I. THE SITUATION North Bakool and Lower Shabelle regions in the south of Somali are declared as depletion layer by the United Nations in July 20, 2011. It was informed that in case of a non-intervention, declaration of famine for the northern regions is possible in the following few months. Half of the population of the country (3.7 million) is affected from the crisis and 2.8 million of the population live in the southern regions. According to the Integrated Food Security Phase Classification; famine is defined as the situation, in which acute malnutrition prevalence among children exceeds 30%, mortality rates exceed two persons for every 10.000 population for each day, at least 20 percent of households face a complete lack of food and/or other basic needs and starvation, death, and destitution are evident. While the most affected areas of Somali are Lower Shabelle, Middle and Lower Juba, Bay, Bakool, Benadir, Gedo and Hiraan, 310.000 children in these regions are diagnosed with acute malnutrition. Especially in Bakool and Lower Shabelle, acute malnutrition rates exceed 50%. More than 11.5 million people in the African Horn need urgent food aid to live. Each day, approximately 3.500 persons immigrate to Kenya and Ethiopia, which also face serious food shortage. While 383.000 immigrants took refuge in three refugee camps in Dadaab, Kenya, around 228.000 Somalian are temporarily sheltered in the camps in Ethiopia.

II. SUMMARY The Turkish Red Crescent, which conveys the helping hand of our benefactor community to the four corners of the world, started a campaign of humanitarian aid for Africa. The Turkish Red Crescent, which was appreciated by the international community, as well as the national community, for the international humanitarian aid activities carried out in the recent years, did not remain insensitive to the Africa that suffers from drought and hunger. In order to relieve the hunger threat caused by drought and famine that recently took place even on a small scale, the Turkish Red Crescent, which continues aid activities continuously in the continent of Africa depending on the needs, decided to start an aid campaign with the cooperation of daily journal Sabah, Turkish International Cooperation and Development Agency and Disaster and Emergency Management Presidency. Our benefactor community extends the hand of aid to the Africa through the campaigns with slogans: “Africa is Hungry, the Turkish Red Crescent is on Route to Relieve” and “Let’s go World! Let’s Ignite the Beacon of Benevolence.” TV spots, TV banner ads, radio spots, posters, billboard, display, banners, internet products were produced and shared with the public. The Red Crescent initiated Somalia humanitarian aid operation in coordination with relevant organizations responding rapidly to the crisis. TRC team paid a visit to Dr. Ahmed Mohammed Hassan, the President of the Somali Red Crescent Society (SRCS) in Nairobi, Kenya discussed TRC humanitarian interventions in Somalia. TRC team arrived to Mogadishu and signed a MoU with the Transitional Federal Government of Somali Republic with an

intention to officially authorize TRC’s presence in the country and clarify operational modalities together with roles and responsibilities of the parties on 11 August 2011. Additionally, the TRC and SRCS Presidents signed a Memorandum of Understanding on 11 January 2012 in Ankara. TRC team, composed of 9 expatriates and 46 local staff, is implementing its activities in close cooperation with the Somali Red Crescent Society (SRCS) and other Red Cross Red Crescent partners from the very beginning of its humanitarian intervention in the country. Between 28 September 2012 – 3 April 2012:

III. EMERGENCY RELIEF

Relief Logistics

Purpose The main purpose is to establish a logistics center in order to faciliate the reception, stocking and mobilization of relief materials either sent from Turkey or various cauntries around the world, and to deliver them to distirbution centres.

Current Situation

A logistics centre was set up in Mogadishu seaport.

The TRC has been allowed to use all the Bureaus in the warehouse as of 25th August, 2012.

The Enterprise Resource Planning (ERP) software is in use and operational where all materials and equipment could be tracked by an online system as of 20th September, 2012.

The ERP is a web based software system, therefore it is possible for our stakeholders to have remote access

The relief materials and equipment have been stocked in the warehouse with 5000 m² indoor and 10000 m² outdoor storage capacity as of 8th August, 2011.

Current Situation

The TRC has dispatched relief materials to both Mogadishu central districts and IDP camps located around the city through the district commissioners.

The TRC Delegation in Mogadishu has made needs assessments in urban areas and camps,

Relief materials have been distributed to the beneficiaries according to the distribution plans,

The TRC has periodically supported 2,303 families sheltered in Hayat Camp in Jazira .

A) SHELTERING & NON FOOD ITEMS Establishment of a Transit Camp Purpose

The purpose is to provide a dignified shelter and living standards for up to 12,000 affectees until they return to their place of origin.

A camp with an area of 200.000 m² will be established.

Tents will be erected to shelter beneficiaries.

Electricity and water infrastructure will be built in the camp area.

Schools, mosques and recreational areas will be provided for the IDPs,

Identification forms will be used for registration and distribution in the camp

Transportation and basic long term requirements will be provided for those who will be voluntarily returning back to their places of origin.

Current Situation

A camp area was allocated by the government and the establishment of a camp has started as of 17th August, 2011.

The TRC Delegation erected 2.500 tents in Jazire as of 29.04.2012. 2.500 beneficiary families

(15.000 persons) have received shelter.

5 blankets have been distributed to beneficiaries in each tent in the immediate aftermath of their arrival.

Other Infrastructure Interlocking paving stones were installed in the area of 800 m2 on the main street in the

camp. Interlocking paving stones were installed in the additional area of 600 m2 , and there has been pavement maintenance in the area of 70 m2. Bulldozing and instalment works in the main road were completed. Interlocking paving stones instalment has been continued in various parts of the Camp.

Mosque and Fountain Construction Plan Deputy Prime Minister Mr. Bekir Bozdağ laid the foundation of the construction of 200 m²

mosque and a fountain with 16-taps on March 6, 2012 on a levelled ground within the area of Hayat Tent City Social Facility and laundry units.

Contractor company is agreed on this task and construction continues.

In accordance with the protocol signed between Istanbul Chamber of Commerce (ITO) and the Turkish Red Crescent, ITO Neighbourhood with 379 tents was established in Cezire Hayat Tent Camp.

A Mobile Kitchen was deployed in an area of 2.000 m2 and the construction of all facilities were completed before the deployment and it will produce two types of food by serving 1 meal a day to 6.000 beneficiaries identified in hospitals, orphanges and boarding schools.

Mobile kitchen campus construction is completed. In order to start and sustain meal

production activities without any break and when our food storage in logistics warehouse is considered, periodic supply purchasing of food from local or shipment from Turkey is needed.

The number of brick cooking stoves built for each tent is 2,516. The UAE Red Crescent terminated hot meal services targeting the IDP families due to the

unpredictability in the number of IDPs. The WFP distributed food parcels to 4,000 families in the Camp. 4 distribution points were established inside the camp. 1 food parcel and 1 kitchen set have been distributed to beneficiaries in each tent in the

immediate aftermath of their arrival.

C) WATER & SANITATION Distribution of garbage bags have been made periodically in order to keep the environment

clean. The wastes have been collected on daily basis and transferred to the city waste disposal site.

Daily water requirement of the camp is covered by the Turkish State Water Works (DSI) team which is currently operational in Somalia. Additional 5 water tanks of 5 tons each were deployed to the certain places around the camp. The Team drilled a bore-hole to 90 meters and reached water as of 5th January, 2012.

A water distribution network was established by the instalment of water pipes having 1750

meters length in total to provide adequate amount of water to latrines, showers, and laundry, taps and water tanks.

Considering the increasing weather temperature and potential threats to public health, a

new cesspool of 3 x 3 x 3 meters in volume was built to increase the drainage capacity of the toilet units in the Camp.

The TRC established a laundry facility with 40 tap capacity together with 50 showers installed

at proper locations around the camp. Additionally, insecticide is periodically applied in and around all WC and bath units. 35 garbage bins (each one of them is about 200 lt) were deployed on tent camp’s streets.

D) HEALTH

Basic health care services are provided by the Turkish Ministry of Health together with a

Médecins Sans Frontières clinic. The latrines, showers and garbage collection spots are periodically limed by the TRC team responsible from camp management.

In order to provide health service to tent city residents, UMKE team of Ministry of Health of

Turkey is contacted, an appropriate spot is provided inside the tent city and UMKE team started to operate for basic health care service in the health service tents set up by the Turkish Red Crescent. Serious health cases are transmitted to the field hospital of Ministry of Health of Turkey with ambulances belonging to the Turkish Red Crescent and Ministry of Health.

IV. RECONSTRUCTION

A) Project: Garbage Collection and Disposal

Project Purpose: The goal of the cash for work program is to mobilize the power of local people to collect the garbage in Mogadishu for a clean environment and to deliver painting items to people in order to create a new city view in Mogadishu by whitewashing all buildings. The project will be implemented in cooperation with the Istanbul Metropolitan Municipality. Beneficiary: Current Status:

- A campaign has been started to create public awareness on clean environment. - Garbage bags have been distributed to local people and they have been encouraged to collect the garbage around their living places. - Garbage disposal sites have been determined in cooperation with the district commissioners. - Collected garbage is transferred to the disposal sites with trucks. - Whitewashing works have started from one district to another. Painting materials and equipment are being distributed to public and they are being encouraged to paint their houses.

Benadir District Commissioner has been designated as a focal point regarding this project. Together with the Somali Transitional Government a disposal site, 5km away from the city, Jazeera region has been determined. The issues of regions to distribute the litterbags, transportation of the garbage to the disposal site and methods to raise public awareness in this regard have been jointly negotiated. A protocol has been signed with the respective Governorate regarding the project on 18th September, 2011. Following the meeting with Benadir District Governor Mohamoud Ahmed Nur, garbage collecting and disposal project has been started with the allocated area of 270.000 m² for districts specified below. More identified districts are needed by the Benadir District Governor.

B) Project: Livestock Sacrifice and Cold Storage Depot

Project Purpose: 6.620 livestock which is equivalent to 11.120 shares donated by the

Turkish community were sacrificed in Somalia by the TRC during feast of sacrifice. The sacrificial meat was distributed to 35.550 households in Mogadishu and locations around Afgooye targeting IDPs living in temporary shelters. A cold storage depot has been established in Mogadishu in compliance with stocking sacrificial meat and to provide cold storage capacity for the local government of Wadajir.

C) Project: Vocational School of Medical Sciences and Nursing

Project Purpose: According to assessments conducted by the TRC Delegation in Somalia, restoration and reconstruction of health facilities and training of medical personnel have been identified as important priorities. Within this context, in an attempt to contribute to training of such medical experts, a Vocational School of Medical Sciences and Nursing will be constructed. Current Status: The TRC and the Ministry of Education, Culture and Higher Education

signed a MoU on 27 December 2011 in Mogadishu.

On 30.10.2011, a mutual agreement for allocating the building of former Collage of Somalia to our Delegation was accomplished. A technical team from Mogadishu Governance is given the task of preparing layout plan of the area. Allocation document was received from Benadir District

Commissioner on 17.12.2011. The TRC and Ministry of Education, Culture and Higher Education signed a MoU on 27 December 2011 in Mogadishu. The Turkish Red Crescent’s technical personnel responsible of construction and architectural duties started working on project plan and conducted on-site examination. Following the completion of topographic measuring and mapping, team returned back to Turkey on 05.02.2012

D) Project: Concrete Plant & Public Works Department

Project Purpose: The Red Crescent has an intention to establish a concrete plant and a public works department in Mogadishu. The scope of program is to rehabilitate and reconstruct city infrastructure including garbage collection and disposal works, road constructions and rehabilitation of public buildings. Current Status: On 11.12.2012, land fixation for concrete plant construction was

conducted in Jazire Region with Mogadishu Governance technical team. Appropriate 25.000 m² land allocation was discussed with the Banadir District Commissioner and it was found suitable and necessary processes were started. On 22.12.2012, a protocol was signed between the Turkish Red Crescent and Istanbul Metropolitan Municipality (IMM) on land suitable allocation. The project will be conducted by joint team of the Turkish Red Crescent and IMM.

E) Project: Bone Incineration Unit Project Project Purpose: The aim of the project is to provide a healthy and clean environment free of all the accumulated animal waste and bones after years of slaughtering of animals took place in the region. Current Status: A suitable 50.000 m² land for bone incineration and slaughterhouse is

allocated to the Turkish Red Crescent on 26.12.2012 by the Banadir District Governance. Ground levelling and concreting processes are completed.

Two additional bone incineration machineries are expected to arrive to Somali Delegation Presidency and their 200 m² allocated area’s concrete work has begun. Bone incineration machine was installed on 08.02.2012 under the supervision of company responsible. Installation, test run, necessary heat tests, test bone incineration and training of 2 local and 2 personnel of the Turkish Red Crescent, chosen by the Delegation Presidency is completed. In order to create suitable working conditions, a brick wall was constructed around the 300 m² bone incineration ground.

Operating Training given to the Turkish Red Crescent and local personnel by company trainer Bone incineration machine is prepared to be actively used and facility was officially opened by Deputy Prime Minister of Turkey Mr. Bekir Bozdağ and accompanying the Turkish Red Crescent representatives. Ground’s 400 m² part is planned to be a slaughterhouse by Banadir District Governance. Remaining 49.300 m² area can be used in other activities of the Turkish Red Crescent.

F) Project: Rehabilitation project of bone and waste land (actively operating)

Project Purpose: The aim of the project is to transform the land In Wadajir, where district bones and hills of animal wastes and foul-smells were assessed in. Current Status: In Wadajir, district bones and hills of animal wastes and foul-smells were

assessed in the land which has approximately 10 decar soil located on the road to Turkish Red Crescent Cezire Hayat Tent Camp, used as garbage spaces since for 20 years. Provision for the prohibition of slaughtering in the space was provided through meetings with Sub- Governor and then rehabilitation works were started for the public health.

Animal wastes and bones were transferred to waste place located out of the Wadajir District by

using construction machines and more than 200 Lorries up to date of 22nd February, 2012. The land

was made hygienic and rehabilitated by the TRCS and now it is used for the public benefits.

V. COORDINATION AND PARTNERSHIPS

The Red Crescent initiated Somalia humanitarian aid operation in coordination with relevant organizations responding rapidly to the crisis. TRC team visited Dr. Ahmed Mouhammed Hassan, the President of the Somali Red Crescent Society (SRCS) in Nairobi, Kenya and discussed TRC’s planned humanitarian activities in Somalia. TRC team arrived in Mogadishu and signed a MoU with the Transitional Federal Government of Somali Republic to complete legal procedures for TRC’s presence in the country. Additionally the TRC and the SRCS presidents signed a MoU on 11th January, 2012 in Ankara to clarify operational modalities together with roles and responsibilities of the parties The TRC Delegation, composed of 9 expatriates and 46 local staff, is carrying out its activities in close cooperation with the Somali Red Crescent Society (SRCS) and other Red Cross Red Crescent partners from the very beginning of its humanitarian activities in the country.

A letter from the Ministry of Education of Somalia is received on 5th March, 2012, demanding information on which phase the project is. In accordance with the instructions from Directorate General, our Head of Delegation will inform the Ministry that project is in architectural design phase and field activity will begin after the Turkish Red Crescent and Istanbul Metropolitan Municipality’s Vehicles reaches Somalia.

Following the demand from the Host National Society, Somali Red Crescent, The relief items consisting of 14 tons of food and blanket were provided to Medina Hospital in Mogadishu on 27th March, 2012 in cooperation with the Somali Red Crescent to Medina Hospital. This hospital has provided inpatient care to 400-people and served as the sister hospital of the Somali Red Crescent Keyseney Hospital.

B. The United Nations Humanitarian Relief Organizations Somalia Weekly Coordination Meeting (30 March 2012)

With the UN OCHA’s invitation to our Somali Delegation, Hayrettin Gürova, Head of

Delegation and Alper Küçük, Deputy-Head of Delegation attended the Somalia Weekly Coordination Meeting with UN Humanitarian Relief Organization in Nairobi and International NGOs on 30th March, 2012. Main agenda of the meeting was planned as a presentation of the Turkish Red Crescent’s activities in Somalia. The specifically prepared-for-this-occasion presentation of the Turkish Red Crescent’s Humanitarian Relief Operation in Somalia was explained with all details to the participants and was responded with enthusiasm and appreciation. The presentation document was shared with related departments and representatives as a result of the demand of the UN. Following the meeting, an appreciation and a note of thanks from the UN OCHA Somalia Representatives for our participation and presentation was received.

C. OTHER INTERNATIONAL ORGANIZATIONS OPERATING IN THE REGION Apart from the Turkish Red Crescent, National Societies operating in Mogadishu are UAE, Iranian and Qatar Red Crescent Societies. Moreover, ICRC also operates in Mogadishu. Other than the components of the Movement, non-profiting international organizations of American Refugee Committee (AFC) and Médecins Sans Frontières (MSF) also conduct activities in the region.
