Quick Guide to Grant Writing

Who are we?◇ The Office of Research and Sponsored Programs

(ORSP) exists to support a culture of intellectualinquisitiveness and scholarly activity on the UT Martincampus .

◇ The ORSP encourages and supports scholarship bypromoting access to research funding throughcompetitive internal and external grants designed tohelp faculty members launch research projects .

◇ The ORSP aids and supports both faculty and staff inobtaining external funding through activities such assubscribing to grant databases and providingtechnical help with grant applications .

“The ORSP serves as the designated official unit on campusresponsible for reviewing and analyzing proposals beforesubmission .

All proposals, grants, and contracts must be submittedthrough the ORSP so that compliance with varioussponsors, university, or other regulations and guidelinespertaining to external funding can be assured .

Proposal Development It’s important for the Principle Investigator to review theRequest for Proposals (RFP) from the agency whendetermining if a funding opportunity is a good match .

Abstract/Summary

Budget Development ◇ All grant and contract budgets must be prepared in

accordance with the UT Fiscal Policies as well asfunding agency guidelines .

◇ All costs requested must be allocable to the operationof the grant program (not to be used for generaldepartmental purposes)

◇ All costs must be allowable by UT policy, sponsorpolicies, and Uniform Guidance (federal governmentregulations)

◇ All costs must be reasonable and necessary for theperformance of the project .

Indirect/F&A Costs UT Martin’s predetermined federally negotiated F&A ratesare 53% for on-campus research projects/programs and 20%for all off -campus research projects/programs . The F&A ratesare figured on salaries and wages only. If more than 50% ofa project is performed off - campus, the off -campus rate willapply to the entire project .

*If permitted by the agency, these costs will be included inthe budget .

F&A Costs Distribution Policy UT Martin has an F&A distribution policy to stimulategrantsmanship among faculty and staff . The Sponsored ProjectsAccountant distributes all indirect monies annually according tothe following percentages :

◇ E&G 25% ◇ Fa culty Resea rch 25% ◇ College* 10% ◇ Depa rtment/Unit 25% ◇ Principle Inves tiga tor(s ) 15%

*The a ppropria te Vice Cha ncellor w ill receive these funds forunits w ho do not report through a college. The dis tributionpercenta ge is subject to cha nge.

Faculty Release Time A faculty member may secure administrative approval to bereleased from some scheduled duties to provide time forresearch, public service, or related professional activities .

F&A funds cannot be used to supplement faculty salariesor for course buyouts . Additionally, the Project Directorsare not allowed to receive “extra pay” during the academicyear for working on a grant .

Proposal Process Timeline

Cayuse All universities within the UT System use the grants managementsystem Cayuse for routing and reporting all grant proposals . Everyproposal submitted to an agency must be routed internally throughCayuse before submitting to the funding agency . UT Martin hasdetailed resources for using Cayuse, such as instructions and videotutorials on the ORSP website . If additional help is needed, yourassigned Grant Specialist can assist you when entering your proposalsinto Cayuse.

Research Ethics and Compliance Institutional Review Board for the Protection of Human Subjects in Research

The Institutional Review Board for the Protection of Human Subjects inResearch (IRB) is responsible for reviewing and approving applicationsinvolving human subjects in research to ensure that faculty and studentresearchers are compliant with federal and state regulations and guidelines .An IRB committee has been designated to approve, monitor, and reviewresearch involving human subjects .

Institutional Animal Care and Use Committee

The Institutional Animal Care and Use Committee (IACUC) isresponsible for overseeing the use of animals and animalfacilities, and for the review of basic science and biomedicalresearch and teaching activities involving animals conducted at,or in association with UT Martin . The IACUC ensures that animalcare and use complies with all federal, state, and localregulations as well as University policy . The IACUC is theprincipal advisory source on humane care and use of animalswithin the University and, as such, the appropriate body forreviewing and investigating concerns or complaints involvingthe appropriate care and use of animals .
