THE OPPORTUNITY PLANNING

The Estate is located 6 miles from J12 of the M4 in the heart

of West Berkshire. Aldermaston Park was originally part of

the great royal hunting estate of Windsor and became the

property of Sir Robert Archard in 1110 as a gift from King

Henry I.

Whilst there has been a principal country house on the site

for many centuries, Aldermaston Manor was built in the late

1840’s following a fire which destroyed much of an earlier

Jacobean manor. The House is Grade II* Listed and the

surrounding grounds are designated Grade II Historic Park and

Gardens. The Estate houses a collection of assets including

Portland House, an award winning 85,000 sq ft purpose built

HQ office with an outstanding lakeside setting.

The entire Estate extends to approximately 139.0 acres

(56.3 ha) and so offers an unrivalled opportunity to acquire

property in a central Berkshire setting.

The site has in the past supported commercial activities

in the form of a hotel and conference centre and office

accommodation, with the lawful use of the Manor House and

Portland House being those uses respectively. We are advised

that both buildings have the potential to be brought back into

active use, under the previously stated planning uses, without

the need for any planning permissions (although the Manor

House may require associated Listed Building Consents).

The adopted planning policy in relation to the Site is set out

in the National Planning Policy Framework (NPPF) (published

March 2012) and the Development Plan for West Berkshire

Council (WBC) which comprises the saved policies of the

West Berkshire District Local Plan 1991-2006 (saved policies

2007), the adopted Core Strategy (2006-2026) and the

adopted Housing Site Allocations Development Plan Document

(adopted 2017).

The Manor House is a Grade II* Listed, Elizabethan style

courtyard house predominantly rebuilt in the 19th Century with a

number of historic features dating back to the 17th Century. The

building incorporates stained glass windows, a large imposing

ornate hand carved staircase, wood panelling in principal rooms

and chimney stacks from the original 1636 house.

The Manor House was previously operated as a hotel and

conference facility until 2008 which at the time benefitted

Site Details

1. The site, known as Aldermaston Park, is approximately 139 acres.

2. The site comprises a range of buildings, including Aldermaston Manor itself which is located at the centre of the site on the highest section of ground and Portland House, a large 1980’s HQ office building located between the Manor House and the 18th century ornamental lake at the west end of the site.

3. The site includes historic and listed parkland, a further office building, known as Oxford House, and a number of lodge houses and ancillary buildings.

4. The existing site entrance is located on Church Lane providing access to Aldermaston Park.

5. The site sits adjacent to Aldermaston village, approximately 2 miles from the train station in Aldermaston Wharf. The site is adjacent to the Atomic Weapons Establishment (AWE) site.

6. A number of the buildings on the site, including the Manor and the lodges are listed, as is the Parkland.

Planning Policy

7. This section provides an overview of the planning policy context within which the proposed development should be assessed.

8. Adopted planning policy in relation to the Site is set out in the National Planning Policy Framework (NPPF) (published March 2012) and the Development Plan for West Berkshire Council (WBC) which comprises the saved policies of the West Berkshire District Local Plan 1991-2006 (saved policies 2007), the adopted Core Strategy (2012) and the adopted Housing Site Allocations Development Plan Document (adopted 2017).

9. Whilst there are a number of other relevant considerations including supplementary planning documents and guidance these are not considered in this section. Further information can be provided on request.

The National Planning Policy Framework 10. The National Planning Policy Framework was published in March 2012. It sets out the

Government’s policies for the planning system and how these are expected to be applied positively and pro-actively to deliver sustainable economic growth and new development to meet identified needs. It replaces previous planning policy statements and planning policy guidance notes.

11. The NPPF endorses the merits of a plan-led system and is a material consideration in the determination of planning applications.

12. The key objective at the heart of the Framework is to achieve sustainable development. It identifies the three dimensions of sustainable development, namely economic, social and environmental considerations and advises that these are interdependent and should not be treated in isolation in the consideration of planning issues.

Core Strategy (2012) 1.1 The Core Strategy was adopted in 2012 and covers the period to 2026. The policies relevant to

the consideration of any development at Aldermaston Park are identified below.

ADPP1 Spatial Strategy

The policy establishes the housing requirement for at least 10,500 net additional dwellings over the plan period 2006 to 2026. Most development will be within or adjacent to the settlements included in the settlement hierarchy. Aldermaston is identified in the settlement hierarchy as a service village, the third tier of settlements.

ADPP6 The East Kennet Valley

Aldermaston is located within the East Kennet Valley sub-region. The policy identifies that approximately 800 homes are to be provided in the sub-region over the plan period but that at March 2011 there had already been considerable housing commitments and completions leaving only about 320 dwellings to be allocated at that time. The policy also advises that “with regard to the presence of AWE Aldermaston and Burghfield, the Council will monitor housing completions and population levels in conjunction with the ONR and neighbouring authorities. Residential development in the inner land use planning consultation zone is likely to be refused planning permission in accordance with Policy CS8. Aldermaston will continue to play the wider role of a service village, in terms of the provision of a range of services to the community and surrounding areas.”

CS1 Delivering New Homes and Retaining the Housing Stock

The policy provides further details on how the Council propose to deliver the housing target for 10,500 net additional dwellings. The policy also sets a requirement for an update to the Strategic Housing Market Assessment (SHMA) to be undertaken with 3 years of the adoption of the Core Strategy and if the SHMA indicates a higher housing requirement, a review of the scale of housing provision in the Core Strategy will be undertaken.

CS4 Housing Type The policy states that residential development will be

and Mix expected to contribute to the delivery of an appropriate mix of dwelling types and sizes to meet the housing needs of all sectors of the community. In respect of density, the policy advises that in the areas outside town centres, new residential development will achieve densities of between 30 and 50 dwellings per hectare. The policy does however recognise that “lower density developments below 30 dwellings per hectare will be appropriate in certain areas of the District. Some parts of the urban areas and some villages are particularly sensitive to the impact of intensification and redevelopment because of the prevailing character of the area, the sensitive nature of the surrounding countryside or built form, and/or the relative remoteness from public transport.”

CS5 Infrastructure requirements and delivery

The policy establishes the principles of how the Council will seek to deliver infrastructure and services to meet the needs of new developments whilst protecting local amenities and environmental quality.

CS6 Provision of Affordable Housing

The policy sets out the Council’s requirements for the delivery of affordable housing as part of new developments.

CS8 Nuclear Installations – AWE Aldermaston and Burghfield

The policy establishes that locations within 3km of AWE Aldermaston are located within the Inner land use planning consultation zone. Where the Office for Nuclear Regulation (ONR) has advised against the development planning permission is likely to be refused planning permission. All other development proposals in the consultation zones will be considered in consultation with the ONR “having regard to the scale of development proposed, its location, population distribution of the area and the impact on public safety, to include how the development would impact on “Blue Light Services” and the emergency off site plan in the event of an emergency as well as other planning criteria.”

CS9 Location and Type of Business Development

The policy sets out the Council’s priorities in terms of the delivery and retention of employment floor space. Office development is to be directed towards West Berkshire’s town and district centres.

CS13 Transport The policy establishes the key considerations in terms of the transport impact of new development.

CS14 Design Principles

The policy identifies the key criterion against which the design of new development will be tested against. Proposals must demonstrate high quality and sustainable

design that respects and enhances the character and appearance of the area.

CS15 Sustainable Construction and Energy Efficiency

The policy establishes the standards of sustainable construction and energy efficiency which new development is required to achieve.

CS16 Flooding The policy explains the Council’s approach to development in areas at risk of flooding and when a Flood Risk Assessment will be required to support proposals.

CS17 Biodiversity and Geodiversity

The policy requires biodiversity and geodiversity assets across West Berkshire to be conserved and enhance. The degree of protection will be appropriate to the status of the site or species in terms of its international, national, regional or local importance.

CS18 Green Infrastructure

The District’s green infrastructure will be protected and enhanced. New developments will make provision for high quality and multifunctional open spaces of an appropriate size and will also provide links to the existing green infrastructure network.

CS19 Historic Environment and Landscape Character

In order to ensure that the diversity and local distinctiveness of the landscape character of the District is conserved and enhanced, the natural, cultural, and functional components of its character will be considered as a whole.

West Berkshire Local Plan Saved Policies 1.2 The West Berkshire Local Plan 1991-2006 was adopted in 2002; a number of policies were ‘saved’

in 2007 and remain part of the development plan. Following the adoption of the Core Strategy in July 2012, a number of the saved policies within the West Berkshire District Local Plan were superseded. The remaining policies which are considered pertinent are summarised below;

The policy specifies the criteria against which proposals for the reuse or adaptation of existing buildings in the countryside will be tested.

ENV.20 The redevelopment of existing buildings in the

Proposals for the redevelopment of existing buildings in the countryside will be permitted where the proposal is in a sustainable location and particularly where it will assist the diversification of the rural economy and secure environmental improvements. The policy sets a

countryside series of criteria against which such proposals will be assessed.

ENV.22 The extension of residential curtilages in the countryside

The policy sets out the circumstances in which the enclosure of agricultural land, woodland or park land into residential curtilages will be permitted.

ENV.24 Extensions to dwellings in the countryside

Extensions to existing dwellings in the countryside and the construction of ancillary buildings within the curtilage of such dwellings will be permitted provided the criteria in the policy are met.

HSG.1 The identification of settlements for planning purposes

The policy defines those settlements where new housing development will normally be permitted within the identified settlement boundary. Aldermaston is included in the list of settlements.

TRANS.1 Meeting the transport needs of new development

The transportation needs of new development should be met through the provision of a range of facilities associated with different transport modes including public transport, walking, cycling and parking provision.

RL.1 Public open space provision in residential development schemes

The Council will require, in new residential development of ten or more dwellings, the provision of between 7.4 and 10.6 hectares of public open space per thousand population in such form, scale and distribution as may be considered appropriate depending on local circumstances, together with associated facilities/equipment.

RL.2 Provision of Public Open Space (methods)

The policy provides further clarification in terms of how public open space provision including onsite or offsite provision.

Housing Site Allocations DPD 1.3 The Housing Site Allocations DPD was adopted in May 2017 and will ultimately replace many of

the Countryside policies within the Saved Local Plan. The key policies relevant to the site are identified below;

C1 Location of new housing in the countryside

There is a presumption in favour of development and redevelopment within the settlement boundaries of a series of identified settlements including Aldermaston. There is a presumption against new residential development outside of the settlement boundaries. Exceptions to this are limited to rural exception housing schemes, conversion of redundant buildings, housing to accommodate rural workers and extension to or replacement of existing residential units.

C3 Design of housing in the countryside

The design of new housing, including rural housing exception sites, conversions, extensions and replacement dwellings, must have regard to the impact individually and collectively on the landscape character of the area and its sensitivity to change.

C4 Conversion of existing redundant buildings in the countryside to residential use

The conversion of existing redundant buildings to residential use will be permitted provided a series of criteria are met.

C6 Extension of existing dwellings within the countryside

There is a presumption in favour of proposals for the extension of existing permanent dwellings provided a series of criteria are met.

C8 Extension of residential curtilages

Extensions to existing residential curtilages will only be permitted where it can be shown that there is no adverse impact on the character and local distinctiveness of the rural area, the setting of the property within the wider landscape or encroachment on the rural area, public footpaths and on the amenity of local residents.

P1 Residential parking for new development

The policy proposes new parking standards with the District split into a series of zones where differing standards apply.

Planning History

13. Aldermaston Estate has a long history and dates back to 1100 when Henry I granted the Archard Family lands in Aldermaston. The status of the estate and the incumbent lords of the manor was demonstrated when it hosted two royal visits. Elizabeth I visited the Forster family twice in 1558 and 1592.

14. The old Manor House, which dated from the 17th century, was destroyed by fire in 1843. The present manor and parkland dates from 1848 when the Burr family bought the estate and commissioned Phillip Charles Hardwick to build a new Manor House. It is understood that the lake was formed in the late 18th Century.

15. A number of architectural features from the original house were salvaged and reused in the new building. These include the principle staircase, stained glass windows and decorative brick chimneys.

16. In 1939 the estate was broken up and sold by auction. The area of today’s estate, 139 acres, along with the Manor House, was bought by Associated Electrical Industries (AEI).

17. Aldermaston Manor and its grounds were requisitioned during WWII and used as an air force base known as RAF Aldermaston where it hosted USAAF XIX tactical command.

18. After the war, the estate was returned to AEI although the large site next to the Manor was used by the Air Ministry to train civil pilots. This site is now used by AWE. In 1959 AEI built MERLIN 1, the first privately owned nuclear research reactor in the UK. The reactor was decommissioned in 1961.

19. In 1965 the estate was bought by Collier Macmillan Schools.

20. In 1967 the house was added to the statutory list of buildings of architectural or historic interest at grade II*.

21. In the 1980’s the house and the remaining 147 acres of the estate was bought by Blue Circle Industries. Blue Circle converted the Manor House into a hotel and built their headquarter offices on the lakeside. The offices, Portland House, were completed in 1986 and used by the company until they vacated the site in the 1990’s.

22. The Manor House continued to be used as a hotel and conference centre until 2008 when it finally closed to the public. Portland House was leased to the AWE. Today the whole estate is vacant.

Access

23. Whilst there are a number of accesses into the Estate, the only currently active one is via Church Lane.

24. There are a number of informal pedestrian accesses into the site, which do not form formal Public Rights of Way.

Development Potential

25. The site has clearly, in the past, supported commercial activities in the form of a hotel and conferencing centre and office accommodation, with the lawful use of the Manor House and Portland House being those uses respectively.

26. Both buildings could be brought back into active use in those respects without the need for any planning permissions (although the Manor House may require some refurbishment and associated Listed Building Consents). The Manor House could be converted to a state funded school under the Class T of the use classes order subject to the submission of a prior approval in relation to highways and transportation, noise impacts and contaminated land.

27. Given the listed nature of the Manor House and gardens, it may be possible to pursue an enabling development case for further development on the estate to cross subsidise the repair and refurbishment of the Manor House and the restoration of the Parkland. This would need to be carefully considered in line with Historic England’s guidance on enabling development.
