACAA) scooped, two years in a row, the Best Performing Institution in Transport award, i.e. among all modes of transport in the Department of Transport entities as well as provincial and municipal departments. The SACAA has also received the Auditor-General’s Clean Audit Award for three consecutive years under her leadership. The SACAA was furthermore bestowed with the Top Performing Public Service Award at the 2015 National Business Awards.

UNODC is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism. In the Millennium Declaration, Member States also resolved to intensify efforts to fight transnational crime in all its dimensions, to redouble the efforts to implement the commitment to counter the world drug problem and to take concerted action against international terrorism.

The three pillars of the UNODC work programme are:
