Dear friends and supporters of MSBCA,

We are living in interesting times. It may be the best of times and it may be the worst of times.

For many I know, the results of the American presidential election and the British referendum a few months ago came as a surprise. When one reads or watches the news, many terms and ideas are discussed – protectionism, isolationism, globalism, nationalism, multiculturalism, and others. National identities and national values are being questioned as borders close and societies turn inwards to deliberate these very difficult questions. Free movement of people and ideas are drawing to a crawl or are sometimes banned. It is also difficult to know what to believe. One may feel fear and fear is contagious and this trend of fear may be felt all over the world.

But it is not all over the world. According to Kishore Mahbubani, the Dean of the Lee Kwan Yew School of Public Policy in Singapore, 88% of humanity lives outside North America and Western Europe. Countless countries in Asia, Latin America and Africa are integrating, visa-less travel across borders is being streamlined, and international trade and migration of workers is growing stupendously. Infant morbidity and starvation are growing rarer and hundreds of millions of lives are lifted from poverty each decade. Country-to-country conflicts are also growing rarer as better educated leaders deliberate on

diplomatic and non-violent solutions. Industrialization, education and innovation have vastly improved the average quality of life. Indeed, the last 30 years have never been better for the clear majority of all humans and the rising middle classes of the so-called developing world. There is great hope and optimism that the future will be better than the present.

This year, our community has a lot to celebrate. It is Canada’s 150th birthday and on July 1, we together with all other Canadians from coast to coast to coast pay tribute to a wonderful country. Our home.

Multiculturalism, truth be told, was never an original founding principle of Canada, a nation which was settled on Anglo-French values, cultures, languages and traditions during the European era of exploration. Nor was it founded on the values, cultures, languages, etc. of the North American Aboriginal peoples who themselves exemplified multiculturalism prior to European contact. For many of non-Western European descent, their acceptance into Canada – and the start of “multiculturalism” in the late 19th to early 20th centuries – was fueled by a pragmatic need to sustain a healthy labour force, populate the underpopulated Western Canadian provinces, and prevent Americanization above the 49th parallel north.

Today, immigration to Canada serves as the primary contributor to population growth and demographic sustainability. Canada’s ties to the world are also its primary engine of economic growth and job creation, and our workers benefit from being connected to a competitive and innovative global supply chain and to customers all over

the world. And increasingly to the 88% of humanity outside North America and Western Europe.

In times like ours today, when many of us deliberate the very difficult questions of national identity and national values or face challenges when competing with the rest of the world, we must remember that we are not alone. Hope and optimism, new ideas, new approaches and new perspectives are all around us and may be a rising wave which will not bury us or sink us but raise us to greater heights.

I also want to say something specific to our Malaysian, Singaporean and Bruneian community. All of us know what it is like to live in a multi-cultural, multi-ethnic, multi-lingual and multi-religious society. Southeast Asia is arguably the most diverse region in the world with 600 million people and is projected to be the most dynamic region of economic growth, ideas and innovation. Centered in this region are Malaysia, Singapore and Brunei with their cosmopolitan hubs. This year, we have two big reasons to celebrate: Canada’s 150th birthday and our cultural heritage from Southeast Asia which is soon to experience a renaissance of sorts. In the words of Parag Khanna, a Senior Research Fellow at the National University of Singapore and former Distinguished Visitor at the University of Toronto, being able to celebrate more than one identity is truly a strength in an interconnected world because it helps us see more opportunities in life.

Membership Updates

As MSBCA continues to be a steadily grow-ing organisation, we strive to encourage the continuous improvement of the efficiency and effectiveness of our membership processes. The following guidelines have been established for the upcoming 2017 year in regards to membership:

• Memberships will be valid for the calendar year of January 1 to December 31

• No registrations/renewals for the current year will be accepted after July 31 (this will allow time for a complete list of eligible voters to be disclosed prior to AGM)

• Members who registered/renewed after last year’s AGM (October 30, 2016) will have memberships valid until December 31, 2017

• There will be a fixed membership rate of $15 (individual) and $25 (family) regardless of when during the year that membership was received

We are looking for responsible volunteers to help open the Clubhouse, as well as those volunteers who have a special cultural activity or hobby they would like to share, such as cooking or art.

This year, MSBCA will host its annual June cultural event on the afternoon of Sunday, June 18. And this will be known as Cultural Day rather than Cultural Night.

As the lead organizer for this event, I would like to offer my warm welcome to interested parties who would like to take the stage and showcase their talents to the public.

As we have recently released our Funding Guide for Members 2017, any interested in helping showcase Malaysian, Singaporean or Bruneian cultures are greatly encouraged to do so. The resources of MSBCA will be at your disposal because our community wishes to support your creativity.

Organize a cultural dance, a song performance, an arts & crafts showcase, or something else truly Southeast Asian and you may be included in MSBCA’s Cultural Day 2017!

My colleague Peter Chai will be the food coordinator for this event and will put together a tasty menu with many contributing participants.

Furthermore, our admission prices will be reduced approximately by half compared to last year’s to make this event more affordable and accessible to all families.

GCM #3 Monday Feb 13, 2017

CNY Recap ● Reviewed lessons learnt. List of 23 items identified and discussed. ● Overall widely positive reviews from guests. ● Task list completed from planning to execution. Will be kept and used for reference for next

year’s subcommittee. ● For consideration for CNY 2018: Traditional multiple-course banquet at high profile restaurant

vs. ‘informal’ gathering with catered food at rental community hall. Possible target of 25-30 tables vs. 40-50 tables as in the past. Possible changes in performance and service providers.

Bylaw Update

● Subcommittee met Jan 2, 2017. Leveraging existing MSBCA bylaws & bylaws of other similar associations, determine where we’re at, where we want to be and mapped out strategies

● Reviewed most recent bylaw (Version 2.2, dated Oct 2010) approved by membership though not filed with Corporate Registry.

● Started the breakdown and analysis of the various bylaws to distill the essential components that is deemed essential for our new bylaws.

● We acknowledge that three documents, Mission Statement, Vision Statement, and Core Values will be our reference point or guiding light when creating the Bylaws. (akin to our Canadian Bill of Rights / Canadian Charter of Rights and Freedoms and our Canadian laws)

● Looking to have 2 documents created. . One that constitutes the “supreme high level governance document” or ‘bylaws’ of MSBCA (akin to our Canadian Constitution, the fundamental governing structure that is to be abided by and not easily/frequently changed so should stand the test of time).

● Second document will lay out the day to day operations (akin to our Canadian Laws or the MSBCA Guidelines document) that is more fluid and changes as required.

● 2 major milestones identified: a) completion of bylaws before AGM 2017 b) guideline document by AGM 2018

Financial Update

● AGLC has requested the transfer of $33,841 to Casino account. This is part of the GICs in dispute. Patrick to continue to work with AGLC to have this resolved. Patrick has spent countless hours trying to resolve this but without historical documentation, may have to abide by this request.

Clubhouse Maintenance Update ● Fire inspection for kitchen completed and canisters replaced. Still waiting for Sunflower to do

the condo fire inspection. ● Board members strongly encouraged to enforce processes already implemented and in place for

clubhouse maintenance with members/program leads. ● It was suggested we pay for janitorial service once /month for a thorough cleaning. ● Eric to draft up a document outlining cleaning expectations that will be adhered to for every

programming that takes place in the clubhouse.

1st Quarter Update ● Annual CNY event done. 2nd largest annual event for MSBCA. Yee Sang ritual and attendance of

Mayor Naheed Nenshi was unprecedented. ● Sponsorship and member benefits to MSBCA from HSBC and Eye Class Optometry were also

unprecedented. ● Kitchen and office underwent major facelift and cleaning. ● Proposed new bylaws are gaining momentum.

Looking Forward to 2nd Quarter

● Cultural Night Sunday June 18th. Entertaining the idea of making it a lunch/afternoon event as Sunday evening will prove a bit challenging with the next day being a school/work day. Goal is to reduce overhead and encourage members and third parties to showcase SE Asian cultures.

● It was suggested that event subcommittees be made up of members as opposed to board members to not burn out board members who sit on multiple subcommittees.

● Casino is on Aug 29th (Tues) & Aug 30th (Wed). Jesse to coordinate. Will again solicit Josephine Yee to manage our event.

Other Business

● Helen updated on Valentine’s pop up craft, led by Ella and Joey Koay. ● Stressed the important of consistency and transparency in record-keeping by program leads in

events dealing with cash. ● CKT Feb 26th. Jesse still in need of volunteers on the day before and day of. ● Reimbursement for parking was brought up. Board discussed and decided that it is not

prepared to financially support this. Patrick to follow up with AGLC to see if casino funds can be used for this.

● Educational field trip was discussed as possible event utilizing casino funds. ● Board approved donation of $500 to Canadian Red Cross. It will be matched 6x by Canadian Red

Cross. ● Royal Arch Masons of Alberta approached MSBCA to purchase a table for their annual CNY event

on Apr 1st. $500/table. The board is not able to purchase a table at this time and will send its regrets.

● 30 batik painting kits have been ordered from Malaysia for upcoming batik painting class. ● Future activities include pottery class and lantern class ● Past 3 classes have been attended by 12-15 children on average per activity. Goal is to achieve

up to 30 children per activity. ● These activities are free for members as supplies and equipment are AGLC-funded. Token fees

collected by non-members cover the cost of refreshments and snacks only. ● Arts & crafts program has been invited to participate at a Calgary Chinese Cultural Centre fair on

Sun June 25. C) Tracey’s Proposal on Website and Newsletter Upgrades/Redesign

● Recap: Back in GCM #3, Board motioned for Patrick and Emily to liaise with Tracey to determine: her scope of work, recommendations on upgrades/redesign of website, recommendations on other increased “automation” which would lead to increased efficiency and promotion of the MSBCA community.

● Tracey presented her proposal: (in short) redesign of website offering online registration, payment, calendar and member services; new branding scheme and logo; increased social media and online presence linked through Facebook, Twitter, etc.; new aesthetics and layout of monthly newsletter.

● These are all promotional expenses and AGLC-funded for the purpose of increasing the presence of the MSBCA community within the community-at-large and providing quantitative measurements of public outreach.

● Anticipated costs: $7700. ● Motioned to approve proposal and contract by Jonathan, seconded by John. Passed by Board. ● Next milestone: website design draft aimed for April.

D) Bylaws Update

● Between now and AGM 2017, the aim is to achieve milestone after milestone to achieve the bylaws. First milestones which be Mission Statement, Vision Statement, and Core Values.

E) Financial Update ● Patrick presented Chinese New Year event financial report. Pricing vs food cost was right on

target and balanced out. About $9750 (rounded) on both sides. ● Lion dance and DJ services were AGLC-funded. ● General costs were incurred for other items – oranges, wine, ang pow, etc. Final reconciliation

still in progress. F) Banking Alternative

● During Chinese New Year event, good rapport was established with representatives of HSBC who attended event and provided several giveaway prizes to guests.

● Patrick and Jesse met with HSBC representatives on Friday, Feb 24 to discuss advantages of banking with HSBC.

● Advantages included quarterly sponsorship from HSBC, helping distribute MSBCA newsletters, downtown parking compensation when banking, proximity to MSBCA clubhouse, helping provide volunteers to our activities and events, and better cultural affinity as HSBC is knowledgeable on Asian affairs.

● It was discussed that our relationship with TD does not provide much value to us as a client – for instance, we perceive there is a sense of reluctance from TD when requesting sponsorship or other support.

● It was recommended to transition several funds from TD to HSBC. Funds marked for transition included general funds and gaming funds. GICs are not marked for transition as they mature next year and some of them are contested by AGLC as being part of gaming funds instead of general funds.

● Motioned to transition by Peter, seconded by John. Passed by Board. ● Next milestone: aim to transition before Cultural Night/June.

G) Funding Guide for Members

● It was identified through GCM #4, bylaw subcommittee meeting, and talks with regular members that all members may benefit from a funding guide.

● Funding guide offers transparency by indicating which type of activity group might be eligible for funding from gaming funds, general funds, or neither. Emphasis on cultural education.

● This is a way of giving back to our members and building grassroots-level leadership. ● Applications can be sent to “[email protected]” for Board approval. ● Motioned to approve funding guide by Patrick, seconded by Emily. Passed by Board. ● Next milestone: aim to push out to membership within a week.

H) Cultural Night 2017

● Set for Sunday, June 18. May be unprecedented to have it both on a Sunday and on an afternoon.

● Food coupons will no longer be used to reduce overhead work done between volunteers and food vendors.

● More to be presented by the subcommittee. ● It was discussed that participating at a larger public event such as Heritage Month in August

might be an alternative way to raise the profile of the MSBCA community.

I) Other business ● Regarding raising the profile of the MSBCA community, it was recommended to partake in

Canada 150th anniversary celebrations whenever possible and volunteer resources allow. ● This includes listing MSBCA within a special edition Chinese- and English-language directory

book of Calgary communities (organizer Thomas Cheuk from Canada88 news). ● Eye Class Optometry would like to organize an educational presentation for the MSBCA

community and the public. Presentation would talk about importance of eye health and eye exam. Recommended date Sun April 23 in conjunction with CKT to help bring audience.

● Sponsorship: sponsors above a certain level of contribution should be provided recognition in the newsletter.
