The GMS Cross-Border Transport Agreement

• The CBTA is originally a trilateral agreement between and among the Governments of the Lao People s Democratic Republic, the Kingdom of Thailand, and the Socialist Republic of Viet Nam signed on 26 November 1999 at Vientiane.

• The Kingdom of Cambodia acceded to the CBTA on 29 November 2001 at Yangon, Myanmar.

• The People s Republic of China (PRC) acceded to the CBTA on 3 November 2002 at Phnom Penh. A Memorandum of Understanding (MOU) was also signed to clarify the relationship between the CBTA and its annexes and protocols; and commitment to amend Article 17 of the CBTA.

• The Union of Myanmar acceded to the CBTA on 19 September 2003 at Dali, PRC.

• The CBTA is now formally known as The Agreement between and among the Governments of the Kingdom of Cambodia, the People's Republic of China, the Lao People's Democratic Republic, the Union of Myanmar, the Kingdom of Thailand, and the Socialist Republic of Viet Nam for the Facilitation of Cross-Border Transport of Goods and People.

GMS Economic Corridors

Economic corridors and the GMS Program vision.

• The GMS countries adopted the economic corridor approach to development during the 8th GMS Ministerial Meeting held in Manila in 1998.

• This holistic strategy seeks to improve and enhance investments in transport, energy, and telecommunications in the subregion.

• A highly efficient transport system means goods and people move around the subregion without excessive cost or delay. This improvement promotes further economic growth and regional development, thus contributing to poverty reduction.

• Economic corridors and the Asian Development Bank. ADB supports this initiative through a regional technical assistance for the development study for GMS Economic Corridors. This technical assistance has conducted various studies and has formulated strategies to develop the GMS economic corridors, in consultation with the member countries.

North-South Economic Corridor (NSEC)

The North-South Economic Corridor (NSEC) involves three different routes along the north-south axis of the GMS geography:

• The Western Sub-Corridor: Kunming (PRC)-Chiang Rai (Thailand) -Bangkok (Thailand) via Lao PDR or Myanmar;

• The Central Sub-Corridor: Kunming-Ha Noi (Viet Nam)-Hai Phong (Viet Nam) which connects to the existing Highway No. 1 running from the northern to the southern part of Viet Nam; and

• The Eastern Sub-Corridor: Nanning (PRC)- Ha Noi via the Youyi Pass or Fangcheng (PRC)-Dongxing(PRC)-Mong Cai (Viet Nam) route.

The NSEC intersects the East-West Corridor at Tak and Phitsanulok in Thailand.

The NSEC will play a critical role in providing Yunnan Province and northern Lao PDR access to important sea ports. Potential market coverage is extensive, given the existing road network from Singapore via Malaysia to Chiang Rai, and from Kunming to Beijing.

Progress Highlights of NSEC Western Sub-Corridor• The PRC, Lao and Thai sections of Kunming-Bangkok leg (Boten-Houayxay) was completed in 2007. • The Yunnan Province road section has been upgraded, except for the construction of the road

section from Mohei to Pu er, which is ongoing. • Reached agreement, in principle, for PRC and Thailand to finance the construction of the Chiang

Khong-Houayxay Bridge. Target completion date is 2011.

Central Sub-Corridor• Construction of expressway from Kunming-Hekou in Yunnan, PRC is ongoing. Completed the section

from Kunming-Shilin. • Reached agreement to upgrade the highway from Lao Cai to Ha Noi in Viet Nam, with detailed

design completed. Period of construction has been set from 2008-2012. • Construction of the Ha Noi-Hai Phong expressway began in mid-2008. Target completion date is

2012.

Eastern Sub-Corridor• Reached agreement and completed project preparation to rehabilitate the railway from Lao Cai to

Yen Vien in Viet Nam; ADB loan to Viet Nam for US$60 million was approved in December 2006; Target completion date is 2011.

• Completed the construction of expressway from Nanning to Youyiguan in Guangxi, PRC of the Kunming-Nanning-Ha Noi leg of the NSEC in December 2005

East-West Economic Corridor (EWEC)

Progress Highlights

• The East-West Corridor is in the most advanced stage of development.

• The Second Mekong International Bridge at Mukdahan- Savannakhet opened on 20 December 2006.

• Substantial progress in road works of the entire corridor from Da Nang to Mawlamyine (certain sections in Myanmar for completion in 2008 with assistance from Thailand).

Southern Economic Corridor (SEC)The Southern Economic Corridor (SEC) runs through southern Thailand, Cambodia, and southern Viet Nam. Originally, the SEC consisted only of one route the Bangkok-Phnom Penh-Ho Chi Minh City-Vung Tau corridor. Other routes were included under the SEC, at the request of member countries. The GMS Transport Sector Strategy Study discusses this in further detail.

SEC branches: • The Central Sub-Corridor. Bangkok (Thailand)-Phnom-Penh (Cambodia)-Ho Chi

Minh City (Viet Nam)-Vung Tau (Viet Nam); • The Northern Sub-Corridor. Bangkok-Siem Reap-Stung Treng-Rattanakiri-O

Yadov-Pleiku-Quy Nhon Northern Sub-corridor; and • The Southern Coastal Sub-Corridor. Bangkok-Trat (Thailand)-Koh Kong-Kampot

(Cambodia)-Ha Tien-Ca Mau-Nam Can (Viet Nam).

An important inter-corridor link is the Southern Lao PDR-SihanoukvilleSubcorridor: Dong Kralor - Stung Treng-Kratie-Phnom Penh-Sihanoukville (Cambodia).

Progress Highlights of SEC

Progress HighlightsMost of the sections are expected to be completed by 2008, with committed funds from ADB and bilateral and multilateral development agencies:

• Completed the expansion of the section from Bangkok to the Thai-Cambodian border at Aranyaprathet to a four-lane dual carriageway.

• Upgrading of the section from Poipet to Sisophon and further to Siem Reap is ongoing; target completion date is 2008.

• Completed the upgrading of the section from Sisophon to Phnom Penh. • Completed the upgrading of the section of the SEC from Phnom Penh to the border with Viet Nam

at Bavet, except for the construction of a bridge over the Mekong River at Neak Leoung, for which the Government of Cambodia is requesting financial assistance from the Government of Japan.

• Completed the upgrading of the section from the Vietnamese-Cambodian border at Moc Bai to Ho Chi Minh City.

• Reached agreement and completed the project preparation to upgrade the Vietnamese section and a 15-km section in Cambodia of the Southern Coastal Subcorridor.

• Reached agreement, in principle, to rehabilitate the Siem Reap to Stung Treng section of the Bangkok-Poipet-Siem Reap-Stung Treng-Rattanakiri-Quy Nhon leg of the SEC.
