    1. The Organization shall plan the tournament(s) in compliance with

    the present Rules and Regulations and according to international

    rules.

    2. The Organizers shall appoint a Management Committee for the

    Tournament.3. For each football (soccer) field, the Organization shall appoint a

    Field Manager who shall be responsible for organizing the games in

    conformity with the published calendar.

    4. The referees appointed by the Organizers are duly qualified for the

    performance of their task, being international referees.

    5. Authorization to play

    1. The only athletes allowed to participate in the

    tournament are holders of a form issued by their own

    federation, in compliance with the FIFA regulations.

    2. Before each competition, the field manager should be

    handed a list with the names of 18 players at most. This

    list shall have the complete names of these players and

    shall be signed by the manager in charge of the team. It

    should be submitted to the Field Manager, 30 minutes

    before the start of the game to perform on it the

    necessary controls.3. Associations players participating in a given tournament

    with two or more teams of the same category should play

    with the same team exclusively from the beginning till the

    end of the Tournament. In these cases, they should

    personally submit to the Tournament management, just

    before the start of the games, a list of the names of the

    players in each individual team.

    7. The players list

    Before each game, a form should be filled in for each player andaccording to the number figuring on his/her shirt. The forms shall

    contain the name, surname, and birth date of each player. The form

    shall also be signed by the respective team managers. At the end of

    the game, the Field Manager or the referee should complete the

    forms. The tournament management, as well as both competing

    teams shall receive a copy of the report.

    8. Categories and age groups

    1. Males under 19 (born between 01.01.1989 and31.12.1990). Special regulations for the U19 category: 4

    players Under 20 (born between 01.01.1988 and

    31.12.1988) can be introduced into the field in every

    game.

    2. Cadets Under 17 (born between 01.01.1991 and

    31.12.1992).

    3. Youngsters Under 15 (born between 01.01.1993 and

    31.12.1994).

    4. Debutants Under 13 (born between 01.01.1995 and

    31.12.1996).

    5. Juniors Under 11 (born between 01.01.1997 and

    31.12.1998) - 7 players category.

    6. Females Under 17 (born between 01.01.1991 and

    31.12.1992). Special regulations for the Females

    category U19: 4 female players Under 19 (born between

    01.01.1989 and 31.12.1989) could be introduced into the

    field in every game.7. Female seniors Over 17.

    8. Male seniors Over 19.

    10.Substitutions

    In each game of the Tournament 5 players can be substituted. The

    substitution of a player could occur only during time-outs and it shall

    be reported to the referee. The substituted player cannot return to

    play in the same game. That however does not apply for the E

    category (Juniors Under 11) where a substituted player can

    participate again in the game, by substituting in his turn anotherplayer; the change should be signaled by the referee.

    11.Duration of the games

    For categories A / B / C / D / F/ G (please refer to point number 7):

    two halftimes, 20 minutes each.

    12.Disciplinary provisions

    Warning (yellow card): temporary expulsion from the field. In this

    case the expulsed player cannot return to the game and the team

    cannot substitute him. Moreover, such a player cannot play in the

    following game. For grave behavioral violations, on or off thefootball field, the management of the Tournament can ban the

    player (s) from the whole Tournament.

    13.Phases

    The first phase of the Tournament shall be played in 4-team legs.

    Exception can be made to play legs with 3 or 5 teams.

    14.Score calculation

    The classification of the single game legs shall be done following

    the criteria hereunder:

    1. Won game: 3 points; tie: 1 point; lost game: 0 point.

    2. In case of a tie between more teams, the following

    references shall be respectively resorted to: higher

    number of scored goals; results of direct confrontations;

    holding a draw.

    3. For all direct elimination games, in case of a tie at the

    end of the original game time, penalty kicks shall be

    called in. Attention: the players authorized to take thepenalty kicks are only the ones who are still present in

    the field at the end of the game.

    4. Teams should arrive at the facility where the game is

    scheduled to take place, 30 minutes before its starts. If

    the team arrives beyond the time, it would automatically

    lose the game with a 0-2 score. In case the team was

    able to prove that the delay was the result of force

    majeure it should forward its claim to the management of

    the Tournament, who after evaluating it, can eitheraccept it or reject it. If a game is abandoned or

    interrupted because of unsportsmanlike behavior or

    aggressiveness by a given team, the game would be

    considered lost with a 0:2 score. The same could also

    apply in case of unsportsmanlike behavior even outside

    the field. The management can make the decision to

    exclude the team from the Tournament and is entitled to

    inform the FIGC about such behaviors.

    If, due to extremely unfavorable climatic conditions,

    some of the games are suspended or cancelled withoutthe possibility of recuperating, given the limited

    timeframe, the results of these games will be subjected

    to a draw (2:0. 1-1, 0:2 options).

    16.Separate rules

    The E category with the 7-player formation: for that category the

    goalkeeper is entitled to 4 plus steps to resend the ball; the corner

    kick should be effectuated from the border of the wide area (16.5

    m); the passage behind the goalkeeper is allowed; the width of the

    goal mouth is 5x2 (eventually even smaller); the penalty kick shall

    be shot 9 meters away from the goal mouth; the goalkeeper can

    resend the ball with his hands, and it is not compulsory to receive

    the ball before midfield line. The offside rule is annulled; the rule of

    the goalkeeper's six seconds is also annulled; the passage behind

    the goalkeeper is allowed; it is also allowed to substitute and

    reintroduce the same players as much as needed. The game shall

    consist of two halftimes, 15 minutes each.

    17.The team topping the list in the program, in case of shirts similarity,should have at its disposition reserve shirts.

    18.Any claim of any type shall be submitted to the tournament's

    management, 60 minutes before the end whistle coupled with a

    25.00 euros claim fee. The decision regarding that claim shall be

    made within 24 hours and the teams concerned shall be

    immediately informed of it.

    19.Registration fee: 100 Euros for each participating team. The fee

    does not comprise the transportation costs for which the Organizers

    are not responsible.20.It is possible to agree with our representative on reduced tariffs for

    stays in two-star hotels.

    21.By virtue of their participation in the Tournament all the associations

    shall explicitly endorse the provisions contained in the present set

    of Rules and Regulations (that we advise you to print out). Violating

    these provisions could lead to the exclusion of a team from the

    Tournament. The management waives any responsibility regarding

    incidents and damages occurring before, during and after the

    games. Ignorance of the regulations and all other provisions herein

    cannot be used as a pretext in any way (Ignorance of the law is noexcuse).

    22.Except where it is mentioned otherwise, each game shall comprise

    two halftimes, 20 minutes each.

    By virtue of their participation in the tournament, each team recognizes and

    endorses the Rules and Regulations of the Tournament as well as the

    Additional Provisions.

    We hope that all the participating teams respect the norms of sporting spirit

    and fairplay!

    The rules of football can be complex and vary depending on the level of play. We will cover some of the basics hereincluding the field, players, offense, defense, and penalties.

    Football Field

    The football field is 120 yards long and 53 yards wide. At each end of the field and 100 yards apart are the goal

    lines. The additional 10 yards at each end is the end zone. The field is divided up every 5 yards by a yard line. Themiddle yard line marker is called the 50 yard line. In parallel to the side lines are rows of hash marks. The football isalways placed on or between the hash marks at the start of each play. This ensures that the teams have space to lineup on both sides of the football. The position of the football that defines the sides of the ball is called the "line ofscrimmage".

    There are also goal posts at the back of each football end zone. One way to score is to kick the football through thegoal posts. The ball must go between the uprights and over the crossbar.

    If any part of a player with the football touches outside the side lines or the end zone this is considered Out ofBounds.

    Game format

    Football is a timed sport. The team with the most points at the end of the time period, wins the game. The game isdivided up into 4 periods or quarters with a long "half time" between the second and third quarter. Time is countedwhile plays are running and sometimes between plays (i.e. time continues after a running play where the player wastackled in bounds, but stops on an incomplete pass). To keep the game going at a good pace the offense has a limitedtime (called the play clock) between plays.

    Football Players

    The rules in football allow each team to have 11 players on the field at a time. Teams may substitute players betweenplays with no restrictions. Each team must start a play on their side of the ball.

    The defensive players may take any position they want and can move about their side of the football prior to theplay without restriction. Although there are certain defensive positions that have become common over time, thereare no specific rules defining defensive positions or roles.

    The offensive players, however, have several rules that define their position and what role they may take in theoffense. Seven offensive players must be lined up on the line of scrimmage. The other four players must be lined upat least one yard behind the line of scrimmage. All of the offensive football players must be set, or still, prior to the

    play beginning with the exception of one of the 4 backs which may be moving parallel or away from the line ofscrimmage. Further rules say that only the 4 backs and the players at each end of the line of scrimmage may catch a

    pass or run the football.

    The Football Play

    The team with the possession of the football is called the offense. The offense tries to advance the football on plays.The defense tries to prevent the offense from scoring or advancing the football. The down system: The offense mustadvance the ball at least 10 yards every four plays or downs. Each time the offense is successful in advancing the

    ball 10 yards, they get four more downs or what is called a "first down". If the offense does not get 10 yards in fourplays, the other team gains possession of the football at the current line of scrimmage. In order to keep the otherteam from getting good field position the offense can punt (kick) the ball to the other team intentionally. This isoften done on 4th down, when the offense is outside of field goal range. Offensive plays on downs start with a snap.

    This is when the center passes the football between their legs to one of the offensive backs (usually the quarterback).The ball is advanced either by running with the football (called rushing) or passing the football. The football play isover when 1) the player with the football is tackled or goes out of bounds 2) an incomplete pass 3) there is a score.

    The offensive team can lose possession of the football by:

    Scoring

    Not getting 10 yards in four downs.

    Fumbling or dropping the football and the defensive team recovers it.

    Throwing the football to a defensive player for an interception.

    Punting, or kicking, the football to the defensive team.

    Missing a field goal.

    Getting tackled in the end zone for a safety.

    Football Penalties

    There are many rules and penalties that are enforced during a football game. Most football penalties result in a loss

    or gain of yardage depending on whether the penalty is against the offense or the defense. The severity of the

    penalty determines the number of yards. Most penalties are 5 or 10 yards, but some personal foul penalties result in

    15 yards. Also, pass interference can result in a penalty that matches the length of the intended pass. The team that

    did not commit the penalty has the right to decline the penalty. We won't list or detail ever possible football

    infraction, but here are some of the more common football penalties:

    False Start: When a football player on the offense moves just prior to the snap. This is a five yard penalty. Note that

    one back on the offense can legally be "in motion" at the time of the snap.

    Offside: If a player from the offense or defense is on the wrong side of the line of scrimmage at the time of the snap.

    A defensive player can cross the line of scrimmage as long as they get back before the snap, but if they touch an

    offensive player they can be called for encroachment.

    Holding: When a player grabs a football player without the ball with the hands or hooks him or tackles him.

    Pass Interference: When a defender contacts a pass receiver after the ball is in the air to prevent him from catching

    the ball. This is up to the referee to determine. If the contact is before the ball is in the air it will be called defensive

    holding. Note that pass interference can also be called on the offense if the defender has position and is trying to

    catch the ball.

    Facemask: To protect the football players, it is illegal to grab another player's facemask.

    Roughing the passer or kicker: To protect kickers and quarterbacks, who are very vulnerable when they are

    passing or kicking the ball, players are not allowed to run into them after the ball has been thrown or kicked.

    Intentional Grounding: When the passer throws a pass nowhere near an eligible receiver strictly to avoid being

    sacked.

    Ineligible Receiver Downfield: When one of the offensive players that is not an eligible receiver is more than 5

    yards downfield from the line of scrimmage during a forward pass.
