However, there is one constant among everyone—the networking opportunities. In this time poor, information rich, and increasingly virtual society we live, networking becomes more important than ever. Sharlene Rimiller, Executive Director of the Missouri State Board of Optometry, is a regular at ARBO’s Annual meeting. She states, “I have been the executive director of the Missouri State Board of Optometry for over twenty- three years and I have at- tended many of the ARBO annual meetings. I had often thought that these meetings were geared more toward board members and I have encouraged our members to attend the annual meetings, especially our new members. However, in recent years I have found that other than the continuing education sessions, I have benefited as much from the annual meetings as our board members. I have especially enjoyed the ARBO sessions with the administrators from State Boards of Optometry around the country. The networking has always been very valuable.” Dr. Russ Jones, former ARBO President, states, “although it’s a bit odd to take comfort in other peoples’ aggravation, it was always nice to know that all states deal with essentially the same problems, and helpful to hear how others resolved the problems.” Of course, if you can’t think of any other reason to attend, “It’s Vegas, Baby!” ARBO’s 87th Annual Meeting — Something for Everyone ...I have benefited as much from the annual meetings as our Board members. A RBO hosted its Southern Regional Meeting on February

25, 2006, in Atlanta, during SECO. The meeting was well attended by representatives from state boards, state associations, and schools. ARBO hosts 4 Regional Meetings per year. The next meeting is scheduled for October 21, 2006, in Portland, OR. For more information, contact the ARBO office.

President’s Column

T he ARBO calendar continues to be

full. NBERC held its first meeting with the National Board in Charlotte in January. The new offices are very impressive and, as

usual, the NBEO product is equally impressive. The NBERC report will be presented to the ARBO House of Dele-gates in June. Plans for the annual meeting are being finalized. I hope each of you are planning to attend or send a repre-sentative from your board. We normally have only about 70-75% of our member boards present, and we are hoping to do much better this year. If funding is an issue, contact the ARBO office. There are two openings on the ARBO Board, and we hope to have more interest in serving. Also, Dr. Easton is in the process of looking at appointments to committees for next year. If you or someone on your board is interested, please contact him or the ARBO office. The ARBO Board met at SECO in February and approved the addition of an employee to assist in the OE TRACKER program. This is a major project, and we are in the process of contacting all CE providers and state boards to encourage participation in the program. If you have any ques-tions about the program, contact John Kohler at the ARBO office. CELMO awarded its first four certificates of completion at a press conference at SECO. ARBO encour-ages each member board to evaluate your local licensure mobility situation and determine if this program can be of assistance. As you can see, ARBO is alive and well. I appreciate the effort of our staff and volunteers in making these efforts successful. Thank you for the opportunity to serve. Please learn about how these programs can assist you in your efforts to protect the public.

T he Association of Regulatory Boards of Optometry’s (ARBO) Coun-cil on Endorsed Licensure Mobility for Optometrists (CELMO) pre-

sented CELMO certificates to the first optometrists completing all CELMO requirements. The certificates were presented during SECO at a press conference on Friday, February 24, 2006. The first optometrists to receive their CELMO certificates were: Dr. Sharon K. Dyer of Blue Springs, MO; Dr. Donovan L. Crouch of Storm Lake, IA; Dr. Beverly B. Miller of Columbia, MD; and Dr. Alan L. Rhoads of Elgin AFB, FL. Dr. Rhoads is a Lieutenant Colonel in the Air Force and member of the Armed Forces Optometric Society. The CELMO program will be especially helpful to those indi-viduals who serve in the Armed Forces by providing obtainable licen-sure options once they complete their military service. Dr. Dyer stated, “I am pleased to be one of the first optometrists to have com-pleted the CELMO credential process. The process is straight forward and neces-sary for optometry. An experi-enced optometrist in good standing should have more flexibility with licensure options, especially since two-career families are more common.” The CELMO program certificate is based on 50 hours of COPE-approved continuing education that must be completed in a two-year time frame. Of the 50 required hours, 8 must be CEE (Continuing Education with Examination). In addition to completing the educational requirements to qualify for a CELMO certificate, optometrists must have engaged in active practice for three of the last four years, have authority to pre-scribe medications (therapeutic pharmaceutical agents) in the state in which they currently practice, be in good standing with every state board from which a license is currently held, and report all discipli-nary actions taken by any state board or any other entity. Las Vegas — More than a Meeting — More Than Gambling

A sk almost anyone what they think of first when thinking of Vegas and their answer will be gambling. The second thing is usually the shows. While attending ARBO’s 2006 Annual Meeting you might opt to see

Wayne Newton (a Las Vegas staple), Celine Dion, Reba McIntire (Reba’s shows are June 17 and 18), or the Tony Award winning musical Hairspray, will also be playing.

Short on time but want to see the Hoover Dam? There’s a 2-hour Hoover Dam Express tour. The tour includes the Discovery Tour of Hoover Dam showcasing special features in- cluding the exhibit gallery, observation deck, Nevada intake tower and old exhibit building. Looking for wildlife? Check out Siegfried & Roy’s famous white tigers at the White Tiger Habitat at the Mirage or the Lion Habitat at the MGM Grand. Just downstairs from the Four Seasons is the Mandalay Bay Shark Reef. This reef is home to more than 1,200 different spe-cies, including 15 different species of sharks, tropical and fresh water fish, reptiles, marine

invertebrates and rays. The largest shark on the reef is a 9-foot nurse shark and the smallest animal is the blue damsel fish measuring in at between 1/2 and 1 inch. Thrill seekers will love the X Scream at the Stratosphere. The X Scream is one scary experience, dangling thrill seekers hundreds of feet from earth. This one-minute ride atop the Stratosphere Tower (the 8th tallest building in the world) stretches out 27 feet over the edge of the tower. You’ll zoom along at speeds up to 30 mph, take dives at 30-degree angles and, at the end, screech to a sudden stop at the end of the track—with nothing but 900 feet of air between you and the ground! Once you’re done with that you might be ready to slow things down with a stroll through a mu-seum—and there’s no shortage in Vegas. You can visit the Las Vegas Natural History Museum, the Neon Mu-seum (an open-air museum created to preserve the vital pieces of Vegas history), or, if you’re a car lover, the Imperial Palace Auto Collection which includes cars formerly owned by JFK and Al Capone. Don’t forget the Elvis-A-Rama Museum, the world’s largest private collection of Elvis memorabilia, where the King still lives! Plan now to attend ARBO’s 87th Annual Meeting in Las Vegas. In May of 2005, AMO acquired VISX, Incorporated, creating the world’s largest refractive surgical company. The combined ophthalmic surgical product portfolio includes the STAR S4 IR™ Laser System, WaveScan Wavefront® system, CustomVue™ procedure, Amadeus™ II microkeratome, Verisyse™ phakic intraocular lens (IOL), and ReZoom™ and Tecnis® multifocal IOLs.

AMO continues to build on the VISX® heritage that began in 1986, with the development of innovative technologies used to perform LASIK and other refractive procedures. The company’s CustomVue™ individu-alized laser vision correction procedure uses wavefront-guided technology and is approved by the U.S. Food and Drug Administration (FDA) for the treatment of nearsightedness, farsightedness, astigmatism and mixed astigmatism. The CustomVue™ treatment en-ables customized correction based on comprehensive diagnostic measurement of optical errors in an indi-vidual’s eye. The most significant new growth opportunity in the company’s eye care business is its planned entry into the global over-the-counter dry eye mar-ket. A non-compete agreement with Allergan expired in 2005, allowing AMO to make progress with its own dry eye product. AMO’s chemists have identified formulations in development, its process engineers have devised a manufacturing strategy, and the regulatory and marketing teams have mapped out a plan for FDA approval and full commercial launch in 2007.

Other products in the eye care line include disinfecting solutions, enzymatic cleaners and lens rewet-ting drops. Among the contact lens care product brands the company possesses are COMPLETE® Moisture PLUS™, COMPLETE® Blink-N-Clean®, Consept®F, Consept® 1 Step, Oxysept® 1 Step, UltraCare®, Ultrazyme®, Total Care™ and blinkTM branded products.

Additional ophthalmic surgical products include the Tecnis® monofocal IOL, the first and only lens implant approved by the FDA to improve functional vision, the Sovereign® and Sovereign® Compact™ phacoemulsification systems with WhiteStar® technology, Clariflex®, Array®, Sensar®, and CeeOn® IOLs, the

Baerveldt® glaucoma implant, the Healon® family of viscoelastics, and other related products used in cataract and refractive surgery.

ARBO Welcomes New Staff Members

W hen ARBO moved from Bethesda, MD to St. Louis, MO not quite four years ago, a staff of two was all that was required to support ARBO’s Board of Directors and the COPE program. As new programs

have been developed and implemented, ARBO’s staff size has increased to six. We are very pleased to intro-duce the three newest members of ARBO’s staff. Debbie Kuehner joined ARBO in September 2005 as Secretary. Debbie is usually the first person you speak to when calling the ARBO office and has been busy helping optometrists get registered with OE TRACKER on the ARBO website, as well as filling requests for new or replacement OE TRACKER cards. John Kohler was hired in December 2005 to fill the position of OE TRACKER Program Manager. Since that time he has been busy working with CE event administrators, including state associations, ex-plaining the OE TRACKER program and assisting them with implementation of the program at their events. ARBO’s newest team member is Karen Donica, Program Coordinator for OE TRACKER. Karen’s many duties include managing the allocation of scanners and processing data from the scanners or submit-ted by CE event Administrators for uploading to doctors’ re-cords on the OE TRACKER website. Debbie, John and Karen join Denise Wright, Executive Assistant and Program Administrator for CELMO and COPE, Stacey Daly, COPE Administrator, and Jennifer Parker, Executive Director, in helping fulfill ARBO’s mission to repre-sent and assist member licensing agencies in regulating the practice of optometry for the public welfare.
