Florence Wager Named Clark County’s 2009 First Citizen

Congratulations to Florence Wager, Clark County’s First Citizen for 2009. The annual First Citizen Award recognizes a Clark County resident who has exemplified citizenship through her or his actions and service to the community. Recipients of the

award, presented since 1939, are selected by a volunteer committee of community leaders and past award recipients.

A driving force in the 1999 establishment of the Parks Foundation and a founding member of its board of directors, Florence has a deep understanding and knowledge of the importance of establishing a long term and reliable source of funding for the parks, trails, and recreation programs of Clark County.

It was through her leadership that the Vancouver-Clark Parks and Recreation Everybody Plays! Recreation Scholarship program, which ensures that every child in Clark County is provided access to recreational programs and an opportunity to participate in youth sports leagues, was established.

A committed and dedicated champion of our community’s parks, trails, and recreation programs and centers, Florence was the driving force behind both the funding and construction of the Firstenburg Community Center and the recent

renovation of the Marshall Community Center. Her role as co-chair of the Metropolitan Park District ballot measure was a vital component in the successful passage of the measure which provided maintenance and operations funding for 30 new neighborhood parks, five new community parks, seven miles of new walking trails, and additional sports field capacity to meet the needs of the county's youth sports programs.

As co-chair of the Vancouver-Clark Parks and Recreation Advisory Commission, Florence is committed to ensuring the development of new sports fields, protecting and preserving conservation areas, implementing a community gardens program, and developing a county-wide trail system.

Florence is highly respected and well-known for her strong and consistent advocacy before the Vancouver City Council, the Board of Clark County Commissioners, and the Washington State Legislature, lobbying for support of our community’s parks, trails, recreation programs, and any and all programs promoting a healthy lifestyle.

Thanks to Florence, Clark County is a much, much better place to live, work, play, and raise a family. We owe her a tremendous debt of gratitude and respect. The honor will be bestowed on Wednesday, June 10, at an event at the Hilton Vancouver from 4-6 p.m. Tickets are $35 per person and can be reserved by calling the Greater Vancouver Chamber of Commerce at 694-2588.

PARKS FOUNDATION ANNUAL MEETING AND LUNCHEON

Highlights of the 2009 Parks Foundation Annual Meeting and Luncheon include a keynote speech by Pete Mayer, newly-appointed director of Vancouver-Clark Parks and Recreation, and the announcement of the 2009 Parks Foundation Community Grant Award recipients. Admission for the luncheon, which will be held on

VOLUNTEERS…

BLANFORD CANYON IVY PULL

More than 70 volunteers turned out for the April 25 Blanford Canyon Ivy Pull. Volunteers from Comcast, Fort Vancouver High School students from the Dynamic Young Men program, and members of the Downtown Vancouver Rotary Club joined neighbors from Southcliff and surrounding neighborhoods. Vancouver City Mayor Royce Pollard and City Councilman Larry Smith also came by to show their support for the project. There was so much ivy pulled that the drop boxes were filled and the crew had to quit early.

This grassroots effort to protect and preserve the beautiful green space of Blanford Canyon is growing and the neighborhood is making headway on controlling the ivy problem in the canyon. There is increasing awareness and more people are pitching in to help out. The April 25 event was the third large ivy pull in the past year and many neighbors help out throughout the year by organizing smaller efforts.

It was very encouraging to see so many wonderful volunteers out in force. Maddie Von Baeyer, AmeriCorps volunteer coordinator, did a terrific job organizing and making sure everyone had fun. A big thank you to all who helped out!

Washougal Trail Building Day The City of Washougal’s April 18 Trail Building Day, presented in partnership with the Parks Foundation, drew 50 eager volunteers representing all corners of Clark County for a tree planting, invasive species pulling, gravel spreading day of fun! The volunteer effort was aimed at helping the city complete a section of the Mable Kerr Park trail loop in downtown Washougal. A big thank you to Cemex, Starbucks, and Sunrise Bagels for their in-kind sponsorship support of the event.

Eagle Scout Project is now Eagle’s View Park RIDGEFIELD MAYOR AND RIDGEFIELD HIGH SCHOOL STUDENT TEAM UP TO DEVELOP A NEW PARK FOR THE CITY

Ian Boyle, a 14-year old Ridgefield resident working on his Eagle Scout rank, recently collaborated with Mayor Ron Onslow in the design and construction of a new park on a vacant lot at the end of South Main Avenue in Ridgefield, Washington.

The one-quarter acre park, which boasts spectacular views of the Ridgefield National Wildlife Refuge, provides the public with benches and a picnic area. What was once a community eyesore now provides a wonderful place to enjoy a meal, view the Wildlife Refuge or just relax and take pleasure in a beautiful sunset.

Ian recommended that the park be named Eagle’s View Park stating he watched eagles flying overhead while he worked on the park, as well as citing his completion of the project in assisting him obtain his Eagle Scout rank. The name was officially approved at the Ridgefield City Council meeting on March 26, 2009.

This project would not have been possible without tremendous grassroots volunteer community support and generous contributions from local businesses and organizations.

Mayor’s Ball Benefits Ridgefield Overlook Park Eighty guests attended the January 24 City of Ridgefield Mayor’s Ball. As one guest commented upon entering the ballroom, "I have never seen so many tuxedos in Ridgefield!"

The event, which raised approximately $3,500 in support of the Ridgefield Refuge Overlook Park project, included a wonderful dinner, dancing to the tunes of the Al Perez Band, wine tasting, and lots of fun. Twelve students from Ridgefield High School served food, members of the Ridgefield Boy Scouts bussed tables and checked coats, and local community members tended bar, greeted guests, supervised the kitchen, and performed the event set-up and clean up. A true community volunteer effort!

Several civic-minded individuals who were unable to attend the event purchased tickets and donated them to those who might not have otherwise been able to attend. As event co-organizer and Onslow’s wife, Sandy Schill, said, “That kind of generosity just really warms my heart.” Sandy also commented that she and Onslow received continuous thanks from all who attended and numerous requests to stage a repeat event again next year. The city’s first couple extend a warm round of thanks to the many businesses and individuals who contributed to the overwhelming success of the event.

Seasonal Parking Passes Available for Four Regional Parks

Seasonal parking passes, which provide unlimited entry to Lewisville, Salmon Creek/Klineline Pond, Vancouver, Lake, and Frenchman’s Bar Regional Parks, are now available. The seasonal passes, which provide unlimited entry to the parks for $40, are available for purchase at the parks.

Daily parking fees are charged at these regional parks each year between May and September. For frequent visitors, the seasonal pass is a great way to save money while enjoying these wonderful parks.

Hockinson Meadows Community Park

Nears Completion Clark County Public Works and Vancouver-Clark Parks and Recreation expect that construction at

Hockinson Meadows Community Park will be complete this summer. The sports fields located inside this new community park are now finished and have been in use by Evergreen Little League for their 2009 baseball and softball season since early April. Remaining park features, including a playground, informal open lawn area, trails, picnic shelter and tables and second parking lot will be complete in June.

This 240-acre community park site is located on Northeast 172nd Avenue, between 99th and 119th streets. It is part of the Greater Clark Parks District program, which was approved by voters in the unincorporated urban area of the county in 2005. County Parks Slated for Construction

Vancouver-Clark Parks and Recreation and Clark County Public Works will start construction on one new community park and two neighborhood parks this summer. For more information about any of these parks, visit www.clarkparks.org.

Fairgrounds Community Park is located on Northwest 164th Street just west of 11th Avenue on the southwest corner of the Clark County Fairgrounds and Amphitheater. Phase One construction includes trails, a playground, basketball courts, open lawn play areas, a parking lot, restrooms, two picnic shelters with tables, benches and landscaping. Clark County has awarded the construction contract to Colf Landscape Construction of Vancouver, and work is scheduled to be complete by next summer.

Lakeshore Neighborhood Park is located on Northwest 21st Avenue at 99th Street. After construction is complete in late fall, the park will feature a ¼-mile loop path, open lawn play areas, a basketball half court, a playground with sand pit, picnic tables, benches and landscaping.

Tiger Tree Neighborhood Park is located a few blocks north of Padden Parkway between Northeast 145th and 149th avenues

in the Sifton neighborhood. Once construction is complete in late fall, the park will feature informal wooded trails, a playground, picnic tables, benches, a small open lawn area and some landscaping.

Get involved in the design of new parks in your neighborhood

Clark County Public Works and Vancouver-Clark Parks and Recreation have begun preliminary planning and design work on four new neighborhood parks as part of the Greater Clark Parks District. Interested neighbors are encouraged to get involved in the public outreach process and provide input on these park designs. Luepke Center Turns 30!

On Monday, April 20, the Luepke Center turned 30! More than 200 people gathered to celebrate this event at a special Birthday Party honoring the

Luepke Center and its history of providing activities, fun and friendship for people 50 and Better in the Vancouver/Clark County area since 1979. Musical entertainment and trivia games from that era were provided by Roger Hart from Sunny 1550 Radio. Special guests in attendance were members from the Rudy Luepke family: Rudy and Rick Luepke, the sons of Rudy Luepke. Rudy Luepke was a former mayor for the City of Vancouver and is the center’s namesake.

Battle Ground Senior Scene

The MAD HATTERS CLUB is here! Have you heard of the Red Hat Society? Well the Mad Hatters Club is Battle Ground’s

version of this club. The club meets the 2nd Friday of each month at 1130 a.m. at the Battle Ground Senior Center, located at 116 NE 3rd Ave. There are no membership fees or red hats required. The only requirement is that you join us when you can and have some fun. So put on any hat and join the club!

The Mad Hatters took a field trip to the Woodland Tulip Festival on Friday, April 10th. The trip included a scrumptious lunch at the Oak Tree Restaurant followed by a field trip to the Holland American Bulb farm. We wandered through the display gardens and discovered an amazing array of tulips in bloom. We also visited the gift shop and found some treasures to take home and then had some fun getting our pictures taken as the new flower children of Battle Ground.

No partner required to play … single players are welcome. The day includes a potluck lunch before the games begin, so bring a tasty dish to share with the group.

Senior Potluck Day Date: Second Monday of each month Time: 11:30 a.m.-1 p.m. Location: Senior Center Bring your best dish and join in the fun! Sr. Potluck Day is all about eating, drinking and being merry. A main entrée will be provided each month.

Loaves & Fishes Senior Lunch Date: Daily, Monday-Friday Time: Lunch served at noon Cost: $2.75 suggested donation Location: Battle Ground Community Center, located at 912 E. Main Street, Battle Ground. Loaves and Fishes provides a hot and nutritious noon meal every weekday for senior residents of Battle Ground and surrounding communities. Enjoy a nice meal while you visit with other local seniors. You’re welcome to come and eat as many times a week as you want. A small donation is suggested, however if you can’t afford to donate that’s OK. No one will ever be turned away for lack of funds, give what you can, when you can. So come and visit us at the Battle Ground Community Center…coffee and snacks are available as early as 10:30 a.m., followed by lunch at noon.
